국제경제질서 변화에 따른 우리의 대응전략 : 그린라운드를 중심으로

The purpose of this study is to understand exactly the problems related to environment which,as one of the main factors, caused the international economic system to change it rapidly. And also, under the premise that protection enhancement of country's profit and consideration of effective countermeasure in connection with environment relations, analyze the changed contents in progress currently. And finaly explore the counterplan for the domestic and foreign sectors by analyzing the effect of Green Round chiefly with international economic regulation and international environment agreement on the Korean economy in priority. The recent change of interntional economic system has caused the following characters and results: (1) shake of the GATT system which was firmly estalblished until now; (2) establishment of the new WTO system; (3) change of the dual character(polarity) of economic system into multipolarity system by the interested countries; (4) acceleration of regionalism by forming the new economic block based on the neighboring regions; (5) subnrtion of environment problems which become the new weapon by the advanced countries and made the economic system more complex. Hence, to determine what factors of Green Round,newly becoming a prominent pictures , can influence on our economy and also submit the counterplans for that, we consider the following effects: (1) current situation of related main countries for the introduction of advanced countries' carbon taxes; (2) macro economic effects of carbon tax; (3) influence to the EU economy; (4) effect on Korean economy; (5) effect of environment tariff of some countries on our trade; (6) effect of international environment agreement on our economy including Montrial agreement, Weather changing agreement,Basel agreement, Organism diversity agreement. Our counterplan for domestic side is as follows: (1) establishment of our fundamental position for environment and trade by declaring our country's official opinion for trade liberialization and environment protection,international environment problems and trade regulation, and domestic environment problems and trade regulation; (2) aggressive counteraction for the international agreement on environment and trade by participating WTO/CTE with ISO 14000 process; (3) strengthening of international environment diplomacy and fulfilment of international economic agreement like entrance of OECD. Our counterplan for foreign side is as follows: (1) establishment of the general counterplan system by the government level; (2) strengthening of environment regulation policy; (3) the development of environment technology and upbringing environment industry; (4) reorganization of industry structure; (5) propulsion of industry policy and positive environment policy; (6) inducement of enterprise management for environment intimacy.
