청주대학교의 국제교류 : In-Bound

청주대학교는 2002년부터 대학의 국제화를 강력하게 추진하였다. 청주대학교는 국제화 초기 국제교류 Out-Bound 영역에 중점을 두었다. Out-Bound 프로그램이 어느 정도 자리를 잡은 후, 2004년부터는 외국인 유학생을 유치하는 In-Bound 영역도 함께 적극 추진하였다. 이러한 결과로 청주대학교는 2008년 및 2009년 중앙일보 대학평가에서 국제화 부분 전국 8위로 평가되었다. 이 글의 목적은 2002년부터 2010년까지 9년 동안의 청주대학교 국제교류 성과를 In-Bound 영역 중심으로 요약하고 설명한 것이다. 이를 위해 청주대학교 국제화 In-Bound 추진배경을 살펴보고, In-Bound 추진과정을 설명하고자 한다. 그리고 청주대학교 국제 교류 In-Bound 특징을 분석한 후, 국제교류 In-Bound 미래 방향을 제시하고자 한다. Cheongju University has worked on internationalization of the university since 2002. In the beginning, the school concentrated on the Out-Bound area of internationalization. After the basis had been established in 2004, the university began to work on In-Bound by recruiting foreign students. As a result, Cheongju University was placed 8th among domestic universities in the Internationalization section of Joongang Daily University Evalation in two consecutive years, 2008 and 2009. This paper will discuss the results of Cheongju University's internationalization during 9 years, from 2002 to 2010, with focus on the In-Bound projects. It will begin with the reason for which Cheongju University decided to embark on internationalization. This will be followed by the process of the internationalization and an analysis of the characteristics of Cheongju University's In-Bound. The paper ends with suggestions for the future of In-Bound internationalization

21세기 대학의 국제화는 어느 특정 국가의 문제라기보다는 범세계적 경향이며, 우리나라 입장에서 볼 때 현재의 발전 수준에 머무르지 않고, 국가 목표인 선진국 대열에 진입하기 위해 필수적인 것이다. 즉 대학의 국제화는 21세기 국제 경쟁력과 깊이 관련되어 있다. 이 글의 목적은 2002년부터 2010년까지 9년 동안의 청주대학교 국제 교류 성과를 Out-Bound 프로그램을 중심으로 요약하고 설명한 것이다. 이를 위해 청주대학교 국제화 Out-Bound 프로그램 추진 배경을 살펴보고, Out-Bound 프로그램 추진 과정을 설명하고자 한다. 그리고 청주대학교 국제교류 Out-Bound 프로그램 특징을 분석한 후, 국제교류 Out-Bound 미래 방향을 제시하고자 한다.

대학생의 지역사회 공동체의식에 영향을 미치는 제반 요인에 관한 연구

본 연구는 대학생의 지역사회 공동체의식과 관련하여 지금까지 진행된 연구를 체계적으로 분석·정리하여 어떠한 변인들이 대학생들의 지역사회 공동체의식과 관련이 있는지 조사하는데 주목적이 있었다. 지금까지 연구된 바에 의하면 대학생의 지역사회 공동체의식과 관련이 있는 변인은 학교규모, 학년, 성별, 주거상황, 전공분야, 교내활동 참여도, 그리고 개인적 특성 등으로 알려져 있다. 구체적으로 말해, 학교 규모가 작을수록 학생들의 대학 공동체의식은 높게 나타났다. 그리고 1학년에 비해 4학년의 대학 공동체의식이 낮게 나타나는 경향을 보이고 있다. 여학생이 남학생보다 대학 공동체의식이 더 높다는 연구도 있지만, 그 차이를 발견하지 못한 연구도 있었다. 학교 기숙사 등과 같이 교내에서 주로 거주하는 학생들이 자신의 집이나 친척 집 등과 같이 교외에 거주하는 학생들 보다 대학 공동체의식이 더 높게 나타나고 있다. 대학생들의 전공분야도 대학 공동체의식과 관련이 있는 것으로 알려져 있는데, 커뮤니케이션학부 학생들의 대학 공동체의식이 타 학부 학생들보다 더 높게 나타났다는 연구도 있다. 교내활동 참여도가 높은 학생일수록 대학 공동체의식이 더 높은 것으로 나타났다. 또한 학업성적이 우수하고, 자신의 성격이 외향적이며, 정신적으로 행복하다고 느끼는 학생들일수록 대학 공동체의식이 높은 것으로 조사되어 있다. This study explored the relations between college students` SOC(sense of community) and various kinds of college-related characteristics. The literature review of the previous studies concerning college sense of community revealed following factors were related to college SOC: the size of college, class levels, gender, living arrangement, major, participation in campus activities, and individual traits including extroversion, subjective well-being, and academic achievements etc. This exploratory study could be used as useful documents in similar researches investigating college SOC.

스마트 미디어 시대 대학신문의 발전적 모델에 대한 탐색연구

미디어 환경 변화에 따라 대학신문들이 위기에 직면하고 있다. 스마트 미디어 시대를 맞이하여 대학신문을 포함한 각종 인쇄 매체가 독자들로부터 외면을 당하고 있다. 다매체 다채널 시대의 뉴스 이용자들은 이제 뉴스를 얻기 위해 종이 신문이 배달되는 시간을 기다리지 않는다. 휴대폰이나 태블릿 형태의 각종 스마트 미디어 기기를 통해 언제 어디서나 원하는 뉴스를 바로 접할 수 있다. 1970~80년대 대학신문은 대학사회의 정론지로서 그리고 학문적 담론의 장(場)으로서 ‘사랑받는’ 매체였다. 하지만 종이신문 형태로 발간되는 학보(學報)는 이제 디지털 융합 미디어 시대를 맞이하여 생존의 위기에 직면해 있다. 이 논의는 스마트 미디어 시대, 위기에 직면한 대학신문이 독자들의 미디어 이용 추세에 부응하여, 대학사회의 소통 매체로서 거듭나기 위한 다양한 미디어 발전전략들을 모색해보고, 이를 바탕으로 대학신문의 발전적·대안적 모델을 탐색해 보는 데 그 목적이 있다. College newspapers are facing a crisis as the media environment changes. In the age of smart media, various print media including college newspapers are being turned away from their previous readers. News media users in the multi-channel era are no longer waiting for daily newspapers. Anyone can find the news he/she wants anytime, anywhere through a variety of smart media devices in the form of mobile phones or tablets. In the 70’s and 80’s, college newspapers in South Korea had carried the journalistic criticism over social and political agenda and provided a forum for academic discourse and debate in the intellectual community. These college newspaper are now in the era of smart media and having a difficult time to get some attention from their traditional readers. Students, faculty, staffs, alumni and community readers, who have been classified as major readers of college newspapers, can access college news today on a variety of channels using their personal smart media. In general, the birth of smart media being digital, mobile, and multi-media has resulted not only in the convergence of newspapers in printing media and news broadcasting in electronic media but also in the merge of the boundaries between news makers and new users. The readers of college newspapers already have smart media in their hands while the college newspapers remain piled up on the distribution stands. In the era of smart media, the college newspapers need to think seriously about how to meet the demands and expectations of readers as smart media users. This discussion aims to set these concerns as research inquiries and explore the developmental and/or alternative models of college newspapers in the era of smart media.

청주지역 청소년 범죄의 구성과 변화 : 공식통계를 중심으로

이 논문은 청주지역사회의 청소년 범죄가 지난 20여 년 동안 변화가 있었는지 없었는지, 있었다면 어떤 변화가 있었는지 재 측정하여 보려는 목적이 있다. 청소년범죄의 변화 경향성을 알아보기 위해서 청주통계연보와 충북통계연보, 범죄분석 등의 공식통계에서 최근의 청소년 범죄와 관련된 각종 특성치를 재구성한 다음 이를 정리하여 통계에 반영된 청소년 범죄의 특징을 해석해 보았다. 통계를 통해서 볼 수 있었던 특징들은 다음과 같다. 첫째, 청주지역은 충북지역의 도시화와 인구증가, 청소년 범죄의 생산에 있어서 선도적인 역할을 하고 있다. 둘째, 그럼에도 불구하고 전국적인 수준에서나 청주지역 수준에서 총 범죄는 발생 건수에 있어서 일상적인 증가세를 나타내고 있다. 이를 인구증가와 대비하면 인구의 증가추세 만큼 범죄도 증가한 것이라 할 수 있다. 셋째, 그러나 청소년 범죄는 이보다도 더 증가세가 미약하다. 이는 청소년들이 그동안 건강해져서가 아니라 우리 사회의 저출산 경향이 일정한 시간이 지난 다음 청소년 연령층의 감소로 이어졌고, 이는 다시 청소년 범죄의 감소와 연결되었기 때문이라 할 수 있다. 넷째, 청주시 내부에서는 동부지역과 서부지역의 인구구성이나 청소년 범죄의 내용에 차이가 있는 것으로 나타난다. 이는 청주 동부지역은 청주토박이 거주비율이 높은데 비하여 서부지역은 이주자들이 거주지로서 선택한 경우가 많기 때문인 것 같다. 토박이 거주지역과 이주자 거주지역의 지역적 특성들이 청소년 범죄에 어떤 영향을 미칠지는 별도의 연구와 논의가 필요하다. The purpose of this paper is to find out some tendencies or features of juvenile crime in Cheongju area from such official statistics as Cheongju Statistical Yearbook, Chungbuk Statistical Yearbook, and Analytical Report on Crimes. As a result of doing the research, this paper shows that the juvenile crime of Cheongju city has two features. One is that the number of juvenile crime slightly increased in Cheongju area, as in the whole country. The reason is not that the juvenile generation becomes mentally healthy, but that its population size is getting decreased. The other is a regional difference within Cheongju. The eastern part of Cheongju is quite distinct from its western part in the type of juvenile crime. That seems to come from a heterogeneity between two regions of Cheongju. Hence, it needs another paper to address sociological research questions about how and what kinds of regional factors shape patterns of juvenile crime.

청주시 노인복지정책의 평가 및 발전방향

This study was performed to examine the goals and principles of welfare program for the elderly and to suggest the evaluation and development direction of welfare policy for the elderly in Cheongju City, and finally to get basic data for the development of welfare policy for the elderly in integrated Cheongju City in future. This study evaluated welfare policy for the elderly in Cheongju City within the framework of the elderly's need, program system, delivery system and finance system and suggest development direction of welfare policy for them. Integrated Cheongju City starts on the 1st day of July, 2014. A variety of elderly problems will be found with the increase of elderly population's ratio in the integrated Cheongju City. The results of this study will suggest many implications for the development and formation of welfare policy for the elderly in integrated Cheongju City in future. Cheongju City authorities should approach the elderly problems with the welfare policy of institutional point of view not only for the underpriviliged elderly but also for all the elderly. Cheongju City authorities should be also concerned with the development of welfare policy for the elderly to be empowered spending their own old age with responsibility and duty 본 연구는 노인복지프로그램의 목표 및 원칙과 청주시 노인복지정책의 현황을 살펴보고, 청주시 노인복지정책의 평가 및 발전방향을 제시함으로써 향후 통합 청주시 노인복지정책 개발에 기초자료를 얻는 데 연구목적을 두었다. 본 연구에서는 청주시 노인복지정책을 대상체계의 욕구문제, 프로그램체계의 문제, 전달체계의 문제, 재원체계의 문제로 구분하여 평가하고 발전방향을 제시하였다. 2014년 7월 1일에는 통합 청주시가 출범한다. 통합 청주시가 되면 노인인구의 비율이 더 높아질 것이고 노인문제는 더 다양하게 나타날 것이다. 본 연구의 결과는 향후 통합 청주시의 노인복지정책을 개발하고 형성하는 데 있어서 많은 시사점을 던져 줄 것으로 생각된다. 더불어 함께 사는 지역공동체를 지향하고 있는 청주시 당국은 노인복지정책의 대상으로 소수의 문제가 있는 노인들 뿐만 아니라 전체 노인을 포괄해야 하고 노인복지정책의 접근도 제도적 관점에서 노인문제를 조명하고 다루어나가야 할 것이다. 그리고 노인 스스로 노후생활을 해 나가는 데 있어서 책임과 의무를 다 할 수 있도록 역량을 강화하는 정책에도 관심을 기울여야 할 것이다.

대학 성범죄 어떻게 방지할 것인가? : 미국 대학의 성폭력·성희롱 대응체제를 중심으로

본 연구는 대학에서 발생하는 성폭력·성희롱에 대해 미국의 대학들은 어떻게 대응하고 있는지를 검토하였다. 이를 위해 대학 성폭력 방지를 위한 미국의 법규, 그에 기초한 미국 대학의 관련 제도, 그리고 그러한 제도가 안고 있는 문제점들에 관하여 살펴보았다. 이를 통해 대학 성폭력·성희롱 문제를 극복하는 데 있어 우리에게 유용한 시사점들을 도출하였다. 미국 대학의 성폭력·성희롱 대응체제에 관한 비교법적 연구가 앞으로의 논의에 조금이나마 보탬이 되기를 바란다. The study examined how American universities respond to sexual violence and sexual harassment on campus. To this end, we looked at U.S. laws to prevent sexual violence in universities, the related systems of universities based on them, and the problems the universities face. And we have come up with useful implications for overcoming the problem of sexual violence and sexual harassment on campus in Korea. I hope that the comparative legal research on the sexual violence and sexual harassment response system of American universities will help with future discussions.
