        It is encouraging that the government has enacted some laws for the continuing educations of junior college graduate personnel, from which the graduates can get earn their bachelors degrees. However, not all the fields are covered by the newly enacted laws. Therefore, the excluded fields during the preparation of the higher education law should be complemented through further investigations enstudies. Under the present diversified and complicated structures of job classifications, it would cost too much for the government to manage the various types of technical expertises. For the effective management, a great deal of authorities or power of the government should be decentralized from the governmental bodies and moved to the non-governmental organizations such as scholastic societies or academies. In order to meet the needs of the information-oriented society, and to survive in ever changing high technologies, all the technical exports are urged to be equipped with updated information and sufficient knowledge on their major fields. For the solution of urgent problems the graduates of junior health alleges implicated with their works, and for the reformation of higher education system for the allied health professions, the following suggestions can be provided. 1. For the allied health professions, the enactment of the newly developed laws and regulations is urgently needed. 2. Like other industrial fields, the laws and regulations for the national qualification systems for the allied health professions should be revised for stratified ranking system such as MLA, MLT, MT in developed countries. 3. Some health professions should be developed as new kinds of jobs according to the diversified settings in health professions. 4. The present nationally-governed examination system for the allied health professions should be changed from a norm-referenced evaluation to a criterion-referenced evaluation. 5. In the performance appraisal of the employees, individual job performing proficiency should be highly rated prior to seniorities. 6. The priority of financial supports should be given to the higher educational organizations where the continuing education system is enforced. 7. Autonomy for the reorganization and restructuring should be given to each educational organization so that they can easily attain the goals of their own. 8. The continuing education for allied health professionals should be intensified even after the acquisition of license or certification. 9. The highly evaluated organizations should be awarded to promote themselves as specialized institutions. 10. The higher education policies should be established in consideration of the local autonomy situation.

      • 고등교육 개혁에 따른 보건계열 전문대학 내실화 방안에 관한 연구

        To reform for higher education, all and every our effort would be futile if the opinions of field educators could not be reflected in the execution of the reformative measures. Accordingly, policy-makers should listen to the field educators opinions or suggestions, and push forward policies adjusting their priorities, so that all the higher education institutions can develop their own capabilities under the information oriented society. In a way government has executed administrative measures as restrictive or regulative styles for the sake of convenience. For the new era of reformation and information oriented society, now the authors propose following suggestions suitable to higher education systems. 1. The core of the higher education institutions is teaching faculty. Much more considerations should be given to the professors so that they can fullfill their mission. 2. The ultimate factor in the development of higher education systems is teaching. For the effective teaching, the status of teaching faculty should be promoted accomodating professor's opinions fully in executing the relevant policies. 3. One of the main duties of the professors is research, therefore prerequisite to the respective research should be met satisfactorily. 4. For the evaluation of higher education institutions, the organization for evaluation and accreditaion committee should be made of representatives of academic societies who are thoroughly confirmed and examined by the relevant academic societies. 5. The weight values in the evaluation of higher education institutes are readjusted. 6. In the course of evaluation and accreditation of higher education institutes, the evaluation should be executed according to every specific segment The majority of committee should be composed of professors or professionals, whose qualification already got on their research performances and abilities from the relevant scholastic societies. 7. In the organization of the committee for evaluation and accreditation, the personnel engaged in the management of schools should be exempted and personnel from government agencies and other scholars from the relevant scientific societies should be included, instead. 8. The government should provide additional support to the schools that have been highly evaluated in the specialized education for their own. 9. A great deal of efforts should be given to the schools where curriculum are well adapted toward community oriented in environmental changes. 10. The government should encourage to ensure the autonomous atmosphere for researches in universities, and should make efficient use of their research products.

      • 우리나라 老人保健의 現況

        우리나라의 노인인구는 65세 이상이 전체인구의 6.8% 수준이다. 현재 우리나라 노인에 대한 소득보장은 미비한 상태로 저소득 노인과 노인빈곤이 해결되지 못한 상태에서 노인의 건강문제는 저소득 노인들에서 의료이용에 문제가 있다고 지적되며 예방적 보건사업과 재활 및 재가의료서비스가 초기 시범단계에 있기 때문에 정부가 추진중인 노인 건강관리법이 제정되면 명실공히 노인건강관리가 포괄적 의료서비스로 제공되어질 수 있게 될 전망이다.

      • 보건과학 기술인력의 교육현황

        Junior college education in Korea started principally as a vocational training program in 1960s mainly for enforcement of industrial intermediate technical manpower. Since first Ministry of Education of Korea approved allied health professional education program with 2-year course started in 1963, the role played by the force at various fields related with medical and health sciences has become one of the indispensable factors to bring up standard of health, and eventually dedicating the nation's improvement of welfare indices. However, the education itself has been staggering in a way because of monopoly policy of the government and self restriction of the educators involved in the junior college level of education, Another reason was that, like in any other countries, higher education, 4-year college, should go ahead of the 2-year program in every respect. Nonetheless, junior college education program has been gradually but very slowly upgraded to meet the standard set by the Ministry, and after 30 years of hard try, the balance of supply and demand of the forces became closely equivalent. Curricula of some fields were extended to 3 years from original 2 years, and even bachelor's degree along with graduate courses have been initiated. Still major working forces engaged in the country's medical and health professions are junior college graduates with almost no opportunity to transfer for advanced educational institution due to the barrier set by the law for the time being. The restriction made the quality of the entire forces being limited and disadvantageous to cope with the ever developing professional technology of the world. To enrich the educational and vocational programs of the allied health science, the factors mentioned below should be considered seriously. 1. The transfer opportunity for junior collage graduate to higher educational institutions must be open. 2. The educational institutions should be given more liberty to operate and develop their own institutions. 3. To upgrade the quality of the forces, specialty, sub-specialty and grade cerificate system of the profession must be established by the appropriate organizations. 4. Evaluation system of institutions, students, and teaching must be strengthened as one of the means to maintain higher quality of the education. 5. The curriculum development programs for the profession should be based upon the priciple of multidisciplinary program to cover wide range of modern needs. 6. For their recognition and achievement in education, the proper degree should be awarded to the junior college graduates. Presently, only diploma is given to them.
