A Study on the Strategic NSDI Model for Developing Countries based on Korean Experiences

This study aims to establish a strategic NSDI (National Spatial Data Infrastructure) model for developing countries based on good practices in the Republic of Korea. The Republic of Korea is a unique country in the world, which has become a developed country from a recipient of international aid since the Korean War in 1950. The rapid economic growth can be mostly attributed to the IT technologies and the Republic of Korea’s NSDI efforts as a good practice could provide useful lessons for developing countries. This study consists of theoretical reviews, interviews of Korean NSDI experts, analysis for lessons learned, a summary of the lessons in terms of Six NSDI components and finally a strategic NSDI model for developing countries. The NSDI model is structured by (1) implementation strategies suggested for geospatial data, capacity building, geospatial platform, and cost-effective management with partnership, (2) a roadmap of important NSDI tasks and activities, and finally, (3) a harmonized approach for successful NSDI implementation.

For desirable ubiquitous web environments, one of the R&D projects by Korean Land Spatialization Group, has been done to develop a geospatial platform for customized land infor- mation and geospatial services. To make a better judgement for the investment in the project, analyses for evaluating value of the platform technology and others are done to propose better strategies for the future project management and commercialization of the platform technology. With review of theories and evaluation methods for the technological values, this study suggests 3 evaluating methods: cost approach methods, market approach methods, and income approach methods with focusing on the customized geospatial information platform technology. Results of the evaluation are as follows: the value(over 3,600 million won) estimated by using cost approach methods is larger than the value(over 2,200 million won) using income approach method. Based on evaluation time and methods, the estimated value of geospatial platform technology can be different. This study is performed in relatively early stage of technology developments and results of it will be a reference for commercialization of customized geospatial information platform technology.
지능형 도시공간정보 서비스 적합성 평가모델에 관한 연구

As demands of intelligent urban geospatial information services are increasing in u-Cities, development and use of service standards for the cities are required to make the services interoperable. Conformance tests can be conducted for the standards to implement the services more interoperably and consistently. To improve the interoperability between services, it is necessary to build an evaluation model for services in a perspective of conformance tests. In the context, this study reviews the related references and establishes a conceptual model of the conformance tests for the services and provides an application of the model to a monitoring service for flowing water quantity to prove its usefulness.

최근 수학에 대한 부정적인 학습태도가 초등학생들까지 나타나고 있다. 그러나 초등학생은 수학에 대한 학습태도가 확고히 굳혀졌다기보다는 학습 상황과 주변 여건의 영향을 많이 받는다. 이에 따라 초등학생들의 수학 학습태도를 형성하는 요인을 상황에 따라 구체적으로 조사하고 분석하고 수학 성취도에 따른 주요 요인의 차이를 연구하여 부정적인 수학 학습태도에 대한 해결책 모색과 긍정적인 수학 학습태도를 형성시키는데 시사하는 바를 알아내는데 그 목적이 있다. 초등학생을 대상으로 개방형 설문조사와 면담을 통해 형성 요인들을 분류하여 분석한 후 성취도별 주요 요인을 비교하였다. 그래서 초등학생들은 수학교과 자체 특성보다도 교사의 수학 수업방식에 따라 학습 태도가 좌우되었고, 시험불안의 경우 시험에 대한 부모님의 태도에 의한 것이었다. 그리고 초등학교 학생들도 수학만을 집중해서 가르치는 사교육의 영향이 컸다. 또한 성취도에 따라 주요요인에도 상당한 차이를 보였으며, 특히 성취도 '중'집단의 경우 부모님의 태도 및 학습 환경 등 외적인 요인에 의해 수학 학습태도가 크게 좌우되었다. The purpose of this study was to analyze concretely and minutely a primary factor of deciding attitude of learning mathematics of elementary school students, grope a solution for negative attitude of learning mathematics with researching a difference between major factors by achievement in mathematics, and examine a suggestion in forming positive attitude of learning mathematics. The results of this study is as follows. First, elementary school students decided whether they liked or disliked mathematics, depending on not only characteristics of mathematics, but also teacher's teaching mathematics with interest and fun, or teacher's teaching tediously and difficultly. Second, negative attitude toward mathematics exam of elementary school students was influenced by parents' meddling for exam and negative attitude toward result of exam more than uneasiness by exam itself. Third, as private education for elementary school students becomes more popular, the learning mathematics out of school can be an important factor to decide attitude of learning mathematics of students on several sides such as teacher, teaching method, method of presenting task, and so on as much as mathematics class in school, and characteristics of mathematics. Fourth, students demanded silent and concentrative atmosphere in studying to have positive attitude of learning mathematics. Fifth, as the result of examining major factors that form attitude of teaming mathematics of groups by achievement in mathematics, there was considerable difference in each group. Students in a group of ‘upper’ and ‘lower’ disliked parents' meddling and rebuke, but it didn't change greatly their attitude toward mathematics exam. However a group of ‘middle’ showed the greatest uneasiness toward an exam, and they reacted sensitively to parent's rebuke, scolding, learning environment, and so on.
