3세 미만 장애영아 무상교육 실행방안 마련을 위한 기초 연구: 보육시설 배치를 중심으로 = Early intervention at daycare center for free appropriate service

With an established the ‘Special Education Act for Individuals with Disabilities and others’ in 2008, early intervention programs enhanced free education and related services for infants and toddlers with disabilities. Eventually, in behalf of providing the appropriate intervention services and education model in practices the development of the model was highly demanded. And many infants/toddlers with disabilities are attending the daycare center.
Thus, the purpose of this study was to investigate the situation and the service needs on the early intervention at daycare center. For these purpose, we conducted a nationwide survey of parents, special education teachers and administrators at 147 daycare center. The main findings of the study were as follow; (1) Early identification, diagnosis and enrollment,; (2) qualitative educational intervention and family-centered support; (3) administrative and financial support. Based on these result several specific implications for the development of qualitative free early intervention model at daycare center.

국문 초록 (Abstract)

본 연구는 조기중재 실행을 위한 주요 요소들을 중심으로 보육시설에서의 장애영아 지원 실태와 지원요구를 살펴보고 향후 장애영아를 위한 조기중재 지원모형을 개발하는 것을 목적으로 하였다. 보다 구체적으로 본 연구는 우리나라 유아특수교육 현장의 한 분야인 보육 현장의 장애 영아 지원 실태를 조사하고 관련 전문가 및 부모의 요구를 파악하여 장애 영아 무상교육 지원 모형 개발의 기초 자료로 사용하기 위한 목적으로 실시되었다. 이를 위해 장애영유아 보육시설 현황 및 이용자 특성을 중심으로 한 장애 발견 및 교육적 중재 실행, 행·재정적 지원을 중심으로 지원 실태와 요구를 파악하였으며 이를 위해 전국 단위의 147개 기관을 대상으로 설문조사를 실시하였다. 연구결과 보육시설을 중심으로 한 장애영아 지원 실태와 요구가 파악될 수 있었으며 연구 결과에 근거하여 3세 미만 장애영아 무상교육 실행을 위한 구체적이고 체계적인 방안을 모색하였다.
