        Nature is a root of mankind being, a nest for the prosperity of man, and the boundless foundation stone for development. But today the thoughtless development with the fast urbanism and industrialization made the environment of city to be a change for the worse, And It happened the common problems about the preservation of environment, the counterplan of pollution control, and the recovery of humanity on this planet. Early 1970s, foreseeing an aspect of an over populated city, our government appointed Green Belt for the purpose of as follows : 1. Preventing the disordered spreading of city caused from the concentration of population and industries, 2. Securing a room of the healthy living environment through preserving a flesh air, 3. Making the vacant land for preventing the unexpected accident or making the minimum disaster through Green Belt, 4. Having control of houses and industry facilities and making a plan the balanced development and the efficient utilization of land in our country, 5. Making a flesh life environment through preserving the rural character in a small or a big city, It have passed 20 years since Green Belt was established and administrated. Green Belt gaves the large city a flesh air and can be called as one of the achievements in our country. But It has been the complaint of inhabitants in the Green Belt because the control on the living convenience facilities and the utilization of land. Chapter 2. 3, this paper will show a situation of Green Belt in foreign countries and the appearance to be appointed and administrated as Green Belt in order to try find a solution to the problem of inhabitants's discontent and their incomes should be guarantee in our country. And at chapter 4. 5, I will bring up the problems that I examined and had a interview to the inhabitants in Green Belt, and have studied the countermeasure of efficient administration in Green Belt. The reform measures as previously stated is not the purpose for relax of the Green Belt administration, but only for profit of inhabitants in Green Belt and nation in this paper.

      • 개발제한구역 내 토지이용 효율화 방안

        Green Belt policy was introduced in Korea by City Planning Law in 1971. The policy has been affirmative in terms of keeping cities in an optimal size and preserving ecological environment. The policy was also introduced for national security purpose, that is, providing military buffer zones. However, the policy has had negative effects such as unreasonable city development and economic sufferings of residents in the Belt. Some people have had benefits at others' costs. It is generally believed that these negative effects stem from the content and administrative implementation of inflexible land regulations related to the policy. In this context, this thesis aims at examining current policy and administrative situations of the Green Belt and proposing practical alternatives to improve the appropriateness of the policy. These suggestions may contribute to raising the acceptance of governmental policies regarding the Green Belt. In consequence, the Green Belt policy may increase the quality of life of the Green Belt residents, who are the main target of the policy. Methodologically, this study employs literature review, questionnaire survey, comparative study, statistical analysis, interview, and so on. A Ulsan topographical map is used to indicate newly suggested Green Belt boundaries based on this study. In conclusion, the Ulsan Green Belt should be redressed in order to meet new public demands and the residents' benefits. Green Belt regions with more than 20 houses should be allowed to be developed as a residential town. And the central government is suggested to make proper compensation policies for the residents who have not exercised their property rights for almost 30 years. These policy suggestions, of course, should be verified and implemented through public meetings and legalization.

      • 開發制限區域內 住居環境 改善에 關한 硏究

        Green Belts in Korea have been approved in 1971 covering approximately 5397km²or about 5.4 percent of Korea. They are a simple concept in principle : a broad tract of countryside adjacent to a large town or city, to be kept open and free from urban encroachment through a strong and consistent presumption against inappropriate development. In the area, there are 964,000 persons. For over 27 years, the basic aims of Green Belts policy in Korea are to check urban sprawl and shape city growth, they are not an antigrowth tool. On the other hand, it is argued that Green Belts provide stability, limitations on using property right and cultural benefit. Especially the existing colony experiences bad dwelling environment and loss of enployment opportunities. The purpose of this study is to present a plan of providing a pleasant and convenient surroundings for the residents in Green Belts. After examining concerned laws and regulations and the general realities of management and utilization on Green Belts. Especially I examined Kang-seo district which is lively in progress of two projects. One is composing housing development for migration, the other is a project of preparing group colony. They form a part of an improvement the bettlement of living of Kang-seo residents. First is the understanding of Green Belts at chapter 2. There are researches on the background and purpose of introducing Green Belts, appointment state, the actual condition of control and problems on residents environment. In chapter 3, there are reseaches on house composing and reconstruction project. In chapter 4, I studied Kang-seo district which is actively driving eight projects of migration housing development. In chapter 5, I suggested effective improvement project of the betterment of living and method of residents participation. Leading above studies, I have diagnosed the subject on residents environment in Green Belts and introduced the conclusion with suggesting method of effective improvement the betterment of living on the ground of it's result.

      • 성남시 개발제한구역내 우선해제 집단취락 변화 특성 연구

        Green belt, which has been started being designated from 1971 around the Metropolitan Area, has performed many positive roles such as prevention of conurbation, protection of important facilities for national security, deferral space for urban development, and protection of ecosystem around the city. However, the irrationality or excessive violation of privacy or action restriction led to the unconstitutionality judgment and, from 2001, the system rapidly changed including the priority deregulation settlements in Green belt. There are about 1,780 priority deregulation settlements across the nation, and over 30 percent, about 580 settlements, is distributed around Gyeonggido. But the undiscriminating district plans that do not reflect the settlements’ characteristics and lack of practicability of reorganization plans, the purpose of green belt deregulation, improvement of residential environment, has not been realized. To solve this problem, there has been several studies to establish methods to improve priority deregulation settlements around Gyeonggido. However, they do not fully reflect the characteristics or current circumstances of the settlements, and only suggest vague plans that rely on public resources, limiting solution to the problems of priority deregulation settlements. Based on 15 mid-sized priority deregulation settlements in Seongnam, this study explored the change before and after the deregulation, contents of district unit plans at the time of deregulation, and geographical characteristics of the settlements, and how they affected the transformation of the settlements, and how the elements in plans are related to change in settlements. The analysis showed: first, among the geographical characteristics, the proximity to large-scale development area has great impact on the increase of buildings and neighborhood facilities, and the settlements’s function also change from residence to support (life) to surrounding areas. Also, proximity to large-scale development area has greater impact on the transformation of settlements than proximity to interregional roads. Second, the analysis of relation between transformation items and plan elements shows that, contrary to general views, the proportion of disused land is in inverse proportion to increase of buildings and neighborhood facilities. Considering that it is a result of raising decision rate of urban planning facilities in connection with proportion of disused land, the undiscriminating construction of buildings and thoughtless development can be prevented by raising the decision rate of urban planning facilities for settlements with high proportion of disused lands. Third, in district unit plans, restriction on division and integration or inducement of joint development had an effect to control dense changes of city organization, which turned out to change the city organization in a more desirable direction through realization of plans like road construction or integration and organization of lands. Based on the analysis, it was concluded that the practicable settlements improvement plans can be established by setting the direction of settlements improvement considering the geographical characteristics and considering the circumstances and transformation of settlements. Currently, six years after the release of priority deregulation settlements, some cities and towns are changing the district unit plans to solve various complaints within priority deregulation settlements. At this time, it seems that this study will be able to help establish differentiated district unit plans considering the transformation of the settlements, which is a prerequisite for improvement of priority deregulation settlements. Keyword : Green belt, priority deregulation settlements, district unit plans, geographical characteristics, plan element 수도권을 필두로 1971년부터 지정된 개발제한구역은 도시간 연담화 방지, 국방상 주요한 시설의 보호, 도시개발의 유보공간, 도시 주변 생태계 보호 등 많은 긍정적 역할을 수행해 왔으나, 구역 설정의 불합리성이나 지나친 재산권의 침해, 과도한 행위제한 등으로 위헌 판정을 받아 2001년부터 급격한 제도의 변화를 겪게 되었는데 그중 하나가 개발제한구역 내 집단취락을 대상으로 이루어졌던 우선해제 집단취락이었다. 전국의 우선해제 집단취락은 1,780여 개소에 달하고 그 중 30%이상인 약 580개소가 경기도에 집중 분포되어 있으나 취락의 특성을 반영하지 못한 차별성 없는 지구단위계획 및 정비방안의 실현성 부재로 개발제한구역 해제의 목적인 정주환경의 개선이 이루어지지 않고 있는 실정이다. 이러한 문제 해소를 위해 경기도를 중심으로 우선해제 집단취락의 정비방안을 모색하기 위한 연구가 몇 차례 이루어진 바 있으나 취락의 특성이나 현재 여건을 충분히 반영하지 못하고 모호한 정비방안 및 공공재원에 의존한 정비를 제시함으로서 우선해제 집단취락의 문제 해소하기에는 한계가 있었다. 본 연구는 성남시의 중규모 우선해제 집단취락 15개소를 중심으로 해제 전후의 변화, 해제 당시 지구단위계획 내용, 취락의 입지적 특성 등을 살펴보고, 입지특성이 취락의 변화에 어떠한 영향을 주었으며 계획요소와 취락의 변화간에 어떤 관계가 있는지를 분석하였다. 분석결과 첫째. 입지특성중 대규모개발지 인접은 건축물 및 근린생활시설의 증가에 지대한 영향을 주고 있었으며 취락의 기능도 주거중심에서 주변지역에 대한 지원(근생)기능으로 변화시키고 있는 것으로 나타났다. 또한 입지특성중 대규모 개발지 인접이 지역간도로 인접에 비해 취락의 변화에 크게 영향을 미치고 있는 것으로 나타났다. 둘째. 변화항목과 계획요소간의 관계 분석 결과 일반적 견해와 달리 나지비율과 건축물 및 근린생활시설의 증가가 반비례하고 있었으며 이는 나지율과 연동하여 도시계획시설 결정율을 상향시켜 계획을 수립한 결과라는 점에서, 나지비율이 높은 취락의 경우 도시계획시설 결정율을 높게 설정함으로서 무분별한 건축물의 난립 및 난개발을 방지할 수 있는 것으로 분석하였다. 셋째 지구단위계획 수립 시 정하는 분할, 합병을 위한 획지규모의 제한이나 공동개발 유도등을 통해 도시조직이 조밀하게 변화하는 것을 제어하는 효과가 있었으며, 이는 도로의 개설등 계획의 실현과 함께 필지의 합병, 정리를 통해 보다 바람직한 방향으로 도시조직을 변화시키고 있는 것으로 나타났다. 분석결과를 토대로 입지특성을 고려하여 취락의 정비방향을 설정하고, 취락의 여건 및 변화를 고려하여 계획요소를 차별화시킴으로서 실현성 있는 취락의 정비방안을 마련할 수 있을 것으로 판단하였다. 우선해제 집단취락의 해제 후 6년이 경과된 현재, 일부 시군에서는 우선해제 집단취락내에 각종 민원의 해소차원에서 지구단위계획을 변경 수립 중에 있다. 이러한 시기에 이루어진 본 연구는 취락의 변화를 고려한 차별화된 지구단위계획을 수립하는데 보탬이 될 수 있으리라 판단되며, 차별화된 지구단위계획의 수립은 우선해제 집단취락의 정비를 위한 선결과제라 할 것이다. 주요어 : 개발제한구역, 우선해제 집단취락, 지구단위계획, 입지특성, 계획요소
