This report compares cases of comprehensive human resource training system of government departments, industrial field, scholar field, research institute, etc, in terms of cultivating global railway professionals needed to enter into overseas rail market, in the long term. This is to suggest the plan for establishment of organized human resource cultivation system, which is need for ultimate goal of successful participation in overseas rail projects. I hope that this report would be a cornerstone for Korean rail companies to actively enter global rail market, by contributing to establish systematic method for cultivating global professionals in rail industry.
LTE-R(Long Term Evolution-Railway)의 국내외 철도시스템 적용 및 최적화 연구

Recently, the rapid improvement of ICT(Information and Communications, Technologies) has created a new value through a convergence with other technologies and industries. Particularly, 4G(Generation) LTE(Long Term Evolution) has made it possible to transmit data at high speeds. This has changed the industry’s environment completely. All the while, a wireless communication system in the railway industry has been limited to a voice service only because of the low transmission speed of the system. Moreover, there are many problems with the voice service, like limited service coverage, noise and inefficiency in operations within a wireless communication system. This system desperately needs improvement and must meet customer needs in railway services. The emergence of 4G LTE technology make it possible to solve many problems within this industry. LTE-R(Long Term Evolution-Railway) is a new wireless communication technology that uses 4G LTE. The LTE-R system can provide stable high-speed data transmission; therefore it is possible to impact the industry market and provide multimedia service for customers who are using the railway. In this study, I aim to prove that LTE-R’s optimization and application for domestic and foreign railway systems is a sound investment and will improve the railway industry dramatically. For this, I investigated the current situation of wireless communication systems of Korea’s railway.

As the transportation share of railways continues to grow, the public is uneasy about the large and small train accidents. It is proposed to utilize the performance assessment system as a method for safe railway use and to present a checklist of index designs that can be used in the performance indicator design process. The indicator design verification checklist applied with the concept of substratification can be used for projects that have already developed performance indexes. Tool to verify proper indicator design prior to performance assessment The results of the verification checklist were verified for maintenance performance assessment cases and significant results were obtained to demonstrate their effectiveness and utilization. I hope this study will be used to assess the performance of various types of maintenance and help me reach my goal

Rolling stock, after a certain period of the time or after a certain distance, go through a regular maintenance inspection in order to ensure safe operation of the railway. The vehicle’s wheel, one of the most important parts of the railway, is also checked periodically for safety. In the past, visual inspection, damage inspection, and penetrant inspection were all used as test methods to find any abnormalities with the vehicle’s wheel. But after the recent introduction of high-speed vehicles, ultrasonic flaw detector has applied for testing Recently, freight train deviation accident because of wheel broken in Gyeongbu Line between Sintanjin – Mepyo station (’16.3.11.) happened. Also, there was KTX train delay accident in Jeolla Line between Jeonju – Sinri station (’14.8.14.). These train accidents and delays raised doubts about the test methods for vehicle’s wheel. High-speed rail vehicles have been using Ultrasonic testing from ____. But many rolling stocks such as Saemaul, Mugunghwa and freight train began to apply ultrasonic testing in 2014, because of those accidents in order to ensure safety of Vehicle wheel. Due to a limited budget and time constraints, the first freight wheel ultrasonic flaw detection equipment utilized a type of Vertical flaw detection method. Unfortunately, the Vertical flaw detection method was a problematic because of unreliable test results and the occurrence of wheel-shaped blind spots. At first equipment inspections of rolling stock axles used a vertical flaw detection method. After that, eventually, PA ultrasonic flaw detection methods were applied in order to acquire reliability and maintain the efficiency inspection. In the same way, it is necessary to examine the possible benefits of PA ultrasonic flaw detection method on the vehicle’s wheel. Upon the analyzing rolling stock wheel’s standard, type of freight wheel derailment, and the background of rolling stock wheel ultrasonic flaw detector installation, this paper suggests an application of PA ultrasonic flaw detector on a wheel in order to ensure the reliability of the wheel ultrasonic flaw detector.

The Korea's railroad has continued making operational loss due to its public nature. In fact, the railroad is supposed to be run by the business operators with the strong nature of corporate management, but it has been organized as one of the government organizations where rigidity and publicness, instead of managerial flexibility and efficiency, are emphasized. However, such an organization is no longer suitable for managing the railway under the circumstance that the exclusiveness and the publicness are weakened due to the development of competitive means. Thus, the restructure of organization has been carried out as a new system where the responsibility management is possible with the autonomy of management, and Korea Railroad Corporation is established as a part of its privatization. In case of Japan, in the operational system of railroad, the factors for the private management are actively introduced to improve the management effectiveness while ensuring the publicness of railroad at maximum for the improvement of its productivity and the operational system of railroad is switched over to Responsibility Management System. Since the privatization, Japan considered that it was difficult for the railroad itself to make an operational profit, so the railroad expanded its business into the subsidiary businesses and operated its businesses in the black. Thus, Korea's railroad also has to pursues the publicness of railroad under the system of public corporation, a step towards the privatization, should prepare the foundation for the self-supporting management and the operation in the black. To do this, it was concluded that it is necessary to break from the railroad-centered business structure and diversify its business into the related business. On the same lines, Korea Railroad Corporation has made 12 subsidiary companies in 2004. However, they made a huge operational loss due to the poor management of its subsidiary companies and the lack of infra-structure and, as a result, many subsidiary companies were sorted out and integrated, and now there exist only 9 subsidiary companies. The current railroad business is in the transition to the relevant diversification based on its core competence rather than the business expansion through unreasonable diversification. However, the impractical advancement into many fields in such a short period of time was the reason for the huge loss without the support from internal competence and the investigation of the core competence. Railroad is no longer the transportation means transporting the passengers and the cargoes, but switches over to the center of our life. It is about time to seek for the suitable methods for our railroad business like the subsidiary businesses of the subsidiary companies of JR in Japan, through the analysis of internal competence and external environment. Thus, in Chapter 4, an analysis of the external environment and the core competence of Korea Railroad Corporation was performed. As a result of the investigation of the core competence of Korea Railroad Corporation, the operational techniques and the railroad facilities operating the nationwide railroad network have been found. When looking into the subsidiary business fields based on these competences, there are overseas' business, real estate development, and leasing business. Because they are associated with the railroad business, they can be called the related subsidiary businesses. Also, as the growth of the railroad will continue, above businesses will correspond to the medium-long term direction of Korea Railroad Corporation. To promote these businesses, it is needed to carry out the businesses successively according to the importance and the competence through considering the errors of Korea Railroad Corporation in the past, rather than carrying out them simultaneously, and provide the improved railroad facilities for the public through becoming a part of the life of the public through intimate approach.

국내외 철도안전관리체계 비교를 통한 합리적 수수료 부과 방안 연구

국가는 철도운영기관 등에 대한 사후적‧제한적 안전관리인 철도종합안전심사 제도의 문제점 보완을 통하여 철도에 대한 안전 불감증의 우려를 불식 시키고, 향후 다수의 신규 철도운영자 등의 출연에 대비하여, 국제적 요구기준에 맞도록 기준을 강화한 사전적‧상시적 철도안전관리체계 승인제도를 도입하게 되었다. 이에, 철도안전관리제도의 원활한 운영준비를 위하여 철도안전경영, 위험관리, 사고조사 및 보고, 내부점검, 비상대응계획, 비상대응훈련, 교육훈련, 안전정보관리, 운행안전관리, 차량 및 시설의 유지관리 등 철도운영 및 철도시설의 안전관리에 필요한 기준을 정립 하였다.
중앙선 열차속도 향상을 위한 전차선로 개선에 관한 연구

본 논문은 세계적인 추세로 전기철도의 속도향상이 요구되고 있어 기존선 속도향상을 위한 전차선로에 대한 연구를 하는 것을 목표로 하고 있다. 특히 산업화가 가속화 될수록 철도의 고속화 열망은 높아지고 있어 각국의 경쟁이 더욱 치열해질 것으로 보인다. 철도에서 전차선로의 포지션은 그리 높은 편은 아니다. 하지만 전기철도의 속도향상에는 많은 영향을 준다. 열차에 전력을 안정되게 공급하는 것이 속도향상의 키워드라고 할 수 있기 때문이다. 전기철도의 속도향상에는 두 가지 방법이 있다.
이단적재 열차(DST) 운행을 위한 전차선로 및 구조물 개량 방안 연구

국가 온실가스 감축목표 달성을 위해 정부에서 녹색교통추진전략(‘09.11.5. 국토해양부, 지식경제부)을 수립하고 철도수송 분담율 향상을 정책목표로 설정하여 국가물류비 절감과 철도수송 분담률의 제고를 도모하여 국가경쟁력을 향상에 하고자 장래 증가할 것으로 예측되는 컨테이너 철도수송 물동량을 원활한 수송하기 위해 새로운 교통수단을 검토 하게 되었다. KTX 도입에 따른 기존선 여객수요의 고속선 전환과 철도물류 수송수요의 증가 등 기존선 선로용량 부족노선에 대한 시설개량이 필요한 이때 선로용량의 최적 활용방안 마련이 필요한 실정이다. 따라서 1회 수송에 보다 많은 량을 수송할 수 있는 수송수단으로 수송능력의 확충을 위해서는 기존의 운송체계를 획기적으로 변화시키는 이단적재 열차 운행이 필요한 실정이다. 이단적재열차 운행은 첫째 철도수송의 단위수송 비용을 낮추어 가격경쟁력이 확보 되고, 둘째 경부고속철도 개통 후 기존 경부선의 활용으로 철도수송능력 증강이 가능하며, 셋째 기존선(의왕~대전)구간의 부족한 선로용량 해소 및 장래 2층 여객열차를 운행을 위한 기반 구축 가능하게 된다. 또한 향후 국내 철도망이 대륙철도망인 TSR 및 TCR과 연결될 가능성을 고려 한다면 수송효율이 높은 이단적재 열차의 운행효과를 보다 높일 수 있을 것이다. 부산, 광양항에서 발생하는 대륙행 물동량은 국가철도망 구축계획에서 제시하고 있는 서해안 산업철도와 경의선을 통해 TCR 및 TSR과 연결될 수 있고, 부산항에서 발생한 대륙행 물동량은 동해선을 통해 TSR과 연결될 수 있을 것이다. 따라서 기존선에 이단적재 열차를 운행하기 위해서는 현재의 철도시설물을 대폭적으로 개량이 필요한 실정이며 또한 우리나라 주요간선은 전철화가 완료되었거나 진행되고 있어 이단적재 열차를 운행하기 위해서 전차선로와 터널 및 입체교차 시설 등의 설치 높이를 다음과 같은 확보하여야 한다. 터널의 내공단면적은 레일면상 BOX형 터널의 경우 6,650mm, NATM형 터널의 경우 7,360mm는 되어야 하며, 입체교차시설의 높이가 레일면으로부터 6,810mm는 되어야 한다. 전차선로를 조정하는 방법은 토공구간에서는 전철주(9,000mm)에서 현재 가동브래키트를 600㎜이상 인상할 경우 급전선과의 이격거리(550㎜이상)가 부족하게 된다. 그러므로 급전선의 높이 인상이 필요하다 따라서 이 경우에는 전철주 길이가 500~1,000mm 이상 인상된 9,500~10,000mm이상의 전철주로 변경시공이 타당하다 그러나 변경시공이 불가능한 경우에는 별도의 완금시공과 완금각도 조정(0°⇒20°)을 통하여 이격거리 확보가 필요하며, 터널구간에서는 전차선 높이 상승에 따라 절연이격거리 확보를 위하여서는 저가고용 브래킷(710mm⇒500mm)을 사용하여야 하며, 충분한 여유급전 공간 확보를 위하여 급전선 시공을 가공에서 케이블로 변경하여 절연이격거리 확보가 필요하다. 그리고 전차선 설치높이가 5,200mm에서 5,800mm이상으로 600mm 상향조정에 따라 전차선 편위 조정범위 축소와 기존 시설물과의 절연이격거리 확보 등 추가적인 검토사항 발생함에 따라 이단적재 열차 운행을 위한 전차선로 시스템은 기존 전차선로 시스템에 비하여 시설물 설치가 더욱 어렵기 때문에 시공에 대한 추가 할증을 검토 하여야 한다.
