한국 군의료사회복지의 발전전략

본 연구의 목적은 국내 군의료사회복지의 현황과 실태, 그리고 문제점을 파악하여, 군의료사회복지 의 활성화와 전문성 강화를 위한 기초자료 및 개선책을 제공하고, 한국군의료사회복지에 대한 발전 방안의 모색하고자 한다. 본 연구는 2012년 4월 16일부터 5월 31일까지 국내 의료사회복지의 현황과 실태에 대해 의료사회복 지사 100명을 대상으로 탐색적 설문조사를 실시하였다. 자료분석은 SPSS 17.0을 사용하여, 기술통 계와 빈도분석을 시행하였다. 국내 군병원에는 2011년 5월부터 국군수도병원에 의료사회복지사가 정신건강증진센터에서 활동하 기 시작하였다. 연구대상자인 민간병원에 근무하는 의료사회복지사의 평균연령은 33.24세, 임상경력은 74.28개월로 나타났고, 여자, 30대, 기독교가 각각 높은 분포를 보였다. 의료기관유형은 전문정신병원이 38%, 1개 의료기관에 근무하는 의료사회복지사 수는 3명이 19.0%, 취득자격증은 의료사회복지사와 1급 사회 복지사 자격증을 취득한 경우가 19.0%, 담당업무는 2개 이상 임상분야를 맡고 있는 경우가 48%로 각각 가장 높은 분포를 보였다. 또한 대상자가 근무하는 기관에 군장병이 내원한 경우가 41%였고, 진료협약을 체결한 경우는 12%, 작년에 입원환자는 10%, 외래환자는 5%가 있었다고 응답했고, 직 접 군장병 환자를 의뢰받은 경우는 11%로 나타났다. 의료사회복지사가 제공한 서비스는 심리사회적 상담이 9%, 경제적 상담이 6%의 순이었고, 내원환자의 소속은 육군, 해군, 공군, 해병대였으며, 본인 및 가족 또는 본인 및 소속부대가 각각 3%로 나타났다. 최근 군병원과 민간병원을 이용하는 군인환자 수는 연간 200만 명이상이고, 2011년에 군병원 내 의 료사회복지사가 배치되었으나, 국내 의료사회복지사들의 군인환자들에 대한 인식과 관심이 부족하 고, 이들에 대한 직접서비스를 담당하는 경우는 매우 미흡한 수준이다. 따라서, 군병원과 민간병원, 그리고 보훈병원에서 의료사회복지사의 활동을 활성화하고, PTSD, 자 살, 화상, 재활, 폭력, 가족문제 등에 대한 임상전문역량을 강화하는 한편, 학계와 전문단체간의 긴밀 하고 유기적인 협조 하에 군의료사회복지에 대한 효율적인 발전이 모색되어야 할 것이다.

빅데이터를 활용한 ‘군사회복지’ 현황 분석과 자격제도의 법제화 모색

본 연구의 목적은 빅데이터를 통해 지금까지의 군사회복지에 대한 현황을 분석하여 앞으로의 군사회복지 발전방안을 모색하고자 것이다. 연구방법은 자료에서 중요한 단어를 찾는 텍스트마이닝과 분석단어와 핵심단어의 동시 연결 단어를 찾는 의미연결망분석을 사용하고 CONCOR분석을 사용하여 네트워크를 분석해 군사회복지현황을 알아보았다. 그 결과, 핵심단어 중 빈도가 높은 순은 사회복지사, 사회복지, 군, 취업, 자격증, 연구, 민간 등이고 연결중심성이 높은 순은 취업, 사회복지사 순 등이다. 또한 네트워크분석결과는 네트워크의 중심에는 군사회복지사, 사회복지사, 사회복지, 군, 취업, 분야 등이 위치하고 있다. CONCOR분석 결과는 다음과 같다. 첫 번째 네트워크 그룹은 군사회복지가 사회복지의 전문 한 분야로써 다른 영역의 자격증과 연관되어 형성되었고, 두 번째 네트워크 그룹은 민간기구 및 학회 중심으로써의 제도 및 방안모색과 관련된 단어들로 연결되어있으며, 마지막으로는 군에서의 군사회복지사 역할에 대한 새로운 대안 방안과 관련된 단어들이 네트워크 형성되었다. 본 연구는 연구결과를 바탕으로 군사회복지사 자격제도와 향후 군사회복지의 발전을 위한 대안을 제시하였다. The purpose of this study is found and suggested present of military social work through big data analysis. The method of study is Textminig that found significant words among various text data. And then Semantic Network Analysis and CONCOR method perform for signifiant relationship and grouping between words in big data. As result of this study is as following Frist, frequency of mentioned words are social worker, social work, military, job, study and private so on. Analysis of network of whole data related of military social work occupy of center of network. The result of CONCOR analysis divided three. Frist group is about licences of other social work flied and military social worker as specilized licence. Second group is for settling down military social work support meeting of study military social work and private organization. This group indicates to go ahead with a plan of other practice of military social work. This study suggests to pursue of train system of licence and education for development of military social work filed.

군사회복지 조례안 제정의 형성과정에 관한 연구 - 성남시 군사회복지 조례안 제정을 중심으로 -

본 연구는 지방자치단체인 성남시에서 군사회복지 조례안‘성남시 군지역사회복지 촉진 및 지원에 관한조례’가 2015년3월4일 재정되는 과정에서의 정책형성과정과 결정이 어떻게 이루어졌는가를 제시하고자한다. 시기적으로 볼 때 광주광역시에서 ‘군사회복지조례’가 제정을 위해 진행 중에 있고, 다른 지방자치 단체에서 ‘군사회복지조례’를 제정하려는 움직임을 보이고 있어서 룰 모델을 제시하고자한다. 군사회복지 조례제정의 배경은 필자와 군사회복지전문가들이 ‘한국형 군사회복지 시스템구축’이라는 주제로 한국사회복지사협회의 지원을 받아 2013년11월에 미국에 군사회복지 해외연수를 다녀와서 한국에서의 군사회복지를 어떻게 실천해야 할 것인가를 연구하면서 접근하기 시작하였다. 군사회복지 조례안을 제정함으로서 그동안군이라는 폐쇄적이고 고립된 조직에서 국민의 군대로서 민·관·군이 복지협의체를 구성하여 지역 커뮤니티를 통해 지원 시스템을 구축하는 데 있다. 지방자치단체 주민 중에는 군 입대를 앞둔 청년들이 있다. 이들은 사회와 격리되어 있는 군에서 일정기간을 복무해야한다. 환경과 생활방식이 다른 곳에서 조직 공동체의 일원이 된다는 것에 두려움을 가지고 있으며, 이들과 그 가족을 지원하기 위한 조례를 제정하면서 어떤절차를 거쳐서 정책형성이 되고 결정이 되어 제정이 되었는가를 살펴보고자 한다. This study is to present how the policy was decided to be formatted in the process of enacting “Ordinance on promotion and supporting military care of Seongnam.” on March 04, 2015 in local goverommunity social welfnments, Seongnam. At the moment establishing “Ordinance on military social welfare” is in process at Gwangju. And, the other local governments show movements to establish that. These are the reason why we propose the role model. It began to study after that the author and professionals on military social welfare went to United States to have foreign study supported by Korea Social Workers Association in November 2013 and they started to study how to practice what they learned. As enacting “Ordinance on military social welfare”, the closed and isolated military can be changed profoundly into people’s military through organizing a social welfare council consisted of the citizen, military, national organization and building supporting system with local communities. There are many youth expecting the military service in local governments. You must serve a period of time where is apart from the society. They would get a fear for being a member of strange organization which has different environments and requires different lifestyle. This study is to show how the ordinance and policy was formatted, decided and enacted for them.

군 병사의 부모애착이 군 생활 적응에 미치는 영향 : 마음챙김과 사회적 지지의 병렬매개효과

본 연구는 군 병사들의 부모애착과 군 생활 적응의 관계에서 마음챙김과 사회적 지지의 매개역할을 검증하는 것이 목적이다. 이를 위해 군 복무중인 현역병사 193명의 자료를 활용하였다. 연구결과는 다음과 같다. 첫째, 병사의 부모애착, 마음챙김, 사회적 지지, 군 생활 적응은 각각 서로 정적 상관관계를 나타내었다. 둘째, 부모애착, 마음챙김, 사회적 지지는 군 생활 적응에 대하여 정적인 방향의 영향을 나타내었다. 셋째, 병사들의 부모애착이 군 생활 적응에 미치는 영향에서 마음챙김과 사회적 지지의 병렬매개효과가 나타났다. 또한 부모애착과 군 생활 적응의 관계에서 마음챙김과 사회적 지지는 완전매개효과를 나타내었다. 즉, 마음챙김과 사회적 지지는 군 생활의 적응에 보호요인으로서 기능하였다. 마지막으로 마음챙김과 사회적 지지의 매개효과 차이를 분석한 결과, 매개효과의 차이는 통계적으로 유의미하지 않았다. 본 연구는 병사들의 군 생활 적응에 대한 심리적 경로를 알아보고 이에 대한 실천 방안의 자료로 활용할 수 있다는 것에 의의를 지닌다. 구체적인 연구의 의의와 시사점, 병사들의 군 생활 적응을 향상시킬 수 있는 방안을 제시하였다. The purpose of this study is to verify the mediation roles of mindfulness and social support between parents attachment and military life adjustment. For this, the data of 193 active duty soilders were utilized. The results are as follows. First, parents attachment, mindfulness, social support, and military life adjustment appeared positive correlations each other respectively. Second, parents attachment, mindfulness, social support influenced on military life adjustment positively. Third, the parallel mediation effect of mindfulness and social support between parents attachment and military life adjustment for soldiers were verified. Furthermore, mindfulness and social support for active soldiers appeared perfect mediation effects between parents attachment and military life adjustment. Overall, results indicates that mindfulness and social support are able to function as protective factors for adaptation to military life. Lastly, the result of analyzing the difference between mediation effects of mindfulness and social support was not statistically significant. This study is applicable to investigate the psychological and social path of military life adjustment and suggest practical plans for it. From the research findings, the specific implications of this study and psychological, social work and institutional plans to improve military life adjustment for soldiers were suggested.

군사회복지병과 창설방안 연구

본 연구는 현 시점에서 군인의 삶의 질 향상을 위해 군사회복지사제도의 조기 도입 등 실질적인 제도화가 시급하다 는 전제하에 먼저 문헌연구를 통해 ‘군사회복지병과 창설방안’을 도출하고, 이에 대한 실효성(현실화) 증진을 위해 현역장교들을 대상으로 설문조사를 실시한 후 이를 면밀히 분석하여 한국군 실정에 부합된 사회복지병과 창설방안 을 모색함으로써 군사회복지제도화 증진을 위한 정책적 대안을 제시하였다. 조사연구는 각급부대 장교 670명을 대상으로 설문조사를 실시하여 미회수 및 불성실 답변, 내용기재가 미비한 설문 지 40부를 제외한 630부를 본 연구의 최종 분석 자료로 사용하여 다음과 같은 결과를 도출하였다. 문헌연구를 통해 도출한 ‘군사회복지병과 창설방안’에 대해 대다수 장교들이 적절한 방안이라는 견해와 함께 이를 현실화하기 위한 조직편성 및 지휘체계, 사회복지병과 장교의 부대배치, 초임장교 임관자격 및 계급, 충원방법 등에 대한 욕구가 그 어느 때 보다 다양하고 강하게 표출되고 있음을 확인하였다. 따라서 우리 한국군에도 현역장교의 임관을 골자로 하는 군사회복지병과의 창설을 포함한 전문 군사회복지사 제도 가 시급히 도입되어야 하며, 이를 구체화 하고 실현하기 위한 정책적 추진이 뒷받침 되어야 할 것이다. This study suggests the policies to increase the welfares of military society by drawing ‘establishment of a military branch of social work‘ through document research based on the assumption that actual systems for increasing the quality of lives of military officers at this point and by searching for the measures to establish a military branch of social work which are suitable for the Korean military and by analyzing the outcomes of the survey conducted on current commissioned officers. The survey was conducted on 670 commissioned officers per each unit and 630 questionnaires were used for analysis except for the unanswered, insincerely answered or inadequate 40 questionnaires. The outcomes are as follow. Most commissioned officers agree with the appropriateness of the establishment of a military branch of social work drawn from document research and they express the strongest and most diverse desire for forming the organization, command system, displaying commissioned officers in military branch of social work, qualification for appointing new commissioned officers, ranks, methods of recruiting and etc. more than ever. Therefore, Korean military should introduce a social worker service system promptly including the establishment of a military branch of social work, focusing on the appointment of current commissioned officers. Also, promotion of policies to specify and realize this is necessary as well.

육군병사의 군 생활 스트레스, 자살생각이 군 생활적응에 미치는 영향 : 사회적 지지의 매개효과 중심으로

본 연구의 목적은 육군 병사의 군 생활 스트레스, 자살생각이 군 생활 적응에 미치는 영향과 함께 사회적 지지의 매개효과를 검증함으로써 각 변인들이 어떠한 인과관계를 통해 병사들의 군 생활 적응에 영향을 미치는지 분석 하고자 하였다. 이를 위해 육군 병사 297명을 대상으로 수집된 자료는 SPSS WIN 18.0 프로그램으로 분석 하였으며, 연구의 결과는 다음과 같다. 첫째, 군 생활 스트레스와 군 생활 적응, 자살생각과 군 생활 적응은 통계적으로 유의미한 부적결과를 보였다. 둘째, 군 생활 스트레스와 사회적 지지, 자살생각과 사회적 지지는 통계적으로 유의미한 부정적의 영향을 미치는 것으로 나타났다. 세째, 사회적 지지원과 군 생활 적응, 사회적 지지 유형과 군 생활 적응은 통계적으로 유의미한 정적결과를 보였다. 넷째, 군 생활 스트레스와 자살생각이 군생활 적응에 미치는 영향에서 사회적 지지는 매개효과가 있음을 확인하였다. The purpose of this study was to examine the military adjustment of army soldiers, the impact of their suicidal ideation and social support for military adjustment and the mediation effect of social support in an effort to analyze influential factors for the military adjustment of soldiers. The collected data were analyzed by the statistical package SPSS WIN 18.0. The findings of the study were as follows: First, stress about military life had a statistically significant negative correlation with military adjustment, and suicidal ideation had a statistically significant negative correlation to that as well. Second, stress about military life and suicidal ideation exerted a statistically significant negative influence on social support. Third, the source of social support had a statistically significant positive correlation with military adjustment, and the type of social support had a statistically significant positive correlation to that as well. Fourth, Social support produced mediation effects when stress about military life and suicide ideation affected military adjustment.

군 사회복지사 자격제도와 양성방안에 관한 연구

본연구의 목적은 군 사회복지사 자격제도와 양성방안에 대한 세부 교육과정을 통한 양성방안을 제 시하는 것이다. 이에 본 연구는 군에 적합한 군 사회복지의 실행과, 국가가 인증하는 전문적인 군 사회복지사의 양 성이시급히 이루어져야 될 것으로 사료되어 군에서의 사회복지를 재조명하고 현행 한국에서 시행되 고 있는 전문 사회복지와 미국의 군 사회복지에 대한 연구를 통해 군사회복지사 자격제도와 양성을 위한 세부교육과정을 검토하였다. 군 복무 중에 있는 개인과 가족, 군 환경이 개선됨을 통해 염려와 고충을 해결하고 전투력 손실을 사 전에 예방하여 전장에서 승리하는데 필요로 하는 강한 군대 조성을 위해서는 전문적인 군사회복지 사 자격을위한 법제화가 추진되어야 할 것이며 군사회복지사의 활동과 배치 등을 위한 계속적인 노 력이 필요하며 군사회복지를 담당하는 전문 군사회복지사의 양성이 시급히 요구되고 있다. 따라서 본 연구는 군의 목표인 전장에서 승리하는데 필요로 하는 강한 군대를 육성하는데 꼭 필요로 하는 군 사회복지사 자격제도와 양성방안을 제시였다.
