Public Debt Management and Its Impact on Economic Development: The Case of Vietnam

Public investment is the process of investing capital in projects that serve national interests and thereby create a driving force for economic development in each country. Especially in developing countries, investment capital is limited, so improving the efficiency of public investment becomes a decisive factor for economic development and enhancing the country’s status and ultimately making the country a should be rich. Vietnam has a low starting point, has gone through the doi moi process, and has gradually become a middle-income country, and public investment is attracting attention to improve the quality of the country’s infrastructure. The objective of this study is to evaluate the factors affecting the effectiveness of public debt management in Vietnam, through a survey of 150 experts with knowledge of public investment and public debt management, using the results of the estimation through the Using SPSS software, the research results show that the monitoring system and human resource quality have an impact on the effectiveness of public debt management. The study could not, however, discover any proof of the influence of institutional quality, geographic location, or accountability on the effectiveness of public debt management. The research also addresses several policy recommendations for Vietnam that would help the country manage its public debt better in the future.

Water is one of the most important resources for human survival and development. Efficient wastewater treatment techniques such as coagulation, filtration, ozonation, and reverse osmosis have been studied to remove toxic materials from water. Implementation of adsorption columns has been proven to be an efficient wastewater treatment method, particularly for the removal of organic contaminants. In this study, we present the preparation of an eco-friendly graphene oxide–chitosan (GC) composite hydrogel column (GCCHC) and its application as a broad-spectrum adsorbent for wastewater treatment. The GCCHC shows a high removal capacity towards different contaminants including both cationic dyes [methylene blue (MB) and rhodamine B (RhB)] and anionic dyes [methylene orange (MO) and congo red (CR)]. Moreover, the samples can be regenerated and recycled without loss of contaminant removal capacity over successive adsorption and washing cycles.

Objectives: The incidence of posttraumatic stress disorder (PTSD) has increased, particularly among individuals who have recovered from coronavirus disease 2019 (COVID-19) infection. Health literacy is considered a “social vaccine” that helps people respond effectively to the pandemic. We aimed to investigate the association between long COVID-19 and PTSD, and to examine the modifying role of health literacy in this association.Methods: A cross-sectional study was conducted at 18 hospitals and health centers in Vietnam from December 2021 to October 2022. We recruited 4,463 individuals who had recovered from COVID-19 infection for at least 4 weeks. Participants provided information about their sociodemographics, clinical parameters, health-related behaviors, health literacy (using the 12-item short-form health literacy scale), long COVID-19 symptoms and PTSD (Impact Event Scale-Revised score of 33 or higher). Logistic regression models were used to examine associations and interactions.Results: Out of the study sample, 55.9% had long COVID-19 symptoms, and 49.6% had PTSD. Individuals with long COVID-19 symptoms had a higher likelihood of PTSD (odds ratio [OR], 1.68; 95% confidence interval [CI], 1.63–2.12; p<0.001). Higher health literacy was associated with a lower likelihood of PTSD (OR, 0.98; 95% CI, 0.97–0.99; p=0.001). Compared to those with long COVID-19 symptoms and the lowest health literacy score, those with long COVID-19 symptoms and a 1-point health literacy increment had a 3% lower likelihood of PTSD (OR, 0.97; 95% CI, 0.96–0.99; p=0.001).Conclusion: Health literacy was found to be a protective factor against PTSD and modified the negative impact of long COVID-19 symptoms on PTSD.

This study intends to analyze the impact of the country of origin on the intention to ingest COVID-19 vaccinations by measuring Vietnamese people’s perceptions of India in the manufacture of COVID-19 vaccines. The research is done using a quantitative method, and primary data was obtained using a conventional manner based on the willingness of the research respondents, who are Vietnamese persons aged 18 and up, to contribute information. The findings revealed that perceived brand association and perceived brand quality directly positively impact the COVID-19 vaccine’s consumption intention and willingness. Meanwhile, while the perceived country image component has no direct effect on consumption intention, it does have a positive indirect effect on consumption intention through perceived brand linkage and perceived brand quality. The findings also emphasize the importance and significance of a country’s image in brand association and quality perception. The study’s findings imply that to increase consumers’ willingness to buy India’s COVID-19 vaccination, the country should develop communication initiatives to improve consumer perceptions of the country’s image, the perceived value of the brand association, and brand quality.
Factors Influencing on Consumer's Decision on Vegetarian Diets in Vietnam

Recently, vegetarian diets have experienced a dramatic increase in popularity. The aim of the study is to explore and test the relationship between the factors influencing consumers' dietary decisions in Ho Chi Minh City, Vietnam. The questionnaire applied a five-point Likert scale to investigate factors that affect Ho Chi Minh City's citizens when they have a vegetarian diet. 497 respondents (68% female; 61.2% aged 18-22; 82.7% had regular vegetarian diets) living in Ho Chi Minh City took part in both online and offline surveys. The results were processed by SPSS 22.0 software. The reliability was checked by Cronbach Alpha and Exploratory factor analysis (EFA) to identify the underlying relationships between measured variables. The Correlation analysis was implemented to show how strong and degree of two variables are related to each other before the multivariate regression equation was analyzed. The result showed the Five factors that were motivating people in Ho Chi Minh City to decide on plant-based diets, such as Animal Welfare, Health, Religion, Mood, and Reference groups. The mood is the most influential variable that significantly influences people's food choices. Attitudes toward vegetarian diets are changing. Therefore, recognizing the trends in food consumption might help companies take advantage of investment opportunities and build their marketing strategies.

This study explores the adsorption of doxycycline (DOX) from aqueous solutions onto biochar derived from banana peel, which was prepared using a potassium hydroxide activation method (KOH-BPB). The biochar properties were characterized based on morphology, surface area (SBET of 710.241 ㎡ g<SUP>−1</SUP>), functional groups, and surface charge (pHPZC = 7.7). Parameters, including initial pH, DOX concentration, and ionic strength, that influenced the DOX adsorption capacity of KOH-BPB were examined. Adsorption equilibrium of DOX on KOH-BPB was assessed through four isothermal models: the Langmuir, Freundlich, Temkin, and Dubinin-Radushkevich models. The obtained data were most compatible with the Langmuir model (R² = 0.9879). KOH-BPB has a maximum DOX absorption capacity of 121.95 mg g<SUP>-1</SUP> which exceeds that of many comparable absorbents. The maximum DOX removal was 96.7% at pH 6, a DOX concentration of 20 mg L<SUP>-1</SUP>, and a KOH-BPB dose of 1.0g L<SUP>-1</SUP>. These findings reveal that biochar from banana peel effectively removes antibiotic residues from water. This study provides a potential, low-cost, and environmentally friendly adsorbent.
Automatic Extraction of Liver Region from Medical Images by Using an MFUnet

This paper presents a fully automatic tool to recognize the liver region from CT images based on a deep learning model, namely Multiple Filter U-net, MFUnet. The advantages of both U-net and Multiple Filters were utilized to construct an autoencoder model, called MFUnet for segmenting the liver region from computed tomograph. The MFUnet architecture includes the autoencoding model which is used for regenerating the liver region, the backbone model for extracting features which is trained on ImageNet, and the predicting model used for liver segmentation. The LiTS dataset and Chaos dataset were used for the evaluation of our research. This result shows that the integration of Multiple Filter to U-net improves the performance of liver segmentation and it opens up many research directions in medical imaging processing field.
