      • Estimation of air pollution from container transportation of Daesan Port in Korea

        To reduce the air pollution from maritime activities, which is proven to have severe impacts on the worldwide environment and human health, many international regulations have been established. Therefore, an effective political strategy and a complete inventory of emissions are needed to control atmospheric ship pollution and comply with these international standards. The purpose of this study is to calculate the amount of emission in three operating modes (cruising, maneuvering, and hoteling) for some main pollutants emitted from container ships and trucks operating in Daesan port in Korea based on bottom-up methodology. The results showed that the volume of air pollution of about 6,500 tons from container ships and 1,455 tons from container trucks were emitted in Daesan port area. Also, a total of 4 billion won (about 3.6 billion won from container ships, and about 400 million won from container trucks) was estimated.

      • A Transportation Problem with Uncertain Costs and Random Supplies

        Transportation problem is an optimization problem. In general, it was studied under random or uncertain condition. Considering the recent complexity, it is not enough to make should be a perfect transportation plan only based on. Usually, there is not only uncertainty but also randomness in many systems. In this paper, the aim is to investigate a transportation problem under uncertain and random environment. As a result, a conceptual uncertain random model is proposed for the problem, where the supplies are considered as random variables, and the costs and the demands are uncertain variables. By minimizing the expected value of uncertain objective function and taking confidence levels on constraints, transforming the model into a crisp mathematical form is the main conclusion. Then transforming the model into a typical mathematical programming model is the main conclusion by using uncertainty theory and probability theory. At the end, a numerical example is given to show the feasibility of the model.

      • Design of Course-Keeping Controller for a Ship Based on Backstepping and Neural Networks

        Due to the existence of uncertainties and the unknown time variant environmental disturbances for ship course nonlinear control system, the ship course adaptive neural network robust course-keeping controller is designed by combining the backstepping technique. The neural networks (NNs) are employed for the compensating of the nonlinear term of the nonlinear ship course-keeping control system. The designed adaptive laws are designed to estimate the weights of NNs and the bounds of unknown environmental disturbances. The first order commander are introduced to solve the problem of repeating differential operations in the traditional backstepping design method, which let the designed controller easier to implement in navigation practice and structure simplicity. Theoretically, it indicates that the proposed controller can track the setting course in arbitrary expected accuracy, while keeping all control signals in the ship course control closed-loop system are uniformly ultimately bounded. Finally, the training ship of Dalian Maritime University is taken for example; simulation results illustrated the effectiveness and the robustness of the proposed controller.

      • Requirements for e-Navigation Architectures

        Technology is changing the way of navigation. New technologies for communication and navigation can be found on virtually every vessel. System architectures define structure and cooperation of components and subsystems. IMO, IALA, costal authorities, technology provider and many more actually propose new architectures for e-Navigation. This paper looks at other transportation domains and technical as normative requirements for e-Navigation architectures. With the aim of identifying possible synergies in the research, development, certification and standardization, this paper sets out to compare requirements and approaches of these two domains with respect to safety and security aspects. Since from an autonomy perspective, the automotive domain has started earlier and therefore has achieved a higher degree of technical progress, we will start with an overview of the developments in this domain. After that, the paper discusses the requirements on automation and assistance systems in the maritime domain and gives an overview of the developments into this direction within the maritime domain. This then allows us to compare developments in both domains and to derive recommendations for further developments in the maritime domain at the end of this paper.

      • Maritime Professional Education and Training Development in ASEAN Region: Today and Tomorrow

        The ASEAN charter is a treaty established by ten member countries in the Southeast Asia founded on December 2008. Prior to the establishment of the Association of Southeast Asian Nations (ASEAN) charter, the Maritime Professional Education and Training Development Program was facing a challenge of disruptions relative to maritime events. Due to the disruptions of maritime events, challenges such as gap in international relations, lack of database integration in the field of maritime education and training, lack of knowledge transfer and no effective and proper framework of future development particularly in the areas of maritime education and training among the ASEAN countries existing. The goal of this paper is to motivate professionals and the relations society to collaborate in the Maritime Professional Education and Training Development: Today and Tomorrow, to be able to fill the gaps presented to this paper. In order to ensure this study can be completed in the right ways and times, the Critical Path Method (CPM) is used. As a finding of this study, all professional maritime members are expected to strengthening the international professional relations in maritime education and training system among the ASEAN region.

      • The Mediating Effect of Enterprise Competitiveness on the Relation between Operational Service Quality Management and Customer Perception Level

        The purpose of this research is to examine the mediating effect of enterprise competitiveness on the relationship between operational service quality management and customer perception level of freight forwarders’ services in East Coast region of Peninsular Malaysia. Data were collected from 106 customers of freight forwarders through accessible random sampling method. Usable data were analyzed through Partial Least-squares Structural Equation Modeling (PLS-SEM) approach using Smart PLS-SEM software version 3.2.8. The validity of the survey questionnaire was confirmed using content validity, structural validity and expert validity. The results revealed that operational service quality management influences customer perception toward service providers’ services. Meanwhile, enterprise competitive mediates the relationship between operational service quality management and customer perception on service providers’ services. The enterprise competitiveness was found to be a driver for better customer perception on freight forwarder service providers. Besides, it has a strong mediating effect which ultimately effect on both customer perception level of satisfaction and could enhance customer perception on operational service quality management through words of mouth. These findings would therefore offer the freight forwarders’ management teams a new perspective in developing a better operational service quality management strategies and practices with emphasis on enterprise competitiveness. It also demonstrates the significance of enterprise competitiveness in donimating towards consumer perception in service preference and future repurchase intension.

      • Application of Game Theory and Uncertainty Theory in Port Competition between Hong Kong Port and Shenzhen Port

        This paper unveils the strong competition in container cargo between Hong Kong Port which has been emerging as an international maritime center since the 1970s and Shenzhen Port which has recently gained remarkable achievements in the Pearl River Delta region. Among various competing strategies, the study focuses on the long-term one in which two ports will decide to compete by investing in capacity. The purpose of this research is to examine their decision, making process and to suggest future strategic actions in the current situation. Within its scope, only economic profit brought back from the investment is considered. For this reason, an uncertain payoff two-person game model is developed where an uncertain factor of demand is involved. In applying Uncertainty theory (Liu, 2013), the two methods to solve the game are introduced, including uncertain statistics and the expected Nash Equilibrium strategy. The results obtained from this research generate meaningful suggestions for future competition plan for the two selected ports, which conclude that Shenzhen is the dominant port in this long-term strategy. Compared to existing works on the same topic, the paper shows its distinctiveness by studying the latest competitive situation with regard to the uncertain demand in the game model.

      • Selecting Tanker Steaming Speeds under Uncertainty: A Rule-Based Bayesian Reasoning Approach

        In the tanker industry, there are a lot of uncertain conditions that tanker companies have to deal with.For example, the global financial crisis and economic recession, the increase of bunker fuel prices and global climate change. Such conditions have forced tanker companies to change tankers speed from full speed to slow speed, extra slow speed and super slow speed. Due to such conditions, the objective of this paper is to present a methodology for determining vessel speeds of tankers that minimize the cost of the vessels under such conditions. The four levels of vessel speed in the tanker industry will be investigated and will incorporate a number of uncertain conditions. This will be done by developing a scientific model using a rule-based Bayesian reasoning method. The proposed model has produced 96 rules that can be used as guidance in the decision making process. Such results help tanker companies to determine the appropriate vessel speed to be used in a dynamic operational environmental.

      • A Study on the Risk Analysis based on the Trajectory of Fishing Vessels in the VTS Area

        According to the statistics of the last five years, fishing vessel accidents accounted for about 80% of collisions of all ships and has led to many casualties. To prevent collision accidents, it is important to assess the collision risk potential related to the sailing characteristics of fishing vessels. The authors represented the traffic patterns of vessels that sail around Wando waters based on Automatic Identification System (AIS) and Radio Detecting and Ranging (RADAR) data. The authors analyzed the statistical near miss data between fishing vessels and non-fishing vessels in the Wando Vessel Traffic Services (VTS) area and assessed the risk of ship collisions. From this research, the authors identified waters with a high risk of ship collisions. The analyzed results can be used as basic data to develop collision prevention strategies which aides the decision making and efficient operation of VTS officers (VTSO.)
