Challenges for Innovative HRD in the Era of the 4th Industrial Revolution

This paper aims to link the basic structure of the 4th Industrial Revolution to skill needs and further to education, though there is little discussion in these domains. Much of the literature describes or analyzes the job characteristics related to the 4th Industrial Revolution without discussing the interlinkage inherent in the revolution. This paper seeks to give a better understanding of the whole range of features of the revolution and further discusses the challenges for innovative human resource development (HRD). It provides an overview of the technological competition in the 4th Industrial Revolution, the changes in the skills needed, the new labor practices, and the change in education focusing on new competences. Then, the paper examines the challenges for innovative human resource development.
Technological Characteristics by Industry and Innovation Strategy

This aim of the study is to show the necessity of implementing an industrial innovation strategy with consideration given to characteristics of the industrial technology. The relationship between industrial technological characteristics and innovation performance is analyzed by using an innovation survey as well as a human capital corporate panel (HCCP). The time-lag effect is also examined. Findings of the analysis show that high-tech industries have entered the post catch-up technology innovation stage in the mid-2000s, but low-tech industries still seem to stay in the catch-up stage. In terms of technology policy, the additional technology innovation support policy should focus on enhancing the innovation capability of the middle and low technology industries, since high technology industries are already developing their own innovation capability. It is necessary to strengthen capacity building through technical cooperation with technology consulting, rather than providing technical support through suppliers.

Many writings describe or analyze the job characteristics related to the $4^{th}$ Industrial Revolution without discussing the interlinkage of the revolution. It attempts to give better understanding the whole features of the revolution and further discuss about challenge for innovative HRD. It overviews the technological competition in the $4^{th}$ IR, the change of work with skills need and the new labor and the change of education focusing on new competence. After that, it brings the challenges for innovative HRD.

본 연구는 직업의 변화, 숙련의 변화를 분석하여 교육훈련 수요에 대한 시사를 얻고자 한다. 미국 직업정보(O*Nnet) 2010년 854개 직업정보와 2019년 968개 직업정보의 숙련수준을 분석하였다. 숙련의 변화는 기존직업 내에서의 숙련변화보다 새로운 직업을 통해 발생하는 것으로 여겨진다. 사회 전반적으로는 새롭게 등장하는 직업을 중심으로 분석 스킬, 기초 스킬, 관리 스킬, 문제해결 스킬, 학습 스킬, 사회적 스킬의 순으로 고려되는 것이 바람직하다고 여겨진다. 정보분석직, 기술직 에서 새롭게 등장하는 직업의 숙련수준이 동일 직종내 기존 직업보다 기능직 지향으로 해석된다. 기능직에서는 신규직업의 숙련수준이 전반적으로 기존 직업의 숙련수준보다 높아지고 있으나, 이러한 신규직업의 등장이 많지는 않다. 생산직에서는 신규 직업의 등장에 따른 숙련수준 변화가 기능스킬 보다도 사회스킬, 기초스킬 등이 강조될 필요가 있는 것으로 해석된다. This study aims to analyze the change of occupation and skill and to get an implication of the demand for education and training. Based on US O*Net(Occupational Information), skills level of 854 job in 2010 and 968 job in 2019 were compared. Changes in skills were appeared through new jobs rather than changes in existing jobs. Analytical skills in emerging jobs across society. Overall focusing on newly emerging jobs. it is desirable to consider in the order of analysis skills, basic skills, management skills, problem solving skills, learning skills, and social skills. Change of Skills in information analyst and engineers are interpreted to be more functional skill-oriented than existing similar occupations. In technician level, the level of skill of new occupations is generally higher than that of existing occupations, but the appearance of such new occupations is not much. In manual worker level, changes in skills are interpreted as emphasis on social skills and basic skills rather than functional skills.

This study aims to expand the future study methodology and to develop a methodology of future-oriented curriculum analysis with future skills needs derived from patent analysis. With the case of information security, the methodology is applied to the 16 universities, which have information security department in undergraduate course. From the results, the followings are suggested:1) for the increasing importance area including hacking, infiltration and PC security, a practical exercise should be emphasized; 2) for the convergence area including security policy, security legislation and OS security, proper faculties should be filed with recruiting field-based experts; 3) for the increasing importance area including professional area including security audit and information security protocol, the advanced curriculum related to graduate level should be provided.
Durability Improvement of Synthetic Dry Adhesives by Metal Coatings

<P>Gecko-like synthetic dry adhesives (SDAs) have adhesion comparable to that of a real Gecko’s foot, but with very low durability. To address this problem, self-cleaning or stiff core embedding methods have been proposed. However, the proposed methods require special locomotion or complicated manufacturing. In this study, we suggested a metal coating on synthetic dry adhesives to improve durability. SDAs were fabricated via PDMS. Then, metals such as indium, zinc, and gold were coated on the SDAs. The adhesion tests show that the indium- and zinc-coated microstructures have a higher shear adhesion strength than the noncoated ones. Also, the shear adhesion strength of noncoated SDAs was only 14.5% of the initial strength while that of the zinc-coated ones was 35.6% after 200 times of attachment and detachment. We could find PDMS debris and fractures on noncoated SDAs, which results in weakening of the adhesion strength. On the other hand, a relatively high hardness, strength, and stiffness of the zinc coating layers reduced the wear and fractures of the micropatterns, which led to an improved durability in the SDAs. From these tests, we can conclude that the metal coating method could improve the durability of the SDAs.</P>
