갑오개혁~대한제국기 지방 범죄와 순검·순교의 활동 = Local Crimes and the Activities of Sungeom and Sungyo in Region during the Gabo Reform·Great Empire

다국어 초록 (Multilingual Abstract)

The purpose of this thesis is to analyze the statistics of local crimes by region and type during the period of the Gabo Reform to the Great Empire, and to examine the response to crime by the Sungem and Sungyo assigned to each county. Looking at the crime status of 1,679 criminals by region and type, it was found that Provinicial Sungyo and Sungeom were not deployed according to the frequency of crime in each region, resulting in a shortage of manpower. Sungeom and Sungyo were limited by the fact that they were not allowed to carry guns. Therefore, most of the cases of ‘Investigating in secret’ were conducted before arresting officials directly, and the limitations of manpower and armament were compensated through public and private cooperation.
There were 342 cases of district Sungyo and 518 cases of Sungeom from 1896 to 1906, respectively. In addition to apprehending bandits, Sungyo was focused on simple tasks such as transporting prisoners, examining corpses, and opening graves to investigate cases of grave robbing. In other words, Sungeom and Sungyo were more involved in routine tasks rather than responding to frequent crimes.
