Since the 1990s ,the value and potentiality of culture and art have appeared a kind of cultural integration in urban regeneration. Actively intervened cultural strategy to urban policy based on the recognition that contribute greatly to the development of the local economy .The consumption of oriented urban regeneration strategy, which is recognized as the marketing means of the city is the culture that has been converted to the direction of having the new industrial method of urban regeneration.
Benchmarking the many success stories of overseas, discussion about the meaning of cultural regeneration in Korea has been actively carried out. It was developed a similar strategy at the local government. Government-led regeneration project has been planned completed form for the space configuration and program from the beginning. However, exit from the development system of public-led facilities and institutions until the mid-2000s, in recent years, has been studying how to extend the recovering of unused space in cooperation with the content and the community. This trend indicates that local government is dealing with, no longer extrinsic point of view, in terms of the implicit.
Cultural regeneration project has the meaning more than an economic effect. Residents of the area recall the memory of the place through the regeneration project of the unused space. The sense of solidarity of the region is generated through the empathy of the new role of the location, it establishes the locality. We can look the 〈Gwangmyeong up cycle Art Center〉 as a case that has a positive impact on the local economy and good cooperation with their residents. It would be a good opportunity to check the direction of the cultural regeneration and the recovering of unused space.
