      멕시코 마약 전쟁의 경과와 국제사회의 연대방안

      본 연구는 멕시코 마약 카르텔을 대상으로 소탕 작전에 임하고 있는 멕시코 정부의 이른바 마약 전쟁 경과에 주안점을 두고 그 평가를 통해 직ㆍ간접적으로 대응하고 있는 우리나라와 국제사회의 연대방안에 주안점을 둔 논문이다. 이를 통해 최근 확산일로에 있는 우리나라 마약유통의 실제를 파악ㆍ진단하고 이를 차단ㆍ근절하는데 참조할 수 있는 유의미한 시사점 제시에 연구의 목적을 두었다. 연구결과를 요약하면 다음과 같다. 멕시코 정부와 마약 카르텔 간의 마약 전쟁을 주시할 때 부각할 수 있는 논점은 무엇보다도 마약밀매는 국가적 차원에서의 강력한 대응이 최선의 수단이라는 사실이다. 요컨대 멕시코 마약 전쟁의 경과와 현황에 비추어 국제적 연대ㆍ공조 차원에서 마약의 근절 및 퇴치를 위한 우리나라의 대응방안을 추론하여 제시하면 다음과 같다. 첫째 미국의 DEA, 싱가포르의 CNB, 태국의 ONCB 등과 같이 마약의 밀반입 및 밀매 그밖에 치료ㆍ재활ㆍ국제협력 등을 종합적으로 관리 감독할 수 있는 전문화된 광역 전담기구의 설립이 긴요하다. 둘째 마약조직의 불법밀매수익을 효과적으로 적발하여 몰수 및 추징할 수 있는 선진금융기법의 도입이 요구된다. 셋째 우리나라는 지정학적 특성상 해상과 육상을 통한 밀반입은 매우 어려운 상태로 대부분 국제우편으로 이루어지고 있음에 따라 특별히 통관검사강화에 주력하여야 한다. 넷째 마약류 오ㆍ남용 예방시스템을 확립해야 한다. 다섯째 현재 우리나라 민간병원에서 마약 약물 중독자를 체계적으로 치료하는 독립 병동은 전무한 상태인바 정부에서 법적 명령으로 시행하고 있는 제반 프로그램과 병행하여 이러한 유관시설확충에 상당한 재원을 투입해야 한다. 여섯째 국제적으로 긴밀한 공조수사와 협력관계를 유지하여야 한다. This study focused on the progress of the Mexican government's drug war, which is engaged in a crackdown operation targeting drug cartels in Mexico. This study evaluates the drug war and infers and presents solidarity plan between Korea and the international community. Through this, the purpose of the study is to understand the reality of the drug distribution in Korea, which has recently been spreading, and to present meaningful implications that can be used as a reference to block it. The research results are summarized as follows. First, it is necessary to establish a specialized multi-regional organization that can comprehensively manage and supervise drug smuggling and trafficking, as well as treatment, rehabilitation, and international cooperation, such as the DEA in the United States, CNB in Singapore, and ONCB in Thailand. Second, the introduction of advanced financial techniques that can effectively detect, confiscate, and collect the illegal trafficking profits of drug organizations is required. Third, we must focus on strengthening customs clearance inspection. For international mail, the largest smuggling route, we must actively consider implementing real-time sharing of crime information and strengthening big data analysis with relevant domestic and foreign agencies. Fourth, a prevention system for misuse and abuse of narcotics must be established. Fifth, facilities that can systematically treat drug addicts must be expanded. Sixth, close international joint investigation and cooperation systems must be strengthened.

    • 멕시코 마약 카르텔에 대한 소고

      한국은 1970년대 이후 현재까지 마약 청정국이라는 명예로운 타이틀을 가진 나라였다. 그러나 최근 들어 급증하고 있는 마약류 범죄에 대하여 적절한 예방과 대처가 이루어지고 있는지는 의심해봐야 한다. 먼저 앞서 언급했듯이, 최근 50여년 동안 국내에서 마약류 범죄는 일반적인 범죄 현상이 아니었기 때문이다. 그러나 마약류 범죄의 최근 동향을 살펴보면, 그 범죄 행위의 대상이 마약에 접근하기 좋은 특정인들이거나 혹은 범죄 조직이나 단체를 중심으로 이루어지고 있는 것이 아니라 일반인을 대상으로 한다는 것에 그 심각성이 있다고 하겠다. 더욱이 우려가 되는 부분은 통신 네트워크의 발달로 이제는 대면 범죄가 아닌 누구든지 상황과 장소를 고려하지 않고도 마약류 범죄가 이루어 질 수 있다는 것에 있다. 이러한 통신 네트워크의 환경이 마약류 범죄를 더욱 용이하게 만들 뿐 만 아니라 빠른 속도로 일반적인 사회적 범죄 유형이 되기 충분 조건으로 작용하고 있다는 점에 있다. 따라서 바로 이 시점이 마약류 범죄에 대한 사회적 인식의 전환이 필요한 때이다. 어떠한 범죄이건 범죄의 확산을 방지하기 위한 대처에는 그 기한이 있다. 특히 마약류 범죄가 점차 증가하고 있는 지금이 다양한 관점에서 많은 학술적 연구가 필요한 대단히 중요한 시점이라고 할 수 있다. 이 연구는 마약류 범죄의 특징에 대해 살펴보고, 우리나라와 다른 환경의 나라에서 마약류 범죄 현상과 대처 방안에 대한 구체적 사례를 살펴보는 것에 시사하는 바가 크다고 할 수 있다. 또한 추후에 마약류 범죄를 예방하기 위한 국가적, 사회적으로 대처 방안에 대한 후속 연구가 조속히, 반드시 이루어져야 할 것이다. Korea has been a country with the honorable title of a drug-free country since the 1970s. However, it should be questioned whether appropriate prevention and response are being made to the recent rapid increase in drug crimes. First of all, as mentioned earlier, it is because drug crimes have not been a common criminal phenomenon in Korea over the past 50 years. However, looking at the recent trend of drug crime, there is a seriousness that the targets of the criminal act are not specific people with good access to drugs or are centered on criminal organizations or groups, but targeting the general public. Moreover, the concern is that with the development of communication networks, drug crimes can now be committed by anyone who is not a face-to-face crime without considering the situation and location. The fact is that the environment of these communication networks not only makes drug crimes easier, but also acts as a condition sufficient to quickly become a general social crime type. Therefore, this is the time when it is necessary to change the social perception of drug crimes. For any crime, there is a deadline for countermeasures to prevent the spread of crimes. In particular, as drug crimes are gradually increasing, it can be said that this is a very important time for a lot of academic research from various perspectives. This study has great implications for examining the characteristics of drug crime and examining specific cases of drug crime phenomena and countermeasures in countries with different environments from Korea. In addition, follow-up studies on national and social countermeasures to prevent drug crimes in the future must be conducted as soon as possible.

      세계화 시대 미국-멕시코 국경지대의 여성이주와 젠더폭력

      이 연구는 넓은 의미에서 1980년대 이래 급속하게 확산되었던 신자유주의 중심의 세계화와 그로 인한 이주의 문제를 트랜스네셔날(transnational) 시각에서 새롭게 조명하려는 시도로서 탈국가, 탈경계의 맥락 속에서 여성이주의 생활 세계를 통해 오늘날의 세계화(globalization), 지구화의 문제를 젠더, 인종, 계급의 관계망 속에서 분석하고 그 문제점을 밝히는 것을 목적으로 한다. NAFTA이후 미국-멕시코 국경지대는 세계화, 신자유주의의 문제점을 그대로 드러내는 장소이다. 미국은 마약, 불법이민자, 그리고 자국의 안보의 관점에서 멕시코와 전쟁을 치르고, 멕시코는 마낄라도라 노동의 착취, 성 매매, 여성 살해와 더불어 증가하는 HIV와 에이즈 등의 문제로 고통을 받는다. 특히 국경을 중심으로 발생하는 불법 이민은 코요테와 마약 카르텔에 의한 살해, 폭력, 강간으로 이주민들은 ‘예외상태’에서 어떤 보호도 받지 못하면서 죽음으로 내몰린다. 불법 이주에 성공하더라도 제3세계의 이주민들은 제1세계에서 성 · 인종 · 계급의 측면에서 차별과 배제를 당하며 영원한 타자로 취급된다. 특히 여성의 경우는 남성과 여성이라는 젠더의 측면에서, 백인과 유색인이라는 인종의 측면에서, 그리고 제1세계와 제3세계라는 국가와 계급의 측면에서 세계화의 구조적 폭력에 노출되고 있다. 저임금, 성폭력, 집약적 노동조건 및 열악한 노동환경은 멕시코 여성들을 때로는 죽음에 이르게 하고, 멕시코의 어려운 경제적 환경은 어린 소녀들을 성매매의 현장으로 몰고 간다. 그럼에도 이 책임은 ‘죽음에 이르는 문화논리’나 또는 멕시코의 전통에 기댐으로서 누구의 책임도 아닌 여성들 스스로의 책임으로 돌린다. 이런 문제의식에 기반하여 좁은 의미에서 이 연구는 세계화가 여성에 미치는 영향을 ‘마낄라도라 산업’과 ‘이주의 여성화’를 중심으로 ‘여성노동’의 문제점 그리고 멕시코로부터 미국으로의 밀입국자를 둘러싼 젠더 폭력의 상황을 분석하여 그 문제점을 밝히는 것에 주안점을 둔다. This study is an attempt to illuminate the transnational view of the globalization of the neoliberalism that has been rapidly spreading since the 1980s and its subsequent migration, especially focusing women’s Migration along U.S.-Mexico borderlands. The purpose of this study is to analyze the problems of today’s globalization in the context of gender, race, and class networks and to identify the problems of the economical globalization in related with women’s worker in Maquiladora. After NAFTA, the US-Mexico border is a place that reveals the problems of globalization and neoliberalism. The US is at war with Mexico in terms of drugs, illegal immigrants, and its own security. Mexico, on the other hand, suffers from problems such as the exploitation of maquiladora labor, sex trafficking, and femicide as well as increasing HIV and AIDS. Illegal immigrants, particularly around the border, are killed by coyotes, drug cartels, murder, violence, and rape, while the immigrants do not receive any protection from the “State of Exception”. Even if illegal immigration succeeds, migrants from the Third World are treated as eternal strangers in the First World, subject to discrimination and exclusion in terms of sex, race, and class. In particular, women are exposed to the structural violence of globalization in terms of gender as men and women, in terms of race as white and colored, and in terms of state and class, the first and third worlds. Low wages, sexual violence, intensive working conditions and poor working conditions often lead to the death of Mexican women, and the difficult economic environment in Mexico drives young girls to the scene of prostitution. Nonetheless, this responsibility is attributed to the ‘cultural logic by death’ or to the traditions of Mexico and to the responsibility of women themselves, who are not responsible. In conclusion, based on this consciousness, this study analyzes gender violence through the ‘maquiladora industry’ and ‘feminization of migration’ in a narrow sense based on the consciousness of above problems, and aims to reveal the trpaps of globalization in a broad sense.

      미국멕시코 관계의 새로운 모색

      Latin America did not become a primary concern of the US foreign policy during the Bush administration (20012008). Traditionally the issue of drug trafficking, however, has become one of main concerns of US foreign policy toward Latin America. Before taking office as President, in particular, Barack Obama met with Mexican President Calderon and their summit talks was to discuss with drug trafficking and immigration issues as a main agenda of both countries. In this context, this paper is to address searching for a new relationship between US and Mexico about drug trafficking under the Obama administration. For this, this paper, first, will suggest a theoretical framework with a comprehensive human security perspective. Second, this thesis will describe some current situations and problems about drug trafficking as a key issue of both countries. Third, this paper will offer not traditional national security, but a longterm perspective to drug issue. In other words, this will try a synthetic analysis in a comprehensive human security concerning neoliberalism, democracy, corruption, US drug policies to Mexico, arms trafficking from the US, etc. For this, this paper will provide some alternative opportunities for a new relationship between the US and Mexico.

      세계화의 하인들: 마낄라도라 산업과 여성

      This study analyzes the problems of women's labor around Mexico' s maquiladora industry. The Purpose of this article narrowly analyzes the structural problems of Mexico 's society and economy in terms of women and broadly reveals the reality of violence in globalization. For this purpose, this paper considers how violence of globalization uses and misrepresents the female body in the background of the maquiladora industry, using the globalization theory of Parreñas. Third world women workers in the maquiladora industry experience not only the labor force but also the multi layered alienation phenomenon from the standpoint of gender, race, and class in connection with sexual oppression and exploitation as well as labor. Due to low wages, sexual violence, intensive working conditions and poor working conditions, Mexican women often come to die and sometimes try to prostitute young girls because of the difficult economic environment in Mexico. Nonetheless, these responsibilities are attributed to the "death by culture logic" or to the cultural traditions of Mexico and ultimately to women's own responsibility. Based on the consciousness of this problem, this study sheds light on the effects of globalization on the female body in relation to the maquiladora industry and the problems of women 's labor and the gender - related violence, thus emphasizing that maquiladoras industry is the servant of globalization. 이 연구의 목적은 멕시코의 마낄라도라 산업을 둘러싼 여성노동의 문제점을 분석함으로써 좁게는 멕시코의 사회, 경제의 구조적 문제를 여성의 측면에서 분석하고, 넓게는 세계화의 폭력의 실태를 드러내기 위한 것이다. 이러한 목적을 위해 이 논문은 버틀러의 신체의 개념과 파레냐스의 세계화 이론을 원용하여 세계화의 폭력이 마낄라도라 산업을 배경으로 여성의 몸을 얼마나 비참하고 비열하게 활용하고 표현하고 있는지를 고찰한다. 마낄라도라 산업은 탈영토성을 배경으로 노동과 자본에 따라 성장하면서 인종화, 계급화, 젠더화의 문제를 보편화시켜 세계를 중심부와 주변부, 제1세계와 제3세계로 극명하게 분리시키고 있다. 더군다나 마낄라도라 산업과 관련하여 제3세계 여성노동자들을 노동력 측면에서 뿐만 아니라 성적 억압 및 착취와 연관되어 성, 인종, 계급의 관점에서 중층적 소외 현상을 경험한다. 마낄라도라 산업의 저임금, 성폭력, 집약적 노동조건 및 열악한 노동환경은 멕시코와 같은 제3세계 여성들을 때로는 죽음에 이르게 할뿐 아니라, 어려운 경제적 환경으로 인해 어린 소녀들은 성매매 현장으로 내몰리기도 한다. 그럼에도 이 책임은 ‘죽음에 이르는 문화논리’나 멕시코의 문화적 전통에 기댐으로써 여성들 스스로의 책임으로 돌려져 여성들의 몸은 진정 세계화의 하인임을 증명한다. 이런 문제의식에 기반하여 본 연구는 세계화가 여성의 몸에 미치는 영향을 마낄라도라 산업과 연관하여 여성노동에 내재된 문제점과 그에 따른 젠더 폭력의 양상을 분석해봄으로써 진정 마낄라도라 산업과 여성이 세계화의 하인이며, 피해자임을 밝히는데 주안점을 둔다.

      From Social Control to Social Instability

      This article examines the evolving nature of the 'war on drugs' and its connections to US-Mexican bilateral security relations, seeking to enable the reader to understand the socio-political context of the on-going war on drugs in Mexico. The article discusses the changing nature of the US and Mexican responses to the 'war' as vested interests of the respective elite classes evolve. This is particularly evident in post-1980s Mexico, as the ruling PRI lost its grip on the reigns of power both at local and state level in the North of the country to the PAN (Partido Accion Nacional). It was during this period that the flow of narcotics, notably cocaine increased via Mexico into its North American neighbour. This combined with an increased readiness by drug cartels to use violence both amongst themselves and against agents of the Mexican state. As a result, from the 1980s to the present day, the level of violence experienced in the North of the country has steadily increased as its ties to the corporate model implemented by the PRI are severed and Mexico moves towards a more democratic model of governance. However, the states failure to provide a dominant reason d'etat and implement law and order has led to increased level of violence, which has moved from the northern border region and now is present throughout the country. Having previously been reliant on the Mexican military to abate the problem, the Mexican state is struggling to contain the threat posed by the drug cartels.

      Relaciones peligrosas

      This article analyses the military relationship between United States and some Latin American countries, specifically Colombia, Venezuela and Mexico using a historical perspective to understand last twenty years of military cooperation. To begin, it will describe some historical aspects of US-Latin American relations and relevance of this zone to American geo-strategic interests since 19<SUP>th</SUP> century. This article will study punctual cases; Firstly, it will analyze Colombian situation and its closed-relation to United States in two different periods of time: in the fifties and in early 21<SUP>st</SUP> Century years. Secondly, this article will study current US-Mexican relation, and how little by little this Latin American country had became so near to US military requirements in “War on Drugs”. Thirdly, it will point out some aspects about broken relationship between Venezuelan government and United States, and its difficult communication in military issues. Finally, I will give you some conclusions and reflections about this topic.
