환경적 쟁점과 한국의 안보 = Environmental Issues and South Korean Security

This paper begins by examining two ongoing debates in environmental security studies, first, those involving the causal relationship between national security threats, environmental degradation, and competition for scarce resources, and, second, those identifying the impact of growing environmental concerns on traditional military activities, which seek to preserve national security. Based upon the findings of this investigation, this paper explores South Korea`s environmental security challenges. Conflicts over transboundary pollution and marine resource development and utilization among the states in Northeast Asia are analyzed to better understand potential security threats to Korea. Furthermore, the paper evaluates whether “greening military” initiatives and the use of military assets for environmental areas that have been considered irrelevant with regard to traditional security concerns may be in fact be immediately salient in light of ongoing security threats to the country, and thus whether strengthening both domestic and international environmental regulations would unduly restrict conventional military strategic and tactical responses. The paper concludes by presenting the constraints on Korea`s military in balancing between environmental protection on the one hand and safeguarding against traditional military threats on the other.
