乡村要振兴,文化必振兴。本文立足于马克思主义关于文化与经济、社会相互作用的基本原理,探讨了文化振兴在乡村振兴战略中的核心地位与功能价值。结合我国乡村振兴战略的具体实践,本文首先分析文化振兴在乡村振兴过程中的关键地位与作用机理,其次探讨了乡村振兴视域下文化振兴的现实困境,最后,立足于现实国情,针对我国乡村文化振兴面临的挑战与机遇,提出具有针对性的路径探索与优化策略。通过传承中华优秀传统文化,重塑乡村文明风气;疏通人才引进渠道,打造高素质文化振兴队伍;加大财政资金投入,完善公共文化服务体系等路径措施,以期给当前乡村地区文化建设与发展提供有价值的参考意见,切实推动乡村振兴的高质量发展。 To revitalize the countryside, culture must be revitalized. Based on the basic principles of Marxism on the interaction between culture, economy and society, this paper discusses the core position and functional value of cultural revitalization in rural revitalization strategy. Combined with the specific practice of China’s rural revitalization strategy, this paper first analyzes the key position and mechanism of cultural revitalization in the process of rural revitalization, then discusses the realistic predicament of cultural revitalization in the perspective of rural revitalization, and finally, based on the actual national conditions, proposes targeted path exploration and optimization strategies for the challenges and opportunities faced by China's rural cultural revitalization. By inheriting the excellent traditional Chinese culture, the rural civilization is rebuilt; Dredge the channels of talent introduction, build high-quality cultural revitalization team; Increase financial investment, improve the public cultural service system and other measures, in order to provide valuable reference opinions for the current cultural construction and development of rural areas, and effectively promote the high-quality development of rural revitalization.
도시재생을 위한 문화자원 유형분석과 활성화전략에 관한 연구 : 진주시를 대상으로

Cultural resources are critical elements to regeneration strategies for urban revitalization. In particular, historical/cultural facilities and services provide much contribution to revitalization in the city. The purpose of this study is to find out the planning elements to revitalize the declining local cities by improving the cultural resources. For the case study, we explored some development types of cultural resources: development possibility, geographical/regional linkage, spatial fusion, and cultural brand/image. With a questionnaire survey, this study explored the needs of historical/cultural resources to establish urban regeneration strategies. The survey was implemented on the basis of responses of 250 citizens and the SPSS package program was used for the analysis based on seven semantic scales. As a result, we found that there should be strong linkage between existing cultural asset and new cultural services and facilities in the historical cultural city. Also, the cultural fusion existing-new resources may contribute to economic revitalization and social integration in terms of urban regeneration. In addition, we found a particular multi-nuclear type of cultural facility in the city except four types of cultural facility components in foreign countries. Finally, we suggest a development techniques and strategies of cultural resources and industries: strong linkage between historical cultural assets and new cultual services as well as physical elements such housing, transportation, transit-oriented development(TOD), and other infrastructure to improve the accessibility to the cultural resources/services and quality of life
문화기반 도시와 지역활성화의 세계적 흐름과 한국과 일본의 대응 방안 연구

This study aims to examine the global development trends of culture-based urban policies and to explore future directions for the advancement of a Korean-style cultural city policy through a comparative analysis of cultural city initiatives in Korea and Japan. The findings reveal that cultural city policies have evolved beyond a mere domain of cultural administration to become strategic urban policies that perform multiple functions, including urban regeneration, regional economic revitalization, social integration, and citizen empowerment. Notably, both European and Japanese cases demonstrate that culture serves as a key driver of urban competitiveness, while autonomous civic participation and the reinforcement of local cultural identity constitute the core momentum behind successful policy implementation. In the case of Korea, although an institutional framework has been established through the National Cultural City Program, structural limitations persist—such as centralized management, tokenized civic engagement, and a short-term project orientation. Therefore, the development of a Korean-style cultural city requires a paradigm shift toward an inclusive urban strategy based on a cultural ecosystem. By referencing global experiences, Korea should construct a citizen-centered, decentralized, and culture-economy integrated model of cultural city policy. In this direction, the cultural city can function not merely as a policy initiative but as a cultural platform and a strategic axis for building a sustainable and future-oriented society.

Government policy on "Building a Village", which was launched as "Green and Experiential Tourism of Farm Village Project", has revealed noticeable problems since it emphasizes on economical aspects. "Building a Village" requires a holistic approach which covers all the economical, sociological, and cultural aspects in order to dynamize conventional villages. In our rural life and culture, there are traditional knowledge, national identity, authentic life style and its natural ecology. If these resources were developed to cultural goods and services, the rural could be more significant and valuable to us. The aim of this paper is to discuss the way to develop the cultural goods and services on the media containing a message. At first, this paper argues that cultural contents demanded a rural society are for the rural, of the rural and by the rural, because that could have an effect on rural revitalization. And this study regarding the goods and services or rural as the cultural contents have examines how they make people enjoy the culture of rural. And then we have suggested how to develop the cultural contents for rural. Firstly it needs to support the people who is willing to expressing their own experience to cultural contents as the cultural subject. It"s not matter where they live, for anyone can be a subject if they create something. Secondly, let they enjoy and express something having a message of the rural. Finally, make the rural to be a playground which a people can play creating their contents, spending their free time, doing an artistic or recreational activity and so on. The paper concludes by arguing that more expressions in form of analog contents or digital contents like published papers, web pages, games, movies should be made by many people who have experience and recognize the value of the rural.

(Background and Purpose)As society evolved from deindustrialization to knowledge industries, cities evolved as new societies by generating relatively underdeveloped cities that incurred slumism. Simultaneously, many idle spaces occurred in underdeveloped cities. Although the government has a variety of policies to regenerate idle space, most of the space is merely being recycled. As such, this study gives meaning to place as a medium that connects people with place using place memory. Further, this study confirms characteristics of place memory to form place identity and analyzes characteristics of revitalization in culture and art space to regenerate space by reviewing cases of culture and art space with social value and place memory from Korea and abroad. (Method)This study reviews and analyzes the concept, meaning, and characteristics of place memory to study the revitalization of culture and art space. Place memory is classified based on experience, memory, and publicness in terms of semantics, and physics, society, culture, and time in terms of space. Regarding the revitalization of idle space, this study determined six key words, including art and sharing, efficiency through cultural, social and economic value and analyzes culture and art space as public value. Further, this study draws 11 elements of revitalization in structure and semantics to analyze revitalization cases of culture and art spaces using place memory. By doing so, this study confirms various revitalization methods of culture and art spaces through place memory. (Results)This study analyzed eight cases on space from Korea and abroad based on the expression of place memory and revitalization value of idle space. The results show that, first, most of the culture and art spaces promote broadening cultural exchanges by utilizing various programs, such as cultural enjoyment and cultural creation. Additionally, this study confirms place revitalization where the past and present overlap visually by having modern reinterpretations of material and expressions from the exterior of a building and frame structure. Second, active communication and sharing between countries and regions promote cultural exchanges. The value connecting people to a place can be represented by using the method of drawing elements of place memory. (Conclusions)This study culturally, socially, and economically classifies the revitalization value of culture and art space using idle space, and finds characteristics of place memory adds to the value of a place. Morphological, temporal, and semantic elements drawn from the structural and semantic characteristics of place memory solidify the foundation of place identity and represent the public value of sharing and communication that connects people to places and people to people. The harmony of individual value can be expanded into more nationally valuable measures that affect both regional and urban revitalization.

??오늘날 우리의 농촌 문화에는 전통지식, 민족정체성, 진정성 있는 삶의 모습, 다양한 자연생태자원 등의 자원들이 보전되어 있다. 이러한 자원이 문화적인 상품과 서비스로 개발될 경우 농촌의 가치와 의미는 확장될 것으로 기대된다. 이 논문은 농촌 문화의 상품과 서비스를 문화콘텐츠의 관점에서 해석하고 향후 농촌의 활성화를 위해 어떤 방향으로 문화콘텐츠가 개발되어야 하는가를 논하고 있다.<br/> ??논의를 위해 먼저 농촌과 문화콘텐츠의 관계를 농촌 활성화의 측면에서 접근함으로써 농촌의 문화콘텐츠가 농업, 농민, 농촌의 발전을 도모할 수 있는 콘텐츠, 즉 농촌에 대한 농촌에 의한 농촌을 위한 콘텐츠여야 함을 전제하고 있다. 이러한 전제하에서 오늘날 농촌에서 제공되고 있는 재화와 서비스를 문화콘텐츠의 관점에서 고찰함으로써 농촌의 삶과 문화가 사회구성원들에게 어떠한 방식으로 향유되고 있는가를 살펴보았다.<br/> ??이러한 고찰을 바탕으로 농촌의 활성화를 위한 문화콘텐츠 개발 방안을 제시한바, 첫째, 내지인과 외지인이 문화주체가 돼 능동적으로 문화활동을 할 수 있도록 지원하는 것이 필요하며, 둘째, 그들이 경험을 통해 체화한 농촌의 의미와 가치를 콘텐츠로 창작하고 향유할 수 있도록 해야 하며, 셋째, 농촌이 이들 문화주체들이 문화활동을 하며 놀 수 있는 공간, 즉 놀이터가 되게 함으로써 다양한 창작, 여가, 예술, 오락 활동이 이루어지게 해야 한다고 제안하고 있다.<br/> ??이러한 논의를 통해 향후 농촌이 다양한 문화주체들의 문화활동 공간으로 활성화되고 여기에서 나오는 창작표현물들이 콘텐츠화 됨으로써 순환적인 콘텐츠의 생산과 향유가 이루어지길 기대해본다. 문화재 활용사업 “야행프로그램”의 전통예술공연 활성화 방안 연구

본 연구는 문화재청에서 실시하고 있는 문화재 ‘야행프로그램’을 중심으로 문화재가 갖는 내재적 가치와 의미를 전통예술공연으로 활성화 할 수 있는 방안을 모색하는 데 목적이 있다. ‘야행프로그램’은 2016년부터 실시, 2021년 43개 지역 문화재에서 실행되고 있다. ‘고궁 야행프로그램’을 거쳐 지역의 문화재 야행프로그램으로 시범사업이었던 창덕궁 달빛기행, 경복궁 별빛야행과 지역의 특성을 담고 있는 강릉 문화재야행, 경주 문화재야행, 전주 문화재야행을 중심으로 연구의 제한점을 두고 연구하였다. 먼저, 연구의 과정으로 문화재 야행프로그램 현황과 특징 분석, 문화재 활용 관련 선행 연구 자료조사와 야행프로그램 기획담당자와의 심층 인터뷰 등을 통해 연구하였다. 그 결과 문화재 야행프로그램에서의 전통예술공연 활용과 전통예술 콘텐츠 플랫폼으로서의 활성화 방안을 다음과 같이 제안하였다. 첫째, 체험프로그램과 공연프로그램의 스토리텔링을 통한 콘텐츠화가 핵심이다. 둘째, 야행프로그램의 전통예술공연 콘텐츠를 다양화가 필요하다. 셋째, 단순한 문화재와 콘텐츠뿐 아니라 8야와 같은 다른 콘텐츠와 연계성이 절실하게 요구된다. 넷째, 문화재 및 해당 지역의 특색에 부합하는 전통예술공연 프로그램의 구성, 기존의 전통문화를 재해석하여 창작하려는 노력이 필요하다. 다섯째, 차별화되는 콘텐츠를 기획 또는 제작하기 위해서는 공연예술 감독과 같은 전문 기획가 및 전문예술가들이 공동으로 프로젝트를 진행해야한다. 마지막으로 기존 문화재 야행프로그램에 대한 수요는 매우 높지만 수요를 충당하지 못하고 있기에 횟수를 늘려 일반인들이 많이 참여할 수 있도록 하는 방안이 필요하다. 아울러 야행프로그램의 전통예술공연의 활성화를 위해서는 관객층 대상 만족도, 전통예술 콘텐츠 만족도 또는 활용 가능성에 대한 체계적인 데이터를 축적하여 실증적인 연구가 추가적으로 이루어져야 한다는 점이다. The purpose of this study is to find ways to revitalize the essential value and meaning of cultural properties through traditional art performances, focusing on the Cultural Heritage Night Program conducted by the Cultural Heritage Administration. The nocturnal program was implemented in 2016 and 43 local cultural properties were implemented in 2021. Through the Old Palace Night Trip Program, we focused on the Changdeokgung Moonlight Trip, Gyeongbokgung Starlight Night Trip, Gangneung Cultural Heritage Night Trip, Gyeongju Cultural Heritage Night Trip, and Jeonju Cultural Heritage Night Trip. First, the research process was conducted through analysis of the current status and characteristics of cultural properties night programs, preliminary research data related to the use of cultural properties, and in-depth interviews with night program planning personnel. Accordingly, a plan to utilize traditional art performances for cultural property night travel programs and activate them as a traditional art content platform was proposed as follows. First of all, the key is to make content through storytelling of experience programs and performance programs. Second, it is necessary to diversify the contents of traditional art performances of night travel programs. Third, it is urgent to link not only simple cultural properties and contents, but also other contents such as 8 nights. Fourth, efforts are needed to reinterpret the composition of traditional art performance programs suitable for cultural properties and regional characteristics and the existing traditional culture. Fifth, in order to plan or produce differentiated content, professional planners and professional artists such as performing arts directors must jointly carry out the project. Finally, the demand for existing cultural property night travel programs is very high, but since it cannot meet the demand, it is necessary to increase the number of times so that the general public can participate. In addition, in order to revitalize traditional art performances in nocturnal programs, additional empirical studies must be conducted by accumulating systematic data on audience satisfaction, satisfaction with traditional art content, or availability.
Cultural districts and policy design: An interdisciplinary research agenda from the U.S. cases

This study aims to suggest cultural districts and policy design as an interdisciplinary research agenda. To reach that aim, this study conducted a review of literature including cultural district development in the U.S., and analyzed cultural district development’s early models, evolution, policy implementation tools and actors based on the review. Also, it discussed an overview of policy design conceptualization, and identified how this theoretical discussion can provide an effective framework for cultural district studies. As findings of this study, cultural district development is a flexible urban revitalization strategy or instrument, which needs to be operationalized according to l ocal c ontext. P olicy design as a f ramework c an b e applied for examining this operationalization toward effective implementation. Moreover, cultural district development cases provide a fruitful environment to test theoretical discussions on policy design, when considering their common characteristics, the use of governance and multiple tools. Therefore, cultural districts and policy design should be studied as an interdisciplinary agenda. This interdisciplinary approach can add important implications to the fields such as local cultural policy and urban revitalization.
문화매개자의 역량이 지역문화활성화에 미치는 영향: 기여도의 매개효과에 대한 위계적 다중회귀 분석

연구목적 본 연구는 문화매개자의 역량(공유·소통·촉진)이 지역문화활성화(향유 확대·지역문화공간기능 활성화·공동체 활성화)에 미치는 영향을 검증하고, 이 과정에서 기여도의 매개효과를 확인하는 데 목적이 있다. 연구방법 2024년 약 2개월 동안 서울 지역 문화예술 종사자를 대상으로 설문조사를 실시하였다. 총 300부를 배포하여 218부를 최종 분석에 사용하였고, 문항은 5점 리커트 척도로 측정하였다. SPSS 22.0을 사용하여 탐색적 요인분석, 신뢰도 분석, 상관분석, 다중회귀 및 위계적 회귀를 수행하였으며, 매개효과는 Baron과 Kenny의 3단계 절차로 검증하였다. 다중공선성은 VIF 1.0~2.5로 수용 가능한 수준이었다. 결과 역량은 세 성과 영역 모두에 유의한 정(+)의 영향을 보였다. 기여도는 모든 성과에 유의하게 작용하였고, 역량과도 정(+)의 관계를 나타냈다. 위계적 모형에서 기여도 투입 시 설명력은 향유 확대 18.7%p, 지역문화공간기능 21.6%p, 공동체 활성화 10.3%p 증가하였다. 향유 확대에서는 공유와 소통의 직접효과가 비유의적으로 전환되고 촉진은 효과가 감소하되 유의하여, 공유·소통은 완전매개, 촉진은 부분매개가 확인되었다. 지역문화공간기능과 공동체 활성화에서는 기여도가 유의하고 일부 직접효과가 유지되어 부분매개가 확인되었다. 결론 문화매개자의 역량은 기여도를 통해 지역문화활성화로 연결된다. 특히 향유 확대에는 촉진 역량, 지역문화공간기능에는 공유 역량, 공동체 활성화에는 소통 역량의 중요성이 도출되며, 활동–기여–성과의 연계를 전제로 한 인력 배치와 평가 체계의 필요성을 시사한다. Purpose The purpose of this study is to test whether cultural mediators’ competencies (sharing, communication, facilitation) influence local cultural revitalization (enjoyment expansion, space function activation, community activation) through the mediating role of perceived contribution. Methods A cross-sectional survey was conducted in 2024 with cultural-arts workers in Seoul; 300 questionnaires were distributed and 218 valid responses were analyzed. Analyses used SPSS 22 with multiple and hierarchical regressions, and mediation followed the Baron and Kenny procedure; multicollinearity was acceptable. Results Competencies significantly predicted all outcomes, and contribution was positively related to competencies and outcomes. Adding contribution increased explained variance by 18.7% (enjoyment), 21.6% (space function), and 10.3% (community). For enjoyment, sharing and communication became non-significant while facilitation remained significant, indicating full mediation for sharing and communication and partial mediation for facilitation; the other domains showed partial mediation. Conclusion Competencies affect local cultural revitalization chiefly via contribution; facilitation is most salient for enjoyment, sharing for space function, and communication for community, informing competency-based staffing and evaluation.

Objectives: This is to examine the current status of the 'Gyosan Heo Gyun Cultural Festival' held every year in the Gangneung area and explore ways to revitalize it. Through this article, I hope that this festival will be known to outside tourists and become a familiar event. Methods: We looked at festivals targeting not only the Gangneung area but also people from other regions. And based on this, the characteristics and direction of the 'Gyosan Heo Gyun Cultural Festival' were presented. To this end, it is necessary to modernize and diversify the program, and a method to strengthen the promotion strategy is required. Finally, a strategy that can induce the interest of visitors through visual programs, etc. should be presented. Conclusions: 'Gyosan Heo Gyun Cultural Festival' must combine popularity with a modern sense while maintaining a literary depth. Through this, the 'Gyosan Heo Gyun Cultural Festival' will be able to develop into a sustainable cultural festival that represents Gangneung's identity and contributes to revitalizing the local economy and culture.
