정책 리터러시(policy literacy) 함수 분석: 시민활동변인을 중심으로 = An Empirical Analysis of the Policy Literacy Function: A Focus on Civic Activities

This study explores the factors that influence policy literacy. Policy literacy has been paid attention to understanding a variety of texts in the information age. A high level of literacy provides a basic infrastructure for creativity, imagination, and cultural formation. Policy literacy is particularly important for policy deliberation in the complex environments of policy knowledge and the policy process. This study used the Citizen Perception Survey of Knowledge from the Center for Public Administration and Policy and analyzes the level of policy literacy. An empirical analysis illustrates that civic activities significantly contribute to increasing policy literacy after controlling for socioeconomic factors. There are also large literacy gaps between high and low levels of education and between men and women. In conclusion the implications of this research are the importance of facilitating civic engagement and developing of civic capacity as necessary for eliminating the gap in policy literacy.

국문 초록 (Abstract)

본 연구는 정책 리터러시(policy literacy)와 관련된 변인을 탐색하고 있다. 최근 정보화 시대에 다양한 텍스트(text)를 이해함에 있어 리터러시가 주목받고 있다. 리터러시가 창의력과 상상력 그리고 문화형성의 바탕이 되기 때문이다. 특히 정책과정과 정책지식이 복잡해짐에 따라 정책숙의(policy deliberation)를 할 수 있는 정책 리터러시에 대한 중요성이 커지고 있다. 본 연구에서는 전국 1,200명을 대상으로 한국정책지식센터가 조사한 시민인식도 자료를 이용해 정책 리터러시를 분석하고 있다. 본 연구 결과, 시민활동 변인이 정책 리터러시 향상에 크게 기여하는 것으로 나타났다. 또한 교육이나 성별에 따른 정책 리터러시 격차도 나타났다. 결론에서는 정책시사점으로 시민활동의 활성화를 통한 정책 리터러시 격차해소를 제안하고 있다.
