시민들의 인식으로 살펴본 정책행위자 요인이 공적개발원조(ODA) 정책집행 효과성에 미치는 영향 연구: 정책요인과 환경요인의 조절효과를 중심으로

본 연구는 시민들의 인식을 토대로 다양한 정책행위자 요인이 공적개발원조 정책집행의 효과성에 미치는 영향과 이들의 관계에서 정책요인과 환경적 요인의 조절효과를 탐색적으로 분석한다. 분석결과, 국제사회 문제 논의는 공적개발원조 효과성에, 공적개발원조 제공사실 인지는 개도국 빈곤퇴치 및 경제발전에 정(+)의 영향을 미쳤다. 둘째, 정부정책의 공정성, 민간·시민사회의 참여 지원은 모든 공적개발원조 효과성에, 예산 운영 투명성, 빈곤층 정부지원 찬성수준은 공적개발원조 효과성에 정(+)의 영향을 주었다. 셋째, 원조대상 국가 및 사업 결정시 체계성은 공적개발원조 효과성에, 공적개발원조 찬성정도는 개도국 빈곤퇴치 및 경제발전에 정(+)의 영향을 미쳤다. 넷째, 원조활동 참여의사 또는 예산 운영 투명성과 사업결정시 체계성이 증가하면 공적개발원조 효과성에 정(+)의 영향을 주었다. 정책적 함의로는 첫째, 공적개발원조를 홍보하고 교육 프로그램, 열린 토론회 등을 마련한다. 둘째, 공정한 정책수행을 통해 국민신뢰를 높이고 시민참여 기회를 제공한다. 셋째, 예산의 투명성과 원조대상 및 사업 선택의 체계성, 자원관리 활동의 합리성을 높인다. This study exploratively analyzes the effects of various policy actors’ factors on the effectiveness of ODA’s policy Implementation and the moderating effects of political factors and environmental factors in their relationships. As the results of the analysis, discussions on international community issues had a positive effect on the effectiveness of ODA’s policy Implementation, and recognition of the fact of providing ODA had a positive effect on poverty eradication and economic development in developing countries. Second, the fairness of government policy and the support of private and civil society’s participation in ODA had positive effects on the effectiveness of ODA’s policy Implementation. The transparency of budget operation and the level of support for the poor had positive effects on the effectiveness of ODA’s policy Implementation. The policy implications are as follows: First, It is necessary to promote ODA, and to organize educational programs and open discussions. Second, government should increase public trust and provide opportunities for citizen participation through fair policy implementation. Third, it is desirable to increase the transparency of the budget, the systematization of aid targets determination and project selection, and the rationality of resource management activities.
Intradural Extramedullary Hematoma after Cervical Epidural Injection: A Case Report

Intradural extramedullary (IDEM) hematomas are extremely rare, but present with potentially catastrophic consequences. In the present case, a 71-year-old male, who did not take anticoagulation medication or have any coagulopathy, had an IDEM hematoma after an attempted cervical epidural injection. The patient underwent surgical decompression and regained full muscle power except his right finger abductor. As demonstrated in this case, if there are neurologic symptoms after epidural steroid injection, early recognition and treatment is necessary.
Evolution of Industrial Agglomeration and Its Causal Relation with Road Networks in the U.S.

산업집적은 경제지리학에서 오랫동안 연구되어온 주제 중의 하나이며 지금까지 다양한 방법을 통해 산업집적 현상을 설명하고 이의 영향을 평가해왔다. 하지만 시계열 데이터를 이용해 집적의 추이를 살펴본 연구는 아직 활발히 이루어지지 않고 있다. 본 연구는 지난 29년 간의 데이터를 이용해 사례로 선정된 산업들의 집적 정도를 평가하고 이러한 시계열 패턴과 도로 네트워크의 확장이 어떠한 인과관계를 맺고 있는 지 살펴보고 있다. 집적 정도를 측정한 결과 사례로 선정된 산업의 종사자들은 지리적으로 균등하게 분포되지 않고 있었다. 또한 사례 산업들 간에 공통된 시계열적 변화 특성은 나타나지 않았으나 각 산업의 발전 단계 및 비즈니스 환경 변화가 개별 산업의 집적 정도에 영향을 주고 있는 것으로 보이고 있다. 집적 정도와 도로교통망 사이의 관계를 살펴보기 위해 각 산업 별로 Granger causality test를 실시하였고 도로 교통망이 산업 집적에 영향을 주고 있음을 몇몇 사례를 통해 확인할 수 있었다. 그러나 이와 반대의 경우 혹은 상호 간에 영향을 주는 사례도 나타나 교통망과 산업집적이 보다 복잡한 관계를 맺고 있음을 보여준다. Industrial agglomeration is an old theme in economic geography and many studies have been devoted to this topic. But only few have empirically looked at the time trend of industrial agglomeration. This study measured agglomeration of U.S. industries over last 29 years and measurement results indicated that industrial clustering has occurred during the study period in all study industries without a common time trend shared amongst the study industries. The agglomeration levels then were plugged in to investigate causalities, i.e. causal relations, around industrial agglomeration. Three variables were selected to see causal relations with agglomeration levels based on literatures, and our focus was given to the causality between transport network and agglomeration. Causal relation from transport to agglomeration was found in various industries and this supports the argument that the development of transportation influences industrial agglomeration. At the same time inverse and bi-directional causalities were also revealed implying more complex relationship between these two.

Transcatheter arterial chemoembolization (TACE) is suitable treatment method of hepatocellular carcinoma (HCC) for patients with decreased underlying liver function or unresectable disease. But this procedure can induce some embolic events. We report a case of a gallbladder infarction caused by the embolic event in TACE procedure. A 61-year-old man had been going to undergo 6th TACE for marginal recurrence of HCC. After the procedure, gallbladder infarction occurred and was detected by abdominal computed tomography (CT) scan for response evaluation of the treatment at out-patient-clinic. Then, he was treated with oral antibiotics and conservative therapy at out-patient clinic. In 6th week after the event, abdominal CT scan showed improved state of gallbladder.
Synthesis of graphene on various copper foils by chemical vapor deposition

Recently, mono-layer and few layer graphene films grown by chemical vapor deposition (CVD) using metal substrate as a catalyst have attracted tremendous attention for the last few years. Copper (Cu) has been extensively used as a growth catalytic substrate due to its very low carbon solubility, which is thought to be responsible for the self-limiting precipitation growth and surface decomposition of carbon-containing molecules. Graphene films were synthesized on two types of catalytic substrates, electro-plating and rolling Cu foil, by chemical vapor deposition. Graphene film grown on various Cu foils was analyzed by Raman spectroscopy and scanning electron microscopy (SEM), with the aim of assessing their characteristics and finding the optimum catalyst conditions.

[Purpose] The purpose of this study was to examine the effects of elastic band exercises and nutritional education, as well as to identify the factors influencing frailty, strength, and nutritional intake of elderly women. [Methods] The subjects in this study were 30 elderly women who were divided into four groups. All groups agreed to participate in four programs: health educatoin only (HE), elastic band exercises only (EX), nutritional education only (NU), and elastic band exercises plus nutritional education (EX+NU). Frailty was evaluated by measuring the frailty factors according to Fried et al. Leg strength was measured using a leg-extension machine. Nutritional intake was assessed by the 24-hour recall method and food records. Nutritional intake was analyzed by CAN Pro 5.0 program. [Results] After three months, the prevalence of frailty significantly decreased in the EX+NU group (P=0.013) compared with that of the HE group (P=0.088). There was significant improvement in leg strength in both the EX (P=0.012) and EX+NU groups (P=0.003) compared with that of the HE group (EX, P=0.005; EX+NU, P=0.002). The nutritional intake significantly decreased in the EX group compared with that of the HE group (P<0.05, P<0.05). [Conclusion] The combination of elastic exercises and nutrition education had positive effects on frailty and leg strength, while having negative effects on total calories, carbohydrate, sodium, and iron intake in elderly women. Elastic exercises only had positive effects on leg strength while having negative effects on nutritional intake in elderly women.
MSCTP-Based Handover Scheme for Vehicular Networks

<P>In this letter, we propose Mobile Stream Control Transmission Protocol (MSCTP)-based handover scheme for Vehicular Networks (VNs), that seamlessly adapts to conditions in the VN. Simulation results show that the proposed scheme significantly improves the throughput performance in the VNs.</P>
Coexistence of ZigBee-Based WBAN and WiFi for Health Telemonitoring Systems

<P>The development of telemonitoring via wireless body area networks (WBANs) is an evolving direction in personalized medicine and home-based mobile health. A WBAN consists of small, intelligent medical sensors which collect physiological parameters such as electrocardiogram, electroencephalography, and blood pressure. The recorded physiological signals are sent to a coordinator via wireless technologies, and are then transmitted to a healthcare monitoring center. One of the most widely used wireless technologies in WBANs is ZigBee because it is targeted at applications that require a low data rate and long battery life. However, ZigBee-based WBANs face severe interference problems in the presence of WiFi networks. This problem is caused by the fact that most ZigBee channels overlap with WiFi channels, severely affecting the ability of healthcare monitoring systems to guarantee reliable delivery of physiological signals. To solve this problem, we have developed an algorithm that controls the load in WiFi networks to guarantee the delay requirement for physiological signals, especially for emergency messages, in environments with coexistence of ZigBee-based WBAN and WiFi. Since WiFi applications generate traffic with different delay requirements, we focus only on WiFi traffic that does not have stringent timing requirements. In this paper, therefore, we propose an adaptive load control algorithm for ZigBee-based WBAN/WiFi coexistence environments, with the aim of guaranteeing that the delay experienced by ZigBee sensors does not exceed a maximally tolerable period of time. Simulation results show that our proposed algorithm guarantees the delay performance of ZigBee-based WBANs by mitigating the effects of WiFi interference in various scenarios.</P>
