        The aim of this study is to examine current situations of the Land Price System(LPS) and to search for its provements. The major results for the current situations and its improvements of the LPS as follows; The first problem is in the law of the Public Announcement Land Price System(PALPS). To solve out it, the scattered laws on the basis and method of the PALPS is to agglomerate a unitary system. Second, there is a problem for the accuracy and maintenance of the investigation of land prices. It will be important for land price investigators to be educated. It will progress their knowledges and abilities of the investigation of land prices. Then, the accuracy and maintenance of the investigation of land prices will be improved. As third problem, we can say the different time between the basic day and the actual announcement day, the selection of the standard land, and the annual investigation and announcement of it. It is too short to investigate a land price more exactly. Because of these problems, the investigator use the land price investigated just the year before. Thus, the enough time must be given far investigating the land price, and the basic day and the actual announcement day must be unified to prevent investigator from using the land price of just the year before. The fourth problem is in the basis of the law about the testification system of the Public Announcement Land Prices(PALP). This problem is solved by the confirming the definition of testification system of the PALP and the responsibility and limit of it. And the period of testifying the PALP should be considered rationally. Finally, the difference between the PALP and the actual land prices is revealed as serious gap. To solve out this problem, It is required that the concepts of the PALP and the actual land prices are confirmed.

      • 都市景觀의 獨自性에 關한 硏究 : 釜山市를 中心으로 focused on Pusan

        The purpose of this study is to find out the some characteristics concering the identity of townscape in our cities. In general, townscape was been considered in two aspects: the description of town as it is, the town as it is perceived. However, cities are more of the works of art than human settlements. And consequently, the sense of place as the spatial perception of human existence is more important than the analysis of physical environment or visual environment. In this study, especially four peculiar attributes of townscape are considered in connection the same sense of place. Those are the pecularity of symbol, locality, tradition and practical use.

      • 개발제한구역내 취락지 주거환경의 실태분석과 개선방안의 고찰

        The operation of Green Belt policy is evaluated so successfully under its own purposes, that is, prevention of urban sprawl, environmental conservation of urban fringe, mili?ary purposes, etcs, comparing other conturies which operate Green Belt. But the residents in Pusan lives under so bad living condition caused of rigid regulation and limitation of development. This study aims to analysis the problems and the present conditions, to investigate improvement alternatives, of residential environments to the village in the Green Belt areas. General conclutions in this study are as follows. First, the residence to the village in the Green Belt areas are being existed in spite that it is small, declined and old areas by the government regulation. Second, the resident in the Green Belt areas must have strong desires of improvement of residential environment and have high intention of settlements. Third, it is need to mitigate government regulation, and to expand public service delivery system for improvement of residential environment in the Green Belt areas. Fourth, it is need to regulate to satisfy local conditions to village arrangement projects and to make special laws for the improvement of residential environment.

      • 부산시 도시공원의 입지평가에 관한 연구

        The purpose of this study is to evaluate urban parks by location model. For the purpose of doing those, elements of location evaluation - altitude, gradient and accessibility - explored by GIS(Geographical Information System) are selected Evaluation of Location model for urban parks hardly being studied, evaluation of new model by spatial data for analysis shows possibilities in location policies of urban parks, especially, using physical and objective factors. Accessibility is examined by ratio of developed area to total area in Pusan. Altitude and gradient also are explored by each ratio of park areas. The results of evaluation of location model for urban parks in Pusan are summarized as follows; 1) A small scale park is more effective than large scale one in usability on present conditions in Pusan. 2) Most parks are located in areas which are in high altitude and severe slope ratio. Hierarchy of parks as the number of these based on parks' size is improper. Each commune called 'Gu' is very diverse and irrational in numbers and area of urban parks. Therefore, adjustment of irrational parks location is needed 3) Evaluation of this model may be different to facual evaluation because Pusan has many unmade parks. But, unmade parks must continue being constructed. Considering new location model, the problems of that are summarized as follows; 1) The method of analysis using GIS is very objective and effective in abtaining the spatial data. The following study on location and space may be very essential. 2) The problems of weight vague in relations among location elements is very important. Therefore, the more detail works should be required. 3) The model of this study is simple. For more close works, many factors - for example, park form, park management, linkage to other facilitis, etc. - must be considerated

      • 民選團體長 出帆에 따른 都市計劃 樹立過程變化에 관한 硏究 : 釜山廣域市를 중심으로

        AbstractThe major aim of paper is to explore the changes and problems in formulating procedure of urban planning in Pusan about the time of local autonomy. In effect, the expectatinos and demends of citizens are more increasing after the advent of mayor of local autonomy.Accordingly, it is eminently true that the mayor of local autonomy will play a dominant role in propelling urban development, difficulty from the past appointed mayor by central government. Therefore, above all the leadership of the mayor of local autonomy is even more important. He should lead local autonomy to increasing citizen's quality of life through intensifying the citizen participation and emphasizing citizen identity.       • 노후아파트의 문제점 및 대책에 관한 연구 : 부산광역시를 중심으로 Focus on Pusan

        AbstractThe purpose of this study is to propose the solution of blighted apartment problems which make a bad effect on the urban environment, safe of citizens, and regional economy. Pusan has unpleasant physical environment for urban growth. So, it was impossible to develop systematically residential area. Many apartments need to be built regardless of site condition and it has caused many problem like dangers resulted from only 20-year life of inferior buildings and awful urban environment.As a fist step to analyze the blighted apartments in Pusan, I investigated present aged apartments situation which is older than 20 years. They have no management system to delay ruin and economic capacity to rebuild their houses. Furthermore recent reconstruction for benefit of low-apartments owners become origin why they have no interest in manage their houses. Defending economic waste to rebuild apartments too young to reject, We make the law to be arranged for withdrawing the development benefit. Also we have to solidify the management system to delay the blight process and prepare the reconstruction funds for pauper who have no ability to control and rebuild their apartments.       • 부산광역시 자치구 교통개선사업계획 활성화방안에 관한 검토

        Transportation Improvement Program(TIP) is a political methods that work out problems of the illegal parking, increase of traffic accident, walking trouble in dwelling space result from congestion of the street. The purpose of this study is to consider introduction of District-TIP in Pusan in aspects of organization, expert, finance, institution, and to suggest the methods. The following is the contents of this study. This study is suggested that first, it is need to separated expert from organization for introduce District-TIP in Pusan. Second, an increase in parking-income by usage of the special account is improvement program to invest finances. In conclusion, it is right that establish the base-rule in a municipal ordinance supporting for regulations to propel TIP.

      • 도시내 불량주거지 정비방안에 관한 연구 : A Case Study of Seo-gu in Pusan 부산광역시 서구를 중심으로

        This study starts from recognizing the necessary of urban environmental improvement and purposes to prepose a new improvement scheme of urban districts are serious physical housing problem. For the purpose of archiving these, I did the case study. The results of this study are summarized as follows. 1. The improvement plans of CBD are to do development in the neighborhood of station. The district of Chung-moo-dong is near from CBD in Pusan and takes charge of commercial business and sales. So in this district, these parts has been to strengthen and residential areas have to be moved around CBD. 2. The improvement plans of residential areas must be progressed toward making the best use of a local specific character. Seo-gu is located in hilly sections in Pusan. For that reason, the application of a typical method like a high-rise apartment building raise serious damages. So I insist on the low-density development method to use a slope advantage. For setting about this plan, local government must have enough finacial power. So I suggest a device for supporting these subjects partially. This is 'Transfer of Development Right'. Finally when the harmony between public-interest and self-interest is achieved, the urban residential areas can be improved systematically and problems will be settled satisfactorily.
