식품 산업체 위기관리 역량 강화 지원을 위한 가이드라인 마련 = Guidelines for suporting empowerment of crisis management in fod industry

국문 초록 (Abstract)

○ 목적 : 이 연구는 식품 산업체의 위기관리 역량 강화를 위한 시도로서 식품안전 관련 위기대응 매뉴얼 작성을 위한 가이드라인을 제시할 목적으로 수행되었음.
○ 방법 : 국내 식품업체에 대하여 위기관리 실태를 조사하고(설문조사, 방문조사), 국내·외 위기관리 사례를 수집하였으며 전문가의 의견을 청취하고 이를 토대로 가이드라인과 식품안전 관련 위기 대응 매뉴얼을 작성하였음.
○ 결과 :
￭ 식품 산업체에서 경험할 수 있는 위기를 정의하고 유형별로 분류하였음.
￭ 식품업체에서 위기 발생 시 식품의약품안전청과의 보고․협조 체계 구축 방안으로 신고(허가)기관(지자체)의 홈페이지에서 식품업체의 보고 문서 및 보고 사항을 보고할 수 있도록 보고시스템을 홈페이지에 설치할 것을 제안함.
￭ 식품 산업체의 위기관리 조직을 구성하는 방안과 부서별 기능/역할을 제시함.
￭ 위기대응 매뉴얼 작성 가이드라인과 매뉴얼 견본 제시 : 식품안전 관련 위기 상황별 위기 대응 조치와 그 절차를 제시함.
￭ 이해관계자별, 위기 단계별, 위기 유형별 커뮤니케이션 전략을 제시함.
○ 결론 및 제언 : 이 연구결과는 식품업체가 식품안전 관련 위기에 처하였을 때에 대응하는 절차와 방안을 구체적으로 제시하였음. 이 연구에서 개발된 가이드라인과 위기대응 매뉴얼은 식품안전관련 위기를 지속적 경영의 이슈로 설정하는 식품업체에 도움이 될 것임.

다국어 초록 (Multilingual Abstract)

○ Objective : This study was performed to provide guidelines for preparing manuals of crisis management in food industry.
○ Methods : In order to provide guidelines and to make manuals for the reaction to the food safety crisis, this study includes: colecting food incident cases and crisis management in Korea and other countries, by questionaire survey on the features of crisis management of food industry, visiting food companies in Korea, and hearing opinions of experts.
○ Results :
￭ The word crisis plausible in food industry is defined and the crises are clasified acording to related criteria.
￭ A suggestion/recommendation of making a coperation system betwen KFDA and food companies is given: to instal a computerized reporting system for food companies in a homepage of district ofice.
￭ How to design a crisis team in food companies is suggested and the roles of each department in the team are discused in detail.
￭ Guidelines of manual and a sample of manual are suggested, which provides the detailed procedures of reacting to the given crisis scenarios as manuals.
￭ Communication strategies are provided acording to stakeholder, crisis level, and crisis types.
○ Conclusion and suggestions: This study provides how to practicaly react when food industry faces crisis in relation to food safety. The guidelines and manuals wil be useful only for food companies where food safety isue is perceived as a critical isue for their sustainable management.
