전자기록물 장기보존을 위한 학위논문 디지털자료 납본체계 및 전자포맷관리 효율적 개선방안에 관한 연구 : 국회도서관 중심으로 = A Study on the Effective Improvement Plan of the Legal Deposit System and Electronic Format Management of Thesis Digital Data for Long-term Preservation of Electronic Records - for National Assembly Library -

국문 초록 (Abstract)

도서관에서 서비스하고 있는 모든 기록정보가 중요한 가치를 지니고 있지만, 그 중 학위논문은 국가적으로 보존 및 활용가치가 높은 지식정보자원이다. 따라서 학위논문은 신속하고 지속적인 디지털화 및 활용 서비스를 통해 학술연구자들의 정보 활용 범위를 넓혀 연구 효과를 극대화할 수 있다. 도서관에서 매년 새롭게 수집하는 학위논문 디지털 파일을 신속하고 효율적으로 검색하기 위해서는 표준화된 절차에 의한 체계적인 포맷 관리가 필요하다. 또 디지털 파일의 장기보존을 위해서는 각 주체들의 합의에 의한 합리적인 기준이 필요하다.
현재 국회도서관의 학위논문 수집 및 보존에 대한 포맷 관리표준은 따로 명시 되어있지 않다. 디지털 파일의 생산 포맷을 표준화하거나 통일하는 것은 디지털 파일의 장기보존 측면에서 유리하다. 따라서 효율적인 학위논문 보존과 관리를 위해서는 최초 자료의 수집 시점인 납본 단계부터 일관성 있는 포맷 관리 표준화가 필요하다.
본 연구에서는 국회도서관을 중심으로 학위논문 디지털 파일의 장기보존에 대한 납본 규정과 중앙영구기록물관리기관인 국가기록원의 전자기록물의 장기보존관리 현황을 분석하여 비교 평가함으로 학위논문 디지털 파일의 장기보존을 위한 방안을 제안하였다.
국회도서관의 학위논문 디지털 파일의 효율적인 장기보존을 위해 다음과 같이 납본제도 포맷 관리의 개선방안을 제안하였다.
첫째, 국회도서관에서 효율적인 학위논문 디지털 파일의 보존관리를 위해 디지털 파일 납본을 위한 생산 포맷을 표준화하거나 통일하여 최초 자료의 수집 시점인 납본 단계부터 일관성 있는 포맷 관리를 진행하는 것이 필요하다. 또한 학위논문의 지체 없는 수집을 위해서는 각 대학에서 성실한 납본이 이루어질 수 있도록 납본 제도를 강화하여야 할 것이다.
둘째, 납본 받은 디지털 파일의 확장자는 hwp, doc, pdf로 다양하다. 이는 문서보존포맷으로 변환 시 문서 내 이미지 유실, 데이터 왜곡 등의 문제가 생길 수 있으므로, 국가기록원에서 공공표준으로 제정된 PDF/A-1로 일괄 변환하여 납본을 받는 것이 필요하겠다. 특히 hwp포맷은 글에서만 사용이 가능한 바이너리 형식의 독자포맷으로 타사의 소프트웨어로는 그 내용을 정확히 확인이 불가능하며, 내용이 확인 가능하더라도 원래의 서식과 모양이 동일하게 구현되기에는 어려움이 존재한다.
마지막으로, 글, PDF, MS오피스 등 전자파일을 대상으로 파일손상, 확장자 이상 등 기계적인 방법을 통해 상태 검증을 실시하여야 한다. 특히 국가기록원에서 전자기록물에 대한 장기보존포맷 변환과 이에 대해 육안검수를 진행하는 것처럼 국회도서관도 통일된 시스템을 통해 학위논문 디지털 파일의 문서보존포맷과 장기보존포맷으로의 변환과 육안검수를 진행하는 것을 제안하였다.

All of the record information provided by the library has important value, but thesis is a knowledge information resource with high national preservation and utilization value. Therefore, thesis can maximize the research effect by expanding the scope of information use by academic researchers through rapid and continuous digitalization and utilization services. In order to quickly and efficiently search digital thesis digital files that the library collects every year, systematic format management is required by standardized procedures. In addition, for the long-term preservation of digital files, a reasonable standard by agreement of each subject is required.
Currently, the format management standard for the collection and preservation of degree thesis at the National Assembly Library is not specified. Standardizing or unifying the production format of digital files is advantageous in terms of long-term preservation of digital files. Therefore, for efficient dissertation preservation and management, it is necessary to standardize consistent format management from the legal deposit stage, which is the time of initial data collection.
In this study, long-term preservation of thesis digital files by analyzing and evaluating the legal deposit regulations for long-term storage of digital files of degree thesis centered on the National Assembly Library and the state of long-term storage management of electronic records of the National Archives, a central permanent archives management institution. We proposed a plan for this.
For the efficient long-term preservation of digital files for degree thesis in the National Assembly Library, we proposed the following ways to improve the legal deposit system format management.
The following are the ways to improve the legal deposit system format management for the efficient long-term preservation of digital files for degree thesis at the National Assembly Library.
First, it is necessary to standardize or unify the production format for depositing digital files in order to preserve and manage digital thesis digital files in the National Assembly Library, and conduct consistent format management from the depositing stage, which is the time of initial data collection. In addition, in order to collect dissertations without delay, the legal deposit system should be strengthened so that each university can faithfully deposit them.
Second, the extensions of digital files that have been deposited are various, such as hwp, MS office, and PDF. When converting to the document preservation format, problems such as loss of images and data distortion may occur in the document, so it is necessary to collectively convert PDF/A-1 established as a public standard by the National Archives and receive a deposit copy. In particular, the hwp format is a binary format that can only be used with specific software, and it is impossible to accurately check the contents with third-party software.
Finally, it is necessary to verify the status of electronic files such as hwp, PDF, and MS office through a mechanical method. In particular, just as the National Archives of Records converts to a long-term preservation format for electronic records and conducts visual inspections, the National Assembly Library should proceed in the same manner. Therefore, it was suggested that the digital thesis digital file should be converted into a document preservation format and a long-term preservation format, and visual inspection should be conducted through a unified system.
