대ㆍ중소기업 동반성장 정책의 문제점과 개선과제

본 보고서에서는 최근 논의되고 있는 중소기업협동조합에 단가조정 협의 신청권ㆍ협의권 위임, 납품단가연동제, 중소기업 적합 업종제도 도입 등 대ㆍ중소기업 동반성장 정책은 시장경제 원리에 배치될 뿐만 아니라 장기적으로는 중소기업의 경쟁력을 저하시킬 가능성이 크다고 지적하였다. 보고서는 경제 원리로 풀어야 할 하도급거래 관계를 규제강화를 통해 해결하는 경우 대기업에 중소기업과의 거래에 따른 부담을 가중시키게 되어 대ㆍ중소기업 간의 거래를 위축시킬 것이라고 지적하였다. 아울러 납품대금 부당감액 및 기술자료 탈취ㆍ유용행위에 대한 입증책임을 입법을 통해 위탁업체로 전환하려는 것은 입증책임의 일반원칙에 어긋나는 것이고 징벌적 손해배상제도의 도입은 현행 법체계의 혼란을 초래하고 남소가 증대될 가능성이 크므로 현행 제도의 개선을 통해 해결을 모색할 필요가 있다고 주장하였다. 또 보고서는 진입제한 등으로 중소기업을 보호하는 제도는 일부 중소기업에 도움이 될지 모르지만 역설적으로 중소기업 전반의 효율을 떨어뜨릴 가능성이 크다고 지적하였다. 중소기업의 사업영역을 보호한다는 명분으로 정부가 사업이양권고 업종ㆍ품목을 중소기업 적합 업종으로 전면 개편하는 것은 기술과 시장수요의 변화에 대한 신속한 대응 미비, 적합 업종의 경쟁제한으로 인한 경쟁력 약화 등의 문제점을 발생시킬 가능성이 매우 크다. 따라서 사업이양 권고 업종ㆍ품목을 중소기업 적합 업종으로 개편하려는 시도는 유보하는 것이 바람직하다고 주장하였다. 보고서는 대ㆍ중소기업 간의 격차를 해소하고 동반성장을 통해 경제의 선순환을 가져오도록 하기 위해서는 낮은 성과를 내는 부문이 보다 높은 수익성과 생산성을 내도록 하는 방식이 바람직하다고 주장했다. 또 중소기업의 장기 경쟁력 향상을 위해서 중소기업의 회계투명성을 제고하고 과감하게 구조조정하는 것과 함께 부품생산 중소기업의 경쟁력을 향상시킬 수 있는 제도적인 지원체제의 개편이 필요하다고 주장했다.

The presence of teacher is very important and it could be the core of making success or failure of education. Thus, most countries have a training program and employment system school teachers for guarantees to school teachers' qualification and profession. Teacher qualifications can be obtained by law, teacher recruitment examination for school in Korea. The Praxis tests are taken by individuals entering the teaching profession as part of the certification process required by many states and professional licensing organizations in U.S. Korea teacher employment test consist of 3 groups(1st, 2nd, 3rd test), 1st test measure general and subject-specific Knowledge. The U.S. teacher certification test consist of 3 groups(Praxis I, II, III), Praxis II measure knowledge of specific subjects that K-12 educators will teach, as well as general and subject-specific teaching skills and knowledge. The purposes of this study is to review teachers' certification and recruitment system comparative analysis examination questions in the Korea and U.S. This will allow for suggestions in the Korean teacher librarian employment test system.

최근 정부가 추진 중인 판매단계별 유가공개를 골자로 하는 석대법 시행령 개정 추진은 재고되는 것이 바람직하다. 이 같은 조치는 경제적인 측면에서는 물론 법률적 헌법적 측면에서 많은 문제점을 초래할 가능성이 크다고 할 것이다. 정부는 정유사에 대한 유가인하 압력을 가하는 대신에 유가의 절반을 차지하는 유류세를 인하하는 것이 바람직한 물가 인하 방안 중 하나임을 인식할 필요가 있다. 최근 보고에 의하면, 유류세를 10% 내리면, 취발유 값은 리터당 74.6원, 경우는 52.9원을 내리는 효과가 발생하고 소비자물가 상승률도 0.19%포인트 낮출 수 있는 것으로 추정되고 있다. 유류세 인하를 적극 검토할 필요가 있다.

‘위대한 저서’의 토픽색인, 신토피콘의 구조와 효용성 분석에 관한 연구

Great Books of the Western World(GBWW) is a series of books published in 1952 by Encyclopædia Britannica to present the famous works in 54 volumes. The series is now in its second edition and contains 60 volumes. A syntopicon compiled by M. Adler is a two-volume index, published as volumes 2 and 3 of GBWW. The syntopicon was coined specifically for this undertaking, which means a collection of topics. Syntopicon lists, under each idea, is where every occurrence of the concept can be located in the collection’s famous works. This study aims to analyze the structure and utility of topic index, syntopicon in GBWW. The syntopicon consists of 102 chapters on the 102 ideas. Each chapter is broken down into five distinct sections: the introduction, an outline of topics, references, cross-references, and additional readings. The syntopicon can serve as a reference book, as a selection tool of book to be read, instrument of liberal education, instrument of discovery and research, syntopical reading of other reading material, development tool of convergent education, and analysis tool of works. ‘위대한 저서’는 1952년 브리태니커사에서 서양의 명저를 모아 54권으로 출간한 전집이며, 제2판은 60권으로 구성되어 있다. ‘위대한 저서’의 제2권과 제3권에는 애들러가 고안한 신토피콘이 포함되어 있다. 신토피콘은 ‘토픽의 집합’을 의미하는 신조어로써 전집에 포함되어 있는 저작의 위치를 알려주는 토픽색인이다. 본 연구는 ‘위대한 저서’에 포함되어 있는 신토피콘의 구조와 효용성을 분석하는데 목적이 있다. 신토피콘은 102개의 아이디어 단위(장)로 구성되어 있으며, 각 장은 개요, 토픽 구조, 참조, 상호 참조, 추가 독서자료 목록 등 5개 요소로 구분되어 있다. 이 신토피콘은 참고도서, 교양교육, 탐구 및 연구도구, 다른 자료의 신토피컬 독서 적용, 융복합 교육과정 개발을 위한 도구, 다른 저작의 내용 분석 도구 등의 가치와 효용성이 있다.

The standards for school library in America affected school library policy in US as well as worlds. The America standards for school library established by NEA for the first time in 1920. After the first standard established, America standards revised about 10 times to accommodate educational and technological changes. The Americas new school library standards 'empowering learners: guidelines for school library media programs' established by AASL in 2009. The guidelines are relevant to the 'standards for the 21st-century learner', 'standards for the 21st-century learner in action'. The guidelines expected to affect US as well as school library policy of worlds. Thus, this study aimed to analyze the 'standards for the 21st-century learner' and 'standards for the 21st-century learner in action'. The standard for 21st-century learner offer vision for teaching and learning to both guide and beckon our profession as education leaders. They will both shape the library program and serve as a tool for library media specialists to use to shape the learning of students in the school. The standards for the 21st-century learner in action offer how are AASL's new learning standards, the standards for the 21st-century learner, incorporated into the school library.

In the case of IIc type of early gastric cancer occuring from the area of ulcer sear, endoscopic differentiation between it and beoign ulcer scar is occasionally very difficult, due to the absence of characteristic malignant features. The presence of the irregular granular mucosal changes on the area of ulcer scar may be very helpful in the differential diagnosis between early gastric cancer and benign ulcer sear. And underetanding of the malignant cycle of early gaetric cancer is very important for the diagnosis of the depressed forms of early gastric cancer, We experienced and report a cases of IIc type of early gastric cancer diagnosed before operation by the endoscopic finding of irregular granular mucoeal changes on the area of ulcer scar and showing part of malignant cycle.
