노인범죄자는 수용시설에서 그들의 연령층에 적절한 재사회화 학습과정을 충분히 거치지 못한 채 사회로 복귀하게 된다. 다시 말해 급속도로 변화하고 있는 현대 사회 의 새로운 규범이나 질서, 가치, 행동, 지식, 기술 등의 습득을 미처 학습하지 못한 채 사회로 진입하게 된다는 것이다. 근래 우리나라 노인범죄 재범률 증가는 노인범죄자의 출소 후 당면하는 생계 문제 와 사회적 환경에 대한 직간접적 불만의 요인과 관련이 있다고 보아야 한다. 즉 노인 출소자의 사회복귀 실패요인으로서 사회 내 편견으로 인한 심리적 위축, 경제활동 제 약, 건강 문제 등 복합적 문제가 작용한다고 할 수 있다. 이처럼 노인출소자에게 절실한 노후문제 대책은 출소자 개인의 인권뿐만 아니라 우 리사회의 질서와 사회적 공존 확립이라는 가치를 이루는 데도 의미가 있다고 본다. 따라서 이 연구의 목적은 노인출소자의 안정적인 사회생활을 위한 보호복지 대책을 모색하는 것에 의의를 두었다. 이를 위해 이 연구에서는 노인범죄 출소자의 보호복지 대책으로서 노인수용자 및 노인출소자의 심리 정서적 문제와 한국법무보호복지공단의 보호복지사업에 관해 살펴보았다. 그리고 구체적으로는 노인출소자의 재범 경로 과정 을 설명하였고, 특별처우 대상자 관점에서 공공체계와 민간체계의 연계 지원 체계를 제시하여 보호복지서비스의 필요성을 논의하고자 하였다. Elderly criminals tend to return to the society from prisons without receiving re-socialization learning process suitable to their ages. In other words, they enter the society without sufficiently learning new norms, order, values, behaviors, knowledge, and techniques of the contemporary society. Recently, the re-offending rate among old-age ex-prisoners has increased. The phenomenon may be directly and indirectly related with their hard livelihood they face after being released from prison, and their dissatisfaction with their social conditions. That is, they fail to be normal citizens because of various reasons such as psychological shrinkage to social prejudice against them, limits in social activities, and health problems. Finding solutions on such problems of elderly ex-prisoners are not only important in the respect of their human rights, but are meaningful in the aspect of social order and social co-existence. This study examined psychological, emotional problems of old-age prisoners and ex-prisoners as welfare measures, and protective welfare projects of Korea Rehabilitation Agency. The aim of this study is to search for protective welfare measures to elderly ex-prisoners to help them enjoy stable social lives. To fulfill the research aim, this study explained the re-offending path they tend to fall into, and suggested a supportive system to which the public system and the private system are linked in the respect of special treatment objects. It is necessary to provide them with welfare service. It is the way to prevent them from succumbing to repetition of crimes.
발달장애인 보호자의 자조 마을공동체 입주 동기 및 거주 경험에 관한 연구

This study was conducted to understand the motivation for admission and residential experience of guardians of the developmentally disabled among residents of Korea's first self-help village community for the people with developmental disability. To this end, the study was conducted by setting the research questions ‘What is the motivation of guardians of people with developmental disabilities to move into a self-help community?’ and ‘What are the residential experiences of guardians of people with developmental disabilities?’ For the study, research participants were purposefully recruited and in-depth interviews were conducted using a focus group interview (FGI). The results obtained by performing thematic analysis on the collected data are as follows. The first core category derived was about the life in the community before the guardian of the developmentally disabled entered the community, and the theme 'Life with loss of trust - the meaning of life in the community' was derived, and the second core category was in the self-help community. The theme of 'Trust finally restored - the meaning of a self-help community for people with developmental disabilities' was derived from the content about the life of. As subcategories for the first core category, the following subthemes were derived: 'A life judged and judged in the kingdom of normal', 'Enduring the stigma of abnormality', and 'A life of wandering aimlessly'. As sub-topics, the concepts of 'a community where the concept of normality has disappeared', 'a place where the division of time and the distance between spaces have collapsed', and 'an encounter of free beings' were derived. These results can be used as useful basic data to understand the community of developmental disability in depth and design policies that lead the lives of residents in a better direction.
