e-Navigation을 위한 해상디지털통신 구축에 관한 정책 연구

첨단 정보통신기술을 활용한 해양사고 감소를 위하여 국내외적으로 e-Navigation 관련 기술과 서비스에 대한 연구개발이 다양하게 진행 중이다. 이러한 기술과 서비스가 실제로 해상에서 사고예방에 기여하기 위해서는 선박에 관련 장비가 설치되어야 하며 법제적으로도 운영 조직과 시스템이 확충되어야 한다. 특히, 한국형 e-Navigation 사업으로 개발 될 초고속해상무선통신망(LTE-M망) 및 VDES, Digital-MF/HF 등 디지털 통신기술이 실행될 수 있도록 선박에는 관련 통신장비와 기술표준이 조속히 마련되어야 한다. 기존연구는 이러한 LTE-M에 대한 정책방안을 제시하지 못하는 문제점이 남아 있다. 본 연구에서는 한국형 e-Navigation의 효율적인 시행에 필요한 제도와 정책방안을 단기, 중기 및 장기로 나누어 식별하고, e-Navigation 핵심서비스, e-Navigation 통신망 및 운영시스템, e-Navigation 국제표준선도 기술 및 e-Navigation 서비스 활성화 분야에서 구체적인 방안을 제시하였다. 이를 위하여 해양수산부 주도로 추진 중인 한국형 e-Navigation 구축사업의 진도점검 자료에 기초하여 조사와 연구를 수행하였으며 관련분야 실무자 및 전문가들의 자문을 통하여 연구결론을 도출하였다. 본 연구의 결과로 제안된 정책들은 해양사고 저감과 해사산업 진흥 및 국민 안전을 위한 정부의 추가적인 정책 개발에 도움이 될 것으로 기대한다. In order to reduce marine accidents using advanced information and communication technology, various research and development projects are conducted globally on e-Navigation related technologies and services. Existing studies do not provide policy measures for LTE-M. In order for these technologies and services to be installed on vessels and to contribute to the prevention of accidents at sea, the law should be expand operational organizations and systems. In particular, communication equipment and related technical standards should be prepared, and its digital communication technology (LTE-M, VDES, Digital-MF / HF, etc.) In this study, we conducted short, medium, and long term performance assessment of the identification system and the policy for effective implementation of Korean e-Navigation. We presented a visible plan of the relevant policy. For example, e-Navigation core services, e-Navigation communication networks and operating systems, e-Navigation international standard leading technologies and e-navigation services activated in the field. To do this, we conducted research based on the progress data of the Korean e-Navigation project, which was led by the Ministry of Maritime Affairs and Fisheries, and conducted research discussions with practitioners and experts in related fields. As a result of this study, it is expected that the proposed policies will contribute to the reduction of marine accidents, the promotion of the maritime industry and the development of additional government policies for national security.

Improvements in technology and navigation tools are leading to more affordable and effective solutions to assist individuals with visual impairments. The progress made in navigation technology has the potential to increase inclusivity for the visually impaired in education, social, and workforce settings. After conducting a thorough review of the literature, we have identified key issues and concluded that collaboration among healthcare professionals, caregivers, programmers, engineers, and policymakers is essential for successfully developing navigation projects for the visually impaired. This study highlights different advances and relevant topics in the development of location-based applications for individuals with visual impairments. Our paper involved an extensive search of eight journal databases spanning from 1993 to 2021. We screened 4550 titles, analyzed 560 abstracts, and ultimately reviewed 35 full-text papers, resulting in the examination of 20 papers. Our findings indicate that the advancement of navigation technology can positively affect the quality of life of visually impaired individuals, particularly through assistive technology, mobile applications, and web services. Dot Waker, Nearby Explorer, Get There, and Google Maps are the most commonly used navigation systems by visually impaired individuals. Overall, our research suggests that continued development in navigation-assisted applications can significantly benefit the visually impaired community.
기술과 무용의 융합을 통한 신체 표현의 확장 연구*: 작품 「바디 네비게이션」을 중심으로

Purpose: The purpose of this study is to analyze the fundamental changes in dance creation and communication structures driven by digital technology, focusing on the work 「Body Navigation」 by Recoil Performance Group. It examines the process of deepening artistic experience through the interaction between technology and the body. Methods: To this end, the performance work 「Body Navigation」 (2008) was selected as the subject of analysis. A four-dimensional analytical framework—expansion of physical expression, reconstruction of time-space, interactivity, and accessibility—was established to analyze the technical intervention of real-time digital projection and the Isadora system. Results: As a result of this study, first, technology maximized the expressive potential of the body by expanding the dancer's movements both sensorially and conceptually. Second, the implementation of multi-layered time-space transformed the fixed stage into a fluid and generative environment. Third, a real-time feedback structure among the dancer, media, and audience provided a multi-sensory experience. Fourth, the use of technology diversified the production and consumption structures of performing arts. Conclusion: Based on the above results, the cyclical interaction between art and technology is restructuring the creative ecosystem of dance. This study confirms the potential for physical expression in digital environments and suggests its significance in expanding the scope of future-oriented dance education and physical activity.
A Review on the Force Sensing and Force Feedback-based Navigation of Mobile Robots

Autonomous mobile robots are increasingly being used in modern society. With the development of mobile robot technology, robots are becoming usable in a wider range of locations. Beyond the context of transferring goods from factories to other locations, the demand for mobile robots has increased owing to tasks performed in restaurants, hospitals, and smart farms, as well as services such as the transportation of heavy goods, monitoring, and search and rescue missions. Various studies have been conducted on the importance, applications, and tasks of autonomous mobile robots. Obstacle recognition, avoidance, and work are performed using various sensors equipped by these robots. This review paper describes these sensors and addresses the current literature involving the force sensing technology used by mobile robots. It presents the sensors and general convergence technologies used in mobile robots, as well as a comprehensive study on the force sensing of autonomous mobile robots, and explains the relevance, strengths, and weaknesses of these technologies. Navigation research technology is explained according to the occurring force and the purpose of the robot. This study can support further investigations into the development of a method to solve the force-sensing problem faced by autonomous mobile robots.

International competition to develop and secure cutting-edge and innovative space-based technologies has been intensified as military and commercial significance of and dependence on space grew. Especially, the so-called Forth Industrial Revolution—disruptive innovation technologies, their converging development with existing technologies, services, and platforms, which substantially reduce costs and create new values—affects competition over space-related technologies and their innovation. This study takes a closer look at innovative developments in space technologies—space mobility, satellite technologies, and global navigation satellite system—with a focus on the U.S.-China competition in outer space. It demonstrates that this competition exacerbates space security dilemma because of the dual use nature of space technologies, the difficulties in distinguishing offensive capabilities from defensive capabilities, and the benefits of offense vis-a-vis defense. Furthermore, it might be very difficult to escape this space security dilemma due to the lack of effective space governance. 우주 공간의 군사적, 상업적 중요성이 높아지고 이에 대한 의존도가 높아지면서 최첨단 우주 기반 기술을 개발하기 위한 국가 간 경쟁이 치열해지고 있다. 특히 4차 산업혁명으로 대표되는 와해적 기술의 등장 및 기존 기술, 서비스, 플랫폼 등과의 융합적 발전, 이를 통한 비용 절감은 우주 관련 기술의 혁신을 위한 경쟁에 큰 영향을 미치고 있다. 본 연구는 우주 공간에서의 미국과 중국의 경쟁에 초점을 두어 우주 모빌리티 기술, 위성 기술, 글로벌항법위성시스템 등 우주 기반 핵심기술의 혁신적 발전과 우주의 군사화 현황을 살펴본다. 이후 이러한 우주 기반 기술, 자산들은 민군겸용기술의 특징이 있고, 방어보다 공격의 이점이 크며, 공세적 무기와 방어적 무기의 구분이 거의 불가능하다는 점에서 우주 공간에서의 안보딜레마, 즉 우주안보딜레마가 악화될 가능성이 농후함을 밝힌다. 더욱이 이러한 경쟁과 갈등을 조정하고 투명성을 증진시켜주고 신뢰구축에 도움을 줄 우주 거버넌스의 취약함은 이러한 우주안보딜레마적 상황을 극복하기가 어려움을 보여준다.

Background: While technology-assisted total knee arthroplasty (TA-TKA) improves implant positioning, whether it confers improved clinical outcomes remains inconclusive. We sought to examine national TA-TKA utilization trends and to compare outcomes between TA-TKA and unassisted TKA (U-TKA). Methods: Patients who underwent primary, elective TKA from 2010 to 2018 were identified using the American College of Surgeons National Surgical Quality Improvement Program (NSQIP) database. Demographic, perioperative, and 30-day outcomes were collected. Patients were stratified on the basis of whether they underwent TA-TKA, which included computer navigation and robotics, or U-TKA. The proportion of patients undergoing TKA using TA-TKA was calculated. One-to-one propensity-score matching paired patients undergoing TA-TKA or U-TKA. Independent samples t-tests and Mann-Whitney U tests were used to compare continuous variables, and chi-squared tests were used to compare categorical variables. Results: Of the 402,284 TKA patients, 10,429 (2.6%) cases were performed using TA-TKA. Comparing the unmatched TA-TKA and U-TKA groups, race (p < 0.001), smoking status (p = 0.050), baseline functional status (p < 0.001), and body mass index (BMI) (p < 0.001) significantly differed. Propensity-score matching yielded 8633 TA-TKA and U-TKA pairs. The TA-TKA cohort had shorter hospital length of stay (LOS) (2.7 ± 2.5 versus 2.8 ± 1.9 days, p = 0.017) but similar operative times (92.4 ± 33.4 versus 92.6 ± 39.8 min, p = 0.670). Compared with the U-TKA group, the TA-TKA group had lower major complication (7.6% versus 9.4%, p < 0.001) and transfusion (3.9% versus 5.1%, p < 0.001) rates and higher rates of discharge to home (73.9% versus 70.4%, p < 0.001). Reoperation and readmission rates did not significantly differ between groups. Conclusions: TA-TKA utilization remains low among orthopedic surgeons. Compared with U-TKA, TA-TKA yielded improved perioperative and 30-day outcomes. Nonetheless, surgeons must consider the benefits and drawbacks of TA-TKA when determining the proper surgical technique and technology for each patient. 디지털 기술을 활용한 발달장애인 이동성 지원에 대한 국내⋅외 연구 동향 분석

This study examined domestic and international research trends on mobility support for individuals with developmental disabilities who use digital technology, and analyzed the technical and design-related characteristics identified in these studies. A total of 50 articles were selected based on selection criteria, and research trends and characteristics were analyzed. According to the findings, related studies have been conducted more actively abroad. Among the research participants, adults by age and individuals with intellectual disabilities by disability type accounted for the largest proportion. Experimental research methods were more commonly employed than qualitative research methods. In terms of technological and design-related features, smartphones were the most frequently used hardware. Regarding software, commercial programs and custom-developed applications were used with comparable frequency, each representing a substantial proportion of the studies. Additionally, design features and support strategies in digital technology use were analyzed based on implementation patterns across research settings, target goals, and dependent variables, and context-based implementation strategies. Based on these findings, this study proposes key implications and future directions for inclusive digital mobility support design for individuals with developmental disabilities.

최근 불규칙한 해양기상변화로 인하여 항해하는 선박들은 해양 기상환경에 대한 대비책이 절실한 상황이다. 해양 기상 모니터링시스템은 이러한 해양 기상환경에 대한 정보를 수집하여 주변 연안을 항행하는 선박에게 실시간 제공하므로서 해양교통 안전을 확보하기 위한 시스템이다. 오래전부터 해양 선진국에서는 항로표지시설 등에 해양기상관측센서를 설치하여 해양 기상모니터링 시스템을 구축 운용 하고 있으며, 선박의 안전항해에 많은 도움을 주고 있다. 더욱 발전된 해양기상모니터링 시스템을 위하여 국내외 현황을 분석하고 연구하므로서 선박의 안전항행과 해양사고를 예방하고, 최적의 해양기상모니터링 시스템을 위한 향후 발전방안에 대해서 논의하고자 한다. Marine meteorological monitoring system, information about these marine weather environments in real time around the coast by collecting a provides real time shipping and marine transportation safety is a system for. .. Long marine facilities marine observation sensors cover the routes developed by installing marine meteorological monitoring system, build management, and vessel safety is giving much help to navigate. The further development of the marine meteorological monitoring system analyzes the situation both at home and abroad, in order to study the safety of the vessel in navigable and marine accidents because the prevention and optimal marine meteorological monitoring system regarding the future development plan for discussion.

Many millions or billions of virtual museum users copy and store Mona Lisa on the interactive computer environments, and transmit it other users to transform with other copies. It can circle the globe just per second. Widely known, the virtual museum appeared in the digital environment which is dissolved a dominant ideology of physical museum-art/daily life, original/copy, artist/audience. Historically the museum ideology has been the target of radical theorists and artists, but those attempts never succeed. Because they don’t make their own space to and have their appropriate spatial practice. The key idea is ‘space’. For the first time, space becomes a media type in the museum history. Just as other media types like audio, video, internet, the virtual museum can now be instantly transmitted, stored, and retrieved, reformatted, and interacted with. From this aspect, a virtual museum can be defined as social space to realize the possibility of rapid access and interactive communication on anonymous condition. This is to show why most movements toward a new museum returned to white cubes. After all, the virtual museum means more than fascination about the novelty of digital technology. It redefines the established notion of the museum.
