    This dissertation examines the credit card policies during Kim Dae-Joong Administration which resulted in the increase of credit defaulters in large scale, and analyses the causes and the structure of such policy decisions. The focus of analyses is on the constraints faced by the democratic government in selecting economic policies in the new policy environments brought by neo-liberal globalization and the structure of conflicts and coalition that such policies entailed. By doing so, this dissertation brings to light the decision-making structure of democratic government which politically replaced authoritarian ruling system, and its socio-economic implications.
    The rationale for selecting the case of credit card policies during Kim Dae-Joong Administration is that those policies seems to be the best examples demonstrating the characteristics of economic policy-making structure of that period, to say nothing of their great impact on the Korean society with the rapid increase of credit defaulters. Studying the credit card policies of Kim Dae-Joong Administration shows that economic bureaucrats took the initiative in policy-making, and this led to the policy coalition between the government and the big business groups. As a result, it shows why and how economic reforms of the newly-born democratic government failed in the situation of economic crisis.
    The findings of this study are as follows. First, even after democratization, political parties were not able to fully represent social demands and interests in their policies due to underdevelopment of the party system: incumbent political elites could not gain strong support from the bottom stratum and consequently showed a tendency toward short-term preferences as a warrant for the next election. These political elites were not able to push long-term economic reform at full throttle. This was the main reason why Kim Dae-Joong Administration, under economic crisis, chose its credit card policies as the short-term means of quick economic boost instead of long-term economic reform and restructuring.
    Secondly, with a weak political party system, it was not possible to build a democratic policy-making structure responsible for the policy results through which parties collected demands from the bottom and made them into actual policies. As a result, political parties were excluded from the decision-making structure while economic bureaucrats made all the techno-bureaucratic decisions: there was no democratic political process accountable for the policy results as typically seen in the case of the credit card policies.
    In such policy-making structure in which ruling political elites had short-term preferences while economic bureaucrats considered economic growth as the first priority, it became natural for existing business groups to be mobilized, rather than to be the targets of economic reforms. Kim Dae-Joong Administration needed to borrow economic power of business groups as a quick remedy for economic crisis, and it was the main reason why its economic reform had failed. The linkage between the economic bureaucrats and the business groups was the essential element that created and maintained the credit card policies.
    Finally, the linkage between the bureaucratic organizations responsible for the policy decisions and the credit card companies appears to have developed into a ruling coalition through the credit card policies. This coalition can be characterized as the relationship based on interdependence between the two parties, not only different from that of state dominance during the authoritarian rules, but also different from that of capital dominance after democratization. It was also the main reason why the government was not able to properly respond to the social problems such as rapid increase of suicides, divorces, and crimes by credit defaulters,
    Democracy, based on equal rights, can be described as a source of power that alleviates the effect of market inequality. However, the case of the credit card policies demonstrates that the process of democratization, unless it is accompanied with the development of accountable party system, only leads to the preservation of existing business-led economic system and bureaucrat-led growth-first policies, and result in the deterioration of life quality of lower classes.
    In sum, the credit card policies of Kim Dae-Joong Administration clearly shows that, in the environment of neo-liberal globalization, the democratic principles of representation and accountability based on the party system are essential requirements for successful socio-economic policies of any reformist governments.

    본 논문은 IMF 경제위기 이후 신용불량자의 대규모 증가를 가져온 김대중 정부의 신용카드정책이 결정되고 지속될 수 있었던 원인과 구조를 분석하고 있다. 분석의 초점은 신자유주의적 세계화라는 정책 환경의 변화 속에서 민주정부가 경제정책을 선택하는 데 있어 직면하게 되는 정부 안팎의 여러 제약들과 정부의 경제정책이 동반하게 된 갈등과 연합의 구조에 대한 것이다. 이를 통해 권위주의체제를 대체한 민주정부의 경제정책 결정구조(decision structure)를 밝히고 그것이 사회경제적으로 어떤 의미를 갖는 것인지를 한국의 사례를 중심으로 탐구해 보고자 한다.
    본 논문이 분석의 대상으로 김대중 정부의 신용카드정책에 주목하는 까닭은 이것이 신용불량자의 급격한 증가를 통해 한국 사회에 미친 심대한 영향뿐만이 아니라 민주화 이후 나타나고 있는 정부의 경제정책 결정구조의 특징을 보여줄 수 있는 대표적인 사례라고 판단되었기 때문이다. 김대중 정부의 신용카드정책은 민주화 이후 정부의 경제정책이 왜 경제관료 중심적 정책결정으로 나타나고 그 결과 어떻게 정부-기업간 지배연합이 형성되는지를 보여줌으로써 경제위기에 처한 신생 민주주의 국가의 경제개혁이 실패하게 되는 원인과 구조를 탐색하도록 이끈다.
    김대중 정부의 신용카드정책 결정에 대한 분석을 통해 본 논문은 다음과 같은 결론에 도달하였다. 먼저 민주화에도 불구하고 정당체제의 저발전으로 인해 정당이 사회의 요구와 이해를 대표하지 못함으로써 선거를 통해 선출된 집권 정치엘리트는 아래로부터의 대중적 지지를 동원하지 못하고 다음 선거의 표를 의식한 단기적 선호만을 갖게 된다는 사실이다. 이렇게 단기적 선호를 갖는 정치 엘리트는 장기적 시간이 요구되는 경제개혁에 무력할 수밖에 없다. 이는 김대중 정부가 경제침체 상황에서 경제개혁을 위한 구조조정을 지속하지 못하고 빠르게 단기적 경기부양책으로 선회하면서 신용카드정책을 선택하게 되었던 주요 원인이었다.
    다음으로 이러한 허약한 정당체제로 인해 정당을 통한 아래로부터의 요구가 결집되어 정책으로 산출되고 그러한 정책결정에 대해 책임을 물을 수 있는 민주적 정책결정구조가 만들어지지 못했다는 사실이다. 그 결과 신용카드정책 역시 정책결정구조에서 정당이 배제된 채 경제관료를 중심으로 한 관료기술적 결정이 이루어짐으로써 정책결과에 대해 책임성(accountability)을 요구할 수 있는 민주적 정치과정은 불가능할 수밖에 없었다.
    결국 이러한 정책결정구조에서 단기적 선호를 갖는 집권 정치엘리트와 성장주의적 경제관료는 빠른 경제회복을 위해 경제개혁의 대상이었던 기존의 재벌기업을 동원하는 구조를 만들어내게 된다. 이는 민주화 이후 노태우, 김영삼 정부가 집권 초 재벌개혁을 시도했지만 민주화 이후 영향력이 확대된 재벌의 저항에 의해 실패했던 것과는 달리 김대중 정부하에서는 재벌의 경제력에 대한 적극적 필요에 의해 재벌개혁이 실패할 수밖에 없었던 이유였다. 무엇보다 주요 관료기구와 재벌을 중심으로 한 거대 기업과의 연계는 신용카드정책이 존속, 유지될 수 있었던 원인이 되었다.
    마지막으로 경제정책을 결정하는 관료기구와 신용카드사들간의 네트워크에 의한 연계는 신용카드정책을 통한 정부-기업간 지배연합의 형태로 재현되었다고 볼 수 있다. 이때 정부-기업간 지배연합의 형태는 과거 권위주의 시대의 국가우위 관계나 민주화 이후의 자본우위 관계와는 일정한 차별성을 갖는 정부와 기업의 상호의존성에 기반한 관계로 특징지을 수 있다. 이러한 정책결정구조에 의한 정부-기업간 관계는 신용불량자의 급격한 증가로 인해 자살과 이혼이 증가하고 범죄가 속출하는 등 사회적 문제의 심각성에도 불구하고 정부가 적절한 대응책을 내놓지 못했던 주요 원인으로 작용하였다.
    민주주의는 평등한 주권에 기초하여 시장의 불평등효과를 완화하는 힘이라고 할 수 있다. 그러나 민주화가 정당체제의 발전과 병행하지 못한다면 집권 정치엘리트는 선거에서의 표를 의식하든 안정적 집권을 위해서든 경제성장을 필요로 하게 되고 그것이 단순히 국내총생산과 같은 거시 경제지표로 환원될 때 기존의 재벌중심 경제체제도, 경제관료의 성장주의도 존속·유지될 수밖에 없음은 분명하다. 그리고 그 결과는 신용불량자의 증가와 같이 사회 중하층의 생활상의 하락으로 이어질 수밖에 없다.
    정당을 중심으로 민주적 대표성과 책임성의 원리가 경제정책 결정과정에서 작동하지 않는 한 신자유주의적 세계화라는 정책환경하에서 어떤 개혁적인 정부가 들어서도 민주주의 하에서 보호받아야 할 중하층을 위한 사회경제정책은 고려의 대상에서 제외되거나 선택에서 밀려날 수밖에 없음은 김대중 정부의 신용카드정책이 분명하게 보여준다.
