This study premisses that it is better to revive Yu-Hyongwon as a 17C Choson intellectual than to give him a title of the 'Sil-Hak' scholar. It is because that the of 'Sil-Hak', eg 'modernity' seems too obscure. But some studies in the field of the Korean education history have been stressed the modern aspects of the educational reformation program of Yu-Hyongwon, and some studies have focussed the medieval points. Now it is the time to change our standpoint from modern times to 17C Choson Dynasty in which he lived and thought. So this study re-examines 『The Essays of Yu-Hyongwon(Ban-Gye Surok)』 to explain the characters of his educational thought, especially 「an essay of the education and selection(Gyo-Sun-Ji-Je)」 which is contained in 『The Essays』. The essay shows two distinctions of his educational thought. One is that it is connected with other essays of 『The Essays』 which focus on various topics, for example economy, bureaucratic structure, military, local administration system and so on. The other is that the essay has two-lay structure which divided into the logic of ideal educational system(logical part) and the strategy for the execution of the ideal system(strategical intention part). The ideal educational system has four principles. First, distribution of human power for the social development, second equal opportunity of education, third national aid to school finance and fourth ample rewards to the teachers. For the execution of the ideal system, he suggested three strategy. First, justification of his logic of educational reformation, second gradual approach for execution and third compromise with anti-power. With this ideal and strategical approach, he dreamed to create meritocratic society which is constructed on the foundation of the public justice. It is a very radical and progressive thought. But its root is not modern capitalism or republican thought but Confucian tradition.
