부산지역 소형평형 공동주택의 공간별 변화 및 특성 : 1990년부터 2013년 현재까지

1960년 이후부터 현재까지의 아파트는 평면과 구조, 재료 그리고 관련 법규 등 많은 부분에서 변화와 발전이 거듭되었다. 또한 사회, 경제의 발전으로 사람들의 생활환경도 변화되었고, 생활환경의 변화는 건축 공간의 변화를 이끌어 내었다. 따라서 본 연구에서는 1990년부터 현재까지 부산에 건립된 소형아파트(85m2이하)를 대상으로, 실내공간을 기능적으로 분류하여 공간의 변화를 분석하여 특성을 알아보고, 소형 아파트의 향후 계획방향을 제시해 보고자 한다. 연구를 위하여 공동주택, 아파트, 건축법규 등에 관한 선행연구들을 문헌조사 하였고, 연구 대상의 선정을 위하여 부산광역시 의무 관리대상 공동주택(아파트) 주택법 제48조에 의한 아파트를 부산광역시 16개 구, 군별 10여개 아파트로 선정하여 설계도면을 분석하였다. 소형아파트 공간의 변화요인을 파악하기 위하여 기능 공간(현관, 주방, 거실, 욕실, 주 침실, 부속 공간)으로 분류 하였다. 그 결과 1990년대 현관은 벽체가 없는 통로의 기능이었으나, 2001년경 현관이 넓어지고, 현재는 수납의 기능이 강화됨을 알 수 있었다. 또한, 주방은 과거 기본 가사의 기능에 충실했으나 현재는 LDK복합기능 공간이 되었으며, 주 침실은 확장형 발코니의 활용으로 거주자의 생활 습관에 맞는 디자인이 가능한 가변화된 공간으로 발전되고 있음을 알 수 있다. 6개 공간(현관, 주방, 거실, 욕실, 주 침식, 부속 공간)에 대한 결과는 3가지 결론을 이끌어 낼 수 있다. 첫째, 발코니의 확장으로 생활공간의 유효 면적이 증가 되었으며, 둘째, 경제수준의 향상과 삶의 질에 대한 소비 욕구의 증가로 건축 재료의 고급화가 가능해 졌으며, 마지막으로 건축기술의 발달로 가변적인 공간구축 가능해 짐에 따라 사용자 요구에 충족되는 디자인이 다변화 될 수 있게 되었다.
BF인증 건축물에 대한 유니버설디자인 측면에서의 평가와 개선방안
Since 2000, an aging society in Korea has been regarded as a social problem with rapid increase of the elderly population. The population of the disadvantage for the elderly and the disabled are increasing and the various policies have accordingly been implemented. One of the representative laws to protect the disadvantaged is 'ACT ON GUARANTEE OF PROMOTION OF CONVENIENCE OF PERSONS WITH DISABILITIES, THE AGED, PREGNANT WOMAN, ETC'. The Ministry of Land and The Ministry of Health and Welfare prepared 'Barrier-Free Certification' to guarantee the basic human rights of the disadvantaged. However, Barrier-Free Certification which is mainly concentrated on visually disabled people and physically disabled people can cause discrimination problem. Universal Design is designed for everyone and it is used without distinction between the disadvantaged and the general public. Not only the disabled but also the pregnant women, the elderly, and the foreigner can conveniently access facilities regardless of age, gender and language. This study re-analyzes barrier-free certified buildings based on Universal Design and provides improvement directions of the future evaluation guidelines. The scope of the study designated five office buildings certified by Barrier-Free in Busan and Gyeongsangnam-do Province. Based on the ACT ON GUARANTEE OF PROMOTION OF CONVENIENCE, GYEONGGGI-DO UNIVERSAL DESIGN GUIDELINE, DAEJEON UNIVERSAL DESIGN MANUAL, the evaluation criteria were established and it utilized five point scale. As a result of analyzing, the buildings currently certified by Barrier-Free Certification were composed of convenient door types and doorways rather than general buildings and excellent facilities such as convenience facilities for people. On the other hand, sanitary facilities and rest facilities were inadequate by comparison with other facilities. Moreover, the results of Universal Design Evaluation Criteria showed that there were many cases which were less than average three points. Especially in the evaluation elements of Universal Design, the necessity of provision and space planning of convenience were emerged. For these reasons, the necessity and applicability of Universal Design Evaluation Criteria was verified and it could be used as the baseline data to establish Universal Design Evaluation Criteria. According to the results of the study, the problems of Barrier-Free Certification system are revealed and the contents are as follow; 1) Because Barrier-Free Certification is graded on the total scores of six categories, the final score can be lopsided and minimum design or minimum construction could be implemented to obtain the corresponding grade. Therefore it is measured that additional black marks and strict rules should be applied to complement it. 2) In the enforcement of the certificate system, recognition is low and the number of activation of certification is few because current benefits are not being realized. Therefore, the city governments or local governments need to come up with and effective counterplan to encourage applicants to participate in certification such as proposing supporting policies. 3) Even though Barrier-Free Certification is enforced nationally, Universal Design is restrictively enforced by municipal governments, and most of municipal governments do not enforce it in practice. It is expected to be more inclusive society if specific case studies and continuous researches of U.D are reflected in the system and policies as similar design elements of different concepts.
베트남 지하철역사 디자인가이드라인 수립을 위한 한국 지하철 사례 연구 : 유니버설디자인 평가를 중심으로

지하철은 도시 사람들을 위한 기본적인 교통수단이며 지하철역의 환경 디자인으로서 편리성과 안전성이 고려된 계획되어야 한다. 유니버설 디자인은 모든 사람이 쉽고 편리하게 사용할 수 있는 제품과 환경을 만드는 디자인이다. 본 연구의 목적은 유니버설 디자인 원리를 기준으로 한국의 지하철역의 시설을 평가하고 분석하여 향후 베트남의 지하철역 디자인 방향을 제안하는 것이다. 본 연구는 문헌연구와 사례조사, 현장조사 방법을 사용하였다. 한국의 지하철역 중 부산 3호선, 대구1호선, 서울1호선, 인천1호선을 표본대상으로 선정하였다. 그 후, 건축전문가 3인이 현장조사하고 평가 및 분석하였다. 결과적으로 한국의 4개 지하철 노선은 높은 기동성과 편리한 사용을 할 수 있도록 하였고, 쉽게 이해할 수 있도록 정보를 표기한 것으로 나타났다. 지하철역의 유니버설디자인 원칙 적용 및 편의시설 설치현황 평가를 통해 가장 큰 장점이 나타났으며 다음과 같다. 한국 지하철역 분석 결과 지하철역 입구 접근 서비스, 엘리베이터 대신 휠체어 리프트, 경사로 대신 계단, 접근 가능한 화장실, 접근 가능한 매표소와 자동 판매기, 선형블록의 돌출선 점형블록의 돌출점, 점자 사인, 음성 및 영상 정보 체계, 예약된 연결, 승객 정보 전달용이, 다국어 발표문, In/out 티켓 장비 운영, 승강장 스크린도어, 스마트 카드 발권 및 역식별 기능 등이 대표적으로 우수한 것으로 평가되었다. 본 연구의 결과를 바탕으로 결론을 도출하면 다음과 같다. 첫째, 한국의 지하철 역사에 대한 유니버설 디자인 적용은 비교적 잘되어 있다. 둘째, 한국의 유니버설 디자인 경험을 통한 지하철역 디자인을 베트남 지하철역 디자인에 적용 가능하다. 셋째, 유니버설 디자인 원리를 지하철역사 계획 단계에서 부터 고려되어야 하고 건축가와 시공 관리자들과의 소통이 필요하다. 넷째, 베트남 정부 정책에 유니버설 디자인 반영이 필요하다. 마지막으로 본 논문의 한국 지하철 역 평가는 향후 역 발전에 도움이 될 기초자료로 쓰일 수 있을 것으로 기대한다. 이를 통하여 향후 베트남의 지하철역 다음과 같은 방향으로 발전되어야 할 것으로 생각한다. 유니버설 디자인 특성과 지속 가능한 환경 친화적인 특성을 지하철 역사에 반영할 필요가 있다. 방문객에게 지하철역을 쉽게 인식시키기 위해서는 베트남 지역의 문화적 요소를 강화하고, 지역사회의 특성 및 지역의 정체성을 역과 연계한 디자인이 필요할 것이다. 베트남에서 실제 디자인을 위한 유니버설 이동라인, 유니버설 시설, 유니버설 통로, 오디오 및 시작 정보 시스템, 유니버설 사인, 역의 특징을 통해 알아볼 수 있는 사인 시스템과 같은 분야에 집중할 필요가 있다. 베트남 지하철역과 관련된 미래 지침서에 유니버설디자인 원칙 적용이 필요할 것으로 생각한다. The subway is the basic means of transportation for people in the city, and that should be planned to consider comfortability and safety for the environmental design of the subway station. Universal Design is a design which creates products and environments that everyone can use easily and conveniently. The purpose of this study is to evaluate subway stations facilities in South Korea by Universal Design principles to suggest subway stations design directions in Vietnam. Literature review, case study, and site-visits were used as study methods. This study performed the case studies of Busan subway line 3, Daegu subway line 1, Seoul subway line 1, and Incheon subway line 1. Later on, the case studies were surveyed, evaluated and analyzed by 3 evaluators who have design architecture background. The results showed that the four subway lines in South Korea appeared high mobility, easy utilization and information easilly understood. The best elements are found out through the evaluation of installation status of convenient facilities and application of Universal Design principles in subway stations. The best elements are as follows: accessible service entry gates at subway stations, elevators instead of wheelchair lifts, ramps instead of stairs, accessible restroom, accessible ticket office and vending machines, tactile warning tiles and tactile directional tiles, braille sign, audio and visual information systems, scheduled connections, good passenger information, multi-language announcements, operational equipment of ticket barrier in/ out, platform screen doors, smart card ticketing and stations identifiable. Based on the results of this study, the conclusions are as follows: First, the Universal Design applications of South Korea’s subway station designs are very well. Second, South Korea cases for the experiences of Universal Design can be adapted in Vietnam’s subway station design. Third, Universal Design principles should be considered in the beginning stage of the planning of the subway stations, and the communications for architects and managers are essential. Fourth, Government policy needs to reflect the Universal Design. And final, the subway stations evaluation in South Korea provide an advice on how transfer station development and future expansion can reflect the users. Further, the important suggestion which the policy makers and architectural designers should keep in mind are: Need to integrate Universal Design features and environmentally sustainable features into architectural design. Need to strengthen the local cultural aspects and link the stations with local history such as the characteristics and identities of the community. Need to have the best elements that concentrate on the areas such as Universal movement lines, Universal facilities, Universal walkways, Audio and visual information system, Universal signage and Stations identifiable for a practical design at Vietnam. Need to apply Universal Design principles on the subway station guidelines which will help to develop a new designed standard in Vietnam.
유니버설 디자인 원리에 따른 여성전문병원 시설 분석연구
본 연구에서는 부산시 여성전문병원시설을 대상으로 유니버설 디자인의 원리에 따른 시설을 평가, 분석함으로써 실태를 파악하고 앞으로의 건축계획에 있어서 디자인 방향을 모색한 결과, 다음의 결론을 얻을 수 있었다. 첫째, 여성전문병원 병동부의 유니버설 디자인 원리를 기초로 쾌적성, 수용성, 지원성, 안전성, 접근성의 5개의 개념으로 구분하여 조사한 결과 접근성이 가장 양호한 것으로 나타났으며, 다음으로 쾌적성 - 안전성 - 지원성 - 수용성으로 나타났다. 이것은 현재 여성전문병원의 접근을 위한 문턱제거, 세면대 및 무릎 공간 등의 요소는 양호함을 알 수 있었으나, 사용자들의 움직임을 고려한 행태적 요소들이 부족함을 알 수 있었다. 따라서 광범위한 사용자들의 선호도를 고려하여 칸막이 설치, 이동성이 있는 가구 등의 시설들로 개선되어야 할 것이다. 둘째, 조사대상의 병동부는 온도, 채광, 환기, 마감재의 조절성 측면에서는 전반적으로 우수하였으나, 병실의 조명은 일반적인 실의 조명과는 달리 환자가 누워서 천장을 바라보게 되므로 눈부심을 방지하는 조명계획은 족한 것으로 나타났다. 따라서, 병실의 조명은 간접, 반간접 조명방식을 선택함으로써 환자의 심신안정을 고려한 휘도방지들의 시설들로 개선되어야 할 것이다. 셋째, 여성전문병원은 생명탄생을 준비하는 공간적 의미를 가지고 있으므로 병원 분위기가 아닌 가정적이고 편안한 분위기가 보다 요구된다. 그러나 조사대상 시설 모두 마감재, 가구, 소품 등의 특성들은 친밀감과 안정감을 주기에는 부족한 것으로 나타났다. 따라서 사용자들의 시각적 ? 심리적 측면에서의 따뜻함과 포근함을 줄 수 있는 친환경 마감재 사용을 위한 공간으로 개선 되어야 할 것이다. 끝으로, 본 연구는 여성전문병원의 주요생활공간인 병동부로 한정하여 분석하였으나, 향후 외래진료부, 중앙진료부 등의 타 공간으로 범위를 확대할 필요가 있다. 또한 환자의 치료적 효과를 위한 사용자들의 요구를 면접이나 설문조사를 통해 심층적으로 파악하여 개선해 나간다면 여성전문병원을 이용함에 있어 좀 더 나은 환경을 도모할 수 있을 것이라 판단된다. As the improvement in the quality of life, enhanced economic life level in conjunction to well-being, and increased concept of the women's heath, several special hospitals for women to care their life span health come on recently, regarding delivery as a special concept not as simple medical care. As those hospitals are now breaking down into more specific ones based upon its function, suitable construction plans are important for physical environment. Therefore, the purpose of this study is to propose the improvements by researching the physical environment of Women's hospital pavilion based on the universal design theory. This study was to cover eight Women's hospitals in Busan, which registered by the Health Review Agency in 2008. They were examined by field research, taking pictures, and studying previous studies, using five universal theories coming through literature research. This study developed analysis frame with based on Mace's universal design which proposed four theories and Connell's seven theories, applying and analyzing previous researchers' universal design theories. With those theories, we derived five concepts as comfortable, accommodation, support, safety, access. Based on those five theories for analyzing Women's hospitals, we have three dimensional results as followings. First, whole facility inspection was not a satisfied level yet. Access was the best among five concepts and then comfortable, safety, support, and accommodation, respectively. We found that removing a doorsill, roomy washstand and space for knee movement for easy access was good but there needs to have more specific movement element for considering user's movement. We need to have improved facilities such as placing a partition and easily movable furniture according to user's preferences. Second, Hospitals which was examined in this study, control side related to room temperature, light, ventilation, finishing materials was excellent. However, a ward light system needs to be changed for patients eye blinding, which it was not same as a usual light system because patients mostly spend their time to lie down in a ward. Therefore, we need to select and improve for ward lighting as direct and/or indirect lighting way so that we can provide comfortable space for patients. Lastly, Women's hospitals need to be not hospital atmosphere but homely and more comfortable because they are the places for preparing a birth. However, all examined facilities in this study were in short of intimacy and a sense of stability especially for finishing materials, furniture, and other needed stuff. Therefore, we need to improve interior spaces made by nature- friendly finishing materials which make users to feel warm and comfortable in visible and mental side.
한국영화속에 나타난 현대건축에서의 유니버설디자인 실태조사 : 감성요소를 포함한 분석틀을 이용하여
20세기의 디자인은 획일적 디자인으로서 다양한 사용자의 요구를 반영하지 못했던 디자인이다. 그러나 21세기는 편의 증진에 따른 생활의 여유가 생기고 이에 대한 기준이 높아짐에 따라 보편적 디자인 요소를 필요로 하게 되었다. 소수가 아닌 다수를 위한 디자인 개념인 유니버설 디자인에 관심을 가지는 추세가 되었다.건축물과 영화의 수용적 공통점으로써 사용과 지각, 촉각과 시각을 통해 이루어지게 되며, 영화의 장르별 속성과 건축의 상관관계를 봄으로써 유니버설디자인의 무한한 요소를 규명하여 현대건축에 유니버설디자인의 적용의 정도를 봄으로써 건축물의 개선책과 앞으로의 현대건축의 유니버설디자인의 적용책을 살펴보고자 한다. 현대건축과 한국영화와의 상관관계를 봄으로써 현대건축의 유니버설디자인적인 새로운 설계동기를 제공하기 위한 토대로 활용하고자 하는데 목적을 두고 있다.
유니버설 디자인 원리에 따른 부산시 노인전문요양시설 평가
Recently, as an advanced age of people have increased in numbers, a need for skilled nursing facilities have increased. Through this increase of advanced age people, there has been a large increase in percentage of elderly with dementia. The current skilled nursing facilities in Busan are environmentally not compatible for elderly with dementia. Therefore, an improvement to these skilled nursing facilities is needed. In order for an improvement to take place, a systematic assessment should be done. Through this study of skilled nursing facilities, analysis of every aspect of these nursing facilities can be made with the universal design concept in mind. This study will mainly take place in Busan where as of the year 2006, there has been 7 different skilled nursing facilities registered in the Human Health Services department. For this study, with the analyzation of many books, the analyzation of the different kinds of floor plans, and also by going to the different skilled nursing facilities, an accurate assessment of the nursing facilities has been made. Using the Universal Design principle, 6 different concepts have been concluded. With the examination and analyzation of the basic principles of the Universal Design in the different literatures, a basic concept for an accurate assessment of the skilled nursing facilities has been made. The Universal Design principle has provided 6 different concepts which are Supportiveness, Flexibility, Accessibility, Safety, Perception, and Amenity. Using these different concepts, the understanding of a more detailed assessment of the skilled nursing facilities in Busan has been concluded. The summarization of the different assessment conclusions are as follows: First, according to the total analysis of the different concepts, the 7 registered skilled nursing facilities have been shown to be below average. The highest-to-lowest assessment according to the 6 different concepts is as follows: Accessibility, Amenity, Safety, Supportiveness, Perception, Flexibility. Second, according to the analysis of the different spaces, the skilled nursing facilities each consisted of an entrance, a core, a corridor, a living room, a wandering pathway, a rest room, a public bath room, a dining hall, a multi-purpose room, a physio-therapy room, and a social room. Upon dividing the skilled nursing facilities into 11 different spaces, the different spaces were analyzed according to the 6 different concepts from the Universal Design Principle. In conclusion, the 7 registered nursing facilities in Busan, each had different personalities and according to their different personalities, each had different spatial arrangements. Overall, the 7 facilities had high Accessibility, low Flexibility, and Perception. Third, there are several different methods to improve these areas that have shown to be low such as Perception and Flexibility. In order to improve Perception, a direction understanding and way-finding etc for the elderly with dementia is needed, such as making the different signs around the nursing facilities more compatible with the elderly. Also, to make each space inside and around the facility more distinguishable, putting different finishing materials on the floor of each room can also help the elderly with dementia recognize which room they are in. Also, improving perception of the elderly with dementia can be done by placing glass windows and doors around the facility so that they can perceive the different changes in weather environment and they can also perceive the difference in seasons just by looking out the window. In order to improve Flexibility, personal adaptability for the different spaces provided at the nursing facility should be made compatible with the elderly. Also, personal treatment and rehabilitation environment must be made to be compatible with the elderly at the nursing facilities. Not only is it important to distinguish between mild dementia or serious dementia as it is done now, but also it is important to distinguish between the cause and effect of each dementia patient. This is important to minimize the effect of friction among the different patients. In conclusion, through this study, the total factors of the skilled nursing facilities has been analyzed through the 6 different concepts extracted from the Universal Design Principle. An understanding and analyzation of need for the skilled nursing facilities has become known. If we improve the factors of need for the skilled nursing facilities in this way, a better environment for the elderly with dementia is ultimately guaranteed.
Design Characteristics of Specialized Streets for Indonesia through Cases of South Korea

People access the street everyday regardless their abilities, age, and gender. Universal Design is a design which facilitated full range of human diversity. By applying Universal design principles, the specialized streets can be more functional and more user-friendly for everyone. This study examined five specialized streets of South Korea as a country experienced on developing various urban street designs based on universal design, and three specialized street of Indonesia as a country which still developing the more user-friendly public places. This study aimed to examine and compare the South Korea and Indonesia’s case using seven principles of universal design and eight sections of specialized street evaluation for suggesting Indonesia specialized streets design characteristics. The research methods of this study are literature study, case study, and site observation. The literature study was extracted and compiled from manuscripts, streetscape design books, and the universal design principles to construct evaluation sheet. Later on, the constructed evaluation sheets were used to examine the case studies of five South Korea’s specialized streets and 3 Indonesia’s specialized street. Finally, the specialized streets were analyzed on sites observation to suggest and develop specialized street design directions of Indonesia. The results of this study are: South Korea cases are better than Indonesia cases ; so the suggestions for Indonesia specialized street design characteristics can be obtained from South Korea cases; the local culture aspect consideration to support specialized street’s identity; urgency of implementing the direction into local regulations; and change of Indonesia urban development paradigm. Keywords: Specialized Street; Design Characteristic, Universal design, Case Study 사람들은 자신의 능력, 연령, 또한 성별과 관계없이 일상에 거리를 접근하곤 한다. 유니버셜 디자인 원칙의 적용으로 특화거리는 많은 사람들한테 더욱더 실용적이고 사용하기 쉬어질 수 있다. 본 연구는 유니버셜 디자인에 의한 다양한 특화거리로 디자인을 개발한 경험이 있는 나라인 한국의 5개 특화거리를, 또한 사용하기 쉬운 도시의 공공장소를 아직 개발하고 있는 중인 나라인 인도네시아의 3개 특화거리를 연구하였다. 본 연구는 인도네시아에 특화거리 디자인 특성을 제안하기 위해서 유니버셜 디자인의 7개 원칙 및 특화거리 평가의 8개 부문을 이용한 한국 및 인도네시아 사례를 조사하고 비교하는 데에 목적이 있다. 본 연구는 문헌연구, 사례조사, 및 현장조사를 활용한 방법으로 수행되었다. 문헌연구의 경우 다수의 원고, 도로경관 도서 및 평가서를 수립하기 위한 유니버셜 디자인 원칙에서 편집되었고 추출되었다. 향후, 수립한 평가서는 대한민국의 5개 특화거리 및 인도네시아의3개 특화거리를 평가하는 데 이용되었다. 마지막으로, 특화거리는 인도네시아의 특화거리의 디자인 방향을 개발 또한 제안하기 위해서 현장조사로 분석되었다. 본 연구의 결과로는 대한민국의 사례가 인도네시아 사례보다 더 양호한 것으로 나타나므로 인도네시아 특화거리 디자인 특성의 경우 특화거리의 독자성을 지원하기 위한 지역 문화상 고려, 지역 규정에 방향을 구현하는 긴급사항, 또한 대한민국의 사례로부터 얻을 수 있다. 핵심어 : 특화거리, 디자인특성, 유니버셜 디자인, 사례연구
부산지역 구·군청 시각장애인 편의시설 실태조사 및 개선방향
Going through industrialization, the economy in Korea has grown significantly. This, however, have brought about social issues such as the increase of a neglected class resulted by aging, capitalism and industrial accidents caused in the process of the industrial developments. Thus our society will need to put an effort in order to resolve these issues that lie ahead of us. The number of the disabled in Korea is steadily increasing due to congenital disabilities, aging and the increase of physical impairments from industrial accidents. Convenient facilities, specifically for the people who are blind or visually impaired, have been chosen as the subject of this thesis in the need for social supports for rising population of the disabled. Facilities for the visual disability have been neglected, even though the population with this particular disability accounts for the second largest portion of the total that of the disabled following physical disability and brain lesions. The field survey on facilities of 16 government office buildings in Busan has been conducted in this study. To elicit objective results, the checklists have been thoroughly selected by analyzing, charting and classifying ‘convenience improvement for the disabled Act’, ‘Disabled-friendly Design guidelines by Seoul Metropolitan Government’ and ‘A study on the convenient facilities for impaired persons on 2008’. In addition, in order to propose practical improvement guidelines, the questionnaire was carried out targeting the blind who have visited the government office buildings in Busan more than once. The following results have been elicited from the study. (1) Of a total of 57 criteria used for the evaluation of field study, 49 items of investigation excluding 8 items with duplicated contents on the assumption of possible repeated measurements for sensory organs (residual vision, auditory sense, tactile sensation and integrated sense) and others that affect the behaviors of people with visual disabilities are categorized into 4 visions, 41 tactile sensations, 7 auditory senses, 3 integrated senses and other 3 senses. From the above results, when the facts that most of the current laws and regulations on people with visual disabilities were established focused on their ability to perceive environments using tactile sensation and only items in which there were objective criteria were extracted from the samples of the items of investigation were considered, a perception method using tactile sensation was speculated to be the sensory organ that can choose the most objectified items. (2) As a result of an analysis on the details of the field study of convenient facilities for people with visual disabilities in 16 gu and gun offices in Busan, in the categories of the target facilities (mediation facilities, inner facilities, sanitary facilities and guide facilities), the average installation rate of the convenient facilities for people with visual disabilities accounted for 75% and that of the hygienic facilities was 83%, which was the highest while that of the guide facilities was 68%, which was the lowest. The above results are the mean of those of the 16 gu and gun offices and installation rate by each gu and gun office differs somehow. Based on the above results, the current level of the convenient facilities for people with visual disabilities by each facility could be grasped, and through a comparative analysis on the opening and year of construction of each district office, it was found that there was a correlation of difference between the opening and year of construction of the buildings and the installation rate of convenient facilities for people with visual disabilities. (3) If the convenient facilities for people with visual disabilities by each item of five categories are investigated, the reason for the occurrence of installation rate among the categories can be speculated. Each subsection can be divided broadly into parts of the architectural environment of the convenient facilities and items of the appropriateness for the installation of convenient facilities for people with visual disabilities. Since the parts of the architectural environment of the convenient facilities are the formative aspect of architectural space, they are closely related to new construction and reconstruction of buildings while the aspect of the appropriateness for the installation of the convenient facilities are closely related to the level of the consciousness of facility managers and users. Thus, by comparing and analyzing convenient facilities for people with visual disabilities for the items by each government office, a feasible method of planning the improvement of convenient facilities for people with visual disabilities by each government office could be drawn out. (4) The study based on demands and usability of the actual users of the facilities figured that people with visual disabilities depends more on braille pedestrian blocks and handles outside of the buildings and help from guides inside. The purposes of this study are to address and analyze the issues on convenient facilities for the blind in 16 government office buildings located in Busan and to use them for future references. Based on the results of the study, the followings have been proposed. First of all, the space planning for the convenient facilities should be conducted considering next 10 years from the new building program. Second, enhancing the utilization of the convenient facilities by instructing the managers is required. Lastly, mediation facility are needed to have guide equipments such as braille pedestrian blocks, and handles and cross separation and elimination of barriers should be taken into account for the access routes. Furthermore, as for the interior plan, guide equipments to the targeted site and proper assists from a guide are needed, and guide equipments to the inside of the building and room for the guide are needed to be considered in the exterior plan to reflect practical demands of the blind.
Although a ward office makes efforts to execute various welfare policies made for the disabled person, the convenient facilities are still lacking in support and maintenance. For this reason, this research investigated the condition of convenient facilities for the handicapped in Busan ward offices and then can come to the following conclusions. First, the rate of proper convenient facility installation for the handicapped in Busan ward offices is lower than other cities. According to a report executed in 2006, the average rate of whole country proper installation was 69.4%. But this study shows that the proper installation rate in Busan is 62.86% , unsuitable is 23.66% and non-installation is 13.48%. These rates indicate Busan city is in short support and maintenance. Second, the continuous establishment and development of facilities in ward offices is not enough. Comparing founding ward office date with installation rate, these should have been in direct proportion. If valid convenient facilities were set up from old times, the oldest building could show the highest installation rate. From the present state of convenient facility in ward offices, we can know that the condition of convenient facility was not changed and improved. Third, several convenient facilities for the handicapped are inadequate. For example, though there is an accurate space between braille blocks, when it is set, the size of other components was considered preferentially. Under this situation, in a dangerous place such as a step, accidents can happen because the space between Braille blocks is inexact. Besides supplement handles in a restroom or slope way is set without obeying the official regulations. If they were not solid, they could be exposed to a risk. And if they were not in an appropriate location, they could not be used. So imprudent convenient facilities for the handicapped will be a danger. Fourth, the convenient facilities for the handicapped have not been managed. The restrooms for the handicapped have been used for cleaning compartment and supplement handles in restroom have been an obstacle. These cases will cause difficulties of space efficiency and low frequency of use and finally bring indifference of the convenient facilities for the handicapped. At the end, the concerned’s lacking of understanding has to be removed. When designer or builder faced slope of ramp or sliding problems, they applied a 1/8 rule to each case. Because they have difficulties to judge a standard and apply Korean disability law to buildings. So a study for unclear regulations for convenient facilities will perform to avoid confusion related to application of design.
After the revolution in 1945, our country has experienced the great changes in the rapid industrialization and the ‘five year plan of economic development’ in 1960. Rather than a gradual change, this kind of rapid change caused problems related to populations and our society. Especially as baby-boomer generations after Korean War gets old, the number of aged people is increasing sharply and since the family is getting smaller with economical development, supporting that the elderly has become the crucial responsibility not only for the family members but also for our societies. The government makes plans and policies of the housing welfare for the elderly to regulate the elderly housing and medical welfare facility based on the Welfare of the Aged Act. However, it is not suitable for the elderly who have tendency to prefer familiar environments. Therefore, the necessity of the housing welfare extended from the family home environment is widely acknowledged. At the present, the senior congregate family is one of the most closest forms of elderly residential facilities extended from the family home. Senior congregate home is the elderly residential facilities that sublate to receive a standardized senior residential environment and provide a variety of service in the homelike surroundings. This is a similar concept with Group-home of USA and European countries. However, since it is in the primary stage of the operation, social norms are not clear and the plan of the living environment is not well established. In this research, temporal investigation of senior congregate family, which is one of the housing welfare for the elderly, was conducted and the result will be utilized as the basic data of senior congregate family in the future. In the research the field investigation of 10 senior congregate families located at Kyeongsang-do area was conducted and the questionnaire investigation was conducted for the analysis. The analysis method is separated in two standards: physical and psychological standard. Since the analysis of this study is based on related laws and regulations by Welfare for Aged Act, standards of senior congregate family represent the physical environmental standards and the same standards are reconstructed to represent psycological environment standards. Physical configuration assessment used the 3point scales and psychological assessment used 5point scales for the analysis. According to the results, it is indicated that the senior congregate families are still in the transitional stage, being unable to address definite architectural design standards. The living environments of the senior congregate families are regulated by the housing welfare facilities of Elderly Welfare Facilities and the set standards only indicate installation of facilities within the building and fire safety matters. Therefore, in the results of temporal investigation, the evaluations of each space are low due to the neglected characteristics of the elderly who have high needs for the external spaces where they can rest and spend leisure times. In addition, while the structural parts of the building like effective width received high scores after analysing the result of living environment of each family, the installation and standards of the facility like door knobs received low scores. These findings indicate that there is a possibility that the living environment can be improved by the will of the operators of the senior congregate families, and this would be the positive step for improving the future senior congregate families. Based on the survey results of senior congregate families in Gyeongsang-do area in Korea, three following directions are suggested to improve senior congregate families. 1) The senior congregate families should accept the demands of the elderly for aging in place, and should be installed in downtown area, not in the outskirts. 2)To meet the demand of the elderly for outer space, including garden, residential satisfaction in senior congregate family through outdoor space activation and the sense of psychological stability of the elderly should be considered. 3) The criteria regarding residential environments of the senior congregate home and the consistent standards related in Space Design will be required through the further study of the purpose, the method and the unit standard about the senior congregate home to make it effectual.
