    • 북한의 핵 실험에 따른 군사적 대응전략 연구 : 제3차 핵실험을 중심으로

      북한은 국제사회의 반대에도 불구하고 2013년 2월 12일, 김정은 정권 출범 1년에 즈음하여 제3차 핵실험을 실시하였다. 이는 취약한 권력기반을 극복하고 강한 지도자로서의 이미지를 구축하며, 한국과 미국을 포함한 국제사회에 사실상의 핵보유국 지위를 인정받기 위한 것이라 평가된다. 특히 제3차 핵실험은 고농축 우라늄탄(HEU) 제조 가능성과 대륙간 탄도미사일(ICBM) 탑재용 소형화․경량화된 핵무기 개발을 시사하고 있다는 점에서 북한의 핵위협은 이전보다 더욱 증가되었며 현실적인 문제로 대두 되었다. 북한의 핵문제는 제1차 핵위기로부터 20여년, 6자회담이 진행된 이후 10여년의 세월이 경과되었다. 그 동안 한국은 ‘한반도 비핵화 선언’등을 통해 우리의 핵 주권을 유보하면서 대북협상, 경제적 지원, 한미공조에 의한 군사적 위협 등 북한의 비핵화를 위해 다양한 노력을 기울여 왔다. 하지만 결과적으로는 북한의 핵개발을 막지 못하였고, 결국 제3차 핵실험까지 도발하게 되었다. 본 논문은 북한의 핵문제 해결을 위한 군사적 대응전략 중심으로 연구를 실시하였다. 물론 6자회담이나 다자간 회담등 외교적으로 평화롭게 북핵문제가 해결되어 한반도의 비핵화 실현이 가장 이상적이라고 본다. 하지만 김정일의 유훈에 따라 강력한 핵보유의 의지를 보이는 북한의 김정은 체제에서 그러한 결과를 기대하기는 매우 어려울 것으로 보인다. 따라서 현실적이며 실질적인 문제 해결 방법인 군사적 대응전략으로 접근하게 되었다. 먼저 북한이 핵을 보유하게 된 배경을 현실주의적 관점과 북핵문제 해결을 핵 억지 이론을 통해 살펴보았다. 그리고 북한의 제1, 2차 핵개발 진행과정과 문제해결을 하기위한 한국과 북한, 미국과 중국을 포함한 주변국들의 6자 회담의 진행과정과 한계를 분석하였다. 다음으로 제 3차 핵 실험에 대한 북한의 의도와 수준, 위협의 정도 등을 살펴봄으로서 북핵 문제의 현 실태와 위협을 확인하였고, 3차 핵실험 이후의 미국, 중국, 일본, 러시아 등 한반도 주변 강국들의 반응을 분석하였다. 북한은 핵무기를 이용하여 한국을 공격할 수 있는 능력을 보유하고 있고, 체제의 유지를 위해 절대 핵개발을 포기하지 않을 것으로 보인다. 이것은 아직도 전쟁이 끝나지 않은 휴전상태라는 점에서 본다면 국가안보의 측면에서 심각한 상황이라고 하지 않을 수 없다. 지금까지 한국은 북한의 핵개발에 대해 적극적인 대응전략을 구비하지 못했다. 화해와 협력을 통하여 평화적으로 해결하고자 하는 희망이 큰 탓도 있지만, 대응전략을 세우는 노력이 부족하였기 때문일 것이다. 눈을 감는다고 핵위협의 실체가 없어지는 것은 아니다. 한국은 외교적인 노력뿐만 아니라 최악의 상황을 가정한 실질적이고 현실적인 대책마련에 대해 심각한 고민과 노력이 필요하다. 이에 필자는 여러가지 군사적 대응전략들을 살펴보고 실현가능성과 핵 억지 효과면에서의 현실적인 북핵문제를 해결하기 위한 필요한 최선의 군사적 대응전략을 제시해 보았다.

    • 강대국 핵 경쟁과 북한 핵정책 변화 : - 전술핵 개발을 중심으로 -

      북한은 공식적인 핵보유국 지위를 인정받지 못하였으나, 실질적인 핵보유국으로 평가된다. 북한은 2021년 제8차 노동당 대회에서 전술핵 개발을 천명하고 핵무력의 다층화 및 실전화하고 있다. 본 연구는 “무엇이 북한의 전술핵 개발을 강요하였는가?”라는 질문에서 출발한다. 기존 연구들은 북한 전술핵 개발을 전략적 효용의 측면, 즉 전술적 억지력 확보 및 핵 운용 교리 발전의 결과로 해석하였다. 그러나 이런 접근은 국제정치적 구조 속에서 북한 핵문제를 설명하지 못한다. 본 연구는 북한의 전술핵 개발을 국제체제 차원에서 발생하는 구조적 요인의 결과로 보고, 특히 강대국 간 핵무력 경쟁이 북한의 핵전략 변화를 유발하였다는 점에 주목하였다. 공격적 현실주의 관점에서 강대국 핵무기 경쟁 심화와 군비통제체제 약화는 북한으로 하여금 합리적 전략으로 전술핵을 개발하도록 한 구조적 동인으로 작용하였다. 따라서 북한 핵문제는 무정부적 국제체제와 강대국 패권경쟁이 교차하는 구조적 산물 로 이해되어야 한다. 또한, 핵억지이론에 따라 북한 핵전략 변화를 분석하고, 전술핵 실전 화가 억지·강압 전쟁수행 측면에서 갖는 의미를 평가함으로써, 한반도 안보불안 원인을 규명하고자 하였다. 나아가, 핵 억지력 제고와 남북 불신 완화를 위한 소통과 협력체계 복원의 통합(병행)은 한반도 핵위기 관리의 출발점임을 제시하였다. North Korea has not been officially recognized as a nuclear-weapon state, yet it is widely assessed as a de facto nuclear-armed state. At the Eighth Congress of the Workers’ Party of Korea in 2021, Pyongyang declared the development of tactical nuclear weapons and has since pursued the diversification and operationalization of its nuclear forces. This study begins with the question: “What compelled North Korea to develop tactical nuclear weapons?” Existing research has largely interpreted North Korea’s pursuit of tactical nuclear weapons in terms of strategic utility—namely, the enhancement of tactical deterrence and the evolution of nuclear operational doctrine. However, such approaches fail to sufficiently explain the North Korean nuclear issue within the broader structure of international politics. This study argues that North Korea’s tactical nuclear development is the outcome of structural factors at the international-system level, particularly the intensifying nuclear competition among great powers. From the perspective of offensive realism, the deepening nuclear arms race among the United States, China, and Russia, along with the erosion of arms control regimes such as the NPT and INF, has created structural pressures that rationally pushed North Korea toward tactical nuclear development. Accordingly, the North Korean nuclear issue must be understood as a structural product of international anarchy and great-power rivalry. By analyzing North Korea’s nuclear strategy through the lens of the three principles of deterrence theory—communication, capability, and credibility—this study evaluates the implications of operationalized tactical nuclear weapons for deterrence, warfighting, and coercion. In doing so, it seeks to identify the structural sources of security instability on the Korean Peninsula and argues that reducing inter-Korean distrust and restoring channels of communication and cooperation constitute the starting point for effective nuclear crisis management.

    • 북한의 러우전쟁 참전 동인 분석 : 현실구성주의(Realist Constructivism)관점에서

      본 연구는 북한의 러우전쟁 참전과 러시아 전쟁전략 수용이라는 두 가지 행위가 외교정책 결정의 산물로서 국제사회를 향한 능동적이고 전략적인 행동임을 규명하는 것을 목적으로 한다. 기존 연구를 고찰한 결과, 북한의 외교정책 행위를 대부분 국제체제의 구조적 압력에 대한 반응으로 분석하거나, 정치이념과 정체성 요인에 기반한 구성주의적 접근의 방식 등으로 각각 분리하여 바라보는 경향을 보이고 있다. 그러나 이와 같은 접근은 북한이 왜 참전하려 했는지와 러시아 전략을 어떠한 방식과 절차로 수용하고 있는지에 대한 충분한 설명을 제공하지 못하는 한계를 드러낸다. 이에 본 연구는 북한의 전략적 행동을 국제체제라는 구조 속에서 힘(power)의 경쟁과 정체성과 규범에 의한 정치가 상호작용하면서 형성된 선택으로 규정한다. 이를 위해 현실구성주의를 메타이론으로 설정하여 북한의 참전을 구조적 압력과 정체성과 규범적 요인이 통합된 결과로 분석한다. 다만, 메타이론만으로 북한이 러시아 전쟁전략을 어떤 방식과 절차로 수용하고 재구성하는지를 설명하는 것은 불충분하다. 그래서 본 연구는 세 가지 전략적 수용 이론을 보조이론으로 활용한다. 다만, 이 이론들을 병렬적으로 나열하기보다, 북한이 새로운 군사전략을 형성하는 과정과 연계하여 북한이 외부 전략을 관찰‧학습하여 수용하고 조정한 후 이를 재구상하는 진화(evolution) 과정을 설명하는 단계별 분석 도구로 활용한다. 이를 바탕으로 본 연구는 북한의 전략적 행동 분석 모델을 ‘전략적 학습-전략적 이해-전략적 적용’의 3단계 분석 틀로 구성하여, 북한의 러시아 전략 수용 과정을 추적하였다. 먼저, 1단계 ‘전략적 학습’에서는 북한의 참전 동인이 현실주의적 변수인 제재, 안보 위협, 세력균형과 같은 구조적 압력과 구성주의적 변수인 반서방 연대 인식과 혁명국가 정체성 등이 복합적으로 상호작용한 결과로 나타났으며, 외부 전략의 수용 필요성 또한 도출되었다. 전략적 수용 가능성에 대해서는 호로위츠의 도입-수용능력 이론을 적용한 결과, 북한은 러시아 전략을 전면 모방하기보다, 핵 억지에 기반한 확전 통제 방식과 정보전을 통한 인지 영역 장악이라는 핵심 요소를 ‘선택적으로 수용’한 것으로 분석되었다. 다음으로 2단계 ‘전략적 이해’에서는 러시아와 북한의 군사전략과 전력 구조를 비교한 후, 패럴 & 테리프 이론을 적용하여 러시아 전략의 조정 가능성을 분석하였다. 이 단계에서는 구성주의적 변수인 정치체제, 군사 및 전략문화와 함께, 현실주의적 변수인 군사력 수준과 기술적 제약이 서로 연계되어 전략적 이해의 방향을 결정하는 것으로 나타났다. 결국 북한은 러시아 전략을 그대로 적용할 수 없는 구조적 한계 속에서 기능적 대체, 운용 단순화, 정치적 재구성을 통해 북한식 전략으로 조정되는 것으로 분석되었다. 마지막으로, 3단계 ‘전략적 적용’에서는 골드먼의 전략적 선택 이론을 적용하여 북한의 최종 전략 구상 과정을 분석하였다. 이 단계에서는 현실주의적 변수인 핵 억지력 확보와 확전 통제 필요성과, 구성주의적 변수인 지도자의 위기 인식과 전략적 신념이 융화되어 전략적 선택이 이루어지는 것으로 나타났다. 그 결과, 북한은 새로운 전쟁전략으로 ‘핵 억지-정보전 통합전략(NDI 전략)’의 완성을 시도하고 있으며, 이를 제한전 중심의 전쟁구상으로 발전시키고 있다. 이는 위기 조성, 전략적 마비 유도 및 초기 교전, 제한적 타격 및 협상 유도라는 단계적 전쟁 수행을 포함하며, 북한이 외부 전략을 단순히 수용하는 수준을 넘어 자국의 전략으로 ‘재구성’하고 있음을 보여준다. 이러한 분석 결과는 첫째, 북한은 러시아 전쟁전략을 도입 및 수용능력을 고려하여 부분적으로 수용하되, 단순히 모방하는 것이 아니라 자국의 정치‧문화‧기술적 조건에 맞게 이해하고 조정하고 있다는 가설은 전략적 학습과 이해 과정에서 명확히 확인되었다. 둘째, 북한이 러시아 전략을 북한식 NDI 전략으로 변형하여 제한전 중심의 전쟁구상으로 발전시키고 있다는 가설 역시 전략적 적용 단계에서 구체적으로 입증되었다. 또한, 본 연구는 다음의 이론적 및 정책적 시사점을 제시한다. 먼저, 이론적으로 북한의 전략적 행동은 구조적 요인과 인식적 요인의 상호작용 결과로 나타나며, 이는 현실주의와 구성주의의 통합적 접근의 유용함을 증명한다. 또한 전략적 학습-이해-적용이라는 분석 틀은 국가의 전략 형성(외교정책 결정)을 과정 중심적으로 설명하는 이론적 모델을 제시하며, 이 모델의 적용은 기존 군사혁신 및 전략 확산 연구를 확장한다. 정책적으로 북한의 신 전쟁전략은 전면전이 아닌 제한전과 협상 연계를 중심으로 구성된다는 점에서, 이의 대응 역시 군사적 대응에 국한될 수 없으며, 정보전, 인지전, 외교적 대응을 통합한 전략으로 설계되어야 한다. 특히 북한이 핵 억지를 상위 억제 장치로 활용하면서 제한적 군사행동을 수행할 가능성이 높다는 점에서, 확장억제의 신뢰성 확보와 초기 단계에서의 상황인식 및 대응 능력 강화가 중요한 과제임을 제시한다. 결과적으로 본 연구는 북한의 러우전쟁 참전을 단순한 외교적 선택이 아닌 국제사회를 향한 능동적인 전략적 행동으로 규정하고, 이를 현실구성주의와 전략적 수용 이론을 결합한 분석을 통해 체계적으로 규명하였다. 이를 통해 북한의 전략 형성을 단순한 결과가 아닌 학습-이해-적용의 과정으로 이해할 수 있음을 제시하며, 나아가 국가의 전략 형성 메커니즘을 설명하는 분석 틀을 제공한다는 데 중요한 의미를 지닌다. 주제어 : 북한, 러우전쟁, 현실구성주의, 전쟁전략, 전략적 수용, 전략적 학습-이해-적용, 핵 억지-정보전 통합전략, 제한전 This study argues that North Korea's participation in the Russia–Ukraine War and its adoption of Russia's war strategy are not merely responses to systemic pressures but agency-driven outcomes of foreign policy decision-making. Existing studies have analyzed North Korean behavior as driven either by material incentives under anarchy or by shared norms and identity. However, this realism–constructivism dichotomy fails to fully explain why North Korea chose to participate in the war, or how it has adopted Russia's military strategy as its own. Toward this end, this study conceptualizes North Korea's strategic behavior as the result of interaction between the distribution of power, ideas, and knowledge, employing Realist Constructivism as a meta-theoretical framework. To explain the processes and mechanisms through which North Korea adopts and reconstructs Russia's war strategy, it further incorporates three theories of strategic adoption (Strategic Learning, Strategic Understanding, and Strategic Application) as complementary frameworks. These serve as stage-based analytical tools for explaining the evolutionary process through which Pyongyang observes, learns from, adopts, and adapts Moscow's war strategy. In the first stage (Strategic Learning), North Korea's motivations for participation are explained as resulting from the interaction between realist variables, such as sanctions, security threats, and balance-of-power considerations, and constructivist variables, including perceptions of anti-Western solidarity and revolutionary state identity. Applying Horowitz's theory of adoption burden and adoption capacity, this study argues that North Korea has not attempted to imitate Russian strategy in its entirety. Rather, it has selectively adopted key elements, particularly escalation control based on nuclear deterrence and the use of information warfare to dominate the cognitive domain. In the second stage (Strategic Understanding), the study compares Russian and North Korean military strategies and force structures and analyzes the adaptability of Russian strategy through the theoretical framework of Farrell and Terriff. The analysis shows that constructivist variables, such as political system, military culture, and strategic culture, interact with realist variables, including military capabilities and technological constraints, in shaping Pyongyang's strategic understanding. Due to structural constraints, North Korea cannot directly apply Russian strategy. Instead, it translates and adjusts Russian strategic concepts into a North Korean model through functional substitution, operational simplification, and political reconstruction. In the final stage (Strategic Application), Goldman's theory of strategic choice is employed to illuminate how North Korea formulates its ultimate strategic design. The analysis finds that Pyongyang's strategic choices emerge from the interaction between realist variables, such as the need to secure nuclear deterrence and escalation control, and constructivist variables, including the leader's threat perceptions and strategic beliefs. As a result, North Korea appears to be pursuing a new war strategy, defined in this study as the Nuclear Deterrence–Information Warfare Integrated (NDI) Strategy, and developing it into a limited-war-centered warfighting concept. This strategy consists of a phased approach to warfare: crisis creation, strategic paralysis and initial engagement, and limited strikes followed by coercive negotiations. Such developments indicate that Pyongyang has moved beyond merely adopting external strategies and is reconstructing them into its own strategic framework. The findings support two major propositions. First, North Korea selectively adopts Russian war strategy while adjusting and translating it according to its own political, cultural, and technological conditions, rather than simply imitating it. This proposition is confirmed through the stages of Strategic Learning and Strategic Understanding. Second, North Korea is transforming Russian strategic concepts into a North Korean-style NDI Strategy and developing them into a limited-war-centered warfighting concept. This proposition is substantiated through the stage of Strategic Application.This study also offers several theoretical and policy implications. Theoretically, North Korea's strategic behavior emerges from the interaction between structural and ideational factors, demonstrating the utility of an integrated realist-constructivist approach. Furthermore, the Strategic Learning–Translation–Application framework provides a process-oriented model for explaining state strategy formation and foreign policy decision-making, thereby extending existing studies on military innovation and strategic diffusion. From a policy perspective, North Korea's new war strategy is centered not on all-out war but on limited war and coercive bargaining. Accordingly, responses to such a strategy cannot be confined to military measures alone but must integrate information warfare, cognitive warfare, and diplomatic instruments. In particular, because North Korea is likely to employ nuclear deterrence as a higher-level deterrent while conducting limited military operations, enhancing the credibility of extended deterrence and strengthening situational awareness and response capabilities during the initial stages of a crisis are identified as critical policy priorities. This study offers both theoretical and policy implications. Theoretically, it shows that North Korea's strategic behavior emerges from the interaction between material and ideational factors, demonstrating the utility of an eclectic realist-constructivist approach. The Strategic Learning–Understanding–Application framework also provides a process-oriented model for explaining state strategy formation and foreign policy decision-making, thereby contributing to studies on military innovation and strategic diffusion. From a policy perspective, North Korea's new war strategy is centered not on all-out war but on limited war and coercive bargaining. Responses to such a strategy therefore cannot be confined to military measures alone. They must integrate information warfare, cognitive warfare, and diplomatic instruments. In particular, because Pyongyang is likely to use nuclear deterrence as a higher-level deterrent while conducting limited military operations, enhancing the credibility of extended deterrence and strengthening situational awareness and response capabilities in the initial stages of a crisis are critical policy priorities. In conclusion, this study defines North Korea's participation and adoption in the Russia–Ukraine War not as a passive foreign policy choice but as an active and strategic action. By combining Realist Constructivism with theories of strategic adoption, it systematically explains how North Korea's strategy formation can be understood as a dynamic process of learning, understanding, and application. In doing so, the study provides an analytical framework for explaining state strategy formation more broadly.       Since Kim Jong-un came to power, even after North Korea declared the completion of its nuclear arsenal(2018), through the nuclear decree(2022) and discussions with the Party's Central Military Commission(2022), North Korea has focused not only on Nuclear weapon but also on quantitative and qualitative strengthening of conventional forces. It can be evaluated as unusual in that countries that have completed Nuclear weapon reduce the proportion of conventional forces, while North Korea does not neglect the development of conventional forces despite the ‘declaration of the completion of Nuclear weapon.’ Recent research trends on North Korea's Nuclear weapon and military strategy have generally been biased toward the present and the future. Existing prior studies have focused only on the analysis of security threats and countermeasures to North Korea's ‘nuclear test’ and North Korea's ‘Nuclear weapon and do not adequately explain the essential recognition and military-strategic goals of selective conventional force strengthening after North Korea's ‘declaration of the completion of Nuclear weapon(2018)’. This study tested hypotheses not addressed by previous studies by comparatively analyzing the Rodong Sinmun and the Korean Central News Agency, which objectively reflect the ideology of the high-level North Korean regime, and focusing on the strengthening of North Korea's selective conventional forces and changes in military strategy(quantitative and qualitative strengthening Dual policy, strategic combination strategy) to compensate for the imperfection of its Nuclear weapon. The research showed that the goal of the modern change in North Korea's military strategy is to achieve the expansion of the spatial and instrumental range of deterrence through the combination of Nuclear weapon and selective conventional force enhancement, and that North Korea is moving away from the traditional military strategy based on conventional forces in the past and pursuing a change in military strategy as it intended. Since the coming to power of State Affairs Commission Chairman Kim Jong-un, North Korea has pursued the ‘Byungjin Line of Economic Nuclear weapon(2013)’ to justify the succession of power to State Affairs Commission Chairman Kim Jong-un while responding to changes in the strategic environment in Northeast Asia surrounding the North Korean nuclear issue, and has changed from North Korea's traditional military strategic tactics focused on conventional military capabilities to ‘nuclear strategy and Nuclear force operation strategy’ in line with modern warfare based on the ‘completion of Nuclear force(2018)’. However, even after the ‘completion of its Nuclear force’, North Korea emphasized the ‘four strong-power lines’ and focused on modernizing its conventional forces. After the completion of Nuclear weapon(2018), it seems that the country is ending the Byungjin line and changing to a nuclear-conventional integrated military strategy in line with modern warfare. The internal and external situation facing North Korea is accelerating this move. As a result, it was found that the modern change in North Korea's military strategy can confirm the will of the North Korean power to change the military-strategic change of ‘extended deterrence’ based on the expansion of the spatial and instrumental range of deterrence through the strategic combination of Nuclear weapon and selective conventional forces, in order to compensate for the problem of limiting the response to low-intensity threats to South Korea along the quantitative and qualitative military demarcation line of ‘Nuclear weapon.’ This study is limited to the Rodong Sinmun, the Korean Central News Agency, and the Declaration of the Party Central Committee, and second, it does not clearly analyze the changes in the military reorganization of the Korean People's Army and the next-generation military strategy due to future changes in North Korea's modern warfare military strategy (integrated nuclear and conventional operation). However, while it is significant that North Korea has analyzed modern North Korea's military strategy(integrated nuclear and conventional operation) through the completion of North Korea's Nuclear weapon, quantitative and qualitative strengthening Dual policy of selective conventional forces and the strategic combination strategy, subsequent studies require a diverse analysis of the direction of development of modern North Korea's military strategy by compensating for these limitations. 북한은 김정은 국무위원장 집권 이후, 북한은 핵무력 완성을 선포(2018) 이후에도, 핵법령(2022)과 당 중앙군사위원회 논의(2022)를 거쳐 핵무력 뿐만 아니라 재래식 전력의 양적ㆍ질적 강화에도 집중하고 있다. 핵무력을 완성한 국가들의 경우 재래식 전력의 비중을 축소하는데 반해 북한은 ‘핵무력 완성선포’에도 불구하고 재래식 전력의 개발을 등한시하지 않고 있는 점에서 이례적이라고 평가할 수 있다. 북한의 핵무력과 군사전략에 관련한 최근의 연구 경향은 전반적으로 현재와 미래에 편중되어왔다. 기존의 선행연구들은 북한의 ‘핵실험’ 및 북한의 ‘핵무력’에 대한 안보적 위협분석과 대응방안에만 치우친 나머지, 북한의 ‘핵무력 완성선포(2018)’ 이후 선별적인 재래식 전력 강화에 대한 본질적 인식과 군사전략적 목표를 충분히 설명하지 못하고 있다. 본 연구는 북 고위 체제의 사상을 객관적으로 반영하고 있는 로동신문과 조선중앙통신을 비교 분석하고, 핵무력의 불완전성을 보완하기 위한 북한의 선별적 재래식 전력의 강화와 군사전략(양ㆍ질적 병진강화, 전략적 배합전략) 변화에 초점을 맞춤으로써 선행연구들이 다루지 않은 가설을 검증하였다. 연구 결과, 현대 북한 군사전략 변화의 목표는 핵무력과 선별적 재래식 전력 강화를 병행하여 억지력의 공간적ㆍ수단적 범위의 확장을 달성하기 위함이며, 북한은 과거 재래식 전력을 기반으로 한 전통적 군사전략에서 벗어나 그들이 의도한 대로 군사전략의 변화를 추구하고 있다는 사실을 도출할 수 있었다. 북한은 김정은 국무위원장 집권 이후, 북한은 북한 핵문제를 둘러싼 동북아시아의 전략적 환경변화에 대응하는 한편 김정은 국무위원장 권력승계 정당화를 위해 ‘경제ㆍ핵무력 병진노선(2013)’을 추진하였고 ‘핵무력 완성(2018)’을 바탕으로 기존 재래식 군사력에 치중된 북한의 전통적 군사전략ㆍ전술에서 현대전에 부합하는 ‘핵전략’ 및 ‘핵전력 운용전략’으로 변화시켰다. 그러나 북한은 ‘핵무력 완성’ 이후에도 ‘4대 강군화노선’을 강조하며 재래식 전력의 현대화에 집중하였다. ‘핵무력 완성(2018)’ 이후에는 병진노선을 종결하고 현대전에 부합하는 핵ㆍ재래식 통합 군사전략으로 변화하고 있는 것으로 보인다. 북한이 직면하고 있는 내ㆍ외부적 상황이 이러한 행보를 가속화하고 있다. 결과적으로, 현대 북한의 군사전략 변화는 ‘핵무력’이 가지는 양적ㆍ질적ㆍ군사분계선 일대에서의 남한에 대한 저강도 위협 대응제한이라는 문제점을 보완하기 위하여, 핵무력과 선별적 재래식 전력의 전략적 배합을 통하여, 억지력의 공간적ㆍ수단적 범위의 확장을 바탕으로 북한판 ‘확장억제’라는 군사전략적 변화라는 북한 권력층의 의지를 확인할 수 있다는 것을 알 수 있었다. 본 연구는 첫째『로동신문󰡕,『조선중앙통신󰡕,『당중앙위원회 선언문󰡕 만을 연구대상으로 한정하였고, 둘째, 향후 북한의 현대전 군사전략(핵‧재래식 통합운용)의 변화에 따른 군사조직의 개편이 조선인민군의 군사조직개편 및 차세대 군사전략의 변화된 모습에 대하여 명확히 분석하지 못하였다는 점에서 한계를 남긴다. 그러나 북한의 핵무력 완성과 선별적 재래식 전력의 개발을 통한 양ㆍ질적 병진 강화와 전략적 배합전략을 통한 현대 북한의 군사전략(핵‧재래식 통합운용)을 분석하였다는 것에 의의를 두면서, 후속 연구에서는 이러한 한계를 보완함으로써 현대 북한의 군사전략의 발전 방향에 대한 다양한 시각에서의 분석이 요구된다.

    • 북한 군사정책으로서 ‘핵무력’과 4세대전쟁 연구

      Since its division, North Korea has pursued fourth-generation warfare to break down the world's strongest alliance between the U.S. and South Korea and achieve North Korean reunification. North Korea, which attempted the fourth-generation warfare using the South Korean Liberal Party forces in the liberation regime, saw the withdrawal of U.S. troops as an "inflection point of power." Seeing this opportunity, they instigated the Korean War, but failed to become victorious. North Korea, which pursues North Korean-style unification goals, has developed military policies and military strategies based on the Juche idea. North Korea, which sees ROK-U.S. alliance as the biggest obstacle to achieve its goal, is continuing the fourth-generation warfare with the aim of breaking down ROK-U.S. alliance, including the withdrawal of U.S. troops from Korea and triggering conflicts. The concept of fourth-generation warfare originated from the view that war evolves according to changes in society. Those who implement fourth-generation warfare tactics aim to make other policymakers understand that the damage of traditional war is greater than the benefits. Fourth-generation warfare participants mobilize all networks and means in the fields of politics, economy, society, and military. Long-term attacks collapse the other party from the inside. Fourth-generation warfare theorists limit the subject of war to non-state actors, but this study viewed North Korea as the subject of the fourth-generation warfare as a state. In modern warfare, there are many cases in which weak countries changed the outcome of the war through the fourth-generation warfare tactics after war was declared ended. For a capable state, it is unnecessary to carry out the fourth-generation warfare from the beginning of war. North Korea is carrying out the fourth-generation warfare on the Korean Peninsula, taking lessons from successful the fourth-generation warfare models such as the Chinese Revolutionary War and the Vietnam War. According to Mao Tse-tung's "Three stages of Protracted War" strategy, which has proven effective in China and Vietnam, North Korea made a "strategic retreat" when it lost the Korean War. Since then, North Korea has tried time and again to change the balance of power on the Korean Peninsula and is in a "strategic confrontation" with ROK-U.S. alliance. North Korea will attempt a "strategic counterattack" as soon as it is convinced of the occurrence of an "inflection point of power." North Korea has strengthened its conventional military power by using the four major military lines adopted in 1962 as the basis of military policy in accordance with the principle of "self-protect in defense." As a result, North Korean military power is threatening South Korea in terms of quantity and asymmetric power. The "nuclear force," a means of war to complete the "new Korean Peninsula revolution," is giving North Korea a strategic advantage as an "absolute weapon" with maximized political and psychological offensive power. With North Korea unofficially classified as a nuclear power, the "fourth-generation warfare linked to nuclear force" poses a serious threat to the U.S. mainland, the “Center of Gravity” of ROK-U.S. alliance. The "nuclear force," collectively referred to as North Korean nuclear warheads and Launch Vehicles, can be said to be the best means for North Korea to carry out the fourth-generation warfare. This is because "nuclear force" is used to pressure policymakers by causing fear of a nuclear war and creating anti-war public opinion among the people of both South Korea and the United States. The purpose of this study is to investigate what changes North Korea has made in the balance of power on the Korean Peninsula while using "nuclear force" as the fourth-generation warfare tactic. Furthermore, the move is aimed at refusing to shift to an "inflection point of power" in which the balance of power leans toward North Korea and come up with an effective counterplan. So far, North Korea has been striving to strengthen its foundation for the "fourth-generation warfare linked to nuclear force." It has strengthened its viability through concealment, dispersion, undergroundization, and mobility of "nuclear forces," and is expected to further strengthen its viability through advancement in the future. North Korea's nuclear threat and nuclear blackmail suppress ROK-U.S. alliance's counterattack against provocations and give North Korea a "villain image" to benefit further provocations. The 2017 declaration of successful nuclear testing is sufficient to be seen as a sign of a change in the balance of power on the Korean Peninsula. This is because North Korea is more likely to try to break down the strategic confrontation state in the "fourth-generation warfare linked to nuclear force." The "nuclear shadow effect," which is already cast on the Korean people, can cause defeatism in Korean society and confusion in the Korean military. Furthermore, if public opinion in the U.S. changes in a negative direction for ROK-U.S. alliance at a time when the U.S. mainland is under nuclear threat, a security crisis is likely to arrive on the Korean Peninsula. This is because if the U.S. feels burdened with intervening in the Korean Peninsula, the reliability of the U.S. extended deterrence expansion will weaken. If ROK-U.S. alliance breaks down, that is, an "inflection point of power," North Korea will achieve its national goal of "strong and prosperous Nation" through a strategic counterattack. If pro-North Korean forces enter South Korea's institutional sphere and the U.S. and North Korea sign a peace agreement, the withdrawal of U.S. troops in Korea, an obstacle to the revolution, will also be possible. When the pro-North Korean government enters, North Korea will exploit South Korea economically and become a strong power in the economic sector, following political, ideological, and military sectors. The response to the "fourth-generation warfare linked to nuclear force" should be approached in three dimensions in terms of military power, diplomatic power, and system utility. Militarily, we should focus on securing deterrence against North Korea's nuclear use. It is necessary to block changes in the balance of power on the Korean Peninsula by strengthening practical diplomacy. In terms of the effectiveness of the system, measures should be implemented to block North Korea's strategy for a revolution against South Korea. It is also necessary to actively review the promotion of the reverse fourth-generation warfare. Broadcasting via loudspeakers and flyers to North Korea, which can target the contradictory behavior of the regime, which is North Korea's weak link, are representative means of the reverse fourth-generation warfare. This has a strategic value similar to that of North Korea's "nuclear force." This is because North Korea's "political will" to push for nuclear possession can be extinguished by raising questions about its necessity. It is also necessary to consider a step-by-step pressure on North Korea's denuclearization by leveraging the already invalidated Joint Declaration on The Denuclearization of The Korean Peninsula. According to North Korea's attitude, Joint Declaration on The Denuclearization of The Korean Peninsula can be invalidated by the right to survive. Emphasis on the right to survive can minimize criticism from the international community. North Korea's denuclearization is a long way off, and if the U.S. tries to recognize North Korea's nuclear weapons, its should actually declare invalidation. This is expected to encourage the four powers surrounding the Korean Peninsula, which do not want instability in Northeast Asia or the collapse of the NPT, to actively denuclearize North Korea. North Korea's denuclearization decision means the withdrawal of the North Korean-style unification goal and will serve as an opportunity for peaceful unification, so it is time for an active response. Keyword : Fourth-Generation Warfare Linked to Nuclear Force, Inflection Point of Power, Balance of Power, Protracted War Strategy, Self-Protect in Defense, Strong and Prosperous Nation, Breaking Down ROK-U.S. alliance, Withdrawal of U.S. Troops, and Extended Deterrence Expansion. 분단 이후 북한은 약자로서 세계최강 미국과 한국의 동맹을 와해하고 북한식 통일을 달성하고자 4세대전쟁을 추구해왔다. 해방정국에서 남로당 세력을 이용해 4세대전쟁을 시도하던 북한은 주한미군 철수를 ‘힘의 변곡점’으로 보고 6·25전쟁을 일으켰으나 실패하였다. 북한식 통일 목표를 추구하는 북한은 주체사상에 근거해 군사정책과 군사전략을 발전시켜왔다. 한미동맹을 목표달성의 최대 장애물로 보는 북한은 주한미군 철수, 한미갈등 촉발 등 한미동맹 형해화를 목표로 4세대전쟁을 지속 중이다. 4세대전쟁 개념은 전쟁이 사회의 변화에 따라 진화한다는 시각에서 비롯되었다. 4세대전쟁 수행자들은 상대방 정책결정자들에게 전쟁에서 얻을 이익보다 손해가 더 크다는 점을 이해시키고자 한다. 4세대전쟁 수행자들은 정치·경제·사회·군사 분야의 모든 네트워크와 수단을 동원한다. 전쟁수행 의지에 대한 장기간 공략은 상대방을 내부로부터 붕괴시킨다. 4세대전쟁 이론가들은 전쟁수행 주체를 비국가 행위자로 한정하지만, 이 연구는 국가로서 북한을 4세대전쟁 수행 주체로 보았다. 현대전에서 약소국들이 종전선언 이후 4세대전쟁을 통해 전쟁의 결과를 바꾼 사례는 많다. 침략을 당한 이후 4세대전쟁으로 전쟁의 결과를 바꿀 역량이 있는 국가가 처음부터 4세대전쟁을 수행 못 할 이유는 없다. 북한은 성공한 4세대전쟁 모델인 중국 혁명전쟁과 베트남전쟁을 교훈으로 삼아 한반도에서 4세대전쟁을 수행 중이다. 중국과 베트남에서 효용성이 입증된 마오쩌둥의 ‘지구전 3단계 전략’에 의하면 북한은 6·25전쟁에서 패퇴하면서 ‘전략적 퇴각’을 하였다. 이후 북한은 한반도 세력균형 변화를 재시도하며 한미동맹과 ‘전략적 대치’ 중인 상황이다. 북한은 ‘힘의 변곡점’ 발생을 확신하는 순간 ‘전략적 반격’을 시도할 것이다. 북한은 국방에서 자위 원칙에 따라 1962년 채택한 4대 군사로선을 군사정책의 근간으로 하여 재래식 군사력을 증강해 왔다. 그 결과 북한 군사력은 양적으로나 비대칭 전력 측면에서 한국에 위협적이다. ‘새로운 조선반도 혁명’을 완성하기 위한 전쟁수단인 ‘핵무력’은 정치·심리적 공세성이 극대화된 ‘절대무기’로서 북한에 전략적 이점을 주고 있다. 북한이 비공식적 핵보유국으로 분류되는 상황에서 ‘북한 핵무력과 연계한 4세대전쟁’은 한미동맹의 ‘중심’인 미국본토에 심각한 위협이 되기 때문이다. 북한이 보유한 핵탄두와 발사체를 통칭하는 ‘핵무력’은 북한이 4세대전쟁을 수행하는 데 있어서 최적의 수단이라고 할 수 있다. ‘핵무력’은 한미 양국 국민에게 핵전쟁 공포를 유발하고 반전여론을 조성함으로써 정책결정자들을 압박하는 데 사용되고 있기 때문이다. 이 연구의 목적은 북한이 4세대전쟁에 ‘핵무력’을 활용하면서 한반도 세력균형에 어떤 변화가 있는지 규명하는 것이다. 나아가 북한으로 세력균형이 기우는 ‘힘의 변곡점’으로의 이행을 거부하는 대응방안을 찾는 데 있다. 지금까지 북한은 ‘핵무력과 연계한 4세대전쟁’ 기반을 강화하기 위해 노력해 왔다. ‘핵무력’의 은닉·분산·지하화·기동화 등을 통해 생존성을 강화해 왔고 앞으로는 고도화를 통해 생존성을 더욱 강화할 것으로 보인다. 북한의 핵위협과 핵공갈은 도발에 대한 한미동맹의 반격을 억지하고 북한에 악당 이미지를 부여하여 추가적 도발에도 유리하게 한다. 2017년 ‘핵무력 완성’ 선언은 한반도 세력균형 변화의 전조로 보기에 충분하다. 북한이 ‘핵무력과 연계한 4세대전쟁’에서 전략적 대치 상태를 타파하고자 할 가능성이 커졌기 때문이다. 이미 한국 국민 위에 드리워져 있는 ‘핵그림자 효과’는 한국사회에 패배주의와 한국군에게는 대적관의 혼란을 초래할 수 있다. 또한, 미국본토가 핵위협을 받는 상황에서 미국 내 여론이 한미동맹에 부정적인 방향으로 변화할 경우 한반도에 안보위기가 도래할 가능성도 크다. 미국이 한반도 문제 개입에 부담을 느끼게 되면 미국의 확장억지 공약 신뢰도가 약화할 것이기 때문이다. 한미동맹이 형해화하는 상황, 즉 ‘힘의 변곡점’이 발생하면 북한은 전략적 반격을 통해 국가목표인 ‘강성대국’을 달성하게 될 것이다. 친북세력이 한국의 제도권에 진출하고 미국과 북한이 평화협정을 체결하면 혁명의 장애물인 주한미군의 철수도 가능하게 된다. 한국에 친북성향의 정부가 들어서면 북한은 한국을 경제적으로 착취하며 정치·사상·군사 분야에 이어 경제 분야까지 완성된 강성대국이 되는 것이다. ‘북한 핵무력과 연계한 4세대전쟁’에 대한 대응은 군사력, 외교력, 체제 효용성 측면에서 종합적으로 접근해야 한다. 군사적으로는 북한의 핵사용을 억지하는 데 주력해야 한다. 외교적으로는 실리 외교를 강화함으로써 한반도 세력균형 변화를 차단해야 할 것이다. 체제 효용성 측면에서는 북한의 대남혁명전략을 저지할 수 있는 대책이 시행되어야 한다. 역(逆) 4세대전쟁 추진에 대해서도 적극적으로 검토할 필요가 있다. 북한의 약한 고리인 체제 모순을 공략하는 대북확성기 방송이나 대북전단 등이 대표적 역 4세대전쟁 수단이다. 이는 북한의 ‘핵무력’과 유사한 전략적 가치를 지닌다. 북한이 핵보유 필요성에 대해 의문을 갖도록 함으로써 핵보유를 추진한 ‘정치적 의지’를 소멸시킬 수 있기 때문이다. 사문화된「한반도의 비핵화에 관한 공동선언」을 레버리지로 북한 비핵화를 단계적으로 압박하는 방안도 고려할 필요가 있다. 북한의 태도에 따라 생존권 차원에서 공동선언이 무효화될 수 있음을 선포하는 것이다. 생존권에 대한 강조는 국제사회의 비난을 최소화할 수 있다. 북한 비핵화가 요원하고 오히려 미국이 북핵을 인정하려 하면 실제로 무효화 선언을 할 수도 있다. 이는 동북아지역 불안정과 NPT체제 붕괴를 원치 않는 한반도 주변 4강이 북한 비핵화에 적극적으로 나서도록 유인하는 효과도 가져올 수 있다. 북한의 비핵화 결정은 북한식 통일 목표 철회를 의미하며 평화통일의 계기가 될 것이므로 적극적 대응이 필요한 시점이다. 주제어: 핵무력과 연계한 4세대전쟁, 힘의 변곡점, 세력균형, 지구전 전략, 국방에서 자위, 강성대국, 한미동맹 형해화, 주한미군 철수, 확장억지.
