北韓의 對南戰略.戰術에 관한 硏究 : '南朝鮮 革命'論을 中心으로
Now, a half century have passed since Korean peninsula was divided, if there is only way to stop the Korean-people historial discontinuance their permament survival and prosperity. After we break "The revolutional theory of North Korea toward South Korea", it is accomplishing gathered ourselves wisdom and power. Up to naw, two Korea have attempted to seek acceptable proposals and methods to reform the division-situation, which was useless because North-Korea have adhered to her political system and ideology. As it were, they are always hidden their truth by advantage of force and peace, all the time spreading revolutionary manner by violence with their strategy and tactics. Therefore, if we would not apprehend their logic of strategy and tactics that is under the North Korea-system. We will fall in danger that their camouflage peace or various tactical trick. In chapter II, I mentioned. How to North-Korea have (receiving) the principle of the Max-Lennism and the ideal background of "The revolusionart theory toward South-Korea" which they called "Jo-che Idealism", "Violent revolution". In chapter III, I mentioned the strategy-view and main character of "the revolutional theory toward South-Korea" through "Rein forcement of the three revolutionary power" and North's point of view toward South. In chapter IV, I mentioned the process of North' militarization and the truth of North' Strategy, tactics. In a conclusion, it is necessary to give attention to the fact that North has not changed "The strategy toward south" but appearance. What is worse North Korea main forces to educete a political thought (= Idealism) and to mobilize labor to stop up disturbance by foreign ideas and tendencies after Pyeong-Yang festival. But even though North Korea keeps "The strategy toward South" which is dogmatism and military adventure and dictatorial system against the current. They cannot resist the open trend of international society for peace, supported by socialist states. We must know that it is opportunity for the North Korea to make revolution of the South. But if we didn't yield to each other in our rivalry in the course of democratization and express- ed struggle in all levels of society, confusion of ideology, the split of national opinion. What is most important has not changed the basic frame work of strategy toward South. Therefore We must keep in mind to comprehend the reality of North and equip with counter measure.

Recent industrial espionage has become a problem not limited to one region or one state, but applicable to the whole world. Considering the realities of domestic and international industrial technology outflow, one must conclude that Korea is no longer a safe zone. As the number of espionage cases is increasing year and year, a damage to the country's industries rises accordingly. So it is necessary for the Korean government to manage the industrial technology for the effective prevention and protection. In addition, Korean government should cooperate with the private agency for industrial technology prevention and protection. Therefore, in this paper I will analyze the realities of the current protection for the industrial technology then, search for reforming directions. This study approaches the issue from the position of emphasizing proactive measures against industrial espionage. Because industrial technology outflow done by industrial spy could be beyond imagination, one must come to the conclusion that prevention and protection are the ultimate method against espionage. This study was carried out by examining the reports and the analyses, of domestic and foreign literature and relevant agencies on industrial technology. In addition, for the realities of industrial technology outflow, research papers by the National Intelligence and Small and Medium Business Administration, which are in charge of industrial technology's protection in Korea, and academic periodicals of the relevant members of the academic community have been examined. Also relevant agency's websites, magazines, newspaper articles, and statistics have been looked into in order to understand the current industrial technology outflow-related trends. Especially this paper is completed policies with the question about how government and relevant agency cooperate against industrial technology outflow. Therefore I suggest some methods to solve the problems against industrial technology outflow. Above all, it is necessary to establish network-system between governmental institutes or between related institutes in private area, to make these ways effective and to vitalize connection between facilities related with this matter. Especially, to be professional for dealing with the industrial technology outflow, The Korean Association for Industrial Technology Security should check and aid weak point of private area. In addition, the government and private agency should expand an protection education of industrial technology, and give consultant on all related companies.
