국문 초록 (Abstract)

오늘날 중국은 정치, 경제뿐만 아니라 교육에 있어서도 세계적 영향력을 갖춘 국가로 부상하고 있다. 1970년대 '실용주의'를 표방한 이후 중국은 사회 전반에 걸쳐 개혁ㆍ개방을 통해 괄목한 만한 성장세를 보이고 있다. 특히 2000년대 이후 중국 대학들은 세계적 경쟁력을 갖춘 기관으로 변모하기 위한 국제화 노력을 지속해 오고 있다. 이 논문은 중국 고등교육의 개혁의 변천 과정을 국제화를 중심으로 살펴봄으로써 우리나라 고등교육 개혁에 주는 시사점을 제시하는 데 목적이 있다. 이를 위해 고등교육 개혁의 의미를 '국제화'의 관점에서 검토하고, 중국 고등교육 개혁의 변천 과정을 주요 시기별로 나누어 살펴본다. 실제로 중국 고등교육은 과학기술 분야의 비약적인 발전뿐만 아니라 고급 인력의 유인체계 확립, 고등교육 행정ㆍ재정의 효율 증대 등의 성과를 거두었다. 다른 한편으로 중국 고등교육은 국제화를 추진하는 과정에서 대학 간 불균형이나 지나친 정부 주도의 개혁으로 인한 문제에 직면하기도 하였다. 중국 고등교육 개혁에 대한 검토는 우리나라 고등교육의 국제화에 있어서 효율성뿐만 아니라 호혜성, 그리고 대학 간의 균형 발전이 중요하다는 점을 보여준다.

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to show China's higher education reform in terms of internationalization. To this end, we explore the meaning of higher education reform and discuss its limitations. In recent, China has a global influence in political, economic as well as education. Since the 1970's, under the slogan of 'pragmatic', China has economically developed through reforming society as a whole. In the same vein, higher education has rapidly enhanced in terms of both quantitative and qualitative aspects through a series of reform. As a result, universities in China has grown many institutions with a global competitiveness since the 2000's.
For instance, three universities have ranked within the top 100 universities, Tsinghua university is 47th, Beijing university is 57th, Fudan university 71th in 2015 QS World University Rankings.
However the Chinese higher education has faced with the problems caused by the reform of government-led or excessive imbalance between universities in the process of internationalization. In this sense, we should keep in mind that the importance of efficiency and reciprocity in higher education reform and of balanced development between universities.
