문화예술 기획인력의 개념과 인력양성 활성화 방안 : 시각예술분야를 중심으로 = Concept of Culture & Art Professionals and Measures to Improve Manpower Training Policy: Focusing on Visual Arts

This study has started from the recognition of the fact that the concept and direction of policy support for culture & art professionals, who perform the function of planning and designing creative culture and art programs, particularly visual art professionals have not been defined sufficiently or adequately among creators and public who consume or enjoy of culture and arts so far. Therefore, this study is intended not only to define the conceptual scope of visual arts professionals, but to verify the effectiveness and adequacy of the direction of policy, which is intended to cultivate new and prospective visual arts professionals in a systematic manner and enhance the competence and capabilities of in-service visual arts professionals, as well as to seek development measures to improve the policy.
In order to do that, a focus group interview with experts in relevant fields, together with preliminary literature review to discuss the concept of culture & arts professionals, are conducted to define the conceptual scope of visual arts professionals. Second, the typification of governmental policy support for visual arts professionals based on the analysis of current support programs was conducted along with comparative analysis with support systems of other countries to explore the limits of the domestic manpower training system and implications thereof. As the results, a proposal for the development of manpower training program with consideration for the unique features in the development of professionalism and expertise related to arts professionals will be suggested.

국문 초록 (Abstract)

본 연구는 문화예술 창작자와 문화소비자(향유자) 사이에서 창의적인 문화예술프로그램을 기획 및 설계하는 ‘기획’기능의 수행자로서 문화예술분야 기획인력, 그 중에서 흔히 큐레이터나 프로그래머, 비평가 등의 용어로 혼재되어 이해되고 있는 시각예술분야 기획인력에 대한 정책적 지원의 방향성 정립이 미흡하다는 문제의식과 함께 출발하였다. 본 연구의 목적은 시각예술 기획인력의 개념적 범위 및 인식적 특징에 대한 고찰과 함께 해당 인력을 위한 정책적 지원이 필요한 방향을 살펴보고 그 세부지원방안을 탐색하는 것이다. 이를 위하여 첫째, 문화예술전문인력과 기획인력에 대한 개념적 이해의 특징을 분석하였고, 둘째, 문화예술 기획인력 범위 및 개념에 대한 인식적 개념 조사를 위한 전문가 대상 포커스그룹 인터뷰를 실시하였다. 관련 인력의 정책지원방향성 검토를 위해 기존 정책지원제도의 유형화를 시도하고, 이를 해외지원제도의 최근 흐름들과 비교하여 국내 인력양성방식의 한계와 시사점을 도출하였다. 이를 통해 본 연구는 시각예술 기획인력양성을 위해 1) 기획인력의 프로젝트 인큐베이팅을 위한 지원 마련 2) 기획인력 양성을 위한 집중양성프로그램 및 펠로우쉽 제도 강화 3) 네트워크 구축을 위한 지원 4) 고용환경 개선을 위한 지원이 필요하다는 것을 제시하였다.
