사회복지와 인적자원 개발

본고는 사회복지 환경의 급격한 변화 속에서 정부의 사회복지 인적자원 개발 계획이 어떠한 것인가를 살펴보고자 하였다. 서비스산업으로서의 복지 인력의 수급 계획은 국가적 중요한 과제임에도 현실적으로 전혀 중요한 과제로 다루어지지 않고 있음을 알 수 있었다. 다만 최근 보건복지부가 사회투자정책을 사회복지 정책의 기조로 채택한 듯 사회서비스 확충과 그에 따른 인적 자원 개발 계획을 밝히고 있어서 주목된다. 하지만 이러한 변화에 대한 사회복지계의 준비는 매우 미흡하기에 그에 대한 대안으로 블루오션 개념에 의한 사회서비스의 가치 혁신 필요성과 그 방법을 제시하였다. This paper examines national planning for development of human capitals in general as well as in terms of social welfare manpower. It was learned that the manpower planning in the area of social services had been at minimum at the national lever so far, despite the necessity and importance of needed such manpower. However, as peoples' high demand of quality service increase, the Ministry of Health and Welfare recently has announced social investment policy for the betterment of social service practice. It it is believed that social service paradigm would face a new and tremendous challenges for government and for the practitioners as well as schools which educate and train social service manpower. Some Blue Ocean concepts and strategies toward adaptation to the changing paradigm of social services in Korea are suggested for those who are concerned.

사회복지환경 변화에 따른 민간 사회복지기관의 대응 행태에 관한 연구

The general topic of this article is the relationship between social service agencies and their environments. It deals with the effects of social welfare environment changes on the behavior of private social service agencies. Social service agencies generally do not exercise direct control over the continued availability of their funding sources Therefore, most agencies need to expand funding sources. In order to secure funding from these sources, social service agencies must perform specific tasks write grant proposals, solicit donations, organize special events, market themselves to fee-paying clients, and so forth. Private social service agencies try to attempt to address a number of general management challenges to manage the external environments. They must know how to link the priorities of funding sources to agency missions and client needs, how to develop resource flexibility and cushion themselves against funding jolts, and how to engage in networking and other boundary spanning activities in order to develop and maintain resources.

돌봄서비스 정책의 등장에 따른 지역사회보호사업의 변화를 위한 전략 연구

사회복지관의 전통적 핵심사업인 지역사회복지사업은 최근 여러 가지 정책환경의 변화로 새로운 전환기를 맞고 있다. 노인분야의 돌봄서비스와 장기요양제도의 실행, 장애인 활동보조사업 실시 및 장애인요양제도 추진논의, 저소득층에 대한 바우처지원제도의 확대 등 기존 주요 대상층인 노인, 장애인, 아동 및 저소득층에 대한 다양한 사회 서비스 기획 및 확대가 지난 3~4년간의 사회복지 서비스 분야의 중요 변화였다. 본 연구에서는 지금까지 사회복지관의 지역사회보호사업에 대한 변화방향에 대해 현 지역사회보호사업의 한계, 새로운 돌봄서비스의 등장, 그리고 연구결과로 사회복지관의 전략에 대해 제언을 하였다. 연구결과는 기본 변화 방향으로 돌봄서비스의 사각지대 감소, 지역사회복지사업의 축 재편, 케어의 질 저하 극복 및 지역사회자원 재배치를 제시하였다. 세부전략으로 대상자 선정기준의 제고, 사례관리 및 연계강화, 가족(수발)에 대한 연계 및 지원강화, 목표 명확화를 제시하였다. 본 연구의 내용은 최근 복지환경변화에 따른 지역사회복지관의 향후 주요 과업선정에 중요한 참고자료로 활용될 수 있을 것이다. Community-care services by a community welfare agency faces new challenges with a series of recent caring services, which are National long-term care for Elders, Long-term care policy for the Disabled, and other related social care services. Community-care services by the community welfare agency have been recognized as one of key social services of community welfare agency by the community members. This study aims to suggest several strategies for community welfare agencies in order to cope with new challenges regarding care services in the community. This study discusses the several concepts of community care, the limitations of the current community-care services, and the comparisons between National long-term care for Elders and Long-term care poilices for the Disabled. The main findings of this study includes the following strategies: covering no-care zones from National care services, the re-arrangement of various services, the enhancing quality of care, and re-alignment of community resources. This study also suggests several tactics including remodeling a need assessment system, re-focusing case management and linkage, supporting family and inforam caregivers, and re-specifying the objects of community-care services by the community welfare agency.

교육과 사회복지의 공유영역

오늘날 우리나라에서는 교육과 사회복지가 교육복지 혹은 학교사회복지(학교사회사업)라는 공유영역에서 만나 학생들을 위한 서비스를 제공하고 있다. 그러나 양 영역 사이에서 상호 이해부족과 협력의 부족으로 그 공통목표의 구현에 장애가 일어나고 있다. 본 연구는 문헌고찰을 통해 교육복지 또는 학교사회사업의 기초가 되는 교육과 사회복지 각각의 고유한 기능을 살펴본 뒤 교육과 사회복지가 상호 불가분의 관계임을 보여주는 실례들을 소개하였다. 교육과 사회복지는 상호보완적, 상호지원적 서비스 기능을 수행하며 결국 개인의 자아실현과 웰빙 및 복지사회의 구현이라는 동일한 목표를 지향하고 있음을 강조하고 교육과 사회복지 공유영역에 주는 그 함의를 논의하였다. Education welfare and school social work(school social welfare) services for students are being implemented in Korea on the interface between education and social welfare. However, there exist a big gap in the mutual understanding and cooperation between education and social welfare systems, resulting in a great hindrance in achieving common goals between these two institutions. The purpose of this study is to review respective and shared function of these two systems as well as their common goals. Education and social welfare share mutually supplemental and supportive function and common goals which are individual`s self-realization and wellbeing as well as welfare society for all people. This study introduces a few historical evens of the past which show the interconnectedness of education and social welfare.

본 연구는 사회복지실천현장에서 사회복지사들이 인간의 본성을 이해하고, 한편으로 치우침이 없는 균형을 유지하는 사회복지실천에 관해 살펴보았다. 더불어 역동적 중(中)을 추구하며, 다양성을 존중하고, 균형과 조화를 중시하는 중용의 핵심 가치에 해당되는 양가성, 다차원성 역동성 등의 사회복지실천에서의 적용 가능성에 관해 살펴보았다. This study analyzes the applicability of Golden Mean to social work practice. In the field of social work practices, the meaning of the harmony and integration of humanity would be concerned by social workers. Also social work practice focused on respect of multiculuralism, diversity and dynamics. Simultaneously, this study were presented to explain the ethical issues of the social work based on the doctrine of the Golden Mean.

저소득 한부모 가족의 양육부담과 사회적 지지

본 연구는 한부모가족의 양육부담의 실태와 이러한 양육부담에 영향을 미치는 사회적 지지를 연구하고자, 한부모가족가 경험하는 양육부담의 수준, 사회적 지지의 수준, 그리고, 양육부담과 사회적 지지와의 관계를 살펴보았다. 본 조사대상인 저소득 한부모 가족의 경제적 특성은 월 소득 수준은 75.5(서울시 저소득층 120.9)만원, 월지출은 71.9(서울시 저소득층 104.6)만원, 부채는 가구당 평균 1,132.4(서울시 저소득층 720.6)만원으로 서울시 저소득층에 비해 경제적으로 매우 열악한 것으로 나타났다. 한부모 가족이 처해 있는 문제 영역은 경제적인 문제(생계비 등), 자녀교육의 문제, 주거 및 주택문제, 건강문제 순이었으며, 양육부담의 정도는 경제, 신체, 정서, 사회적 부담 순으로 나타났으며, 자녀 양육비용, 자녀의 학습지도, 자녀와 함께 할 수 있는 시간 부족 순으로 높았다. 또한, 사회적 지지의 수준을 하위 영역별로 살펴보면, 정서적 지지가 가장 높은 수준이었으며, 긍정적 평가를 제공하는 평가적 지지, 기회를 알려주는 정보적 지지, 물적자원을 제공하는 도구적 지지 순이었며, 사회적 지지와 양육부담과 관련성은 확인되었다. 발견점 중의 하나는 다른 집단과는 달리 저소득 한부모 가족에게 있어서는 사회적 지지 중 도구적 지지만이 신체·정서·경제적 양육부담을 경감시키는 반면, 사회적 양육부담에는 어떠한 하위영역의 사회적 지지도 효과적이지 않았다. 그러나, 한부모가족에게는 양육부담을 경감시켜줄 수 있는 도구적 지지가 다른 형태의 지지, 즉, 정서, 정보, 평가적 지지에 비해 상대적으로 가장 낮게 제공되고 있었다. 이러한 결과는 한부모 대상 프로그램을 설계할 때, 제공해야할 프로그램이 도구적 지지 제공을 고려하면, 양육경감 효과를 가져올 수 있다는 것을 시사한다. This study has been conducted to find out the several research questions. First, what is the caregiving burdens about the low-income families of single parents? Second, what is the social support about the low-income families of single parents? Third, what are the positive elements from the social support that can alleviate the caregiving burdens? The results of the research are shown below. It appeared that the burden levels of the lower class families of single parents were, in order of, economical, physical, emotional and at last the social Also when we examine the social support by dividing it into four categories, it appears that emotional support, evaluation support, information support and utility support came up in an order from highest to the lowest. The utility support is the financial aid by giving money and materials, while the evaluation support is the aid by encouraging and praising to make needy people to think themselves as valued ones. Information support is the aid by introducing them the new programs and service benevolences and in addition, the emotional support is the aid by having a conversation with needy, which might be helpful to fill up their desires. And it was shown that the information support has contributed to the downsizing of burden by itself. The result of this research shows that social service agency should be designed and supplied the social support program as well as the information of care and education. One of the major findings of this research was that the low-income families of singles parents are the group of people whose aspirations have been ignored. Therefore it appeared that they are the ones who need the support from the society desperately.
