인천광역시의 기후적응 우선순위 선정 및 계획에서의 활용방안 = Incheon metropolitan city climate adaptation priority selection and utilization plan in planning

Local governments are obliged to establish local climate crisis adaptation measures based on the 「Framework Act on Carbon Neutralization and Green Growth For Coping With Climate Crisis」 as the impact of climate change and the associated damage increase.
According to the guidelines provided by the Korean Ministry of Environment, metropolitan and local governments were required to compile a list of local climate crisis risks and to establish detailed action plans by integrating climate crisis impact analysis and vulnerability assessment. However, because the methodology is not specific, there is little connection between adaptation measures and the listed risks, and controversy abound about effectiveness. In this study, to derive a list of local climate crisis risks according to the guidelines, the type and urgency of each risk was derived from a survey targeting public officials in Incheon Metropolitan City, and a method for deriving a priority risk list was presented based on this. The study found that the list of climate crisis risks in Incheon Metropolitan City contained many items requiring long-term research and monitoring, showing the urgent need for related policies in the health sector. The method of classifying and prioritizing the types of 'local climate crisis risks' presented in this study is aimed at public officials who have practical experience in local climate crisis by performing related tasks such as local civil complaints while living in the region. Go through the process of gathering opinions. Therefore, it is expected that it will help establish policies that can actually reduce the damage to citizens caused by the effects of climate change.
