디지털 아이덴티티는 디지털 서비스와의 상호작용에서 개인을 고유하게 차별화하는 속성을 의미한다. 따라서 디지털 아이덴티티 전략은 디지털 아이덴티티 라이프사이클을 관리하는 정책, 기술, 조직 및 프로세스의 잘 설계된 집합체이다. 이는 디지털 변환의 필수 요소이며 디지털 신뢰를 강화하기 위한 핵심 요소이다. 그런 맥락에서, 이 논문은 국가 차원에서 디지털 아이덴티티 체계를 관리하는 데 있어 어려움을 이해하는 것을 목표로 한다. 정확성, 포괄성, 안전성, 사용 가능한 디지털 ID의 이점은 공공 및 민간 부문, 아카데미 및 국제 조직에 의해 널리 인식되고 있다. 이와 더불어 COVID-19의 세계적인 확산으로 인해 사회적 거리두기 조치와 비대면 거래가 증가하면서, 우리는 정부와 기업에 의해 개발되는 디지털 인증 플랫폼이 발전하는 것을 볼 수 있다. 그 결과, 대한민국(이하 한국)과 페루와 같은 나라들은 핸드폰, 인공지능, 빅데이터, 상호운용성, 데이터센터와 같은 부상한 기술을 활용하여 식별 및 인증 프로세스의 효율성을 높이기 위해 서로 다른 종류의 이니셔티브와 플랫폼을 개발, 시행하고 있다. 이에 따라 현재까지 정부24를 전자정부 공식포털로, 디지털원패스(Digital ONEPASS)를 디지털인증플랫폼으로 구현해 시민 비대면 인증이 가능하도록 하고 있으며, 주민등록제도(RRS)도 한국 디지털 아이덴티티 제도의 핵심요소로 자리매김하고 있다. 이와 비슷하게 페루의 경우 기존의 전자정부 접근 방식이 디지털 정부라는 새로운 패러다임으로 변모하였다는 것과, 디지털 기술은 더 이상 기술적 문제가 아니라 정치, 법률, 협력적 문제라는 이해를 바탕으로 2018년 디지털 정부가 제정되었다. 디지털 정체성을 강화하기 위해 두 개의 디지털 플랫폼이 시행되고 있는데, 하나는 시민 지향의 단일 디지털 플랫폼(GOB.PE)이며, 다른 하나는 디지털 신원 확인 및 인증을 위한 국가 플랫폼(ID)이다. 두 플랫폼은 정부에 의해 유지되고 개발된다. 이처럼 한국과 페루의 정책 사이에 유사점이 있지만 결과는 다르다. 전자정부개발지수(EDGI)에서 한국은 세계 2위, 페루는 71위, 한국은 디지털 인증 플랫폼이 구현되어 있고, 정부24는 다양한 인증을 사용하고 있다. ONE PASS, KAKAO, 삼성 PASS 등 시민을 위한 간편하고 편리한 인증 방법이 사용된다. 또한 2021년까지 정부24를 통해 온라인으로 접수된 청원은 13202만 5035건에 달하며, 증명서와 문서는 시민이 직접 프린터를 통해 출력했다. 페루의 경우 디지털 아이덴티티 전략은 디지털 정부법이 규제하는 공공부문의 디지털 아이덴티티 프레임워크를 기반으로 정부가 기본적으로 주도하는 진행형 프로세스다. 따라서, 본 연구에서는 한국의 디지털 아이덴티티 전략이 개인의 디지털 아이덴티티의 정확성, 포괄성, 보안성 및 사용성을 강화하기 위해 어떤 성과를 내고 있는지 중점적으로 살펴보려고 한다. 우리는 유엔과 경제협력개발기구(OECD)가 사용하는 프레임워크를 적용한 비교 프레임워크를 활용해 유사점과 차이점을 규명할 예정이다. 한국과 페루의 비교 연구를 수행하는 시의적절하다. 왜냐하면 페루는 한국의 디지털 아이덴티티 제도의 모범 사례와 좋은 교훈을 활용할 수 있고 더 나은 정책과 결정을 설계할 수 있기 때문이다. 본 연구에서는 한국과 페루의 ICT 전문가와 온라인 인터뷰를 통해 양국의 디지털 아이덴티티 체계에 대한 심층적인 이해를 창출하는 정성적 연구 방법을 활용하였다. 총 10명의 전문가를 인터뷰했는데, 전문가와의 인터뷰는 한국과 페루의 디지털 아이덴티티 진화에 대한 개요를 제공하고 페루의 디지털 아이덴티티 제도 구현 과정에서 발생하는 과제를 식별할 수 있다. 디지털 공공 서비스의 개발 및 제공을 지원하기 위한 강력하고 지속적인 디지털 리더십, 시의적절한 법적 프레임워크, 현대 ICT 기술이라는 세 가지 요소에서 큰 차이가 나타났음을 알 수 있었다. 하지만 이 연구결과는 또한 페루에서 디지털 아이덴티티 생태계를 조성하기 위한 목적으로 제도적 정비를 하고, 규제를 개선하며, 예산을 최적화한다면 큰 성과를 얻을 수 있음을 시사한다. 주요 키워드: 디지털 아이덴티티, 디지털 정부, 디지털 변환, 디지털 아이덴티티 전략 Digital identity is the collection of attributes that uniquely differentiates a person in his interaction with digital services. The literature and previous research suggest that it is an essential component to the digital transformation and a vital element for strengthening the digital trust. Currently, due to worldwide spread of COVID-19, which has accelerated the digital transition in the public and private sector, the non-face-to-face transactions have been increased, coupled with cybercrimes such as identity theft, private data leakage, fraud, among other cybercrimes. In this sense, governments should become aware of the importance of digital identity management, because it is increasingly embedded in everything we do in our digital and offline life (WEF, Identity in the Digital World a new chapter in the social contract, 2018, p. 9). To deal with those issues and leverage all the potential of digital identity at national level, many countries implement a Digital Identity Scheme, which is a well-designed and articulated collection of policies, business rules, technologies, organizations, and processes in charge of governing the digital identity lifecycle to promote a digital society. Hence, countries such as The Republic of Korea (hereinafter, Korea) and The Republic of Peru (hereinafter, Peru) have been developed and implemented different kind of policies, legal instruments, initiatives, and digital technologies to enhance accessibility, efficiency and security of the identification and authentication process, for instance, Korea has issued the Electronic Government Law and implemented cross-platforms such as Government24 (정부24) as official electronic government portal, Digital ONEPASS (디지털원패스) as a digital authentication platform to enable a convenient no-face-to-face authentication of the citizens, Resident Registration System (RRS), as a fundamental national information system which manages and stores relevant personal information of Koreans, and Sharing Information System (행정정보공동이용시스템), as a interoperability platform to exchange information with governmental agencies. Moreover, Korea has a PKI Scheme which is divided into a National Public Key Infrastructure (NPKI), and a Government Public Key Infrastructure (GPKI). All these regulations, technologies and platforms are vital elements of the Korean Digital Identity Scheme. In the case of Peru, based on Law N° 26497 enacted in 1995, the government has been managing and maintaining the National Identification Registry of Peruvian. Moreover, since issuance of Digital Government Law in 2018, Peru has been implemented different kind of cross-platforms such as the Single Digital Platform for Citizen Orientation (GOB.PE), to offer one point of contact between government and citizens, National Interoperability Platform, to promote information exchange among public entities, the National Digital Government Platform, to provide cloud services to the public entities, and National Platform for Identification and Authentication of Digital Identity (ID.GOB.PE), to verify a person’s identity. Although there are similarities, the outcomes are different, in the Electronic Government Development Index 2022, Korea is ranked 3rd in the world, while Peru is ranked 59th, from another side, in terms of digital identity, Korea has a digital identity ecosystem operating, for instance Government24 accepts several authentication methods which are easily and conveniently for the citizens such as ONEPASS, KAKAO, Samsung PASS, among others (MOIS, Status of Government 24, 2022). To 2021, almost 132,025,035 petitions were filed online through Government24 (MOIS, Status of Government 24, 2022). In the case of Peru, the digital identity scheme is an ongoing project, which is leading basically by the government, based on the Digital Government Law and its enforcement decree. In that vein, this research aims at understanding the components for governing and managing a Digital Identity Scheme in Korea and Peru and identifying the gap between them. Therefore, in this study we are going to focus on how the Digital Identity Scheme of Korea is performing to strengthen accuracy, inclusiveness, security, and usability of digital identity of persons. We are going to establish the similarities and differences by using a comparison framework which is an adaptation of the frameworks used by the United Nations (UN), International Telecommunication Union (UIT) and Organization for Economic Cooperation and Development (OECD). Additionally, in this moment, undertaking a comparison study between Korea and Peru is a relevant work, because Peru is implementing transversal digital government platforms based on the Digital Government Law, and based on that we are dealing with cybercrimes and digital threats, that is why we can learn of the best practices and good lessons of the Digital Identity Scheme in Korea and design better policies and decisions for Peruvian implementation. This research was carried out by using a qualitative research method which involved online interviews with ICT specialists from Korea and Peru to generate an in-depth understanding of the digital identity scheme of both countries. A total of ten specialists were interviewed. Interviews provide an overview of the digital identity evolution in Korea and allow me to identify challenges and policy recommendations in the implementation process of Digital Identity Scheme in Peru. Based on the results the big differences are integrated in three factors: strong and continuous digital leadership, timely legal framework, and modern ICT technology to support development and public services rendering. However, the results also suggest that it is possible to get big achievements on the Digital Identity Scheme in Peru, making institutional arrangements, enhancing digital regulation and optimizing the budget with the purpose to create a sustainable digital identity ecosystem.
In the international arena, discussions are actively underway to achieve equitable access to higher education through initiatives such as the Sustainable Development Goals (SDGs). While there is no binding obligation at the national level to enhance the equity of higher education access, the Cordoba Reform, which had a widespread impact in the Latin American region, serves as the basis for specific societal expectations placed on public universities of Peru. Peruvian public universities are aware of their role in this regard. With the expansion of demand and supply in higher education, Peruvian public universities have transitioned from elite to popularized institutions since the 1960s. However, in the 1990s, public universities established Centro Preuniversitario (Preuniversity Center, hereafter ‘CEPRE’), a type of private supplementary education (PSE) institution to prepare applicants for their university entrance exams within their campuses, ostensibly with the goal of admitting academically prepared students to the university while providing more opportunity for higher education to low-income individuals. However, within this context, the period during which university aspirants enroll and study at CEPRE is not recognized for any level of secondary or higher education. CEPREs exist in both public and private universities that rank above a certain level. Modeled after ‘academies’ that had been preparing students for competitive university admissions exams since the 1960s, CEPREs also gained legal standing in 1983. As higher education expanded, students entering university exhibited a broader socio-economic spectrum, and those who had received lower-quality public education struggled to meet the academic standards required by universities. This led to the emergence of academies as businesses, mirroring the financial challenges faced by public universities, which, in turn, implemented a similar model within the university. The fact that the state permits each public university to operate a CEPRE and generate its own profits is not unrelated to the global trend of neoliberalism or education privatization. In other words, the public university CEPRE is a system with elements of neoliberalism within a state-supported higher education institution. Meanwhile, from the perspective of students and parents, public university CEPREs function in the same way as PSE taken to prepare for university entrance exams. Therefore, this study considers the CEPRE as an extreme form of PSE that exists at the point of transition from secondary education to higher education. While PSE is generally known to exacerbate educational inequity, CEPRE is notorious for charging higher tuition fees than any other academy. Against this backdrop, this dissertation examines how the inequity of higher education access opportunities is manifested through the case study of a CEPRE at the National University of San Marcos (UNMSM) in Peru. This research specifically addresses the lack of studies examining the impact of PSE in inequities during the transition from secondary to higher education in the context of developing countries. The purpose of this study is to understand the patterns of inequitable higher education access in developing countries through PSE during the university admissions process. The research questions are as follows: 1) How does inequity in higher education access occur through public university CEPREs? - What are public university CEPREs? - How do public university CEPREs function? 2) What are the educational systematic factors that explain the ongoing presence of public university CEPREs? This research is a qualitative case study conducted locally in Peru, incorporating literature reviews and interviews. Interviews were conducted with a total of 40 participants, including current students of UNMSM, professors, officials of CEPRE UNMSM, and so on. The analytical framework adopted was based on the method used in Zhang & Bray's (2018) study on private tutoring in China. Their findings demonstrate that education equalization policies in Shanghai, China, have inadvertently exacerbated the concerns of middle-class and above parents who wish to maintain competitive advantages. This has led them to actively engage in private tutoring, ultimately offsetting the intended effects of equalization policies. The differentiation and tracking phenomena within China's private tutoring institutions reveal that high-income students are more likely to receive quality private tutoring and, furthermore, have a higher likelihood of entering elite schools. Following this approach, this paper analyzes Peru's university admissions preparation methods by ‘differentiation of access’ and ‘sorting mechanisms.’ This framework aligns closely with Lucas's (2001) Effectively Maintained Inequality (EMI) theory. The EMI theory argues that despite quantitative expansion in education, students with higher socioeconomic status continue to have an advantageous position in progressing to higher educational levels or entering universities through qualitative differentiation. However, Zhang & Bray (2018) provide an analytical framework illustrating how private tutoring can serve as a form of qualitative differentiation utilized by students with higher socioeconomic status. The research results are as follows. First, based on the analysis of ‘differentiation of access’, CEPRE UNMSM charges higher costs to students than any other university admission preparation method, and it was observed that students with higher socioeconomic backgrounds are more likely to utilize the CEPRE. Additionally, a certain level of academic foundation is required to compete with other students within the CEPRE. Secondly, when analyzed through ‘sorting mechanisms’, the exclusive entrance system, known as ‘ingreso directo (direct admission)’, operated only by CEPREs, provides additional opportunities only to students with economic capital. Furthermore, comparing the operation of academies and public university CEPREs, the former focuses on providing a strong academic foundation, while the latter emphasizes practical problem-solving. Public university CEPREs that have been nominally operated to enhance the equity of higher education access can be seen as primarily a profit-seeking business. The reasons for the existence of public university CEPREs can be explained by low-quality public education, differences in the direction of national curriculum of secondary education and public university entrance exams, the lack of quality university supply for socioeconomically vulnerable groups, and financial issues in public universities. In addition, public university CEPREs’ own unique operational strategies interact with the social systemic factors, allowing it to thrive. Therefore, public university CEPREs arose from various education issues in Peru. Public university CEPREs, with their distinctive identity, can be understood in terms of equity in higher education access based on the EMI theory. Although higher education opportunities have quantitatively expanded in Peru, the emergence of PSE for university admissions exams was driven by an incomplete educational environment and structural issues. Among public university aspirants, those with socioeconomic capital use PSE as a form of qualitative differentiation, entering high-quality universities and perpetuating the inequities. First, public university CEPREs with significantly high economic and academic entry barriers and employing the direct admissions modality, were found to be un helpful in improving the equity of access to higher education for public university aspirants. This direct admissions system in which 10 to 30% of the total admission capacity is allocated for the internal exam-takers in CEPREs, admits top-performing students directly from the CEPREs to the university. Second, students belonging to higher socioeconomic strata effectively utilize CEPREs to gain an advantageous position when entering the university. Among public university aspirants, high- income students tend to enter into prominent fields of study, and those entering those fields tend to have higher university admission rates when preparing for exams at CEPRE rather than at the academies. In contrast, students with lower socioeconomic status tend to enter less-pursued fields of study, and those preparing for admission to those majors at CEPREs often fail to fill even the allocated quota for the direct admissions modality due to insufficient scores. Considering how the socioeconomic background students have since childhood influences the level of public education they receive, determines the need for or choice of PSE for university admission, and even impacts their eligibility for desired university admission, it is evident that educational and social inequity are reproduced based on socioeconomic status, and PSE for university admission solidifies this tendency. While public university CEPREs may have encourage the survival of PSE, it should be viewed not merely as an individual university's financial problem- solving strategy but rather as a problem within the overall education system. Students and parents facing various educational issues tend to seek PSE, and public universities have their own strategies to secure revenue. These two align together resulting in the persistence of public university CEPREs that exacerbate inequitable higher education access for students of different socioeconomic background. However, not only in Peru but in many developing countries, privatization policies in education are functioning as a means to drive the expansion of education, supplementing or even replacing public education based on the qualitative issues. In many cases, PSE serves as a temporary solution to the failure of public education. It is essential to evaluate whether the phenomenon of nominally expanding higher education access for low-income groups and improving the quality of education through educational privatization genuinely enhance the equity of higher education access. In doing so, it is crucial to consider the broader factors that enable it, rather than merely seeking ways to eradicate PSE itself. Keywords: Higher education access, Public university, Private supplementary education, Inequity, Equity, Peru, Education privatization Student Number: 2016-30454 국제사회에서 지속가능발전목표(SDGs) 등을 통해 형평성 있는 고등교육기회를 달성하기 위한 논의가 활발하다. 각 국가 차원에서 고등교육기회의 형평성 제고를 이행할 ‘의무’는 없으나 중남미 전역에 영향을 미친 코르도바 개혁을 바탕으로 페루 국립대는 특별히 요구 받는 사회적 기대를 가지며 대학 자체적으로도 그와 같은 역할에 대해 인지하고 있다. 고등교육 수요와 공급이 확대되며 페루 국립대는 엘리트 대학에서 벗어나 1960년대 이후 대중적 대학으로서의 정체성을 지니게 되었다. 그런데 페루 국립대는 1990년대 Centro Preuniversitario(이하 CEPRE)라는 대학입시 사교육 기관을 대학 내에 설립하면서, 학업적으로 준비된 학생들을 대학에 합격시키되 저소득층에게도 고등교육의 기회를 주는 것을 표면적 목적으로 하였다. 다만, 이 때 각 대학 지망생들이 CEPRE에 등록하여 수학하는 기간은 중/고등교육 중 그 어떤 학력으로도 인정되지 않는다. CEPRE는 국립대뿐 아니라 중상위권 이상의 사립대에 존재한다. 이는 1960년대부터 국립대를 중심으로 경쟁력 있는 대학들의 입시를 준비시켜주던 학원 개념의 ‘아카데미’를 모방한 것으로, CEPRE의 설립과 운영에 대한 법적 근거도 1983년에 마련되었다. 고등교육이 확장되며 대학에 진학하는 학생들의 사회경제적 배경 스펙트럼이 넓어졌고, 낮은 질의 공교육을 받은 학생들이 대학에서 요구하는 학업적 수준을 충족하지 못하자 자연스럽게 아카데미가 하나의 비즈니스로 생겨났던 것인데, 그 과정에서 특히 재정적 문제를 겪던 국립대가 법적 기반을 근거로 아카데미와 유사한 형태를 대학 내에 도입했던 것이다. 정부가 국립대로 하여금 CEPRE를 운영하고 그 곳으로부터 자체 수익을 창출해도 된다고 허가하는 것은 사실 전세계적인 신자유주의 혹은 교육민영화의 흐름에서 벗어나지 않는다. 즉, 국립대 CEPRE는 국가의 지원을 받는 고등교육기관 내에 신자유주의적 측면의 요소가 가미된 시스템이다. 한편, 국립대 CEPRE는 학생과 학부모 입장에서 볼 때 대학 입시 준비를 위해 취하는 사교육과 같은 형태로 기능한다. 그렇기 때문에 이 연구에서는 CEPRE를 ‘중등교육에서 고등교육으로 전환되는 시점에서의 극단적 형태의 사교육’으로 상정하고자 한다. 보통 사교육은 교육 불평등을 심화시키는 기제로 알려져 있는데 CEPRE는 그 어떤 아카데미보다도 높은 교육비를 책정한다. 이러한 상황적 배경을 바탕으로 본 논문은 페루 국립대 CEPRE라는 기관을 통해 고등교육 기회의 불평등이 어떻게 나타나는지를 산마르코스 국립대학(이하 UNMSM)을 사례로 살펴보았다. 특별히 개발도상국을 배경으로 중등교육에서 고등교육으로의 이행 과정에서 사교육의 불평등에 대한 영향력을 보는 연구가 부족하다는 점을 고려하였다. 본 연구의 목적은 개발도상국 고등교육기회의 불평등에 대한 양상을 대학입학의 과정에서 기능하는 사교육을 통해 이해하는 것이다. 연구 질문은 다음과 같다: 1) 페루 국립대 CEPRE를 통해 고등교육기회의 불평등은 어떻게 나타나는가? - 페루 국립대 CEPRE는 무엇인가? - 페루 국립대 CEPRE는 어떻게 기능하는가? 2) 국립대 CEPRE가 존속할 수 있는 교육 시스템적 요인은 무엇인가? 페루 현지에서 질적 사례연구로 문헌 연구와 면담을 병행하였으며, 면담은 UNMSM 재학생, 교수진, CEPRE 기관장 등 총 40명을 대상으로 진행하였다. 분석틀은 Zhang & Bray (2018)의 중국 사교육 관련 연구에서 사용한 방법을 취하였다. 이들의 연구는 중국 상하이의 교육 평등화 정책이 오히려 경쟁적 지위를 유지하고 싶은 중산층 이상 학부모들의 불안을 가중시켜서 그들이 사교육을 적극 이용하도록 만들었고, 결국 평등화 정책이 상쇄되었음을 주장한다. 중국의 사교육 기관 내 차별화 및 계열분리(tracking) 현상을 통해 고소득층 학생들이 양질의 사교육을 받거나, 더 나아가 엘리트 학교에 진학할 가능성이 높아진다는 것을 보여주고 있다. 이를 차용하여 본 논문은 페루의 대학입시 준비 방법을 접근방법의 차별화(Differentiation of access)와 분류 메커니즘(Sorting mechanisms)으로 구분해 분석하였다. 이 분석틀은 본 논문의 ‘논의’ 부분에서 적용할 Lucas(2001)의 Effectively Maintained Inequality(이하 EMI) 이론과 상당히 맞닿아 있다. EMI 이론은 교육의 양적 확대가 이루어진다고 할지라도 여전히 사회경제적 지위가 높은 학생들이 질적 차별화 방식을 사용해서 상위 교육단계로의 진급 혹은 대학 진학 시 유리한 위치에 있음을 주장한다. 그런데 Zhang & Bray (2018)는 사교육이 사회경제적 지위가 높은 학생들이 이용하는 일종의 질적 차별화 방식이 될 수 있음을 보여주는 전형적인 분석틀을 제공하는 것이다. 연구결과는 다음과 같다. 첫 번째, 접근방법의 차별화를 바탕으로 분석한 결과, 국립대 CEPRE는 그 어떤 타 대입 준비 방법보다도 높은 비용을 학생들에게 요구하며, 사회경제적 배경이 높은 학생들일수록 국립대 CEPRE를 많이 활용하는 것을 알 수 있었다. 또한 일정 수준의 학업적 기초가 형성되어 있어야 국립대 CEPRE에서 다른 학생들과 경쟁이 가능하다. 두 번째, 분류 메커니즘으로 분석했을 때 국립대 CEPRE에서만 운영하는 무시험 입학(ingreso directo)제도는 경제자본이 있는 학생들에 한하여 추가 응시기회를 얻도록 한다. 또한 아카데미와 국립대 CEPRE의 작동방식을 비교해 볼 때 전자는 기초부터 탄탄히 가르쳐주는 반면 후자는 실전 문제풀이 위주이다. 고등교육기회의 형평성을 제고하고자 하는 명목으로 운영되어온 국립대 CEPRE는 실질적으로 자체 수익을 확보하고자 하는 ‘비즈니스’에 그친다고 해석할 수 있다. 이러한 정체성을 지닌 국립대 CEPRE가 존속할 수 있는 이유를 거시적으로 살펴볼 때 낮은 질의 공교육, 국가교육과정과 국립대 입학시험 문제의 방향성 차이, 사회경제적 취약계층이 진학할 수 있는 양질의 대학 공급 부족, 그리고 국립대의 재정적 문제로 설명된다. 이러한 교육 시스템적, 사회적 환경에 더하여 CEPRE 자체적인 특수한 운영 전략들이 상호작용한 결과 국립대 CEPRE는 호황을 누릴 수 있는 것이다. 따라서 국립대 CEPRE는 페루를 둘러싼 여러 교육 문제에 기생하는 존재이다. 이러한 정체성을 지닌 국립대 CEPRE가 고등교육기회의 형평성 측면에서 어떻게 해석될 수 있는지 EMI 이론을 바탕으로 해석해보면 다음과 같다. 고등교육기회가 페루 내에서 양적으로 확대되어왔지만, 온전치 않은 교육환경과 구조적 문제들로 인해 대학입시 사교육이 형성되었다. 그리고 국립대 지망생들 안에서 사회경제적 자본을 가진 학생들이 대입 사교육을 일종의 질적 차별화 방식으로 사용하여 양질의 대학에 진학하며, 이로써 고등교육기회의 불평등이 잔존한다. 첫번째로, 상당히 높은 경제적 및 학업적 진입장벽이 있는 국립대 CEPRE는 무시험 입학이라는 입시 전형의 하나로 활용이 됨으로써 국립대 지망생들의 고등교육기회의 형평성 제고에 그다지 도움이 되는 방식이 아니라는 것을 확인하였다. CEPRE에서 자체 시험을 통해 최상위 성적 학생들을 무시험 입학으로 대학에 합격시키는데, 그것이 총 입학정원의 10-30%에 해당된다는 점으로 이를 설명할 수 있다. 두번째로, 사회경제적 지위가 높은 축에 속하는 학생들이 CEPRE를 유용하게 활용하여 대학 진학 시 유리한 위치를 점하는 것을 볼 수 있다. 국립대 지망생 중에서 고소득층이 인기학과에 진학하고, 인기학과에 진학한 학생들이 아카데미에서보다 CEPRE에서 입시를 준비할 때 대학 합격률이 더 높게 나타나는 경향이 있기 때문이다. 반대로 사회경제적 지위가 낮은 학생들은 상대적으로 비인기학과에 진학하는데, CEPRE에서 비인기학과 입학을 준비하는 학생들은 최저 점수 미달로 무시험 입학 전형에 할당한 정원조차 채우지 못하는 것이 확인되었다. 학생들이 어릴 적부터 지닌 사회경제적 배경이 그들이 경험하게 되는 공교육의 수준을 결정하고, 그것이 대입 사교육 필요 여부나 선택을 결정하며, 원하는 대학 진학 여부에까지 영향을 미친다는 것을 통해, 사회경제적 지위에 따라 교육 및 사회적 불평등이 재생산되고 대입 사교육이 그 과정을 공고화 시킴을 볼 수 있다. 페루 국립대가 생존을 위해 사교육을 조장하였지만 CEPRE는 단순히 개별 대학의 재정문제 해결 전략이 아니라 국가 전체적으로 나타나는 총체적 교육 시스템의 문제로 바라보아야 한다. 낮은 공교육의 질을 포함한 여러 문제를 직면한 학생과 학부모는 사교육을 모색하게 되고, 그에 국립대의 자체 수익 확보를 위한 전략이 만나 국립대 CEPRE의 존속을 가능케 하고 있고, 이에 사회경제적 배경의 차이가 더해져 고등교육기회의 불평등을 만들고 있다. 그런데 페루 뿐만 아니라 많은 개발도상국에서는 교육 민영화 정책이 교육의 확대를 견인하고 교육의 질적 문제를 보완, 심지어 대체하는 수단으로 작동하고 있다. 특히 사교육은 공교육의 실패에 대한 임시방편으로 작용하는 경우가 많다. 고등교육기회를 저소득층에 확장하고 교육의 질을 제고한다는 명목의 교육 민영화 현상이 과연 진정한 고등교육기회의 형평성을 제고하고 있는지에 대해서 검토해야 하며, 이 때 단순히 사교육을 근절시키는 방법을 모색하는 것이 아니라 그것을 가능하게 하는 큰 틀의 요인을 고려할 필요가 있다. 주제어: 고등교육기회, 국립대학, 사교육, 불평등, 형평성, 페루, 교육 민영화 학번: 2016-30454
Dynamics of Peru’s Position in the Global Copper Ore Trade: A Social Network Analysis

In an era where energy transition takes precedence, copper is a vital component, underscored by the International Energy Agency (IEA) as a critical mineral for achieving the Paris Agreement goals. Under the IEA Sustainable Development Scenario, copper demand is projected to increase by more than 40% over the next two decades, highlighting the significance of this resource for sustainable energy systems. With approximately 50% of the global copper ore production centralised in just three countries, the western part of South America, specifically Chile and Peru, dominates the sector, contributing 40% of the global supply. This thesis delves into Peru’s dynamic role within the global copper ore trade network amidst escalating demand and concentrated production. It navigates Peru’s evolving export position, examines its response to shifting export values and trade partners, and evaluates its influence on the global copper ore trade network for over a decade. Through Social Network Analysis (SNA), this study reveals Peru’s remarkable resilience as a leading copper ore exporter from 2013 to 2022, as illustrated by its stable normalised out-degree and high betweenness centrality, which affirms its strategic role as an intermediary and influencer in trade flows. The findings underscore Peru’s growing interconnectedness with its trade partners, bolstered by an increasing clustering coefficient, indicating robust and direct trade relationships. However, the rise of competitors, specifically Indonesia and Brazil, introduces new challenges and requires strategic adjustment. The research concludes that Peru’s significant role in the global copper ore network is characterised by its adept navigation of market fluctuations and competitive pressures. This study provides critical insights into the dynamics of the copper ore trade market for policymakers, economists, and industry stakeholders. This enriches our understanding of Peru’s key position in the global copper industry, its contributions to energy transition, and its strategic international interactions. The strategic implications highlight the necessity for diversification, strengthening diplomatic relations, and implementing risk mitigation strategies to preserve and augment Peru’s status as a preeminent copper exporter. These insights and recommendations aim to guide sustainable resource management and foster resilient international trade relations in a rapidly evolving global market. This dissertation is a study of the politics of genetically modified organisms (GMOs) in Mexico and Peru. In contrast to most of the Latin American region—which accounts for 40 percent of global GMO production—Mexico and Peru currently prohibit certain GM crops. These prohibitions, however, are fundamentally different in character: Peru has adopted a “restrictive” regulatory approach, passing a broad, ten-year legislative moratorium on all GM crops in 2011, followed by a fifteen-year moratorium in 2020. Meanwhile, Mexico has pursued a “mixed” regulatory approach, prohibiting GM maize and soy while permitting GM cotton. Amidst these restrictions on domestic production, both countries allow and remain heavily dependent upon imports of GM crops, particularly for animal feed. This dissertation is an effort to document the origins of these policies, provide an account of why they differ, and analyze what they reveal about our contemporary regime of global food production. My findings link these GM crop prohibitions to the development of domestic discourses of a biodiversity-based national identity. In Peru, domestic groups presented the introduction of GM crops as a threat to Peru’s gastronomic identity and accompanying market opportunities as an exporter of high-value, niche products. In contrast, Mexican domestic groups presented GM crops as a threat to a national identity intimately tied to maize as an ancestral crop, while largely rejecting a market-based discourse for the protection of biodiversity. I argue that these presentations of national identity allowed domestic actors to open the public discourse on GM crops beyond its traditional domains of productivity and safety, facilitating a broader politics and more diverse anti-GMO coalition. These cases support the need to move beyond purely materialist-institutionalist approaches for the study of adoption of new agricultural biotechnologies. Particularly within crop centers of origin and biodiversity-rich countries, scholars should also consider the potential threats that a particular technology may present to cultural and symbolic (non-material) dimensions of biodiversity. This study shows that perceived threats to these resources are far from trivial and can catalyze the development of new collective identities and, ultimately, state preferences. To develop my argument, I draw upon data collected during two years of fieldwork in Mexico and Peru, including over eighty interviews with civil society leaders, scientists, farmers, government officials, chefs, and industry representatives; legislative histories and debates of GMO legislation and regulation; GMO reporting in leading newspapers in Mexico, Peru, and the US; observations from over twenty-five activist meetings during the 2020 campaign to extend Peru’s GMO moratorium; and finally, an original, nationally representative survey of attitudes toward GM crops in Mexico.

Financial Inclusion for Rural Development in Peru: An Analysis of the National Financial Inclusion Strategy (NFIS) Peru, one of the best performing economies in Latin America, has taken advantage of global networks to strengthen its position as the global leader in promoting financial inclusion, through active participation in initiatives and partnerships. This research was motivated by an interesting phenomenon that opportunities to participate in the financial market are distributed to only a few Peruvians even if the country belongs to the upper ranks of the world when it comes to the financial sector development. Why is that? Peru has set the goal of inclusive economic growth and the inclusion in the financial sector is an important part of the social consolidation and the rural development policy. This research studies the implications of the national policies for financial inclusion on rural development in Peru because rural Peru has been socially, economically and politically marginalized. In an attempt to achieve the main research purpose, the author defined financial inclusion as the pro-poor growth strategy and using this idea as the evaluation criteria, conducted policy analysis as a research method. The official document of National Financial Inclusion Strategy (NFIS) will be closely examined but other sources published by important actors in the public sector will also be reviewed. Meanwhile, the G20 principles for financial inclusion that contain the contents pertaining to the pro-poor policies, the three basic dimensions and other elements found in many definitions of financial inclusion were all combined to devise an analytical framework. Findings of this research indicated that the principles of diversity, innovation, protection and empowerment have been reflected quite successfully in the national plans according to the specific actions for implementation. However, regarding the issue of inclusion of the poor, there is a limit to the extent to which the contents of the official document cannot be linked to a more fundamental and effective tool for rural development or poverty reduction due to inappropriateness of financial products to the poor, the absence of contents related to safety measures against technological progress, insufficient consideration for the most vulnerable segments and lack of the emphasis on the role of suppliers. 페루의 포용적 금융발전 국가전략이 농촌개발에 미치는 시사점 라틴아메리카에서 빠른 경제성장을 이룬 페루는 국제협약의 이행, 파트너십 체결을 통한 해외 네트워크의 적극적인 활용으로 포용적 금융 발전에 있어 선구자 역할을 하고있다. 이 연구는 페루가 상위권에 속하는 금융섹터의 발전 정도와 달리, 얼마나 많은 인구가 금융시장에 참여하고 있는지를 나타내는 포용적 금융 지수에 있어서는 매우 낮은 성과를 보이고 있는 현상에 대한 궁금 점에서 출발했다. 금융시장 참여에 대한 기회가 왜 일부에게 집중되어 있을까? 페루는 국가 독립 200주년을 기념하여 포용적 경제성장을 위한 단계적인 그리고 종합적인 국가계획을 발표하였다. 포용적 금융이란 기본적으로 금융섹터에서의 포용정책을 의미하며 페루의 사회통합, 농촌 개발과 관련된 정책과도 일맥상통한다. 그동안 페루의 농촌은 사회적, 경제적, 그리고 정치적으로 많은 소외를 받아왔다. 이러한 배경에서 이 연구는 페루의 포용적 금융발전 국가전략이 농촌개발에 미치는 시사점을 논의하려고 한다. 위와 같은 연구목적을 달성하기 위해 저자는 우선 포용적 금융을 '친 빈곤계층' 성장전략의 하나로 정의하였고 이 관점을 큰 틀의 평가기준으로 설정하여 정책 분석을 연구방법으로 수행하였다. 특히 페루의 국가전략 공식 문서인 NFIS를 중심으로 관련된 주요 정부부처에서 발간된 다양한 문서가 중요한 분석 자료로 활용되었다. 또한 이 연구를 위해 '친 빈곤계층' 성장 전략과의 관련성이 명백히 제시된 포용적 금융을 위한 G20 원칙, 포용적 금융의 세 가지 기본요소(접근, 사용, 질), 그리고 문헌연구에서 얻은 중요한 개념들을 일부 결합하여 분석 도구인 연구 프레임워크를 고안하였다. 공식 문서에 포함된 구체적인 실행계획(행동강령), 실제 반영 현황, 그리고 과정 등을 미루어 볼 때 앞서 채택된 G20 원칙인 다양성, 혁신, 소비자 보호, 권한 부여 원칙 모두 성공적으로 반영되어 있음을 확인하였다. 그러나 '포용'의 개념이 다소 난해 함에도 불구하고 현재 접근 가능한 정부 문서의 내용만으로는 페루의 포용적 금융발전 국가전략을 농촌개발 또는 빈곤 감축에 근본적인 도움을 주는 효과적인 해결책으로 판단하기에는 많은 한계가 존재한다. 다양성 원칙에서 빈곤계층에 대한 몇 가지 금융상품의 부 적합성, 혁신 원칙에서 기술진보에 대응하는 안전대책의 부재, 소비자 보호 원칙에서 소외된 인구를 공식화 하기 위한 특별대책의 미흡, 그리고 권한 부여 원칙에서 지역사회의 참여, 공급자의 역할에 대한 강조 부족 문제가 발견되었다.
Effects of Political Institutions on Foreign Direct Investment in Peru

This study analyzes the short and long-term effects of political institutions on foreign direct investment (FDI) in Peru. Other control variables such as market size, trade openness and exchange rate volatility also are included. The context of this study is in the current political instability and loss of confidence in Peruvian political institutions due to constant political tensions and corruption problems that generate concerns about the attraction of FDI. The theoretical review on which this study is based is the position of political institutions (quality of governance) as a key factor in attracting investments, a determining factor in economic development and an influencer on the image and reputation of the country. The study evaluates the effects of political institutions through six quantified governance indicators (Voice and Accountability, Political Stability and Absence of Violence/Terrorism, Government Effectiveness, Regulatory Quality, Rule of Law and Control of Corruption) on attracting FDI. The study uses an Autoregressive Distributed Lag (ARDL) model and World Bank data from 1996 to 2022. The research reveals that an increase in the level of Corruption in the short and long term favors the -vattraction of FDI in Peru because investors use corrupt practices to navigate the Peruvian regulatory framework more effectively due to bureaucratic inefficiencies and excessive regulation. It was also found that an improvement in the Rule of law will increase the attraction of FDI to Peru in the short and long term because investors have confidence in the legal system to protect their investments, however, this confidence would be based on influence peddling and links to corruption that are also present in the judicial system. On the other hand, an improvement of voice and accountability will mean a reduction of FDI to Peru in the short term since high levels of perception of democratic freedom and public participation in governance are seen as a source of political instability that is considered a risk for investors. Overall, the findings suggest that Peru's political institutions require strengthening to create an attractive business environment and enhance FDI prospects. Abstract A Community Trademark for the Andean Community of Nations an example in Peru Sheelah Cuéllar Tello Intellectual Property Law, College of Law The Graduate School Seoul National University The purpose of this thesis is to analyze the possibility to make use of the advantages of European experience in order to constitute an appropriate system in the arena of the protection of trademarks in the Andean countries, especially in the formation of Andean trademark. The currently thesis seeks to provide the advantages to adapt community trademark system of the European Union in the Andean Community of Nations, analysis of the main problems of the protection of trademarks in the ACN, and possible solutions to strengthening the protection of trademarks in the ACN. In Latin America exists the Andean Community of Nations, and this community sought the same goals of the European Union in the arena of Intellectual Property. However, because of political, economic and social circumstances, the Andean Community could not establish a common regulation in trademark like the European Union. Hence, the Andean system is diametrically different from the community trademark of the European Union and has deficiencies which limited the protection of the trademark. The possible solutions of these issues are the harmonization of the intellectual property legislation in the field of trademarks within the CAN, establishment of single entity which regulates the common registration system within the CAN, and the most important, the establishment of community trademark. These steps will lead to the desired economic growth, increase of international trade and a high level protection of the rights granted for trademarks within the ACN. Thus, the research question is whether the adoption of community trademark system (European model) is favourable for protection of trademarks in the Andean region. Implementation of e-government and its challenges : the experience of Peru

In the last two decades research about e-government and how to have a successful implementation has spread out and scholars contribute to have a vast variety of information about it. Many topics were covered but with the developed countries taking the lead in the field of e-government is a fact that the majority of the research is related to them and their experiences. Within the last decade more authors are taking the step to talk about the cases of developing countries comparing them with the developed countries’ experiences. All of these authors are trying to find the way to apply the successful experience of the developed countries into the developing ones through researching and suggesting. Some argue that it is possible for developing countries to rich the e-government implementations’ success of the developed countries following the same steps and finding help from them to achieve it. Other more skeptical authors point out the impossibility of trying to apply other experiences, and even say that the e-government implementation will fail in developing countries. However, very small amount of them took into consideration the differences or so called barriers that developing and developed countries have not in common. The researchers presented in many books the “common” barriers experienced by countries that want to implement the e-government, but is it well known that many differences exist between developed and developing countries. The differences are not only in structural, economical or statistical factors, but also in cultural, social and geographical ones. The thesis presented an important question whether the “social barriers” are a determining factor in the implementation of e-government in Peru. To answer this question fully the present paper was divided into 3 parts: the first pointing out the existing “common barriers” for the e-government implementation, the second one discusses barriers that affect specifically the developing countries and third one trying to find out more about the social barriers in Peru and if they really can be called a barrier for the implementation. In order to do so the researcher conducted an interview, collected data and information from governmental and nongovernmental sources. A consensus between the information and the data given by interviewees was found about the importance of the social aspect in the e-government implementation, which was implicit in all the barriers that the country has experience. Different reasons for the existence of “Social barriers” were found out; the interviews were analyzed and compared between each other and with the data from organizations. Due to the difficulties experienced with the present paper we should be careful in generalizing the findings of this research. Finally, I suggested several ways to overcome the social barriers in Peru in order to find the way to have a successful implementation of the e-government such as policies related to citizens and marketing of them and so far. Regarding the topics the Peruvian authorities have a long way to go but I am firmly convinced that it can be achieved with more students and researchers working in this direction. 지난 20여년간 전자정부에 관한 연구와 그 성공적인 집행에 관한 연구가 많이 수행되어 왔고 그에 관한 정보도 많이 축적되었다. 그러나 이러한 연구들은 대부분 선진국을 중심으로 한 논의였으며 따라서 많은 연구들이 선진국의 경험에만 국한되었다. 한편 지난 10년간 또 다른 학자들은 개발도상국의 전자정부사업에 관한 연구를 통해 개도국의 경험을 선진국과 비교하는 연구를 수행하였다. 그러나 이러한 연구들은 대부분 연구와 정책제안을 통해서 선진국의 성공적인 경험을 개발도상국에 적용하는 방법에 대해 발견하고자 노력하였다. 일부는 선진국의 경험을 똑같이 따라가면 개발도상국에서 전자정부 집행이 성공할 것이라고 주장하였다. 반면에 회의적인 학자들은 선진국의 경험을 적용하는 것은 불가능하며 심지어 개도국에서 전자정부사업은 실패할 것이라고 지적하기도 하였다. 하지만 대다수의 연구들은 선진국과 개발도상국 사이의 차이를 간과하였다. 그러한 연구들은 국가들 사이에 존재하는 공통적인 문제점에만 초점을 맞추었다. 하지만 잘 알다시피 선진국과 개발도상국은 많은 측면에서 차이가 있다. 구조적인 문제, 경제적인 문제, 통계적인 문제 뿐만 아니라 문화적, 사회적, 지리적인 문제들도 다르다. 이러한 배경에서 본 연구는 페루의 전자정부사업 집행에서 “사회적 장벽”이 결정적인 요인으로 작용하였는지 여부에 대해 연구하였다. 이러한 연구문제를 탐색하기 위하여 첫째, 전자정부 집행에서 “공통적인 장벽” 이 무엇인지를 분석하였다. 둘째, 구체적으로 개발도상국에만 적용되는 문제점이 장벽이 무엇인지 논의하였다. 셋째, 페루의 전자정부 사업에서 문제가 되는 사회적 장벽에 대해 분석하고 그것이 집행에 정말로 어떤 문제를 야기하는지를 살펴보았다. 이를 위해 본 연구는 인터뷰를 수행하여 정부와 시민사회영역의 관계자들로부터 자료와 정보를 수집하였다. 양적, 질적 정보를 분석한 바에 따르면, 전자정부사업에서 사회적인 측면의 중요성을 발견하였고, 이것이 페루의 경험에서 확인한 모든 장벽 속에 내포되어 있음을 발견하였다. “사회적 장벽”이 존재하는 이유에 대해 인터뷰를 통해 분석하였고 각 기관을 통해 확보한 자료와 비교하였다. 다만 이러한 연구결과를 일반화할 수 있을 것인지에 대해서는 주의가 필요하다. 끝으로 페루의 전자정부 집행이 성공하기 위해서 시민들과 이에 대한 홍보를 강화하는 등의 정책이 필요하다는 것을 제안하였다. 앞으로도 비록 페루의 전자정부사업에 관한 보다 많은 후속연구가 필요할 것이다.

According to the Social Development Index Model for women and men in Latin American countries, there are three dimensions to measure opportunities: access to higher education, employment, and time and management. This thesis aims to examine gender inequality in unpaid domestic and care work and how it is affected by social and cultural variables in Peru. Therefore, this research will analyze data from the time use survey applied in Peru in 2010.
