공공기관의 전략적 사회책임 활동이 경제적 성과에 미친 영향 = The Effects of Strategic Social Responsibility on the Economic Performance of Public Corporations

국문 초록 (Abstract)

본 연구는 공공기관의 전략적 사회적 책임(SR)활동이 경제적 성과에 미치는 영향을 실증적으로 검증하는 것을 목적으로 한다. 이를 위해 25개 공기업을 대상으로 2013년부터 2015년까지 3년간의 패널데이터를 수집하였 다. 분석 결과 공기업의 SR지출 증가율이 높아질수록 수익률이 증가하고, SR전담부서가 없는 공기업보다는 SR전담부서를 두고 있는 공기업의 수익률이 더 높은 것으로 나타났다. 특히 SR지출 증가율이 수익률에 미치는 긍정적 효과는 SR전담부서가 있는 공기업에서만 나타났다. 분석 결과로부터 도출되는 시사점은 다음과 같다. 첫째, 공공기관의 전략적 SR은 사회적 가치 뿐 아니라, 경제적 성과를 높일 수 있다. 둘째, SR지출과 수익 률과의 관계는 SR전담부서 인력의 전문성에 근거하는 것으로 보인다. 셋째, 정부는 공공기관 경영평가에서 전략적 SR에 가중치를 두어 사회적 가치와 경제적 가치를 동시에 올리는 기회로 삼을 수 있도록 해야 한다.

다국어 초록 (Multilingual Abstract)

This study examines the effects of strategic social responsibility(SR) on the economic performance of public corporations. To do so, we collected a panel data set from 25 public corporations between 2013 and 2015. The results showed that as the growth rate of SR spending increased, profits tended to increase accordingly. The profit increase was more noticeable in public corporations with SR departments than those without. The positive relationship between SR spending and profits was found only in public corporations with SR departments. The results have three management implications. First, public corporations’ strategic SR could achieve both economic and social values. Second, strategic SR requires professional skills and knowledge about SR. Therefore, public corporations need to have SR departments and staff who have expertise in SR. Finally, government should revise indexes of annual performance evaluation of public corporations in such a way as to give greater weight to SR.
