    • Formulation and Mobilization of Ideas : Discursive Politics of Brexit

      RANK : 247807

In an effort to illuminate the way institutional changes are led by ideas and discursive politics in an open economy, this thesis examines how Brexit was developed by the ideas and discourses of international and domestic politics. Brexit cannot be understood by the existing theoretical frameworks that overlook the interactions of political actors and noneconomic factors. First, neither the class interests of comparative historicists nor the institutional interests of neoinstitutionalists could explain the recent Brexit decision. Although historicists and institutionalists consider the interests of political actors as predetermined and fixed, the British actors had gradually adjusted their understanding, interests, and preferences on foreign policy without class restructuring or external shocks. Second, an economic analysis of Brexit does not correspond to the actual decision of the actors. The UK decided to leave the EU even though the expected impacts of Brexit were pessimistic to its national economy. In addition to deficiencies in the existing theoretical frameworks, an inconsistency of foreign policy in the UK has challenged many comparativists. The current thesis defines a pattern of the UK–EU relationship as a stop-go one. Although during the postwar era the UK increasingly promoted the general trend against European integration, its foreign policy alternated between reluctant participation and breakaway. The key argument of this thesis is that Brexit was catalyzed by a discursive politics of ideas, not by a cost-benefit analysis of the predetermined interests of actors. The thesis suggests the concept of the Brexit Idea to capture a few of the thoughts and discourses proliferated during Brexit. In the face of socioeconomic challenges after the 2000s, European countries shared a discourse on the inequalities between nation-states and domestic coalitions. Through this inequality discourse, shared understandings of neonationalism, Euroscepticism, and deglobalization were formulated and constituted the Brexit Idea, which was conducive to the UK leaving the EU. Moreover, the concept of the Brexit Idea is analyzed by looking at internal and external fragility. Although the Brexit Idea made a strong demand on initiating related discourses and actual behaviors, it did not provide a dominant framework with which to interpret the problematic situations and interests of actors and was open to the political competition of actors. Brexit was finally chosen because the proleave group was more efficient in diffusing its interpretive framework on the Brexit Idea.

    • An Analysis of the Impact of Brexit on the United Kingdom’s Constituent Countries’ Independence Movements

Ronan McAlister

      RANK : 247806

On 23 June 2016, the electorate of the United Kingdom of Great Britain and Northern Ireland (UK) voted in a referendum to leave the European Union (EU), with 51.9% supporting withdrawal from the supranational organisation. The decision to pursue Brexit, the UK’s eventual withdrawal from the EU, was a landmark event for both the international system and the UK’s four constituent countries. While considerable scholarly attention has been devoted to the UK’s unprecedented departure from the EU and its broader consequences, less focus has been placed on how Brexit has impacted the internal dynamics between the UK’s constituent nations. For some political actors, Brexit has presented a binary choice between two unions: the UK and the EU. This thesis investigates the extent to which Brexit has influenced secessionist movements within the UK, with a particular focus on Scotland and Northern Ireland, and, to a lesser extent, Wales. The primary emphasis is on the economic consequences of Brexit as a driving force behind these movements. It also examines the political factors that have fuelled renewed efforts toward independence and assesses how the referendum and its aftermath have reshaped public opinion and the strategies of key political actors. While Brexit is a fluid and evolving process, this research fills a gap in understanding how it has affected pre-existing secessionist movements committed both to seceding from the UK and to applying to rejoin the EU. A comparative case study approach is employed to analyse the three primary secessionist movements within the UK and to evaluate the varying degrees to which the UK’s exit from the EU has acted as a catalyst for secessionist sentiment. This thesis argues that Brexit has deepened the democratic deficit within the UK and heightened economic vulnerabilities across the devolved constituent countries. The key findings show that in Northern Ireland, Brexit has prompted a marked shift in attitudes toward the border, with economic considerations increasingly overriding traditional sectarian divisions. In Scotland, secession debates have intensified, as EU membership is framed as both an economic and political motivation for secession. In Wales, by contrast, economic realism dictates that remaining part of the UK is a rational and calculated choice, reflecting material interdependence rather than ideological attachment. Ultimately, while Brexit undeniably reignited debates concerning the UK’s future, the enduring resilience of the multinational state continues to demonstrate its capacity to absorb and adapt to even the most profound internal disruptions. Collectively, these findings underscore the centrality of economic realism in shaping each region’s post-Brexit constitutional preferences. Unlike the world’s expectations, the result of Brexit referendum on June 23, 2016 is determined by withdrawal from the European Union. As a result of the referendum, the UK withdrew from the existing customs union called the European Union and entered the process for a new trade agreement, including tariffs. After UK’s Brexit declaration, until the final withdrawal negotiations and ratification between UK and EU are carried out, no changes to the terms of trade have been made, and all agreements still remain in their original state. However, depending on the result of the renegotiation, maintain same tariffs and trade conditions as in the existing EU system or there are always predictions about negotiating failures, such as a ‘no deal Brexit’, that is, a situation in which withdrawal is made without a result of the negotiation. Therefore, even if the UK’s withdrawal from the EU has not yet taken place, the UK’s Brexit declaration could be an opportunity to amplify the uncertainty in the trade environment and is expected to affect trade. This paper aims to analyze how the results of the declarative Brexit referendum from the EU have had an impact on trade in the UK in order to conduct a study on the possible effects of this increase in political uncertainty on the economy, especially trade. Uncertainty is a major factor constraining decision-making by economic subjects and plays a role in increasing trade by reducing the uncertainty of trading partners such as the EU or free trade agreements. However, in the case of withdrawal from trade agreements such as Brexit, it can negatively affect trade between countries by increasing uncertainty in the trade environment. This is because uncertainties may increase due to expected progression from the existing low tariffs to higher tariffs for the subjects of international trade. Handley and Limão (2017) showed that during the period of the renegotiation of the trade agreement, increased uncertainty, which had an impact on trade. As a result of the renegotiation, companies in each country show reluctance to participate in imports and exports or withdrawal from existing businesses due to an increase in risk factors such as the possibility that tariffs will increase to a considerably or more, it can be predicted with consideration of a decrease in profits due to changes in tariffs. Arize et al.(2000) has shown that increasing uncertainty in the foreign exchange market leads to a decline in exports. Several studies have been published on whether the UK withdrawal from the EU could have an impact on economy. Among them, Douch et al.(2018) analyzed the trade before and after the Brexit referendum through the SCM(synthetic control method) and studied the impact of the referendum. In the context of increasing uncertainty, Crowley et al.(2018) analyzed determinants of UK exporters entry and withdrawal from the export market. Crowley et al.(2018) analyzed the entry and withdrawal of UK exports companies through ‘difference-in-difference-in-differences (DDD)’as the result of the UK Brexit referendum influenced the exchange rate, and found that there was a decrease in the entry of export companies and an increase in withdrawal companies. Douch et al.(2018) found that the result of the referendum had a negative impact on trade in UK and argued that the negative impact on trade increased over time. This study used ‘gravity model’to empirically analyze the impact of the Brexit referendum. We used difference-in-differences(did) to analyze the influence of before and after the referendum on gravity model. Difference-in-differences(did) is one of the methodologies for measuring policy performance by analyzing differences between the treated group affected by the policy and the control group not affected by the policy and analyzes the difference the two groups and time before and after the policy and it has the advantage of being able to see both temporal difference between the two groups and the difference due to the influence of the policy. After the classification into the UK and other EU countries, analysis is conducted by reclassifying by the time of the referendum. Through this classification, it is possible to analyze both the temporal difference and the influence of the import market according to the Brexit. First, we analyze the impact of the referendum result on the total trade through the analysis of the volume of the trade, and then analyze the impact of the decrease in UK imports on welfare of the British people through the analysis of the trade item. In the case of trade volume analysis, the monthly imports of the UK and European Union from January 2000 to December 2017 after the referendum was held was converted into quarterly import and we analyze the HS6 data from January 20011 to December 2017 for the analysis concentration and diversity to find out the impact on welfare. We used the trade volume(imports) of the IMF by country, which is the trade volume between UK and EU countries. Country-specific data shows the amount of imports that one country imports from each country in the world in US million dollars. As a result of analysis, the coefficient of difference-in-differences(did) is -0.205. This means that in June 2016, when the Brexit referendum was held, the UK’s imports declined by 18% compared to other European countries in the same period and the result of referendum indicates that the amount of trade has decreased compared to other countries as it has affected the economy. The total trade was divided into concentration and diversity to analyze the impact of the referendum result on welfare and to learn more about the trade between UK and EU countries. The concentration and diversity of trade is a method of dividing the amount of trade into two parts, volume and item, and analysis of more detailed parts is possible compared to the method of analyzing using the total amount of imports. In this study, analysis is conducted by Flam and Nordstrom(2006)’s method. Monthly HS6 data from EURO STAT indicating concentration and diversity of UK and EU are used, and trade is analyzed in detail by classifying items by about 7500 classifications according to HS6 standards. In the analysis of concentration and diversity, the coefficient of difference-in-differences(did) for both concentration and diversity showed negative signs, but only diversity showed statistically significant results. The coefficient of diversity is about-0.09, which reduces trade diversity by about 8.7% by referendum. The result of the referendum also statistically affected the diversity of imported items, leading to a decrease in welfare(Krugman, 1979). In addition, this paper analyzes whether the result of difference-in-differences(did) can be analyzed using the synthetic control method to obtain the same results, and also analyzes how the referendum results affect over time after the vote. It is analyzed that the results of UK referendum have a lasting effect over time, and the influence on trade increases. Finally, we analyze the trade with Korea, UK, EU and OECD member countries to see whether the Brexit referendum can affect Korea’s exports. As a result of the analysis, Brexit referendum affected Korea’s exports, leading to a decrease in exports.

    • 'No cherry picking' : challenges to brexit negotiations and the associated timeframe. : making a case for a transition arrangement.

Hay, Andrew Alexander Korea University 2017

      RANK : 247711

This thesis analyses the buildup to Brexit negotiations, after which the upcoming challenges to negotiations are assessed. This study demonstrates that the vote to leave occurred through an incredibly complex combination of factors that did not all bear direct relation to the EU itself, and that despite the knowledge of signifi- cant economic interdependence (as well as the previous government campaigning to remain in the EU and the negative economic impacts of a Brexit)- the UK gov- ernment still intends to ‘respect the vote’ and leave through a hard brexit. Politics thus continues to take precedent over substantial economic concern. Using this core, the challenges to Brexit negotiations are assessed in order to evaluate Article 50’s timeframe and provide ample recommendations not only with regard to con- cluding the process as fast and smoothly as possible, but also making the case for a transitional agreement. This work finds that a withdrawal and framework agreement are possible within 2-years, although there is no guarantee and an entirely new relationship (including a trading agreement) is not. This provides considerable risk of a ‘cliff edge’ situa- tion whereby the UK has no choice but to revert to WTO rules, as the extent of economic interdependence cannot be reflected in a framework alone. This, cou- pled with the variation and complexity of challenges, establishes considerable support for the negotiation of a transition arrangement on top of (or in conjunction with) the withdrawal and framework agreements inside 2 years.

The integration of Europe in recent years faces a lot of challenges with the euro crisis, immigration crisis, anti-Europe movements, and above all, Brexit, which has became the most shocking news to Europe countries. Giving the background that the United Kingdom was the first and the only country that has announced the leaving of EU, Brexit really posed a big threat to Europe integration process. This leave us the problem that why UK decided to leave EU. With this curiosity, this paper will examine the reasons that why Brexit happened applying post-functionalsim theory, which views the national identity shapes attitudes over Europe. This analysis shows that Brexit resulted from three actors, who all put the priorty of national identity over the economical distribution. The general public in UK has exclusive, as well as strong national identity over European identity even if they have been a memebership country. Moreover, unlimited labor immigrants has cut wages and employment rates for less-skilled workers in UK. UK nations also showed a relatively distrust to EU and EU institution. UK Independence Party has the gene of anti-Europe in its ideology. Also UKIP has making use of the interests and most-cared issues of general public to draw up their policies and election strategies, which therefore the Brexit campaign came into being. In addition, by reviewing the changes of social media, it is clear that the attitude of social media in UK towards immigration has become intensified. The power of these three roles eventually led to Brexit.

This dissertation consists of two distinct chapters, studying the impact of geopolitical tensions on International Trade; and the connection between fiscal policies and inequality. The current state of geopolitical tensions is on the rise, and this has caused a significant decline in the global economy, particularly in international trade and finance. Geopolitical tensions refer to a wide range of political issues between two or more countries that induce tension and unrest, ranging from military conflict to climate change, the USA-China trade war, and Brexit. For this reason, one of the major drivers of trade policy has progressively been geopolitical conflicts. The first chapter of my dissertation provides research-driven facts and valuable contributions toward answering questions on how geopolitical tension, like Brexit, affects trade policies and global trade. This chapter studies the effect of Brexit due to trade policy shock not limited to only the United Kingdom (UK) and the European Union (EU), but with a much focus on third countries that have the UK as their major trading partner. I built a multi- country multi-sector general equilibrium Armington model with trade policy shock that features input-output linkage. Then, I calibrated this model to match the 2015 Eora multi-region input-output data. I then quantify the overall impact of Brexit by comparing the calibrated model with five different potential post-Brexit scenarios that may occur sometime in the future due to changes in trade costs. The findings show that Brexit affects other countries' welfare, trade, and production patterns besides the UK and the EU. But the magnitude of these effects may depend on the type of trade agreement the UK agrees on with these other countries.Economic inequality is one of the severest problems in the 21st century, with significant long-term and unexpected existential implications. It has long been recognized as one of the biggest threats to the development and performance of the global economy. Fiscal policy is the most powerful tool governments use in addressing high levels of inequality. This is because it affects individual consumption directly through taxes and transfers and indirectly via other means, such as providing public goods, incentives for work, etc. In the second chapter of my dissertation, I provide empirical evidence on how fiscal policies like universal basic income (UBI), targeted cash transfers, and progressive taxation can reduce income inequality in South Africa. I compare the magnitude by which UBI versus TCT funded through progressive taxation can reduce income inequality in South Africa. The results reveal that a UBI or a TCT implemented alongside progressive taxation will reduce income inequality significantly; overall, TCT reduces inequality more than UBI.

After the Union was established in 1707, through more than 300 years there was a well-composed, almost symbiotic relationship between the parts of the United Kingdom (UK), England, Scotland, Wales and Northern Ireland, respectively. Focusing more on Scotland as a part of the UK, even though it was always far from perfection, but they learned how to co-exist, and cooperate with each other so they will be able to maintain or develop even, for goals would be beneficial for every each parties involved. However after the second world war, something has irreversibly changed. The establishment of the the Scottish National Party (SNP) was the foundation that later lead to the start of the process of devolution of powers from the central government in Westminster and also the establishment of the new Scottish Parliament in 1997. As time goes by Scotland wanted to have more and more authority in the things that is closely related to specifically to Scotland. Obtaining more autonomy, that was the keyword, and especially important part of the politics of SNP. In this context, was no one surprised when in 2012, Alex Salmond, the First Minister of Scotland back then, proposed the plan of a referendum on the independence of Scotland. The UK Governent was rather generous, so made no attempt to obstruct the process. Therefore in 2014, a referendum was hold about if the Scottish people wants that Scotland become an inependent country or not. This referendum ended with a decision, which was that Scottish people wants to be the part of the Union. However it was not hard to find out, that one of the most important reasons by remaining as a part of the United Kingdom, was because of the continued membership of the European Union as well. Nonetheless in 2016 a referendum took place in the UK about remaining or leaving member of the European Union. Unexpectedly the latter one got more votes leading to the chaos, called BREXIT. On this 2016 referendum the people of England and Wales decided on leaving the European Union, meanwhile Northern Ireland, and Scotland, especially Scotland chose to remain, without any exception. The purpose of this study was to find out what impacts made BREXIT on the independence movement in Scotland. The intention of independence showed a steady, increasing tendency through the twentieth century, which led to the referendum on independence in 2014. Moreover this tendency made numerous experts, politicions etc. to make statements related to the high risk of an another referendum on Scottish independence, and eventually the dissolution of the United Kingdom. However even though SNP politicians using SNS platforms rather effectively, all the results of surveys were taken in Scotland, about independence, identity, European Union and so on, the final results have not shown significant change. The people who changed their minds through the time and was almost the same amount, so according to the recent results, if a referendum would take place now, the result would not be different than the one was in 2014. The SNP also realized it, that is the reason that they do not mentioning the topic of the referendum. They have to be sure, that they will win the next referendum (if it happens at all), other way the question of Scotland independence will not be a reasonable topic of discussion at least until the next generation.

On June 23rd 2016, the UK held a referendum on its withdrawal from the European Union. News media were extremely active in using the term ‘Brexit’ to illustrate Britain’s firm decision to leave the Union. Nevertheless, the term itself was publicly first used in 2012 by David Cameron, when he made a decision to open the referendum for the first time. Consequently, ‘Brexit’ was quickly used in international media as an identification of the British people and the country. Domestically, traditional newspapers (also known as broadsheet newspapers) and tabloids take advantage of the term to exploit its readers to the Brexit issue. Through investigating the political and nationalistic critical discourse analysis of the right and left wing broadsheet newspapers and tabloids (Guardian & The Daily Mirror, The Sun & The Daily Mail), it searches if these media outlets have used discussions of identity to be able to shift the course of identity of its readers between the years of 2016 and 2020.

    • FROM INTEGRATION TO DISINTEGRATION OF THE EUROPEAN UNION : FOCUSED ON THE CASE OF BREXIT

The study aims at understanding the causal logic of disintegration of the United Kingdom from European Union. Brexit is the eloquent expression of the failure of European identity especially since a great number of British citizens decided to be no longer in European Union through the referendum. As the main objective of regional integration is to facilitate and increase the trade among two or more neighboring countries, the statistics of Eurostat obviously show that there is economic interdependence between the United Kingdom and European Union. The main cause of the disintegration could be the discomfort of the voters, Britain citizens, vis-à-vis to European integration. By using the theory of constructivism, we can understand more how the United Kingdom is socially constructed and find out the identities of the groups of voters and their perception of European integration. The results show that some socio- demographic groups (the unemployed, those on low incomes or in low-paid work, those with low qualifications and poor job prospects) find themselves in competition with workers from EU member states. Obviously, the free movement of labor leads to limits job opportunities and to the decrease of the wages. And as for old people with more than 66 age, (white British), they focus considerably on the national identity by taking for the immigration issue as the factor that jeopardizes their identity. Keywords: regional integration, constructivism, identity, free movement, European integration, Brexit, the United Kingdom

    • Brexit and the Judicial Cooperation in Criminal Matters of the EU

The United Kingdom withdrew from the European Union on January 31, 2020, following the result of the Brexit referendum held in 2016. Its withdrawal was expected to some extent, given that from the early stage of the EU, the UK was reluctant toward its creation as well as its development and that it had not fully supported EU policies as an active member even after it joined it. After the intense negotiations between the two Parties during the transition period of Brexit, the UK entirely forfeited from the EU making a new prospective relationship as a third country. However, it was less than perfect since only vague settlement in some parts of their future relationship was agreed. Among the agreed fields of cooperation, the security cooperation, which also covers police and judicial cooperation in criminal matters, is the representing one. This study examines the impact of Brexit on the cooperative relationship in criminal matters of the EU. Specifically, by assessing each position of the EU and the UK and analyzing different types of cooperation measures in criminal matters, this thesis aims to understand how the relationship between the EU and the UK will change and what kind of positions and approaches they will take accordingly.
