미래지향적 한국사회를 위한 안전이미지 구축

우리는 사회전반에 걸쳐 총체적 안전불감증이 만연한 시대에 살고있다. 그러나 사회 안전 문제를 단순히 취급하기에는 무리가 있다. 왜냐하면 안전한 사회건설은 안전 프로그램 매뉴얼 개발, 안전 인프라 확충, 안전 시설ㆍ설비 증대, 국민의 안전 의식 확대 등이 최적합 상태를 유지할 때 이루어진다. 안전의 상황이 급격하게 변화하는 시대에 다양한 사회 안전 요소들을 하나로 묶고 최선의 결과를 만들기 위해서는 21세기의 시대적 변화에 능동적으로 부응하는 리더십을 갖출 수 있어야 된다. 우리는 2002년 한ㆍ일 월드컵 4강의 주역 히딩크 감독을 보고, 이제까지 느끼지 못한 새로운 리더십을 경험하였다. 다양한 사회 안전의 욕구들을 하나로 통합하고 시대의 변화에 맞게 효과적으로 대처할 수 있는 히딩크 감독의 리더십을 중심으로 새로운 지도력에 대해서 성찰해보고자 한다. 이러한 과제를 해결하기 위해 이 글에서는 그간 성공적인 면모를 보여주었던 히딩크 감독의 리더십과 그 외 우리의 지도력을 개선하는데 도울 줄 수 있는 몇몇 예를 들어 미래지향적 한국사회를 위한 체육지도자의 안전이미지 구축에 대해서 집중 성찰해 보고자 한다. 미래지향적 한국사회를 위한 안전이미지 구축을 위한 리더십은 다음과 같았다. 첫째, 인텔리젠트 리더십 ⅰ) 히딩크 감독의 리더십 ⅱ) 집단역학 리더십 둘째, 선진국가의 젠틀리더십 ⅰ) 클럽메드의 젠틀 리더십 ⅱ) 선진각국의 스포츠 리더십 ⅲ) CEO형 경영 리더십 The objective of this paper is to reflect on new leadership in response to the ardent desire that domestic sports leaders must be equipped with leadership that copes with historical changes in the 21st century. For this purpose, we examined Director Hiddink’s intelligent leadership that has been successful so far and several cases of sports leadership that may help improve our leadership. In particular, soccer director Hiddink is a good example demonstrating the concept of ‘knowledge leader,’ which is the image of sports leaders in the 21st century. He has proved his excellent leadership by showing outstanding performance at teams under his leadership including Korean, Australian and Russian national soccer teams and professional teams like PSV Eindhoven in his country the Netherlands and Chelsea in the U.K. His distinguished leadership can be summarized into ‘intelligent leadership,’ and its outcome is not ‘a hero’ but ‘teamwork that makes everybody a hero.’ This is the way for the survival of our soccer and a leadership principle to be admitted by new leaders in our sports circle. Furthermore, we conclude that it can be a solution in Korean society where polarization has been worsening and sectarian conflicts between the government party and the opposition parties have been rising further since the participatory government. As shown empirically by Director Hiddink and observed in the field of leisure sports leadership in most of developed countries, gentle leadership that respects the subjects of sports leadership is also another virtue required.

등산 안전사고 실태 및 예방에 관한 연구

본 연구는 등산활동 시 일어날 수 있는 안전사고와 문제점을 고찰하여 실제 등산객들의 안전의식을 고취시킬 수 있는 제도적 방법과 등산환경이 안전하게 개선되어질 수 있도록 하는데 연구의 목적이 있다. 이에 등산에서 일어나는 안전사고와 관련한 사례들과 보도자료들을 살펴봄으로써 등산객들에 대해 어떠한 방법으로 안전의식을 높여 안전하게 등산을 즐길 수 있도록 할 것인지가 우선시 되어야 한다고 사료된다. 최근 일어난 등산 안전사고를 살펴보면 실족으로 인한 추락사가 가장 많았고, 염좌나 타박상에 의한 조난, 개인질환, 암벽등반 등의 순으로 등산 시 안전사고가 발생하는 것으로 나타났다. 이와 같은 문제점을 제시하기 위하여 보도자료와 인터넷 자료 등을 통하여 사고사례와 최근 5년간의 안전사고현황을 파악하여 어떤 문제점이 있는지를 살펴보고 그에 따른 안전방안과 전문가들이 제시한 등산안전수칙 등을 고찰하여 등산객들이 보다 안전하게 산행을 할 수 있는데 기여 할 수 있을 것이라 사료된다. 또한 안전하고 환경친화적인 등산문화가 정착될 수 있도록 등산 안전의식에 대한 연구가 더욱 많이 이루어져야 할 필요가 있다. The purpose of this study is to improve climbing environment and to arouse safety consciousness by considering safety accident and problems of climbing. The key factor to enjoy safe climbing is knowing how to arouse their safety consciousness and that may be accomplished by analyzing safety accident incidents and press release. The most frequent accidents are mis-step and lose footing in recent climbing then distress from sprain and personal illness were followed. It is important to analyze the cause of climbing safety accidents in past 5 years through press release and internet data. Then suggest recommendations of experts for safer climbing. Also, it is necessary to study safety consciousness for safe and eco-friendly climbing to settle in our culture.

초등체육수업의 안전사고 사례 및 대처방안

본 연구는 해마다 증가하고 있는 체육수업의 안전사고 중 가장 많은 부분을 차지하고 있는 초등제육수업의 안전사고 사려 및 유형을 선행연구를 바탕으로 도출하였으며, 일본의 소학교 안전사고 사례 및 예방대책을 언급하였다. 사고원인별 세부 분석 결과에서 운동기구 용품에서는 축구, 피구, 야구 등인 구기관련(591건), 뜀틀(87건)로 나타나 이를 예방하기 위한 방법으로 학생들의 체격, 기능수준, 성별을 고려한 기구의 선택이 중요함을 제시 하여 기구변화를 통한 안전하고 즐거운 체육수업을 제시해 보고자 한다. This study drew the cases and patterns of safety accidents in elementary physical education class which account for the largest portion of the safety accidents in physical education class ever increasing every year and commented on the cases of safety accidents & preventive measures in Japanese elementary school. As the result of a detailed analysis by accident causes, it was found that ball games [591 cases] such as soccer, dodge ball, and baseball, etc. and vaulting horse[87 cases] were found to be a main contributor to such accidents. As a preventive method of such accidents, this study intends to propose the safe and pleasant physical education class by suggesting the importance of choice of athletic apparatuses in consideration of students’ physique, functional level, and gender.

대형쇼핑할인점의 손실예방을 위한 대책방안

본 연구의 목적은 대형쇼핑할인점에서 발생하는 사건 · 사고를 바탕으로 효과적인 손실예방을 할 수 있는 방안을 제시하고 나아가 대형쇼핑할인점에 대한 내 · 외부적인 손실에 대한 예방책과 시설물 안전관리 미흡에 대한 법적 문제점 등에 대한 대책방안을 연구한는데 있다. 대형쇼핑할인점의 다점포화가 확산됨에 따라 유통시장 개방 이후 전체 소매점에서 차지하는 매출비중이 급격히 늘어나고 있다. 그러나 이렇게 급격한 성장에 반하여 기업이나 할인점 측에서는 가시적인 이윤의 추구에 급급한 나머지 효과적인 회사자산의 보호와 더불어 고객에 안전에 대해서는 체계적이고 효율적인 손실예방과 안전관리 방안을 제시하지 못하고 있는 실정이다. 대형쇼핑할인점에 대한 안전관리를 위한 손실예방 프로그램이 요구되며, 자기 매장에서 발생하는 사건 및 사고에 대한 예방 · 감시 · 확인 · 제거 절차가 일반적으로 공식화 되어야 할 것이다. 뿐만 아니라 회사자체의 포괄적인 관리와 운영으로 회사자산의 보호는 물론 이용자의 안전에 부합하기 위해서는 손실예방부서를 운영해야 하며, 손실예방 부서에 근무하는 구성원들의 생산적이고 효율적인 안전관리교육과 더불어 관리가 될 수 있도록 신경써야할 것이다. The purpose of this study is to propose effective preventive measures based on the events and accidents occurring in the large shopping discount store, and to propose preventive measures against internal and external loss of large shopping discount stores, And to solve the problem. Since the opening of the distribution market, the proportion of sales at all retail stores has increased sharply as the number of large discount stores has expanded. 어린이 통학버스 안전관리에 관한 시론적 연구

본 연구의 목적은 어린이 생활안전의 위험성을 확인하고 이를 극복하는 방안을 논의하는 것이 목적이며, 그 중에서도 어린이 통학버스 안전사고를 중심으로 살펴보고자 하였다. 이를 위해 2장에서는 어린이 통학버스 관련 법률과 신고 및 운행 등에 대해서 관련 법 규정(도로교통법, 자동차관리법, 여객자동차운수사업법, 유아교육법, 초 · 중등교육법, 영유아보육법, 학원의 설립 · 운영 및 과외교습에 관한 법률, 체육시설의 설치 · 이용에 관한 법률) 들을 살펴보았다. 3장에서는 어린이 통학버스관리의 문제점으로서, 유상 운송행위에 대한 처벌 미약과, 주차 및 시설관리들에 대해서 살펴보았다. 그리고 4장에서는 대응방안 및 시사점으로서, 어린이 생활안전의 위험성을 예방하기 위한 법적인 측면 시사점을 제시하였다. The purpose of present study is to discuss school bus safety for children and to overcome its risks, especially on school bus negligent accidents. First, we examined school bus related regulations and regulations on school bus operation and reporting of illegal acts. Furthermore, problems of school bus management, such as lenient punishments for illegal charge for transportation as well as parking and facility management were also discussed. Lastly, legal implications for securing safety of children was also provided.

학교안전 실태 분석

본 연구의 목적은 학교안전 진단 영역을 구분하고 영역별 지표를 개발하여 학교의 안전 실태를 체계적으로 진단하는 데 있다. 이를 위해 첫째, 문헌분석과 전문가 협의회를 통해 학교안전 실태 분석을 위한 학교안전 영역을 4개(안전교육, 생활안전, 재난안전, 시설안전) 영역으로 구분하고 영역별 진단지표를 개발하였다. 둘째, 학교에서 제출한 자료 및 학교 공시자료, 현장방문을 통한 실태조사가 이루어졌다. 실태조사는 경기도 소재 31개 학교를 대상으로 하였으며, 6개월(2015년 7월~2015년 12월)에 걸쳐 실시하였다. 마지막으로 각종 분석결과를 종합적으로 검토함으로써 학교안전 개선방안을 도출하고자 하였다. The purpose of this study was to categorize the areas and develop reasonable dimensions of the school safety for diagnosing the school safety systematically. First, the category of the school safety was divided into 4 areas(education, school life, disaster, facility) and develop reasonable dimensions for each areas through literature review and conference with the experts. Second, the survey was conducted targeting 31 schools in Gyeonggi-do for 6 months through school visits, using official data from school info site and data submitted by each school. Finally, this study aims to provide effectively improvement methods of the school safety at a conclusion considering the overall analysis result.

실내골프연습장 및 스크린 골프연습장 안전사고 사례 분석

본 연구는 실내골프연습장 및 스크린골프장에서 일어날 수 있는 안전사고와 문제점을 고찰하여 실제 골프연습장 및 스크린골프장을 이용하는 이용객들의 안전의식을 고취시킬 수 있는 제도적 방법과 골프연습장의 환경이 안전하게 개선되어질 수 있도록 하는데 연구의 목적이 있다. 이에 실내골프연습장과 스크린골프장에서 일어나는 안전사고와 관련한 사려들과 보도자료들을 살펴봄으로써 이용객들에 대해 어떠한 방법으로 안전의식을 높여 안전하게 골프를 즐길 수 있도록 할 것인지가 우선시 되어야 한다고 사료된다. 현재 실내골프연습장 및 스크린골프장에서 빈번히 일어나는 안전사고는 첫째, 골프연습장에서 스윙 연습중 ‘백스윙’ 시 뒤로 지나가는 사람의 얼굴에 헤드가 맞는 사고 둘째, 스크린골프장에서 볼이 스크린에 부딪혀 반발력에 의해 뒤로 튀어 나오는 등 안전사고 발생 위험이 가장 많이 지적되고 있다. 이와 같은 문제점을 제시하기 위하여 보도자료와 인터넷 자료 등을 통하여 사고사례를 살펴보고 현재 골프연습장업 시설기준을 통해 어떤 문제점이 있는지와 그에 따른 방안을 찾아보고 또한 일반적으로 골프연습장들에 있는 안전수칙 내용을 통하여 부족한 부분을 제시하여 이용객들이 골프연습장과 스크린골프장을 보다 안전하게 이용할 수 있는 공간으로 만드는데 크게 기여할 수 있을 것이라 사료된다. 또한 대중적인 스포츠로서 안전한 골프문화가 정착될 수 있도록 앞으로 보다 많은 골프연습장과 스크린골프장의 안전의식을 높일 수 있는 연구가 필요할 것이다. This research is aimed to investigate into safety accidents and problems which may occur in indoor golf driving ranges and/or screen golf driving ranges, with a view to coming up with systematic and practical methods to awaken the users of golf driving ranges and/or screen golf driving ranges to their safety and how to safely improve the environment of golf driving ranges. To do that, investigations have been made into cases of safety accidents which take place in indoor golf driving ranges and/or screen golf driving ranges and into relevant news releases, so that the users of the ranges may have heightened awareness to their safety and safely enjoy their sport. In general, safety accidents frequently happening in indoor golf driving ranges and/or screen golf driving ranges occur when (1) the head of a golf club hits the face of those standing behind while a golfer is practicing a back swing at a golf driving range and (2) the ball bouncing back after hitting the screen hits someone in a screen golf driving range. In order to solve such problems, the safety accidents reported in news releases and/or internet materials should be examined, investigations made to know what problems the current criteria for facilities of golf driving ranges have, a search made to hammer out the problems, and suggestions made to identify what is lacking of common safety rules of golf driving ranges, with a view to making greate contributions so that the users of golf driving ranges and/or screen golf driving ranges may comfortably enjoy their play in a safe space. Furthermore, more researches need be conducted for the future into safety measures and golfers’ safety awareness be enhanced in golf driving ranges and screen golf driving ranges so that golf may be established as a popular sport and culture.

학교안전을 위한 '배움터지킴이' 제도의 활성화 방안

학교는 학생들이 일과의 대부분을 보내는 곳이다. 학교가 안전한 곳이 되지 못할 때, 학생들은 불안감을 가지게 되며, 학습활동에 열중할 수 없게 된다. 학교가 학생의 안전을 보장해 주지 못할 때 학교교육은 고유의 목적과 가치를 추구할 수 없게 되어 학교 자체의 존재 의미를 상실 할 수밖에 없다. 그리하여 2005년 4월 29일 발대식 후 5월 2일을 시작으로 대략 3달 동안 경찰을 학교에 상주시키는 '스클폴리스'가 부산에서 처음으로 실시되었으며, 긍정적인 반응을 얻어 그 해 11달에 부산 전 지역으로 확산되었고, 현재 는 전국적으로 실행되고 있다. 하지만 대중매체를 통해서도 알 수 있듯이 배움터지킴이가 있어도 윤리적인 문제가 발생 하는 등 여러 가지 학교안전 관련 문제들과 이슈가 대중매체를 통하여 하나씩 드러나고 있다. 따라서 본 연구는 학교안전을 위한 배움터지킴이 제도의 실태를 파악하고, 배움터지킴이 제도의 보다 신뢰적이고 효율적인 활성화방안을 다음과 같이 세 가지 방안을 제시 하였다. 먼저 1일 근무시간8시간이외에 학교는 안전지대에서 멀어지기 때문에 24시간 언제나 학교가 안전지대가 되기 위해서는 배움터지킴이 인원의 증 가가 필요하다고 생각한다. 다음은 배움터지킴이가 근로자로서의 자격을 받아 혹 배움터지킴이에게 부상이 발생하였을 경우를 대비해 4대 사회보험 적용하여 같은 업무를 하고 있는 학교보안관과 차별을 느끼지 않고 본인의 업무에 충실히 임할 수 있도록 배움터지킴이의 4대 사희보험 적용이 필요하다. 마지막으로 관련분야의 전문가를 초빙하여 정기적인 세미나를 개최하여 배움터지킴이에게 소명의식을 재정립 한다. 자신의 직업을 소중하게 생각하고, 자기가 말은 일에 최선을 다하라는 마음으로 업무에 임하는 자세이다. A school is a place where students do most of daily task. When a school cannot be a safe place, students come to have anxiety and cannot concentrate on learning activity. When a school cannot assure students of their security, school education cannot pursue its peculiar purpose and value, so the meaning of existence of school itself cannot help being lost. Therefore, after the launching ceremony on April 29th 2005, as May 2 being a beginning for about 3 months 'School Police' that made the police be stationed at school was conducted in Busan for the first time, and it had affirmative response and was expanded to the entire place of Busan in November of the same year and presently it is being conducted nationwide. However, as you can see through mass media, though there is school keeper ethical problems occur and various problems and issues related to school security are revealed one by one through mass media. Therefore, this study understood the real condition of school keeper system for school security and suggested three methods of trustworthy and efficient vitalization of school keeper system like the following. First, because a school becomes distant from security area except for 8 hours of working a day, I think for a school to be a secure area always for 24 hours the increase in number of persons of school keeper is necessary. Next, a school keeper should receive status of worker and just in case school keeper is injured 4 kinds of insurances should be applied to them and to make them faithfully engaged in their duty without feeling discrimination from school sheriff application of 4 kinds of the insurance to school keeper is necessary. Finally, by inviting experts of related fields and holding periodical seminar make school keeper reestablish their sense of duty. It is a posture in which they think their jobs are precious and they do their best in the work they are in charge and they are engaged in the job.
