공공 이슈에 대한 사회적 관심의 증가량 측정모형의개발과 적용 = A Development and Application of the Measurement Model of Social Attention Increased on Public Issue

국문 초록 (Abstract)

이 연구에서는 지난 10년 동안 일반 대중들의 관심을 집중시켰던 15개의 사회적 이슈들을 선택하여 그 이슈들의 발전 과정을 그려보고, 그 발전 과정에서의 정책행위자들의 전략 또는 그 이슈와 관련된 돌출사건의 역할을 조사한다. 이를 위하여 정책행위자들의 전략 또는 돌출사건으로 인한 사회적 관심의 증가량을 계산하는 방법론 모형을 개발하였다. 이렇게 개발된 모형에 15개의 사회적 이슈들을 적용하여 그들로 인한 사회적 관심의 증가량을 계산하였다. 그리고 정책행위자 전략 또는 돌출사건으로 인한 사회적 관심의 증가가 어떤 변화를 초래하였는지도 각 이슈별로 조사하였다. 정책행위자들의 전략 또는 사회적 이슈와 관련된 돌출사건으로 인한 사회적 관심의 증가량을 계산한 결과 15개의 사회적 이슈들 중 2008년의 촛불집회이슈가총 44일 동안 그와 관련된 사회적 관심이 가장 크게 증가한 것으로 나타났고, PD수첩이슈가 7일 동안 가장 적게 증가한 것으로 조사되었다. 그리고 총 15개 중 13개의 이슈가 그에 대한 사회적 관심의 증가로 인해정부의 의사결정의 변화 등과 같은 결과를 초래한 것으로 나타났다.

다국어 초록 (Multilingual Abstract)

This research describes evolving processes of 15 political and social issues which are paid attention by the public, and then investigates strategies of policy behaviors in those processes and roles of the events related to these issues. This paper develops a methodology model which explains the amount of the public attention increased by the strategies of policy behaviors and the events. This paper calculated the amount of the public attention by applying 15 issues to the model. The results showed that the 2008 candlelight demonstration issue appeared the largest increased amount of public attention, and that the smallest one was the "PD notebook isse". This paper found that the rise of public attention on 13 issues led to the changes in government decision making.
