        Since human beings have lived in small tribes or cities, they have always contacted with exteriors or groups. They also have given influence to other groups and been influenced by them. A lot of small and large groups have constituted and disappeared through those processes. Human history has been unification and amalgamation process socially, and military conquer and invasion history. Change of nation foreign policy gives important influence on its defense policy. Especially, the foreign policy of the past was developed based on military Power. Therefore, if the foreign policy that made without considering defense policy or defense policy did not fit in with foreign policy, war was occurred and nation's sovereignty was lost. Considering the relation between Korean major foreign and defense policies of the past, both the relation between Kogurue and Sue and Korue and Yoe was a reasonable foreign and defense policy. However, the relation between Chosun and Yoejin was a failed case. A desirable relation between foreign and defense policy should give an answer on "Our nation security can defend by ourselves." The most important matter that the ROK(Republic of Korea) must deals with in the 21st century is to improve Korea's security capabilities and guarantee nation's survivability, prosperity, and unification through providing against the current North Korea's threat and uncertainty future situations. Under new global system. the self-defense capability for nation security is absolutely needed for nation security and preparing the new international circumstances. The ROK'S defense policy has to be changed from the North Korean oriented policy to the friendly coordination concept with countries around the Korean peninsula. The military size also be changed to fit with this concept and the unit must restructured from quantity to technical and information centered unit.

      • 한국 노인복지정책의 발전방향에 관한 연구

        If one were to decide what the most important thing in his or her life is at the moment, hardly anyone would be able to disagree with: preparing for a better future, a chance to change the way of life. Everyone ages eventually into senescence. Those who have entered their late stage of life used to be the main driver of our economy. But the regulations and policies that were in place in the past could hardly prepare them for the stable future. Consequently, except for the few beneficiaries of public pension, most of the population have not been able to financially prepare for old age. In addition, while the average life expectancy has been gradually increasing, the birth rate has been falling, leading to an aging population. An "aging society" as defined by the classification criteria of the United Nations is that which more than 7 percent of the total population is over 65 years of age. Korea has already been listed as an "aging society" in 2000, with the senior population reaching 7.2 percent of the total population. Korea is expected to become an "aged society" by 2018, with the senile population surpassing 14.3 percent, and a "super-aged society" by 2026, with the senile population reaching 20.8 percent. As the world's fastest aging society, the problems of aging population are expected to worsen in the future. It is thus essential that new approaches to providing social welfare for the elderly are devised and put in place, if the social issues of aging population are to be avoided. Otherwise, the people and the country will face even worse situations leading to serious social problems. This study examines the current status and issues of Korea's senior welfare programs, focusing on the subjects of income security, medical security, and social welfare services, with the purpose of providing policy suggestions for senior welfare policies. In order to accomplish this purpose effectively, theoretical research based on literature review was used as a research method. The important core concepts of the welfare policy of the elderly were the monographs related to the welfare of the elderly, the domestic dissertations of the previous researchers, the policy report, and the statistical data of the national statistical portal. In order to collect the latest information related to the elderly welfare, when we checked the data, we confirmed the scope of research by the previous researchers and selected the scope of this study. The purpose of this study is to present the direction of policies that complement the present welfare policies of the elderly in Korea. The main content of this research paper is as follows. The first chapter presented the introduction to the issue of filing and research purposes and the scope and methodology of the problem. In Chapter 2, the theoretical background of the study described the concepts of the aging society and the elderly welfare and the necessity for reform of the elderly welfare policy, and to learn about the trends in the welfare polices of the developed countries and the analysis framework for the research. In Chapter 3, we have analyzed the issues of the elderly welfare budget, the current state of the elderly welfare policy, the income guarantee policy, the health care policy, and the social services policies that are currently being implemented by the government. In addition, based on the current status and data identified, the Chapter 4 presented the development direction of the elderly welfare policy in a larger framework. The needs to improve the elderly welfare policy, the senior income security, health care and other social services are highlighted. The Chapter 5 summarized and concluded the above-mentioned content. The implications of the study and the direction of future research were presented. After examining the senior welfare policies implemented in Korea, what can be learned from this research is that the problem of aging society is not a personal matter but a social one. Therefore, the issue can only be solved with the help of the central government and local community. The implementation of laws and policies aimed at providing additional support for establishing a social security system is a prerequisite to solving the issue at hand. 현재 우리가 살고 있는 현실에서 가장 중요한 것을 꼽는다면 미래의 삶을 위한 준비 제 2의 인생을 준비하는 것이라고 말하는 것에 아니라고 대답하는 사람들은 없을 것이다. 누구에게나 장년기를 지나 노년기가 오게 마련이다. 지금의 노인들은 우리나라의 눈부신 경제성장을 이끌었던 주역들이나 그 당시의 법과 제도가 미래를 위한 삶에 대한 준비에 아직 눈 뜨지 못해 극히 소수인 공적연금수혜자를 제외하고는 딱히 노후를 위한 안정적인 삶의 경제적 방편을 마련하지 못했던 것이 현실이다. 또한 앞으로 인간의 평균수명은 점차적으로 늘어나고 있으며 이에 비해 출산율은 계속적으로 줄어들어 노인인구는 나날이 증가하고 있는 추세이다. 고령화 사회란 전체 인구 중에서 노인인구가 차지하는 비율이 7%를 상회하면 고령화 사회에 속한다고 UN의 분류기준에서 정한바 있다. 그래서 우리나라 노인인구의 비율은 2000년에 7.2%로 이미 고령화 사회에 포함되었으며 2018년에는 14.3%로 고령사회로, 2026년까지는 20.8%를 상회할 것으로 예측하여 초고령사회가 될 것이다. 특히 우리나라 노인인구의 고령화는 급속하게 진행하고 있어 앞으로의 고령화 사회에서의 노인문제가 더욱 심각해질 것으로 예상된다. 따라서 노인복지정책에 대한 새로운 접근방식으로 보완 발전된 정책을 수립하지 않게되면 현실적으로 더 심각한 사회문제로서 국가 및 국민들에게 반드시 해결해야할 사회적 이슈 및 문제로 야기될 것으로 판단된다. 본 연구는 한국의 노인복지정책의 현황과 문제점을 고찰하여 큰 범주에서의 노인소득보장, 노인의료보장, 노인사회복지서비스 측면을 중심으로 노인복지정책의 발전을 위한 정책적인 대안을 제시하고 정책의 방향성을 갖도록 하는데 있어 이번 연구의 목적이 있다. 이러한 연구목적을 효과적으로 달성하기 위해 문헌조사를 통한 연구자료분석과 노인복지관련 단행본을 통해 이론적 배경에 대한 연구를 기본적으로 실시하였다. 또한 노인복지정책에 대한 중요하고 핵심적인 개념은 노인복지관련 연구서적 및 선행연구자들의 국내 학위논문, 정책보고서, 국가통계포털의 통계자료를 활용하였으며 노인복지와 관련된 최근 정보수집을 위해 관련 인터넷 홈페이지에 접속하여 자료를 확인하여 이번 연구의 범위를 설정하였다. 일단 초고령화시대에 대비하여 우리나라가 안고 있는 노인복지와 관련한 당면한 문제점을 파악하고 선진국 노인복지정책들의 시사점을 확인하여 우리나라 정책과 비교 및 분석함으로써 현재 한국노인복지정책을 보완할 정책들의 방향성을 제시하고자 하였다. 본 연구논문의 주요 내용을 살펴보면 다음과 같다. 제 1장에서는 이번 연구를 하게 된 연구목적 과 연구범위 및 방법에 대해 기술하였다. 제 2장에서는 연구의 이론적 배경이 되는 고령화 사회 및 노인복지의 이해를 돕기 위해 고령화 사회와 노인복지의 필요성에 관한 주요 학자들의 견해를 알아보고 이번 논문에서 언급하는 고령화 사회와 노인복지의 기준이 되는 개념을 정립하였고 또한 현실적으로 닥쳐온 노인복지의 위기를 극복하기 위해 노인복지정책 개혁의 필요성을 기술하였다. 그리고 우리보다 먼저 노인복지정책을 시행하고 있었던 주요 선진국의 노인복지정책 사례를 알아보고 선진국의 사례가 주는 교훈 및 시사점을 도출해 보았다. 마지막으로 연구의 분석틀을 설정하기 위하여 연구에 대한 중심을 유지하도록 주요 연구요소를 선정하여 기술하였다. 제 3장에서는 한국 노인복지정책 현황을 제시하고 그에 따른 문제점을 분석하기 위해 현재까지의 노인복지정책 발전과정과 노인복지예산 사용 현황을 알아보았고 노인복지 정책 중 현재 주요하게 시행하고 있는 소득보장정책, 의료보장정책, 사회복지서비스정책에 대해 확인하였으며 정책 시행간 발생할 수 있는 문제점을 도출하여 기술하였다. 제 4장에서는 앞에서 확인된 현황과 자료를 기초로 큰 틀에서의 노인복지정책의 개선 방향을 제시하였고 노인복지 정책 중 노인복지정책 예산, 소득보장정책, 의료보장정책과 기타 사회서비스정책에 대해 개선해야할 부분들에 대한 정책적 방향을 제시하였다. 제 5장에서는 결론으로 위에서 고찰한 내용들을 요약하여 정리해 보고 본 연구의 시사점과 향후 추가 연구방향에 대해 제시하였다. 현재 우리나라가 추진하고 있는 노인복지정책에 대해 고찰해본 결과 고령화시대에서 노인문제는 단순히 노인들 개개인의 문제점만은 아니다. 세상에 어느 누구라도 노화는 피해갈수 없고 인생의 황혼기인 노년기는 반드시 찾아오게 된다. 그래서 개인의 노력으로는 절대 해결할 수 없고 적극적으로 중앙정부와 지방자치단체가 나서서 문제를 해결해야 한다. 그러기 위해서는 추가적으로 필요한 사회보장제도의 정비가 반드시 필요하며 그에 따라 법과 제도라는 장치가 선행하여 마련되어야 할 것이다.

      • 다문화가정 지원정책 개선방안 연구

        The study is intended to seek the methods to improve the support policies for multicultural families by comprehending the currently adopted laws and rules for the support and the policies of the government and local governments and analyzing the problems, which are especially focused on support & delivery, operational, financial and personnel aspects. As a result, the purposes to seek which support policies for multicultural families have to be improved by the government and local primary authorizes may be summarized as follows. First of all, the current laws and systems suggest the principles that marriage emigrants enter, exit and acquire the nationality and what they could benefit as a national from the society. The Act on Treatment of Foreigners Residing in the Republic of Korea and the Multicltural Families Support Act, however, restrict the subjects to be protected as ones who legally reside; the latter act also excludes foreign workers, North Korean migrants and foreign students as the subject to be protected. It is desirable that the act, as the primary act to demonstrate the attitude of our society, should be revised to contain the definition, scope and supports for the excluded by expanding the subjects to be protected and proclaiming the security of human rights, cultural diversity and the significance of social integration. In addition, the newly revised Act on Regulation of Marriage Brokerage Agency should be able to secure the enforcement personnel against the agencies, which have showed illegal acts, resulting in damages thus far, inter-departmental cooperation and international cooperative system. Next, the social integration program mastering should be mandated and the programs should be improved. Finally and more importantly, to benefit from such improving acts and systems, the law-supportive rescue system should be followed. To promote the efficient policies of multicultural families on the part of the government, a new department should be established by integrating works relating to them, which are presently scattered in order that the policies can be generally and systematically performed and then, once the government sets out the directions, the local authorities should be able to establish and promote the policies reflecting the local features in detail. As long as the cooperative system is established, the wasted budget owing to duplicate services can be reduced, subsequently improving the efficiency of service. For the improvement alternatives of local authorities, firstly in the aspect of operation, it is true that communication related services such as integrated operation for supporting the multi-cultural families, civil affairs office, provision of customized program by the former nationality and more information are not enough and that social life support services such as multilateral employment support, medical service promotion and mother care service, which are intended to support fostering and school life, and social adaptation are insufficient, so the improvements should focus on the above-mentioned problems. However, even though policies are reinforced and services are improved, it will be more important that the society warmly care and consider them. Therefore, it is suggested that we should respect the diversity, improve the recognition to the multicultural families through multicultural education that is necessary to maintain the coexisting and harmonized society, and educate the natives about the families in order to improve the recognition. Meanwhile, regarding the financial aspect, it will be important to support them in proportion to the number of family members and differentiate the support by city or rural life. Finally, regarding the field of personnel, it will be necessary to develop the professional with the expertise on the families and the education systematically.

      • 기후변화대응 정책방안에 관한 연구

        Climate change response policy has so much impact on its severity, resoluteness and transmission if it relies on hastily implemented policy system. The world has been irreversibly affected by climate change, which has been causing negative impacts on many regions. Therefore, the analysis of climate change response policy is necessary to solve the global challenges seriously threatening all the creatures and livelihood in the world. This study has a purpose to be aware of this problem and to look into current climate change response policy. The direction of national policy toward climate change is relaxation and adjustment, which could be helpful to reduce the risks of climate change. In this study, the impacts of the governance on climate change response policy were analyzed. Especially, the factors affecting cooperative governance in the central government, between central and local governments, and between public and private sectors were set as ① policy adjustment system, ② policy linkage, ③ relation with the public, and how each factor affects climate change response policy depending on the governance was examined. As a result of analysis, firstly regarding climate change policy adjustment system, although the Presidential Committee on Green Growth, which was established under direct control of the president in the beginning of 2009, externally looks like it is powerful, it has weak policy adjustment system to makes people have interests or be cooperative since it is not playing a critical and ultimate role. Secondly, in terms of the policy linkage, both of central and local governments had weak points. This is because it lacks of a strong transmission system that efficiently solves policy linkage between central and local governments or cooperation between ministries and offices. Thirdly, the reason might be the weak cooperative governance toward climate change response policy. This can be solved by expanding campaigns against climate change after organizing cooperative networks regarding climate change responses between the government and civilians and by expanding civil movements to cope with the climate change. Thus, the cooperative Green Governance gives an strong impact on climate change response policy since it makes civilians participate in it who could influence people and promotes the policy based on establishment of effective policy adjustment system and policy linkage.

      • 장애인 복지정책의 개선방안에 관한 연구

        Over the few decades, advances in the machine civilization has brought abundance in our lives providing all the comforts and convenience of living. On the other hand, despite the such high standard of living, industrial disaster, growing number of traffic accident, all kinds of pollution and drug abuse, etc. have caused unwanted side effect including increase in number of disabled. Thus we acknowledge that the issue of disability is not led by defective individuals or families but rather socially and economically created problem which requires national action. Hence, responsibility of local community and government is immense. As more and more individuals are acquiring disabilities of various types, innovated welfare policies are becoming in great demand though Korea's disabled welfare policies have not yet met their needs. This research present the most adequate amendment for our nation and the way to enhance the existing disability benefit structure based on careful analysis of the disabled's welfare policy and its concepts and principles. The problems and solutions of national disabled welfare policy can be summarized as following. First, the country-wide numbers of people with disability who are eligible or qualified for welfare should be statistically analyzed. Also definition of disabled must be specified as the other developed nations have done. In this way, government will be able to found an effective disabled welfare policy. Second, a policy for prevention of becoming disabled is necessary. Government should establish novel institutes, such as specialized hospitals where genetic disorder can be preexamined, and request them to work to ensure early identification and treatment of those with disabilities including the provision of assistive devices. Also, considering that the disabilities are more often acquired than congenital nowaday, organizing new measures for traffic accidents and safety laws are urgent. Third, disabled welfare facilities and its supporting laws should be reinforced. Contrary to the US and Japan who already possess firmly constructed laws for the independence of disabled, our current existing laws are neither practical nor utilizable. The ultimate purpose of the disabled's welfare is to give equal opportunities to everyone helping disabled to participate in the activities of daily living in order to integrate them into the society eventually. To accomplish this goal, the government does not only need to focus on modifying and regulating old laws but also adopting new ones. Supporting disabled's independence needs a great deal of work since it is legally, financially, and institutionally challenging. Current disabled benefits that are provided by government tend to ignore characteristics of individuals and can not carried out efficiently. Above problems can be solved by proper distribution of budget and persuading enable people that people with a disability also can participate in and contribute to society in all spheres of life. In conclusion, in order become the principle of welfare nation, it is an essential to eliminating discrimination against the disabled, and disabled themselves need to be aware of their basic human rights, receive proper benefits from welfare, participate in the development of nation and society. 현대사회에서 기계문명의 발달은 인간의 생활을 윤택하게 하고 편리를 제공한 반면 산업재해, 교통사고의 급증, 각종 공해 그리고 약물중독 등은 각종 장애발생의 중요한 요인이 되어 장애인 수를 증가시키는 결과를 초래하게 되었다. 이렇게 볼 때 우리는 장애인을 발생시키는 가장 큰 원인은 개인적, 가족적 결함이라기보다는 오히려 사회적, 경제적 요인이고 따라서 지역사회와 국가의 책임이 지대함을 알 수 있다. 이러한 후천적인 장애인구가 계속적으로 증가되고, 또한 장애유형도 다양하게 나타날 뿐만 아니라, 장애인의 복지욕구도 증대되고 있는 실정이나 우리나라 장애인 복지정책은 아직까지는 이에 미치지 못하고 있다. 따라서 본 연구는 장애인 복지정책에 대한 개념과 이념을 체계적으로 분석하고, 장애인 복지정책의 현황과 문제점을 검토하여 이를 바탕으로 앞으로 지향해야 할 장애인 복지정책의 개선방안을 모색하고자 하였다. 우리나라의 장애인 복지정책의 문제점과 개선방안을 요약해 보면 다음과 같다. 첫째, 장애인 복지의 대상인 장애인에 대한 정확한 실태 파악과 선진 외국처럼 장애인의 범위를 포괄적인 장애인으로 정의 및 적용이 되어야 한다. 이는 효과적인 장애인 복지정책 수립을 위해 필수적인 요건이다. 따라서 장애인 등록제의 활성화와 장애범주 확대 등을 통해 국가 차원에서 이에 대한 기초자료 마련이 시급하다. 둘째, 장애예방정책이 필요하다. 출생 전 장애발생 예방대책으로 임산부 건강진단사업의 내실화 및 의무화가 요구되고 있고, 유전상담사업의 활성화가 이루어져야 한다. 출생과정 중 장애발생 예방대책으로는 심신장애 조기발견 및 조기치료를 위해 저체중 출생아의 등록 관리제 도입 및 의료지원 및 의료전달체계를 확립시키는 적극적인 시책이 필요하다. 또한 오늘날 출생 후 장애 발생률이 점차 증가하는 관계로 산업재해 및 교통사고의 사전예방 등 안전대책등이 요망된다. 셋째, 장애인 복지시설 중 자립생활센터에 대한 정책적인 지원이 강화될 필요가 있다. 현재 우리나라에는 미국과 일본과는 다르게 자립생활이나 자립생활센터를 지원할 수 있는 관련법과 제도가 없는 실정이다. 장애인복지의 궁극적인 목표가 사회참여와 활동의 기회를 극대화하여 완전한 사회통합을 이루는 것이기에 이를 달성할 수 있는 가장 대표적인 접근 중 하나가 자립생활 또는 자립생활센터 제공 서비스임을 시범사업 평가와 관련 연구들이 제시하고 있다. 결국, 자립생활 관련 내용들에 대한 법률적, 재정적, 제도적 지원을 확대 강화하여 이를 제도화할 필요가 있을 것으로 보인다. 그 동안 장애인복지정책 추진에 의해 장애인복지 선진화를 위한 기본 인프라가 구축되었다고 볼 수 있다. 그러나 장애인에 대한 일반국민의 인식개선이 완전히 이루어지지 못하고 있고, 특히 예산상의 제약 등으로 장애인복지정책 수행에 있어 그 내용과 수준이 장인들의 기대에 미치지 못하고 있으며, 수요자의 특성을 반영한 서비스가 효율적으로 제공되지 못함에 따라 그 효과를 제대로 느끼기 어렵다고 할 수 있겠다. 이는 장애인에 대한 올바른 국민적 인식에 기반한 적절한 예산배분이 전제되어야 함을 말한다고 하겠다. 또한 장애인복지서비스의 패러다임이 자립생활 이념으로 전환됨에 따라 우리사회의 변화도 요구되고 있다. 즉, 장애인을 동정과 시혜의 대상이 아닌 장애인 자기선택과 자기결정, 자기책임이라는 이념을 실현하는 정책, 비장애인과 동등한 인격체로서 가치와 권리가 존중되는 정책이 수행되어야 하는 것이다. 이러한 장애인정책을 수행하기 위해서는 장애인의 입장에서 전 생애주기에 따른 종합대책을 마련하여 장애인도 비장애인과 평등하게 기본적인 조건을 갖출 수 있는 여건이 조성되어야 하는데, 이때 무엇보다 중요한 것은 국민들의 장애인에 대한 올바른 인식일 것이다. 결론적으로 오늘날 장애인에 대한 편견을 불식하고 장애인 자신의 적극적 의식구조를 형성하며 복지혜택을 고루 누리며 국가와 사회발전에 적극 참여하여 기본적 인권을 보장받게 하는 일은 복지국가의 이념을 추구하는 과정에서 필수적인 과제일 것이다.

      • 참여정부의 국가균형발전정책 평가

        ABSTRACT Evaluations on the Balanced National Development Policy of the Participatory Government Oh, Cheong Advisor: Prof. Lee, Chang-Hun Ph. D Department of Local Autonomy Administration Graduate School of Policy Chosun University The proposition of balanced development has been actively continued regardless of nation and time, and policy attempts to realize it have been diversely accomplished regardless of merits and demerits. As a result of input-driven unbalanced growth strategy in the past, Korea achieved rapidly condensed growth in a short period, but it brings about space polarization such as the overpopulated metropolitan area and underpopulated local areas. To cure such phenomenon of space alienation fundamentally and devise national competition and integration, the participatory government adopted balanced national development as a key government agenda and concentrated policy efforts on it. In the process, taking a lesson from a failure to balanced development policies between local areas carried out in the past, the participatory government has promoted balanced development policy which deserves to be placed higher value than any other successive governments by preparing the legal and institutional base through three special laws for balanced national development and establishing innovation-driven paradigm of local development, as well as creating the special account for its strong promotion system and stable financial resources. Nevertheless, the balanced national development policy of the participatory government revealed internal vices and structural incompatibility, ranging from setting a plan to securing financial resources, a promotion organization, and evaluation and feedback. If such problems are not solved, the original purport of balanced national development cannot be fully displayed, local governments putting their full hopes will be disappointed, and further a great sum of policy money for balanced development will be paid. Accordingly, the purpose of this study is to examine the promotion strategies and problems of the balanced national development policy of the participatory government, and suggest improvement methods. Beginning at this critical mind, this study is organized as follows to achieve the purpose of this study. This study consists of 5 chapters. Chapter 1 is introduction which addresses the purpose, scope, and methods of study. Chapter 2 addresses theoretical consideration of the conceptual definition and components of balanced national development and the characteristics and evaluation of balanced national development policy carried out by successive governments, and provides an opportunity of comparison and analysis by examining main balanced national development strategies of advanced countries. Chapter 3 and Chapter 4 are the main subject. Chapter 3 examines the background of adopting balanced national development as a key agenda by the participatory government and the promotion strategies of balanced development. Chapter 4 addresses the performances and problems of the balanced national development policy of the participatory government and their improvement methods and further problems. Finally, Chapter 5 is conclusion. Balanced national development is an extremely difficult agenda which has to overcome power-focused inertia which has been continued for thousands of years. Therefore, if a national reform program is to win success through new decentralization and distribution paradigm, the central and the local should construct a close cooperation system. Furthermore, when the local governments which shrink by unbalanced growth expand and improve creation and innovation capability, revitalize the local's growth power, and secure enough competition, it will lead to the improvement of national quality of life and equally rich society will not be far distant.         Korea aims to be a welfare state. Child care policy, which is a very important national policy for every country, is one of the biggest challenges faced by this country on its way to a welfare state. The function of a family in socialization of children has grown weaker as nuclear family system becomes wide spread due to industrialization and urbanization, and more and more women is working outside their home. And child care policy is considered as a means to make up for the weakness of the tendency. The demand for child care skyrocketed because of various characteristics of industrialized society - an increase of working mothers and single parent families, a decrease of family members, and a change in social consciousness, especially in a sense of values of new generation parents. In this background, child care facilities have been greatly expanded in number, while the quality of them is questionable. In many countries, especially in advanced ones, the importance of child care policy was well acknowledged So, a large amount of state budget has been spent in various efforts to create efficient and appropriate environment for children. In Korean child care policy, the condition is not yet ripe for Sweden's collaborative child care system, while Israel's Kibbutz child care system is not proper to be adopted to this country because the mutual culture is too different. However, the English child care system, which has a presumption that children must be brought up by their mothers, and that of U.S. and Japan are thought to have much in common emotionally with Korean environment. So, based on these systems, modification apporpriate to our condition are required. The Korean child care policy has gone through many changes, but has much to be modified yet. Child care project, in terms of the type of facilities and the method of operation, should be developed according to the country's financial circumstances, social conditions of the region, employment structure, and the demand for child care. Therefore, the business special for various municipalities has to be put into practice and interest and investment suitable for the age of local autonomy is required. The several practical problem in Korean child care business can be pointed out as follows: First, the special child care facilities for handicapped children are net sufficiently prepared. Second, infant care(before three years old) problem is in serious condition. Finally, among the other things to be considered, the association of child care facilities should be activated: group buying of commondities must be introduced: and the treatment of child care personnels and the system of continuuing education for them should be greatly improved. In today's child care, its function of protection and education cannot be divided. However, according to the developmental stage of each child, either protective or educational function should be emphasized properly. But, our child care administration is executed in such a way that the Ministry of Health and Welfare (for child care facilities) and the Ministry of Education (for kindergartens) are performing a child care function and an educational function respectively for the same target of child care - that is, children in the same age and the same region - according to their social, and economic conditions. To avoid this national extravagance, conflict, and the friction fundamentally, reorganization of the current system is necessary: kindergartens and nursery schools have to be integrated to be a children's school: the function of day care homes should be specialized in a way, the children before the age of three, for whom the protective function shlould be emphasized, could be brought up in a homely environment, while the children after three can enjoy an opportunity of child education also in a homely environment.

        This paper is to analyze the changing military policy of USA toward South Korea the Korean War. USA's military policy had affected the general goals of military operations, especially during the early stage of war, also, affected counterattack, operations, also, disputes over withdraw from Korea after intervention of the communist Chinese Army, and also, standstill within the military demarcation line during the whole time of Korean War. The main assumption of this paper is that essence of the war is hand of politics. The other assumption of this paper is to explain the background of policy establishment and to reveal how these changes of the US policy affect to the purpose of allies military operations from the view point of politics and military affairs. The main data set came from the secret document especially released by Russia and the communist China, this study can the objectivity and reality. USA's policy to the Korean peninsula was real containment policy following global policy established after WWII. It had changed as a dummy containment policy. According to this policy withdrawing US Army in Korea in 1949, excluding Korean peninsula from the defence line of Far East, after North Korean's invasion it roll back to intervention in the Korea War as a name of UN. As soon as Korea War broke out, USA send ground forces rapidly, and activated UN forces, delaying in action to Nak Dong river defence line, and counter attack enemy rear as a In-Chon Amphibious Operation. According to the policy of Going North, UN forces go North base on Oct. 7th Agenda of Unification Korea, during UN forces going North operation Chinese Army intervent surprisingly Korean War. UN forces had retrograded near the 38th parallel, blocked Chinese Army's attacking, and stand still near the 38th parallel. The military policy of USA was to regain 38th parallel in the beginning of Korea War, according to Going North military policy unify Korea, after Chinese Army intervention, withdrawing of Korean peninsula, after Army Truce meeting, regain South Korea territory as it was brought before war and early cease fire. Beginning of The Truce Meeting, the military operation goals were changed as a gaining score, not a Knock Out operation. Therefore military operations scale and scope were limited. There policies caused the changing of military operations goals, big differences of operation results, also vice versa operation results influenced military policy. It shows the importance of establishing policy and military operation results. We recognized that selt reliance defence capability could deter war in korean peninsula. We always study the changes US, Chines, Japan and Russia's foreign and military and expected influencing of the changes.

        The youth are the hopeful subject leading our future society. The adolescence is the most beautiful period throughout the human life, has a variety of desires and developed emotion and sentiment. In social side, this period may have a lot of social problems including delinquency, crime and shameful group behaviors. However, the youth are the successor who must build advanced and welfare society and their sound guidance and cultivation are urgent national issues and important tasks to be performed by established society. In particular, the stage of the youth has been unsound due to the problems caused by industrialization and urbanization. State must offer them all resources in order that they can grow up their dream and will for bright future in comfortable and ideal environment. In case of Korea, youth welfare policies have been divided into many departments and their programs have been established as needed. Therefore, problems of youth welfare policies in Korea should be improved as follows ; First, while there is countermeasure committee for the youth for planning and adjusting the youth policies, it is nominal and policies and services of sports and recreation for the sound cultivation of the youth are excluded. Therefore, policy department which takes charge of the service for developing new programs and adjusting each department is required. Second, for the professional youth policies, special members for the youth (provisional name 'youth guide') should be placed to policy department, local department and local administrative organization (Youth Affairs Office, etc.). Third, since major programs of youth policies were already developed by laws and related departments, they can develop polices related to the subjects of youth policies. Then existing laws and policies should be improved to include the youth excluded from existing laws related to the youth and youth promotion laws should be revised or new laws should be enacted for the purpose of revealing the proper services of youth policy department. Fourth, mobilization of resources to perform the youth policies effectively will be possible through the utilization of existing facilities and the formation of new youth promotion fund. A lot of youth facilities in existing schools and workplaces should be open to the youth in local community and an organization which plans and adjusts utilization of the special youth facilities is also required. Fifth, research and survey of desires, problems and views of the youth are needed for developing the youth policies, which should be based on the characteristics of the youth. Besides, quality of youth guide and desires of local residents should be examined and the establishment of the Korea Youth Research Institute for Cultivation, Training and Reeducation of Youth Guide is needed for the effective development of youth policies. In fact, it is difficult to settle negative sense of value, problems and desires of the youth according to rapid social changes with existing youth policies in Korea and an appropriate youth policy to democratization and local autonomy system is required. For the improvement of service to improve youth welfare, the following can be pointed out; 1) As the methods to overcome large family system according to industrialization and urbanization with its traditional strength and weakness and consolidation of its educational functions, extension of group consulting facilities, emphasis of group guidance and recovery of traditional value and essential family functions should be accompanied. 2) Sharing interest in the youth and improving irrational and ineffective administration systems of the youth are needed. 3) Expansion of indispensable sound facilities for satisfying the desires of the youth (library, reading room, resting place, etc.) is necessary. 4) Thorough management policies for purifying harmful environment to the youth and preventing their approach to the environment should be sought through social education. 5) Scientific and organized controls of youth welfare crimes which tempt them to the swamp of delinquency should be forced. 6) Educational system should be reorganized with the contents emphasizing personality education and training to improve the whole factors of education and culture and culture system should be improved to enhance E.Q. 7) Urgent tasks should be settled with long-term and bold supports of the youth policies. 8) Youth office should be managed by applying existing facilities (Youth Center, Social Welfare Center, Sports Facilities, National Park, etc.) and youth facilities should be built by mobilizing local resources. In conclusion, this study analyzes and examines practical situation on the theoretical basis of establishing a new concept and goal of the youth welfare, tries a new alternative and ideal approach and recognizes infinite efforts and potential for increasing the youth welfare, which needs national participation and expectation. To make efforts for young generation grow up in warm and affectionate personal relationship and sharing firm recognition of hope that a beautiful foundation for the youth can be established are the obligations of existing generation for the youth who will lead our future society.

      • 장애인고용정책의 개선방안에 관한 연구

        Having a job is a basic proposition to meet our various desires as well as a requirement of self-esteem. Due to deep-rooted prejudice against and negative perception of the handicapped, social discrimination, and lack of politic device, the handicapped have difficulties in living and working together with non-disabilities members of society. In this respect, the improvement of employment policy for the handicapped is very important for social integration as well as for income guaranty. This study examined foreign employment policies for the handicapped considering theses points, and identified the current conditions of the employment of the handicapped in our country. It considered the problems of the current policy, centering on the Handicapped Employment Promotion Law, and aimed to seek for an employment activation plan. Our law is similar to those of Japan, Germany and France in that it is a compulsory system, and it is much closer to them in that the government provides supporting funds and imposes allotment to employers. However, the rate of compulsory employment is very low in our country and the law is effective only in the businesses with over 300 employees. This study examined the present condition of employment in Jeolla provinces where there are lots of population who need social welfare, and targeted to seek for its improvement plan. Because of poor conditions of business and economy in Jeolla provinces, it is difficult for non-disabilities to be employed, and there are only 17 businesses that enforce the handicapped compulsory employment. For the activation of the handicapped employment, more opportunities of employment that fits for their abilities and aptitude should be provided, and the effect of equal competition and balanced opportunities on their confidence and development should be considered. Activation plans of the handicapped employment are presented as follows: First, the system of compulsory employment should be improved with the proper realization of the policy and confirming intention and attitude of the employment. Second, through improvement of service delivery systems, and preparation of organized employment recommendation system, the related departments of the government should cooperate each other. And improved rehabilitation service should be peformed according to different degrees and life spans of the disabilities and a cooperative system among. The Ministry of Health and Welfare, the Ministry of Education and the Ministry of Labor should be constructed. Third, through the management of the handicapped vocational training facilities and protective facilities, and development of more organized system, professionals teams should perform tests of their learning abilities, their vocational abilities, their movement, and their interest & possibility, and provide specified personal programs to the handicapped with different degrees of disabilities, which lead to maximization of vocational training effect. Fourth, through the third sector model project, the handicapped should be provided actual vocational training and prepared for task performance. And then, they can be employed by other businesses and accordingly, the effect of vocational training will be maximized. Fifth, the working environment for the handicapped should be improved. When the handicapped employees work with non-disabilities employees, the former should be provided generous supports needed for pleasant working condition. Finally, local governments are willing to develop the proper sectors suitable for the handicapped to prevent lack of information on the handicapped. And they should promote the results obtained from the employment of the handicapped to society. To sum up, the government should support the development of the system actively, develop vocational categories suitable for the handicapped, and promote the organized system, which will lead to social integration through encouragement of social activities of the handicapped.
