      • 韓國 消防行政의 實態分析과 改善方案에 關한 硏究

        Owing to high economic growth, Industrialitotion, urbanization and information intensiveness have been rapidly promoted by our notion from 1970 and as a result of the development of the constrution technology, Buildings have become higher, larger and deeper to underground than ever before. In addition, For the amount of combustible interior decorotions, electricity, oil and chemicals used in building constructions has been increased every year, the frequency of fire has been also increased and fire fighting has become more difficult. On the other hand, the situation and environment of fire service is changed every day by the increasement of population, vehicles and other conditions and the demands for fire service administration are diversified in quality and quantity. So, to cope with the above change, We try transform the fire service system from passive order-maintenance-administration just like fire fighting to positive service-administration for public welfare just like rescue and first-aid. Therefore, the project of this paper is to analyze the present organization and efficiency of fire service in order to propose the reform-measure of the immediate problems in fire service. First, This paper try to analyze the counterplans of fire protection administration and the real situation of fire fighting administration from the view point of fire service's operation and adminstration. Second, This paper try to solve the immediate proplen through checking the present situation of fire service just like the number of fire fighting equipments and fire protecting facilities. Third, With estimating the consciousness level of firefighters as a civil servants, this paper try to reserch the existing problems of fire service and propose the reform-measure for future. This has been made by not only analyzing and concentrating the informations from the various kinds of books, statistical data in existing paper but also the experiences that I have felt and seen in the line of duty. In conclusion, I have emphasized in the paper that fire service institates should reserch the reform-measure about immedrate problems and do their best to prevent disasters with considering the public confidence.

      • 觀光行政組織 擴充戰略에 關한 硏究

        The problem, which it process from the research, first of all, compared to the other fields in the Tourism studies field, the research of the Tourism Administration field was insufficient. Especially the worldwide objection research regarding Tourism Administrative management was absent. Secondly, after government establishment, many generations of Tourism Administrative System didn't perform positive role because of the dispersion or function, role of function-or its vagueness. In order to solve these problems, the research had organized the administrat ive studies, the object ive system of the Tourism Administration field. and the change process of the Korean Tourism Administrative Organization, the present condition of the Tourism Administrative Organization and of the tourism advanced country tourism organization was analyzed together. And the specialists of tourism relation field, which takes charge of a many role in korean tourism development administrative organization, had executed and investigated specialist's opinion. There were about total of 50 people who responded, and the validity samples about total of 38 people. the statistical control of the data, which was collected, goes though the process of data coding, the general analysis of social science was appled to PS SPSS(statistical package for the social science) program. The analyzed result is as follow. First of all, the evaluation result of Tourism Administrative Specialist's center Tourism Administrative Organization, Region Tourism Administrative Organization and Korea National Tourism Organization etc, in general section it was low as 3.0 in the result. These results shows directly that the Korean Tourism Administrative Organization is not professional and organized and not arranged well. Secondly, from the evaluation analysis of the Tourism Administrative Organization of the presidents of many generations, under the government of Lee Seung-Man, recognized the necessity of the Tourism Administrat ive Organizat ion. Under the government of Park lung-Hee, prepared the basic frame of the korean tourism, the president Jun Doo-Hwan and Ro Tae-woo had continued president Park Jung-Hee's work. The president Kim Young-Sam didn't made any certain tourism policy formation, but with the active work of tourism promotion effort in enforcement of local-self-governing organization was praiseworthy. The president Kim Dae-Jung approached in the Tourism industry to overcome the foreign exchange crisis. Thirdly, for the problems of the korean Tourism Administrative Organization, most of the respensess was about the reiteration of the Tourism Administrative Organization, dispersion of function. the adaptation ability regarding the environment which changes insufficiency, tourism policy evaluation and return current feebleness, tourism administrative and professionalism insufficiency, speciality manpower insufficiency, etc. In this research for the korean tourism development of the strategy of korean Tourism Administrative Organization, the central Tourism Administrative Organization newly established tourism development and the local Tourism Administrative Organization would expending to a tourism county. Also, korean tourism public corporation is proposed to reform and tourism banking system of the tourism cooperative association and tourism bank is proposed to establish. From new on, specific research of role and skill is needed for the tourism organization in the tourism studies field. Especially, the research of the korean Tourism Administrative Organization establishment for the preparation of the unification of korean peninsula has to be accomplished.

      • 韓國災難管理의 實態와 發展方案에 관한 硏究

        As the large-sized disasters occur frequently recently several years, the preparation of disaster countermeasure comes to the front of the government. People met with a misfortune become concerned about the passive administration system which has shifted responsibility on the price of sin or fortune. Though the government seeks many-sided countermeasure such as enlarging or reforming the relative law to disaster, a complete disaster management system isn't prepared yet. Therefore, in this treatise the focus is put on groping for an effective development plan on the found problem by analyzing the administration organization of present Korean disaster management system, making the real state the prime object. Examining the organization of this treatise, in chapter 1, a preface, it's treated the purpose and method of a study, in chapter 2, it's treated the notion of disaster and the content of disaster management administration, the restriction factors of disaster management policy, and the foreign disaster management system, in chapter 3, it's examined a basic structure of Korean disaster management system, a administration system by pattern and phrase, and the real state of disaster management, and the problems were analyzed, and in chapter 4, it's presented the introduction of united disaster management system as a development plan of the found problems and a growth plan of the united defense institution. This treatise reached to the result that the disaster management organization should construct the united management system centering the fire fighting administration institution which has the ability confronting disaster. In disaster, the countermeasure or prevention before occurrence is important owing to the peculiarity of disaster, but the most important thing is an immediate confrontation in time a real disaster occurred, and the rescue of a life, and the movement preventing the increase of damage extent. Consequently, the central management organization of the government should unite the disaster management organization by centering the fire fighting organization having the disaster confrontation ability, then the prevention and the function in the phrase of restoration should be driven by the management business, and the reorganization of the united disaster management organization receiving the regulation control of the central disaster confrontation institution should be examined and driven.

        The creation of a knowledge-based financial system in Korea will begin with the continued deregulation of the financial sector. The deregulation will bring down longstanding walls between the banking, securities and insurance industries and promote greater industry-wide competition and consolidation. The deregulation will also lead to the rise of strategic cross-border alliances and M&A, as less competitive institutions look to ensure their survival and as larger firms seek to achieve economies of scale and improve their international competitiveness. Synergies created in the process of financial consolidation will be crucial to increasing the overall efficiency of the financial system and for the successful introduction of innovative financial products. In many respects, the financial crisis in 1997 can be traced back to a general dysfunction of market discipline. A pervasive lack of transparency among financial institutions and corporations, inadequate credit analysis and risk management skills were just a few of the structural problems that had become deeply embedded in the economy. Ultimately, the repeated failure to combine rapid liberalization of Korea financial markets with corresponding upgrades in the regulatory and supervisory frameworks would prove to have devastating financial consequences. In order to restore market discipline and to ensure the proper functioning of market mechanisms, the adoption of a new regulatory regime in Korea was needed. In short, the task for the new financial supervisor would be to remove the heavy hand of government intervention and to replace it with the invisible hand of the market. Korea non-life insurance industry was also adversely impacted by the financial crisis. Restructuring of the domestic insurance sector has focused upon the two major weaknesses revealed by the crisis : severe financial distress afflicting a number of insurance companies, and the lack of modernization and strong regulation within the industry. As a result, the insurance supervisory organization have pushed through with comprehensive reform, restructuring and consolidation efforts to assist ailing firms and rehabilitate the non-life insurance industry as a whole. Since launching non-life insurance sector reform, the government have made every effort to complete resolution of financially distressed non-life insurance companies through M&A, financial rehabilitation or dissolution. The efforts have led to the acquisitions of domestic insurance companies by foreign investors including U.K.-based Regent Pacific Group (purchased Haedong Fire & Marine). All insurance companies, except those which submitted rehabilitation plans in 1998, are required to meet the announced EU solvency margin requirements that are being phased in from September 1999 to March 2004. The solvency margin will be calculated based on the new loan provisioning requirements. Insurance companies that submitted rehabilitation plans in 1998 are required to meet the same EU solvency margin requirement by the end of this year(2000). Companies that fail to meet the required solvency margin thresholds will be subject to prompt corrective action. The legislation to create a new financial supervisory system in line with international standards. Under the new system, all financial institutions are subject to the supervision of a single body, the FSC, which began serving on April 1, 1998, as Korea supreme financial regulatory organization. Subsequently, the Office of Banking Supervision was separated from the Bank of Korea. In addition, the Securities and Exchange Commission was dissolved and the Securities and Futures Commission (SFC) was established within the FSC to oversee the securities and futures markets. The insurance regulator, the Insurance Supervisory Commission, was also dissolved. In line with sector-wide initiatives, the FSC/FSS issued new regulations aimed at improving corporate governance at insurance companies by strengthening the roles of actuaries, auditors and outside directors. To ensure non-life insurance consumers confidence, they must feel protected. For this reason, the government focus on the needs and rights of the consumers, not on the institutions that supply those services. Full disclosure principles will enable consumers to make informed decisions regarding their dealings with financial institutions and corporations. In the same way, since it is the consumer who ultimately pays the costs of restructuring, the regulatory authority is committed to keeping these costs to a minimum by pursuing reform in a cost-efficient manner. Financial stability in itself is a powerful tool of consumer protection. The administration aim to ensure that this stability extends to all consumers equally.

        Modern society is in the age of information. The information society becomes a new civilization through the information revolution. According to the development of information and communication the most important matter is information and information technique in the administration under information society. The administration makes the government officers, the governmental system and the administration service better. Also, the information system replaces the national management system by the electronic government. The National Tax Service is very important instrument of nation's financial income. Especially paradigm of The National Tax Service was by the introduction of the public management information system. The Information system in Tax Administration is TIS(Tax Integrated System), Knowledge management system of national tax service, HTS(Home Tax Service), Intranet, Internet Home Page and TIMS(Tax Information Management system). Also, the national tax administration was automazed on the basis of tax integrated system(1997). The primary factor of the information system in tax administration can be classified to two parts; the operation-management part and the information environment. As the operation-management parts, there are chief information officer, the interaction between various parts, outsourcing, literacy of information, and TIMS. On the other side, there are the security system, software, hardware, information network and the rate of tax compliance. Analysis and consideration of these factors shows the better way to the systemic development. When these factors can make good combine, synergy effects can be shown and the public management information system can be promoted efficiency. Then, the tax management information system can be developed. Thus, the tax administration can be developed, too.

      • 지방행정조직의 팀제 운영에 관한 연구

        Each country facing 21C in the world is trying to Reinvent Government introducing government reform and NPM to live the times of the change with openness and competition. These days, the idea of trying to reorganize through "Teams" has been spreading out among Korean firms. it could be said that as the economy gets into a Low-growth Era, Corporate expansion has become stagnant. This stagnation seems at least partially due to experience based promotion and the fatty situation of management positions used in most corporations. a more flexible operation system should be implemented to overcome this stagnation. Also with traditional bureaucracy situated in a vertical structure, it has become increasingly difficult to cope with the ever changing economic environment, government is less adept at handling the competition that seems to growing larger. In order to cope with such environmental changes, the government, like the enterprises needs a viable counteractive strategy, a change in government structure and strategy is required in order to improve the governmental handling of customer demands which are getting bigger and flexing to every environmental change at the Local and National Level. And then, the introduction of a Team organization to a local government is theoretically in that the weberian bureaucratic system of public organization changes into a flexible system, in addition, it is practically valuable since promptness in decision making at a team organization as well as high creativity of each member of the organization can be achieved more than at a conventional bureaucratic organization. In this study, a outline of the organizational management is suggested which can ascertain activation of the organization and efficiency of the administration. this organization is expected to give its clients high quality of service. this study shows the effectiveness of introducing the team system as follows : first, positive reaction to the change of administrative environment can be expected by elastic and flexible management of the organization, and residents can be provided with better administrative services through development of new policies. second, efficiency in administrative takes can be increased by prompt decision making, demonstration of individual creativity and increased responsibility and authority. third a lack of chances of promotion can be resolved by separating hierarchical grades and job grades. fourth, humanity and independence of members at work can be maintained by increased cooporation and activated communication among the members. Fifth, by preventing aging of managerial staffs, professional knowledge and accumulation of technical skills within the team can be promoted which would eventually enhance competence of the organization itself. However, in order for many local Government introduce a team system, the study shows such preparation as change of paradigm of the members, strong willness of the leader of the organization. construction of organizational environment which can reveal sufficiently the effectiveness of the team system, strategy to maximize morale of individual members, etc.

      • 統一韓國의 中央行政組織 統合方案에 관한 硏究

        지난 10년 사이에 소·동구권 사회주의 국가의 붕괴, 동서독의 통일과정을 지켜보았고 이러한 국제환경 변화추세에 맞추어 남북한간에도 대화와 교류협력이 이루어지고 있다. 2000년 6월 남북정상회담의 성사를 계기로 남북한 정상간에 「6.15 남북공동선언」이 맺어짐에 따라 남북한통합에 대한 기대와 전망을 불러일으키고 있다. 본 연구는 통일한국의 미래상을 남한체제 중심의 단일국가 형태로 가정하고 남북한 통합문제와 관련하여 논의될 수 있는 제분야중에서 일상생활에 가장 큰 영향을 미치게 될 행정분야 통합방안을 제시하고자 하였다. 먼저 제2장에서는 남북한 행정조직통합의 이론적 배경으로서 통일과 통합, 행정 통합과 행정 조직 통합의 의미를 살펴 보고동서독의 행정 통합 사례를 통해 한반도에 대한 시사점을 도출하였다. 다음으로 제3장에서는 입법·사법·행정의 3권 분립으로 상호간에 견제와 균형이 이루어지고 있는 남한의 국가 행정체제와 당과 수령의 영도에 따른 중앙집권적 국가인 북한의 행정체제를 행정체제의 구성원리, 조직구조, 행정체제의 특징 등을 중심으로 비교·분석 하였다. 다음으로 제4장에서는 통일의 휴유증을 최소화하고 통일국가의이상을 실현하기 위한 행정조직 통합방안을 제시하기 위해 통일상황에 따른 행정수요 예측, 행정조직 통합원칙, 행정조직 통합방안 등을 검토하였다. 남북한 중앙행정체제 통합방안으로 통일시기의 완급에 따라 북한지역을 분리 특별관리하는 방안과 남한 행정조직의 북한지역 확산관리하는 방안, 그리고 새로운 행정수요를 해소하기 위한 「비상치안대책단」, 「신탁청」 등 각종의 특별 기구를 신설하여 관리하는 통합관리 방안을 제시하였다. 끝으로 제5장에서는 본 연구가 남북한의 통일상황을 동서독의 경우와 같은 기능주의적 통일방식을 가정하고 있는데 동서독과 다른 남북한의 특수성을 고려할 때 이는 제한적일 수 밖에 없다는 한계성을 지니고 있지만 이제부터는 통일시대에 대비하는 실천적 연구 과제로서 남북한 행정체제 통합방안 모색을 위한 논의가 보다 활발히 전개되어야 할 것임을 제안하였다. During the past ten years, we had watched the collapse of the former Soviet Union and Communized East-European countries. In addition, according to the change of the international political circumstance, Inter-Korean dialogues and cooperations have performed vigorously. Especially, due to the successful achievement of the Inter-Korean Summit in June 2000, the possibility of the Korean unification has come to the Korean closely. In my dissertation, I mainly focus on searching for the way of unification in the administrative field, because it would influence greatly in the every normal life of the Korean people. Of course, I assume the main subject of the unification here is R.O.K. In the Chapter 2, as a logical background, I try to study the meaning of the Unification, Unity, Administrative Unification and Administrative organization Unification. Then, try to certify the lesson from the Case study of German Unification. In Chapter 3, I try to compare the National Administrative system of the R.O.K-maintains balanced power structure through the division of Administrative, Legislation, and Justice- and the North Korean which maintains the absolute power of the Great Leader structure. Through the comparison, I study the features of their Administrative organizing principle, organization structure, and the Administrative system. In Chapter 4, I try to find the proper methods of minimizing aftennath of Unification and carrying on the goal of the Unified state. In order to certify the fact, I focus on finding proper prediction of Administrative need, principle and method of Administrative unification. Thus, according to the setting the period of unification, I propose to establish several special organization such as the Emergency Safe Planning Agency, the Bureau of Trust e.t.c to solve the recruit the managing officials. Besides, I try to study how we have to manage North Korean region separately and. extend our Administrative system into the region. In Chapter 5, as the case of German and Korea should be quite different, functional approach may not be proper to make a theory for Korean Unification. However I do expect that such discussion will be performed actively.

      • 119應急醫療서비스의 福祉行政的 役割增進을 爲한 改善方案 硏究

        The purpose of this treatise lies in analyzing the role and real state of 119 EMS in Emergency medical system and seeking for the reform devices on the problems. To put it concretely it means to analyze whether emergency medical resources of 119 emergency company has kept the proper level for meeting the emergency medical welfare level of people and the qualitative level of service has done at the proper level to emergency patients. The problem found in the study results are like followings. First, emergency medical resouces show lower special character in the personnel departments compared to the satisfaction degree in the material departments. The possession rate of ambulance based on EMS needs reaches to 70%, on the other hand, the possession of special emergency personnel doesn't reached to 30%. In addition, the solution devices need because the difference among district are excessive. Second, the speed of transportation has raised up to the considerable level, on the other hand, the qualitative level of first aid on the patients is low, and the qualitative improvement is inactive because there's no valuation process on the transportation results. Third, there's no special medical band who can control the on-the-spot activities of emergency personnel and give direction to them. To raise the national medical welfare level throught 119 emergency medical services(EMS) by reforming these problems, several alternative of policy are provided. First, we have to arrange with balance emergency medical resources in every district by establishing the arrangement standard of 119 EMS company and increase the educational personnel for EMT(Emergency Medical Technician) raising process to improve the special character. Second, we have to prepare the guideline about on-the-spot activities of Emergency company and secure the special character on the emergency patients through qualitative improvement process judging emergency activities results. Third, I suggested the practice of 'Doctor car system' dispatching doctors to the spot directly to protect the life of patients over the treatment range of emergency construct, to guide on-the-spot activities of emergency company, and to arrange 119 guide doctors charging the education. In this treatise. I sought for the reform devices of 119 emergency administration to improve the qualitative level of the pre-hospital care. But, the continuous qualitative improvement activities on the whole system to provide proper medical service to all national people by developing the emergency medical system of our country to the level of the advanced country.

      • 統一以後 南·北韓 地方行政의 統合方案

        In the governmental setting of the 1960s-1970s, the policy role of bureaucrats was exceptionally dominant over the interest aggregation of organized political forces. Bureaucratic policy-making was too strongly advocated to argue against its prevalent role images. Korea now has the opportunity to match its socioeconomic progress with great politice-administrative reforms. If it succeeds in establishing a better administrative apparatus, it will have laid the foundation not only for enduring democratic progress but also for enduring economic prosperity. And administrative reforms should be directed to deregulation, decentralization, popular participation, and more openness in the government, shifting from bureaucratic authoritarianism to democratic autonomy. Anticipating the structural-functional changes of the government, a more adequate institutional framework should be grounded on establishing a new tradition of peaceful political leadership succession, increasing citizen participation, revitalizing local autonomy, realigning governmental roles, and strengthening law and order. Under upper background, this study was written. This study on the integration of south & north korean local administration which is focused on situations after korean unification are summarized as follows. In the beginning, I exhibited the object, the range, the way on this study. As theoretical background, first of all, I defined local administration. And I examined principal and direction of local administration integration. In this sector, several situations are examined; Administration ideology of korean after unification, political, economical, social consolidation situations, etc. And then, I listed integration theory which is related administration systems. To explain efficiency Local administration systems, it is necessary to examin Germany's example. Therefore, this, I examined East Germany and West Germany's Administration systems, integration process, and it's suggestion. To compare with South Korean Local Administration and North Korean's, I examined precedent studies and used secondary data which is related local administration system. Firstly, I examined local administration of South Korea and North Korea. And I compared with their systems. Secondly, I examined local administration area and class of South Korean and North Korea. And I compared with their area and class. Thirdly, I examined personnel management of public servant of South Korea and North Korea. From the analysis, I suggested stratigies for the Integration of South & North Korean Local Administration After Korean Unificationlocal. These are as follows : Firstly, I suggested to reorganization method of local administration organization.; general case, reorganization method of local administration organization, and early unification case, gradual progress case. Secondly, I suggested to unification methods of administrative area and class. Thirdly, I suggested to personnel management of local administration.; necessary personnel of North Korea area, dispatch of public servant of South Korean in North Korea Area, personnel management of public servant of North Korean. As a conclusion, I exhibited the conclusion on this study. And I sumarized this study.

        본 연구는 지방자치단체에 대한 감사제도를 체제론적 접근방법에 의해 연구함으로써 지방자치단체의 감사제도의 문제점과 개선방안을 제시하고자 한다. 특히 본 연구는 국회의 국정감사, 감사원 감사, 중앙행정부처의 감사, 지방의회의 감사, 지방자치단체 자체감사로 구성된 감사체제 중 자체감사제도에 중점을 두고 있다. 감사제도에 대한 검토에 앞서 지방자치단체에 대한 감사제도 분석방법으로서 체제론적 접근방법의 적용가능성과 분석의 틀에 대해 살펴보았다. 체제론적 접근방법이 감사제도와 환경과의 상호작용 분석, 각 감사제도 상호간의 관계와 지방자치 이념의 구현에 적합한 감사제도로서 자체감사제도의 확대 방안을 모색하는 데 유용하다는 것을 살핀 후, 이를 구체적으로 분석하는 데 쓰이는 분석의 틀은 조직체제, 인력체제, 집행체제로 설정하였다. 이러한 분석 방법에 의해 첫째로 지방자치단체 감사제도 중 자체감사제도가 주민과 행정이라는 관계에서 여타의 감사제도에 비해 주민의 이해를 잘 반영할 수 있는 효율성을 지니고 있음을 보았다. 다음으로 국회의 국정감사, 감사원감사, 중앙행정부처의 감사, 지방의회의 감사, 자치단체 자체감사로 나누어 그 현황을 살펴보고 문제점을 파악하였다. 감사제도의 문제점은 체제론적 방법론에 따라 감사제도 상호간의 관계 속에서 발생하는 문제점과 자체감사의 문제점을 조직체제의 측면, 인력체제의 측면, 집행체제의 측면에서 검토해 보았다. 먼저 감사제도 상호간의 관계 속에서 발생하는 문제로는 5중으로 이루어지는 감사 체계로 인한 중복문제, 지방행정의 전문화·특성화로 인해 감사의 전문성이 부족함으로써 발생하는 문제, 지나친 문책 위주 감사성향과 정치적 성격을 띠고 이루어지는 감사로 인하여 발생하는 문제 등을 들 수 있다. 다음 지방자치 단체 자체감사제도의 문제점으로는 조직체제 측면에서 자체감사기구의 독립성 문제, 자체감사요원들의 교육 훈련 부재 및 동기부여 미흡으로 인한 인력 부족 및 전문성 부재, 일상감사 미비 및 기관장들의 인식부족으로 인한 집행상의 문제 등을 들 수 있다. 이에 대한 개선방안도 두 가지 측면에서 검토해 보았다. 우선 감사제도의 전체적인 방향성으로서 국가적 감사의 축소와 자체감사 강화를 제기하였다. 이는 지방자치 이념의 실현에 부응하는 것일 뿐만 아니라 주민과 행정부의 관계를 더욱 밀접하고 투명하게 하여 행정서비스 질을 향상시키는 데 기여하게 된다. 이러한 방향성 하에서 감사제도 상호간에 발생하는 문제점을 극복하기 위해 외부 감사기능 축소 방안 감사권 분담 방안, 감사원감사와 국정감사 연계 방안, 감사정향 전환 방안 등을 제시하였다. 또한 위 방안들이 현실성을 가지기 위해서는 자체감사의 강화를 전제로 한다는 점에서 지방자치단체 자체감사제도에 대한 대안을 구체적으로 제시해 보았다. 감사기구의 확대 및 독립성 보장, 감사요원에 대한 교육 지원 활동 강화, 다양한 인센티브 개발, 교차감사의 실시, 일상감사 및 상위감사의 강화, 감사업무의 효율성을 위한 전산화, 주민들을 감사 행정에 유인할 수 있는 방안 등에 대해 살펴 보았다. This research work present the points and improvement method of audit system in a local autonomous entity through research an audit system for a local autonomous entity by a constitution theoretical approach method. This research work hold the point in particular at the itself audit system of an audit constitution organized itself audit in the audit of the national assembly, an audit department, the central administrative branch, a local assembly and a local autonomous entity. I inspected closely about an applicable possibility and a frame of analysis as an analytical method of an audit system about a local autonomous entity before an examination for an audit system. I established an organization system, a human power system and an execution system as a frame of analysis after inspect an usefulness of a constitution theoretical approach method as an audit system in audit system, an interaction analysis, a realization of the mutual relation in audit system and a realization of an idea for a local self-government. The first, I knew an efficiency that itself audit system of an audit system for a local autonomous entity is able to reflect well an understanding of inhabitants as compared with the other audit system in relation with inhabitants and administration. The next, I classified an audit system to the audit of the national assembly, an audit department, the central administrative branch, a local assembly and a local autonomous entity and inspected the status and grasped the points. I grasped the points in the mutual relation of an audit system and itself audit in the aspect of organization system, a human power system and an execution system. First of all, The problems in the mutual relation in audit system are referred to the overlapping problem due to the fivefold audit system, the lack of specialty for audit due to the specialization and special quality of local administration, an audit trend as the excessive censure, and political audit. The next, the problems of itself audit system for a local autonomous entity are referred to the independence of itself audit organization, the lack of training for itself audit staffs, the lack of manpower and specialization, and realization problem due to insufficiency of general audit, and the lack of understanding of a chief. I inspected closely an improvement method as the two side. First of all, I present the reduction of national audit and the strengthen of itself audit as a whole object. This contribute to realize an idea for a local self-government and to intimate the relation between inhabitants and administration dept, to improve a quality of the administration service. I presented the reduction plan of external audit function, assignment plan of audit right, connection plan between audit of audit department and audit of the national assembly, and conversion of audit trend. I presented an alternative plan concretely about itself audit system for a local autonomous entity. I inspected closely about the several plans like an enlargement of audit organization, a guarantee of independence, an enlargement of training for audit staffs, a development of variety incentive, a realization of crossing audit, an enlargement of general audit and superior audit, the information technology for efficiency of audit, and temptation of inhabitants to the audit administration.
