The Scholar Relation Analysis Map Using Linked Open Data on the Research Platform of the Research Information Sharing Service (RISS)

The outbreak of the COVID-19 pandemic facilitated opportunities for contact-free (or “contactless”) academic activities. In particular, academic activity has become active on online platforms, and researchers have demonstrated a growing tendency to search information more accurately and conveniently on the platforms that carry numerous academic information. In 1998, the Korea Education and Research Information Service (KERIS), a research institute funded by the Ministry of Education, developed a platform that shares and collects academic research information, namely, the Research Information Sharing Service (RISS). The RISS platform encompasses all domestically-produced research information and the overseas research information. The RISS consists of union catalogues service, inter-library loan service, dCollection system, research information analytics service, and overseas theses information service. The RISS has accumulated not only the domestic theses and dissertations but also various academic data over the past two decades. There has also been an increasing demand for easily obtaining the platform data added in real time. As such, using the liked open data (LOD) through the RISS, the KERIS has linked data with others and formed a useful environment for using data to help the researchers with conducting their academic activities. By analyzing and processing the data produced on the RISS platform and reflecting the users’ patterns of uses, the KERIS has implemented a new scholar relation analysis map (“SAM”) service. In this context, this article introduces thesis-researcher relation analysis service, thesis usage analysis service, thesis-researcher impact analysis service, and latest research trend analysis service.

Quantum Sensing Research: A Scientometric Assessment of Global Publications during 1991-2020

The study presents a global research scenario in the domain of quantum sensing in quantitative and qualitative terms. The study is based on an analysis of 588 global publications in the field, sourced from the Scopus database for the period 1991-2020. The study identified key countries, organizations and authors, network collaborative linkages at national, institutional, and author level. In addition, it identified broad subject areas intersecting quantum sensing research, key journals for research communications, and broad characteristics of highly-cited papers. The study finds that the USA and Germany lead the world ranking in quantum sensing research with a combined share of 50% to the global output. The USA, Germany, and Italy are the home countries to 13 of the top 15 most productive organizations, and also the home countries to 14 of the top 15 most productive authors in the subject. The top journals publishing most research publications are Physical Review A, Physical Review Letters and New Journal of Physics. However, in the most cited journals list in the subject, Agriculture & Forest Meterology, Science and Physical Review A tops the list.

Ethical Issues and Information Communication Technology (ICT) Use in the New Era

The new age is characterised by information communication technology, where computers, laptops, mobile gadgets such as palmtops, tablets, mobile phones and the internet have made their way to every sphere of life from our domestic environments such a homes, small retail shops, banks to large industries and the world at large. Over time, so many questions about the ethical use of Information and Communication Technology (ICT) have emerged on who has access to what technology and the use of it and like every other technological invention. This paper will look at the morality involved in making use of ICT to promote ethical use of data or information in a virtual environment. ICT also possesses both positive and negative impacts; the questions that these impacts raise are what this piece attempts to answer, providing global scrutiny to these ethical issues, situations and questions; and providing recommendations in line with global best practices.

Does Cloned Template Text Compromise the Information Integrity of a Paper, and is it a New Form of Text Plagiarism?

Word templates exist for select journals, and their primary objective is to facilitate submissions to those journals, thereby optimizing editors’ and publishers’ time and resources by ensuring that the desired style (e.g., of sections, references, etc.) is followed. However, if multiple unrelated authors use the exact same template, a risk exists that some text might be erroneously cloned if template-based papers are not carefully screened by authors, journal editors or proof copyeditors. Elsevier Procedia® was used as an example. Select cloned text, presumably derived from MS Word templates used for submissions to Elsevier Procedia® journals, was assessed using Science Direct. Typically, in academic publishing, identical text is screened using text similarity software during the submission process, and if detected, may be flagged as plagiarism. After searching for “heading should be left justified, bold, with the first letter capitalized”, 44 Elsevier Procedia® papers were found to be positive for vestigial template text. The integrity of the information in these papers has been compromised, so these errors should be corrected with an erratum, or in the case of extensive errors and vast tracts (e.g., pages long) of template text, papers should be retracted and republished.

A Study on the Direction of Improvement Based on the Survey of the Status of Field Practice

This study attempted to grasp the current status of field training in the Department of Library and Information Science and the training institutions of the students of the Department of Library and Information Science and to propose a development plan based on this. To this end, a questionnaire survey and survey were conducted on the status of field practice in the Department of Library and Information Science at 4-year and 2-year colleges. As a result of the study, first, it was analyzed that field training has an effect on the employment competitiveness and employment competency of students, and the field training environment has an effect on career decisions of students in the Department of Library and Information Science. Second, it was found that the library with the most field training was found to be a public library, and it was investigated that in order to allow students to experience various institutions and choose their career path, it was necessary to jointly discover and use field training institutes. Third, the evaluation contents or evaluators of the field training did not show a big difference by school, and it was found that most universities are evaluating the field practice using various scales. Lastly, in order to maintain the level of on-the-job training to some extent, it is necessary to develop a training manual and distribute it to each university.

Media Improvisation of Lecturers in the State-Owned Colleges of Education in the South-West, Nigeria

Media improvisation among lecturers in colleges is inevitable because of insufficient media resources for utilization. The study investigated media improvisation in the state -owned colleges of education in the South-West, Nigeria. The study is anchored on Media Richness Theory. Stratified sampling technique was adopted to select 812 lecturers. Media improvisation scale (r = .71) was used for data collection and T-test statistical method was adopted for data analysis. The result showed that there was no significant differences between media improvisation of Art/Social Science and Science lecturers (Crit – t = 1.96, Cal. t = 821, df = 278, p>.05) and that of lecturers in the School of Art/Social Sciences and Vocational/Technical Education (Crit. t = 1.96, Cal. t = .136, df = 276, p>.05). Significant difference did not exit between that of the Schools of Languages and Education (Crit. t = 1.96, Cal. t = 1.946, dif. = 288 p<.05) . It is recommended that media improvisation of lecturers in schools should be encouraged and improved upon.

An Analysis of the Trends in the Arena of Cooperation by the International Research Cooperation Related Experts

The International Research Cooperation Information Center has carried out a project to collect the DBs related to the international research cooperation information, and build an online service system. This study seeks to examine and understand the trends of international research cooperation by analyzing the data corresponding to the other international cooperation DBs such as symposium and seminar, which may be said to be the arena of cooperation by the international research cooperation related experts, among the international research cooperation information DBs collected by the International Research Cooperation Information Center. The other international cooperation DBs are divided into the international cooperation consortium, international cooperation symposium, international research cooperation seminar, international training program, international research cooperation workshop, and the international research cooperation equipment / facility. It seems that, based on the research results, it is necessary to hold international cooperation programs, seminars, and workshops, among others, with a focus on the themes to recover the trends of international cooperation as in the past, and recover from the pandemic situation. The results of this study may be utilized as the basic data for the researchers related to the international research cooperation, and furthermore, by analyzing various international research cooperation information DBs in a multi-faceted manner, the studies analyzing the research trends of international research cooperation by field, subject, and type may be conducted, and the facilitation of the international research cooperation in Korea is expected moving forward.

Review of Artificial Intelligence Platform Policies and Strategies in South Korea, United States, China and the European Union Using National Innovation Capacity

South Korea is at an important juncture in its history to decide whether to continue its investment to become a first-mover of artificial intelligence (A.I.) platform technology or stay as a fast follower. This paper compares South Korea’s A.I. platform capacity to that of the United States, China and the European Union by reviewing publicly opened documents and reports on AI platform strategies and policies using the three elements of the national innovation capacity: common innovation infrastructure, cluster-specific conditions, and quality of linkages. This paper found three major areas the South Korean government can focus on in the A.I. platform industry. First, South Korea needs to increase its investment in the A.I. field and expand its public-private collaboration activities. Second, unlike the U.S. and the U.K., South Korea lacks data protection policies. Third, South Korea needs to build a high-performance system and environment to experiment with artificial intelligence technology and big data.

Research Trends of Coronavirus: Bibliometric Analysis from 1989-2019

The world is going through the most unprecedented time with the outbreak of novel Coronavirus disease (COVID-19), which has become a threat to millions. A Coronavirus is a group of viruses that cause a variety of diseases in mammals and birds leading to a range of illnesses in humans including common cold and more severe forms like severe acute respiratory syndrome Coronavirus (SARS-CoV), Middle East respiratory syndrome Coronavirus (MERS-CoV) and COVID-19, which are life-threatening. The virus gets its name from its shape which takes the form of a crown with protrusions around it. In December 2019, a pneumonia outbreak was reported in the Wuhan City of China, which was later traced to a novel strain of Coronavirus and termed as Novel COVID-19. It typically causes flu-like symptoms including fever, cough and shortness of breath and is transmitted through human-to-human and there is no cure for it till now. Thus, this bibliometric study has been carried out to analyze the research progress in Coronavirus and literature published during a period of 30 years (1989-2019). Data for the study were fetched from Web of Science(WoS) multidisciplinary database and the publication trends in terms of total articles, productive countries, institutions, journals, productive authors, most cited articles and authors, etc have been analyzed. In total, 4917 articles were retrieved; these were from 711 sources and were contributed by 14442 authors. The collaboration index was 3.11, which clearly indicates that there has been a lot of collaboration in this field. The most preferred journal for the study period was “Journal of Virology” and the maximum contribution has been from the University of Hong Kong.

Organisational Politics on Job Impetus Among Library Personnel in Selected Public Universities in South-West Nigeria

Nowadays, the growth rate of organisational politics in the library system is a cause of concern for library and information professionals. This has negatively impacted service delivery, most especially in public university libraries. This study examined the effect of organisational politics on job impetus among library personnel in selected public universities in South-west Nigeria. Three federal and three state universities were purposively selected such that one university was selected in each of the six states in South-west Nigeria. Total enumeration was used for all 187 library personnel in the six universities investigated. Using a descriptive survey of correlational type, a structured questionnaire was used to elicit information from respondents through survey monkey. Of 187 copies administered, 143, representing 76.5%, were retrieved and used for analysis. The results revealed a high level of organisational politics with low impetus. A strong inverse relationship was established between organisational politics and job impetus among library personnel in selected public universities in South-west Nigeria. Based on these, recommendations were made that Library personnel be encouraged to focus on their job specifications and limit organisational politics adhering to rules and regulations in the library and code of conduct for library staff.
