공급자 인식조사를 통해 본 u-Health 서비스 활성화 방안 연구 - 보건소 근무자를 중심으로 - = A Study on Methods to Invigorate u-Health Services Seen in a Supplier Awareness Survey - Focusing on Health Center Workers -

u-Health service which combines medicine with IT adapts to the changing medical paradigm. It is an effective method of providing necessary medical services to medically vulnerable people who could not receive the required medical services due to geographical or time constraints, and reduces medical expenses at the national level to decrease the burden of medical expenses. Economically, it is a promising business which will lead the Korean economy on the 21st century. The government is making various efforts to establish comprehensive measures to promote u-Health services and implement trial service projects, but the outcomes still need improvement to be satisfactory.
This study focused on the health center workers, who are at the front line with regards to health and welfare services and examined the reasons why u-Health services have not been successfully activated despite the government’s efforts, future outlook of u-Health services, effects expected from u-Health service introduction, order of priority for the targets of u-Health service introduction, scope of the targets of u-Health service introduction, optimal medical fees for u-Health services, concerns upon u-Health service introduction and policy directions for u-Health service promotion.
Analysis results show that the necessity and expected effects of u-Health service invigoration were mostly evaluated positively by the health center workers, who are the suppliers of u-Health services. However, they consider it difficult to expect an active implementation in the near future due to various institutional factors and it appears that it is necessary to prepare comprehensive measures such as clarification of responsibility for medical accidents and health insurance applicability, in order to invigorate u-Health services.

국문 초록 (Abstract)

IT와 의료가 결합된 u-Health서비스는 변화된 의료 패러다임에 순응하고, 지리적․시간적 제약으로 필요한 의료서비스를 적시에 적절히 받지 못하던 의료취약계층에게 필요한 의료서비스를 적절히 공급할 수 있을 뿐 아니라 국가 전체적으로 의료비용을 절감시켜줌으로써 의료비 부담을 줄일 수 있는 유효한 수단이다. 또한 경제적으로도 21세기 우리경제를 이끌어갈 유망한 산업 분야이다. 따라서 정부에서도 u-Health 활성화 종합대책의 수립, 시범서비스 사업 시행 등 다양한 노력을 경주하고 있지만 아직도 그 성과는 미비하다. 이에 본 논문에서는 보건복지서비스의 제일선에 있는 보건소 근무자를 대상으로 이러한 정부의 노력에도 불구하고 u-Health서비스가 활성화되지 못한 이유, u-Health서비스의 향후 전망, u-Health서비스 도입으로 기대되는 효과, u-Health서비스 도입 대상우선순위, u-Health서비스도입 대상 우선순위, u-Health서비스 도입 대상 범위, u-Health서비스 적정 의료 수가, u-Health서비스 도입 시 우려되는 사항, u-Health서비스 활성화를 위한 정책방향 등에 대하여 살펴보았다. 분석결과 u-Health서비스 공급자인 보건소근무자들은 u-Health서비스 활성화의 필요성 및 기대효과에는 대부분이 긍정적으로 평가하면서도 다양한 요인으로 향후 빠른 시간 내에는 활성화를 기대하기 어렵다고 평가하고 있으며 u-Health서비스 활성화를 위해서는 의료사고 책임소재, 건강보험 적용 등 종합적인 활성화대책이 마련되어야 할 것으로 보인다.
