      도시철도 건설공사의 공종별 위험도에 관한 연구 한인국 ․ 이종빈 ․ 장성록† 현대건설 ․ *부경대학교 안전공학과 ․ **부경대학교 안전공학과 A Study on the Risk Level of Work Types in Urban Transit Construction In Kuk Han ․ Jong-Bin Lee ․ Seong Rok Chang† Department of Safety Engineering, Pukyong National University †Corresponding author: srchang@pknu.ac.kr 도시철도는 과거 지하철이란 명칭으로 지하구간을 통행하는 철도를 의미하였지만, 점차 노선의 확대로 인하여 지하철 구간 外에 지상철 구간이 건설되기 시작하면서 도시철도란 명칭을 사용하게 되었다. 우리나라의 도시철도 건설 사업은 1974년 서울 도시철도 1호선을 시작으로 2014년 현재까지 40여년 동안 지속적인 공사가 진행되면서 6개 도시에서 28개의 노선이 운영 중에 있으며 현재 총연장 316km가 건설되었다. 도시철도는 현재 도시의 대중교통에서 중추적인 역할을 담당하고 있으며 그 위상에 맞게 국내의 건설경기 불황에도 불구하고 후속 노선이 지금도 지속적으로 건설 중에 있다. 도시철도 공사는 공사의 성격상 주로 대형건설사들이 시공사로 참여하고 있으며, 담당직원도 도시철도 건설 경력자를 배치하는 관계로 인하여 건설공사의 전문성이 상당히 높은 편이라 할 수 있다. 하지만 지난 시간 동안 축적된 건설능력에도 불구하고 지난 3년(2007-2009)간 발생된 도시철도 건설공사의 재해율은 1.63으로써 타 건설공사에 비하여 높은 수치를 나타내고 있다. 도시철도의 건설공법은 지속적으로 개선되었지만, 작업장의 작업여건은 여전히 낙후되어 원활한 안전관리에 저해요인으로 작용하고 있다. 도시철도 건설이 지속적으로 진행됨에 따라 화재안전성, 유지보수체계, 도시철도차량의 고가선로 비상대피, 도시철도 차량 차륜재의 다축 피로강도, 도시철도차량에 적용할 수 있는 위험도 매트릭스 개발 등 도시철도 운영의 안전성 확보에 관한 연구는 활발히 진행되고 있으나 도시철도의 건설 중에 발생되는 위험에 관한 연구는 제대로 이루어지지 않고 있는 실정이다. 따라서 본 연구는 향후 지속적으로 건설될 예정인 도시철도 건설공사에 따른 산업재해를 감소시키기 위한 목적으로 도시철도 건설공사에 종사하는 안전전문가를 대상으로 계층분석법 (AHP ; Analytic Hierarchy Process)을 이용하여 도시철도 건설공사 수행시의 위험성을 판단하기 위한 기준을 도출하였다. 더불어 위험성 판단 기준을 바탕으로 도시철도 공사의 6개 공종(토목, 건축, 기계설비, 궤도, 전차선, 신호, 통신공사)에 대한 위험도를 분석하였다. 본 연구의 수행을 통해 도시철도 건설공사시의 공종별 안전대책 수립 및 공종별 위험도에 안전인원 및 장비, 그리고 비용의 효율적인 투자를 위한 기초자료로서 활용이 가능할 것으로 판단되며, 이와 더불어 사고 근절 및 감소에도 기여할 것으로 사료된다.

    • 건설현장 안전관리자의 근골격계질환 인식 조사

      근골격계질환의 특징은 자각 증상이 주관적이고 질병이 복합적이며 작업이 단순하고 유해인자가 모호하며 작업환경 측정, 평가의 객관성이 모호하다. 근골격계질환 예방 및 관리를 위해서는 유해요인 조사 등 예방, 사업에 대한 점검이 필요하고 조기진단과 조기 요양이 필요하며 근골격계 산재환자의 요양기간 및 요양의 질 관리가 필요하다. 근골격계질환은 사망으로까지 연결되지는 않지만 완치가 어렵고 재발이 쉬우며, 요양 기간이 길어 경제적 보상비용이 매우 크다. 따라서, 근골격계질환을 완전히 없앨 수는 없으며, 예방이 최선이라 할 수 있고, 이를 위해 조기발견, 작업환경 개선, 적절한 의학적 조치 등을 취하는 것이 필요하다. 건설현장의 안전관리자를 대상으로 설문조사를 실시하여 2010년 발표 자료와 비교하여 근골격계질환에 대한 인식변화를 확인하고 현행 예방정책의 건설현장 적용 가능성 등 그 문제점과 개선방안을 찾아내고, 이를 토대로 건설근로자 근골격계질환 예방을 위한 방향을 마련하고자 한다. 조사 결과 안전관리자가 보는 근로자의 안전 의식수준은 비교자료보다 높아졌지만 그래도 미흡하고 사업주의 의식수준은 낮아졌으며 근골격계질환 인식 정도도 낮아졌다. 근골격계질환 발생원인은 근로자 안전의식 부족이 가장 많게 나타나 근로자 탓으로 돌렸고 예방정책에 대한 인식 정도도 낮게 나타났다. 사업주의 의무 이행 여부도 잘 지키지 않는 것으로 나타나 근로자 안전의식을 제외하고는 전반적으로 더 낮게 나타났다. 20년 이상 경력자는 그나마 인식이 되어 있으나20년 이하 경력자는 인식이 낮게 나와 근골격계질환에 대한 관심과 의식을 높여 근골격계질환이 예방되도록 하는 대책이 필요하다.

    • 근골격계질환의 예방과 관련된 연구의 최근 동향

      Musculoskeletal disorders(MSDs) are injuries and pain in the body’s joints, ligaments, muscles, nerves, tendons, and structures that support limbs, neck and back. Main risk factors of MSDs include repetition work, task with heavy force, contact stress, and etc.. As the industrial developments, the incidence of occupational MSDs increase that excessive use of certain parts of the body and muscles. The purpose of this study were understanding types and trends of research through analyzing studies of MSDs during last 15 years and suggesting directions for future studies. This study analyzed 971 previous researches in Ergonomics and Applied Ergonomics, International Journal of Industrial Ergonomics, Journal of Ergonomics Society of Korea, and Journal of The Korean Society of Safety during 2000 to 2014. The keyword ‘musculoskeletal’ were used to search research papers and the researches were analyzed with Excel(MicrosoftⓇ. This study analyzed previous studies with 11 categories (publication year, country, method, apparatus, body area, work type, number of subject, data analysis method, cause of MSDs, and variable). Researches in Korea related with prevention of MSDs has been decreasing since 2010, Despite researches related with prevention of MSDs had been increasing annually. In addition, methodology of researches were almost used questionnaire studies using legal risk assessment, but work analysis and experiment studies was used little. Furthermore, there are a lot of studies for upper extremities and back, but studies for neck are little. The research of prevention of MSDs in service industry recently increased, as the patients of MSDs was increasing nowadays. Results of this study showed that more researches are needed for prevention of MSDs, and researches for the experimental study, researches for neck area and researches of office works were need.

    • 산업안전보건기준에 관한 규칙의 효과적 탐색과 이해를 위한 단어분포 지표와 Word2Vec 분석 방법

      The purpose of the Rule on Occupational Safety and Health Standards (hereinafter safety and health rules) is to stipulate the safety and health measures stipulated in the Occupational Safety and Health Act and specific instructions necessary for their implementation. However, the safety and health rules are broad and specialized, and the articles are intricately connected, making it difficult for users to navigate and approach key issues to be managed. Accordingly, in this study, the frequency, distribution, and relevance of terms included in the overall rules were analyzed in order for users to easily access the safety and health rules, and objects to be observed and methods for managing them were presented. To this end, statistical indicators were developed and applied to check the word distribution of safety and health rules, and items to be observed were summarized based on the connection between terms using the word embedding technique. First, the safety and health rules provided by the Korea Law Information Center were collected, and term distribution index were developed using the frequency and distribution of words extracted through text mining. The term distribution index derives whether it appears only in a specific chapter or in all rules through the ratio of the frequency of occurrence in all rule clauses to the frequency of occurrence in each chapter and clause. Through this, users can effectively explore for terms to be followed in a specific working environment and terms to be complied with in the overall working environment. Next, the Word2Vec algorithm was used to predict the surrounding words or the central word, and the words related to the previously derived key terms were visualized through t-SNE. This can help to prioritize the things that need to be managed first, focusing on key terms, without checking the overall rules. As such, it is believed that the results of this study can help the users to explore safety and health rules by understanding the distribution of words and visualizing key terms and related terms in the safety and health rules.

    • 선진 Bow-Tie 위험성평가기법을 활용한 근본원인분석에 대한 연구

      In chemical plants that handle toxic and hazardous materials under various operating conditions, Toxic and hazardous materials are highly likely to cause serious industrial accidents, such as fires, explosions, and toxic material leaks. In order to prevent serious industrial accidents, it is necessary to systematically analyze the large and small accidents that have occurred and find the root cause to prevent serious industrial accidents. Currently, under Articles 54, 55, 57, and 73 of the Enforcement Rules of the Industrial Safety and Health Act, all employers are obliged to report and investigate the cause of accidents and plan to prevent recurrence. The disaster investigation table in attached Form 30 of the Enforcement Rules is not enough to prevent serious industrial accidents by analyzing the cause of accidents and establishing measures to prevent recurrence of accidents due to unclear analysis method and guidance. Therefore, many companies have established measures to analyze causes and prevent recurrence through several accident cause analysis techniques. These day, many Korean companies use simple techniques such as 4M (Man, Machine, Method, Material), and 5-Why, and large and global companies use techniques such as Taproot, Systematic Cause Analysis Technology (SCAT) and Apollo to analyze the root cause. This study look into the functions of various root cause techniques, and found that most fundamental cause analysis techniques focused on the consequence of accidents. Therefore, it is lacked education to prevent recurrence of accidents due to poor cause and consequence relationship. I proposed a new method of combining the Bow-Tie technique, which is a risk assessment technique, and the 5 why cause analysis technique, so that the relationship between the cause and consequence of the accident can be easily identified through new technique. 본 연구의 목적은 화학공정에서 발생할 수 있는 복잡한 공정사고에 대하여 Bow-Tie 위험성평가 기법과 5Why 기법을 활용한 근본원인분석에 대한 연구이다. 현재 산업안전보건법 4조, 10조, 13조 시행규칙 4조 등에 따르면 사고 조사/보고/통계 관리 의무가 존재한다. 그러나 산업안전보건법에 따른 재해조사표 작성 시 사고원인의 기준, 가이드가 불명확하며, 고용노동부 통계자료는 사고 근본원인이 제시되지 못하고 있다. 현재 국내에서는 4M, 5Why 등의 간단한 기법들이 사고조사에 많이 사용되고 있으며, 해외에서는 Taproot, SCAT, Apollo 등의 기법들을 사용하여 근본원인분석을 하고 있다. 이러한 기법들은 사고의 발생 인과관계와 원인 결과가 별도로 정리가 되를 하며 재발 방지를 위한 교육 및 배포에는 어려움이 있다. 본 연구에서는 이러한 단점들을 보완하기 위해 인과관계에 따라 다이나믹하게 위험 분석할 수 있는 Bow-Tie 기법과 5Why기법을 근본원인분석에 활용하였으며, 새로운 근본원인분석 방식을 통하여 사고결과보고서를 통해 사고의 인과관계와 최악의 경우와 그를 방지하기 위한 각종 방호벽들을 한눈에 볼 수 있으며, 이를 통해 재발방지교육에도 효율적으로 활용할 수 있는 방안에 대하여 제시하였다. 우선 앞서 거론된 여러 가지 원인분석기법들에 대한 선행조사를 하였으며, 각 기법들의 기능적인 부분들에 대하여 비교 정리를 하였다. 그리고 Bow-Tie 기법을 사고조사에 활용하였을 때 어떠한 방식으로 접근을 하여 사고조사표를 작성하는지에 대하여 자세히 설명을 하였으며, 5Why기법과 결합을 하여 근본원인분석을 하여 최종 사고조사표를 작성하는 방법에 대하여 설명을 하였다. 마지막으로 실제로 화학공장에서 일어난 사고에 대하여 여러 기법들을 사용하여 사고조사표를 작성하여 각 분야별 전문가 집단들과 브레인스토밍을 통해 Bow-Tie & 5Why 기법의 활용가능성 및 강점에 대하여 비교를 통해 검증하였다.

      Looking at the case of industrial accidents that occurred in the first half of 2021 (end of June) by the Ministry of Employment and Labor, the most common accident fatality was falling(210 people, 44.3%). Here, it can be seen that the fall accidents of elderly workers are more common with 28.8% of those in their 50s and 15.1% of those in their 60s. Falling is caused by various causes such as weather, working space, worker's health condition, unsafe behavior, and surrounding environment. Falling is a disaster caused by unsafe behavior of workers. It is to secure the safety of safety facilities from the planning stage, create a perfect safe environment in a timely manner, and reduce blind spots by participating in all construction performers. In addition, prior risk assessment procedures must be thoroughly implemented to continuously monitor, guide, and advise workers so that they do not engage in unsafe behavior. Therefore, it is necessary to eradicate industrial accident concealment of injury accidents so that the same injury accident does not repeat itself. In this study, direct cause(unsafe behavior, unsafe state), systemic cause (occupational cause, administrative cause, organizational cause), basic preventive measure(educational prevention) Countermeasures, technical preventive measures, administrative preventive measures), and the purpose of finding the cause of a fall disaster and suggesting improvement measures to prevent recurrence.

      Analysis of the construction accidental death toll Safety Measures INHYOK KIM Department of Safety Engineering, The Graduate School, Pukyong National University Abstract Since 1965, the domestic construction company carried out the first highway construction in Thailand, South Korea's construction industry, has made an annual growth. According to the US construction and engineering magazine ENR, in the analysis of the 2013 world 250 large foreign construction companies of sales, Korea recorded a 6th in the world as 7.8% of overseas construction market share. Since the proportion of construction industry workers in all industries has decreased consistently, the ratio of construction industrial accident victims and deaths is continuously increasing. Many middle-aged workers influx into the construction site in accordance with the retirement of aging and baby boomers of the population, it has had an effect on the disaster rise of short-term workers by frequent staff turnover which is a characteristic of the construction industry. The purpose of this paper(thesis) is to analyze the disaster statistics of fatal accidents over the past decade, by analyzing the disaster characteristics and causes of middle-aged workers and short-term workers, through recommendations to the disaster prevention and management, and ultimately it is intended to reduce the disaster of the construction industry. For this reason, we analyzed the national disaster case of the construction industry, which is provided by the Safety and Health Authority. The results of the study, the mortality rate and disaster rate of middle-aged workers, increased by 24.1%, and 27%, respectively. The proportion of employment period accidental deaths, accounting for 85% of short-term seniority who is overall less than 6 months, which accounted for 68% less than a month of the accidental deaths of less than 6 months, the disaster occurred in the short-term workers. Although the fall accident has been decreased, but hit(by the object) accident and crash accident has been soared. For this reason, the law needs to be reformed and needs to improve the appropriate educational system for the middle-aged workers.
