      • 아동복지 이슈에 대한 언론의 관심도와 정책결정에 관한 연구: Downs의 이슈관심주기이론을 중심으로

        본 연구는 사회적 이슈를 정부가 정책에 반영한다는 점에 주목하고, 아동복지 이슈와 정책결정과의 관계를 분석하였다. 특히, 사회적 이슈는 국민의 선호가 표출된 것으로서 이를 정부 정책에 반영한다는 것은 정부의 대응성 및 신속성 측면에서 그 의미가 상당히 중요하다. 이를 위해 본 연구에서는 김대중-이명박 정부 기간 동안 크게 관심을 받았던 아동복지 이슈를 대상으로 언론의 관심도를 측정하여 Anthony Downs의 이슈관심주기모형을 분석하였다. 또한 아동복지 이슈에 대한 언론의 관심도가 증가할 때, 이와 관련된 정책이 결정되었는지의 여부를 분석하였다. 분석결과, 우리나라 아동복지 이슈는 Downs의 이슈관심주기를 가지고 있는 것으로 나타났으며, 이와 관련된 정책이 결정된 것으로 나타났다. 본 연구의 결과는 아동복지 정책의제분야에서 방법론적인 기여를 할 수 있을 것으로 기대된다.

        인지된 책임성이 원격근무 만족도에 미치는 영향 연구

        The public sector is preemptively introducing additional workforce models beyond in-office, such as telework and hybrid work, to better fulfill its role as an exemplary business administrator and introduce innovation to the traditionally more rigid organizational approach. However, limitations in daily operations have been noted due to preferences for face-to-face interaction and the hierarchical culture in Korea. Based on the public service life survey administered by the Korea Institute of Public Administration, this study empirically analyzed the influence of self-management (administrative and professional responsibility) on telework satisfaction as well as telework satisfaction on work autonomy and quality of life as perceived by public servants. Furthermore, we analyzed differences in perception between high-responsibility and low-responsibility groups, and suggested that self-management is important in perceived satisfaction with remote work, work autonomy, and quality of life.

        정부지원 노인사회 활동 프로그램이 삶의 질 만족도에 미치는 영향

        This study explored the relationship between government social activity programs and life-satisfactions in elderly care services. The Korea governments provide the elderly with many social activity programs such as lifetime education programs, volunteer programs, and job opportunities. However, we know little about how these programs enhance the life satisfaction of elderly people. Using the data source from the 2017 elderly people survey, we conduct a regression analysis on the association between social activity programs and their effects on elderly satisfactions with social relationship, residential quality, and economic condition. The results show that elderly people with a higher level of the social activity programs are more likely to satisfy with their life, particularly in the areas of social relationship, residential quality, and economic condition.

        국가 측정표준의 재정립에 관한 연구 – 빅데이터 분석을 중심으로 -

        This study presents the direction of re-establishment of national measurement standards related to the measurement standards in the era of the 4th Industrial Revolution through review of existing related literature and big data analysis. This is because the role of new measurement standards is expanding due to changes in national standards and quality systems, and it is required to play a leading role through the introduction of national standards and quality systems for the 4th Industrial Revolution technology. The results of big data analysis are as follows. First of all, institutions such as the Korea Institute of Standards and Science, which carries out national R&D related to measurement standards, need to find out what standards are directly related to people's daily lives, safety, health, and environment, and make efforts to standardize them. Based on this, the direction of re-establishment of measurement standards in national standards and quality systems can be presented in the following three aspects. First, it is necessary to establish national standards related to the daily lives of the people and expand R&D functions for internationalization. Second, it is necessary to establish national standards to support the revitalization of future growth industries and to form a cooperative network with related companies. Third, it is necessary to establish a national standard that can promote the discovery and growth of new 4th Industrial Revolution technologies and discover a global network.

        전자청원 플랫폼의 도전과 기회: 청와대 국민청원 제시 글의 토픽모델링

        Policies and systems using information and communication technology (ICT) are being implemented in the public sector due to the increase in the size and complexity of society. The platform is a business model applied with information technology, contributing to creating new values ​​for the future society and providing effective administrative services. Korea is effectively responding to social problems and issues by introducing an e-petition in the form of a platform to respond quickly to social changes. Using the topic modeling methodology, it has examined how public petitions that occurred after the introduction of e-petition and how texts from e-petition arose as social problems. Based on this, it is discussed potential issues to effectively find solutions to social problems. As a result of the analysis, petitions related to ‘human rights and gender equality’ and ‘political reform’ were found to be high. Words such as ‘strengthening legislation’, ‘women/children/family’, ‘criminal investigation’, and ‘social problem’ were derived as potential issues, it is necessary to discuss the strengthening of related policies and legislation. The function of managing information flow and policy agenda of the electronic petition system is also important because the issues registered in the national e-petition can be expanded in the online space and linked to an innovative social agenda. In addition, capabilities and roles to solve problems on the agenda and strengthen institutions and policies are also required.

        승려의 소득보장과 직무만족 간 인과관계에 관한 연구: 문화 성향별 차이 분석

        This study aimed to examine the causal relationship between income maintenance programs of Buddhist monks and their job satisfaction, and to analyze whether their cultural inclinations would have different effects on the relationship between the two variables. In order to achieve these purposes, this study conducted a survey research to the Buddhist monks in 21 major Buddhist temples. The results of the quantitative analyses are as follows. First, the satisfaction of income maintenance programs of the Buddhist monks showed positive effects on their job satisfaction. Second, as in ordinary people, the Buddhist monks also had different cultural inclinations, and individualism and hierarchy appeared as the most common cultural inclinations. Third, hierarchy positively affected the job satisfaction of the Buddhist monks, whereas individualism negatively affected their job satisfaction. Fourth, the types of culture made differences in the pattern of influence of the satisfaction of income maintenance programs on job satisfaction. In the case of individualistic monks, the satisfaction of income maintenance programs positively affected their job satisfaction. However, for the hierarchistic monks, the satisfaction of the programs had no causal relationship with job satisfaction. These findings implied that extrinsic factors such as income maintenance and welfare programs could contribute to enhancing Buddhist monks’ job satisfaction, and the effectiveness of the programs could be much effective to individualistic monks.

        변혁적 리더십과 조직성과 간 관계 연구: 경쟁가치적 조직문화의 조절효과를 중심으로

        In response to environmental changes, governments can increase organizational performance through transformational leadership. Types of organizational culture can correspond to each component of transformational leadership and increase the impact of transformational leadership on organizational performance. This study analyzed the impact of charisma, intellectual stimulation, and individualized consideration, which are the components of transformational leadership, on organizational performance perceived by central government public officials, focusing on the four cultures presented by the competing value framework model. The analysis found that charisma, intellectual stimulation, and individualized consideration all had a significantly positive (+) effect on organizational performance. Collective and rational cultures strengthened the influence of charisma on organizational performance, and development cultures strengthened the influence of intellectual stimulation on organizational performance. The results suggest that the components of transformational leadership should be used differently depending on the culture of the public organization to improve public organization performance.

        과학기술과 일자리 정책에 관한 연구: 신기술에 대한 인식이 일자리 인식에 미치는 영향을 중심으로

        Emerging technologies such as artificial intelligence(AI) and robots, which are recognized as core elements of the 4th industrial revolution, have been promoting societal changes in recent years. Based on the Korea Press Foundation's 'Survey on Robots and Our Society', this study analyzed the effects of science and technology, such as AI, robots, and automation, on job change at the individual level. The results showed that interest in science and technology was partially related to the benefits of robots and job replacement, and positive perceptions about robots were found to have a significant positive effect on not only job replacement but also the consequential benefits. Therefore, to minimize the negative impact of job loss caused by the emerging technologies, it is necessary to expand strategic efforts to raise the positive perception of individuals to alleviate potential threats and concerns about the technologies. This study provides useful information to proactively respond to the potential job issuess led by emerging technologies through an anaylsis at the individual level.

        공공가치관리(public value management) 패러다임의 적용을 위한 시론적 연구

        This study examines the content of the public value management paradigm, which is being discussed as an alternative paradigm, and the discussions for its practical application by paying attention to the paradigm shift phenomenon. As a result of the review, the characteristics of the public value management paradigm can be classified into the dimensions of purpose, subject, operation method, and performance measurement and it was confirmed that the design of a practical system that can realize each of these dimensions must be supported. From the perspective of public value pragmatism, it is proposed to explore various alternatives suitable for the situation, such as network governance at this study. According to the comprehensive review of this study, the public value management paradigm is an alternative to complement the limitations and side effects of the New Public Management theory, which can be called the current mainstream paradigm.

        조직 화합을 위한 조직문화 형성 방안 모색: 세대별 델파이 연구를 중심으로

        본 연구는 각 세대의 특성과 세대갈등에 대한 인식 및 해결방안을 연구하고 이를 바탕으로 소통과 화합을 위한 조직문화를 형성하는 실효성 있는 방안을 모색하는데 목적이 있다. 이를 위하여 국내 공기업과 사기업에 근무하는 네 세대(베이비부머, X, 밀레니얼, Z)의 조직구성원 19명을 대상으로 델파이 기법을 활용한 서면 인터뷰를 실시하였다. 분석결과, 각 세대가 스스로를 인식하는 특징과 타 세대가 바라보는 인식 간에 차이가 존재함을 알 수 있었으나, 타 세대에 대해 지나치게 부정적이거나 편견을 가지고 바라보지는 않는 것으로 나타났다. 또한 조직 내 세대 간 갈등에 대해서는 모두가 인지하고 있었으나, 해결 가능성과 의지에는 긍정적인 반응을 보였다. 세대 간 갈등을 해결하기 위한 제도적인 방안에 대해서는 세대 별로 다른 선호를 보여 개성과 가치관 등에 차이가 존재함을 알 수 있었다. 연구결과를 종합적으로 분석했을 때 단기적으로는 전 세대가 공통적으로 선호하는 방식으로 소통과 협력의 기회를 제공하고, 필요한 교육을 실시할 필요가 있는 것으로 나타났다. 중장기적으로는 모든 세대가 조직의 중요한 의사결정에 참여할 수 있는 기회를 부여하고 리더십 훈련, 의사결정훈련 등의 교육을 통해 조직구성원의 역량을 제고의 필요성이 지적되었다. 장기적으로는 조직자부심, 비전, 규범 등과 같은 인식개선과 보상시스템의 선진화와 같은 범조직차원의 혁신이 이루어질 때 조직구성원의 조직만족도와 조직몰입 등의 긍정적인 인식이 높아질 수 있다는 결론이 도출되었다.
