        Muscle Ultrasound in Clinical Neurology: Diagnostic Uses and Guidance of Botulinum Toxin Injection

        Muscle ultrasound (MUS) is increasingly used by neurologists, neuropediatricians, neurosurgeons, specialized radiologists and anaesthesiologists for the imaging-supported diagnosis of neuromuscular disorders. Especially, MUS is highly sensitive in detecting fasciculations in motor neuron diseases, and in revealing intensive care unit acquired weakness. Hereditary and inflammatory myopathies are associated with distinct patters of echo-intensity changes of affected muscles. Moreover, MUS can be used for guiding needle biopsy of muscle lesions, and for targeting intramuscular botulinum neurotoxin (BoNT) injection in neurological disorders with muscle hyperactivity. MUS-guidance of BoNT injection is especially recommendable in complex cervical dystonia, in task-related hand dystonia (writer’s cramp, musician dystonia), and in children and adolescents with cerebral palsy. Modern ultrasound technologies such as sono-elastography, tissue Doppler, and high-definition microvasculature imaging allow for novel diagnostic and therapeutic uses. Recently, an international expert group reported consensus guidelines for neuromuscular ultrasound training. The present review provides a concise overview of well-established diagnostic and therapeutic applications of MUS in clinical neurology, with specific focus at MUS for targeting intramuscular BoNT injections.

        A numerical study on parameter control for remelted coating processes

        A parametric finite element analysis was carried out to investigate the relation between processing parameters in remelted coating processes (e.g. remelting power, beam diameter, and scanning speed) and thermal behavior of the coating/substrate system such as dilution,melt pool, and heat affected zone. In the simulation, nickel-based alloys and alumina are studied as coatings deposited on AISI 1040carbon steel substrate. A wide range of processing parameters are investigated. Scanning speed ranges from 5 to 100mm/s. Machining beam radius is taken from 0.5 to 3mm. It is found that the dilution is very sensitive to the re-melting power, scanning speed and machining beam radius. The role of the preheating temperature of the coating/substrate system is also considered. Significant reductions in remelting power of around 20%, 30% and 40% can be seen when the coating/substrate system is preheated at 250, 500 and 750℃, respectively. Numerical results provide useful suggestions for a re-melting process in practice.

        Verfassungsänderung und Verfassungswandel-Beobachtungen zum Verhältnis von Stabilität und Dynamik im Verfassungsrecht der Bundesrepublik Deutschland-

        Im Rechtsvergleich lassen sich ganz allgemein stärker dynamische (flexible, offene etc.) von stärker statischen (festen, rigiden etc.) Verfassungen unterscheiden, wobei damit nur die äußersten Pole einer gleitenden Skala bezeichnet sind. Für die nähere Zuordnung einer konkreten Verfassung zu einem dieser Pole darf dabei nicht nur die Möglichkeit der formellen Verfassungsänderung in der Verfassung selbst eingerichteten Verfahren in den Blick genommen werden, sondern mindestens ebenso sehr auch die Möglichkeit der informellen Verfassungsänderung durch Interpretation, die in der Verfassungstheorie oft auch zu einer eigenständigen Kategorie des „Verfassungswandels“ zusammengezogen wird. Das Grundgesetz erweist sich danach im internationalen Vergleich als eine Verfassung von ausgesprochen hoher Dynamik: Einerseits haben sich die Hürden für formelle Verfassungsänderungen (im Wesentlichen eine Zweidrittelmehrheit in beiden Kammern) als nicht besonders hoch erwiesen, so dass es in seiner kurzen Geschichte relativ häufig geändert worden ist. Andererseits wird das Grundgesetz namentlich vom Bundesverfassungsgericht sehr stark nach dem Muster einer „living constitution“ interpretiert; dabei sind vor allem die Grundrechte kontinuierlich an Veränderungen des gesellschaftlichen Umfelds angepasst und auf neue Herausforderungen eingestellt worden. Der Vortrag stellt zunächst die beiden Formen der Verfassungsentwicklung einander gegenüber, bevor in einem letzten Schritt gefragt wird, wie sich dies auf den Stellenwert der Verfassung im öffentlichen Leben der Bundesrepublik ausgewirkt hat.

        Taxonomy of the Golovinomyces cynoglossi Complex (Erysiphales, Ascomycota) Disentangled by Phylogenetic Analyses and Reassessments of Morphological Traits

        The name Golovinomyces cynoglossi s. lat. is traditionally applied to a complex of morphologically similar powdery mildews on hosts of the plant family Boraginaceae. The current species-level taxonomy within this complex is ambiguous due to the lack of phylogenetic examinations. The present study applied phylogenetic methods to clarify the taxonomy of G. cynoglossi s. lat. Phylogenetic analysis of rDNA ITS sequences retrieved from Asian, European and North American specimens revealed that G. cynoglossi s. lat. collections from different hosts involved several species in five clearly separated lineages. Clade I consists primarily of Golovinomyces cynoglossi s. str. on Cynoglossum. Clade III consists of Golovinomyces sequences retrieved from the host genera Symphytum and Pulmonaria. The taxa within clade III are now assigned to G. asperifoliorum comb. nov. Clade V encompasses G. cynoglossi s. lat. on the host genera Bothriospermum, Buglossoides, Echium, Myosotis, and Trigonotis. The taxa within clade V are now assigned to G. asperifolii comb. nov. The species concerned in this study were lecto- and epitypified to stabilize their nomenclature.

        This paper introduces the Interactive Power Electronics Seminar - iPES - a new software package for teaching of fundamentals of power electronic circuits and systems iPES is constituted by HTML text with Java applets for interactive animation, circuit design and simulation and visualization of electromagnetic fields and thermal issues in power electronics. It does comprise an easy-to-use self-explaining graphical user interface The software does need Just a standard web-browser, i.e no installations are required iFES can be accessed Via the World Wide Web or from a CD-ROM in a stand-alone PC by students and professionals Due to the underlying software technology IPES IS very flexible and could be used for on-line learning and could easily be integrated into an e-learning platform<br/> The aim of this paper is to give an introduction to the iPES-project and to show the different areas covered. The e-learning software is available at no costs at www mes.ethz.ch in English, German, Japanese, Korean, Chinese and Spanish. The project is still under development and the web page is updated m about 4 weeks intervals.

      • The Role of Reason in Citizenship Education

        The paper defines what reason is and specifies five criteria for the good or bad use of it. Employing these criteria, the paper analyzes a recent example of a bad use (coming from an internationally well-known politician). The paper emphasizes the central role of reason for citizenship education in democratic societies, and envisages the idea of reason-education: an education in the good employment of reason (inspired by Socrates). It points out that the respect for objective truth is the foundation for this education.

        Russia's political economy re-conceptualized: A changing hybrid of liberalism, statism and patrimonialism

        Russian political–economic development since the early 1990s has been described as one of initial liberalization and subsequent re-etatization a decade later. Our paper critically builds upon this view, systematically adding patrimonialism as third dimension and conceptualizing Russia’s trajectory as varying with respect to ideal–typical liberalism, statism and patrimonialism. We argue that Russian patrimonialism hindered the rise of the economically facilitating state capacity and undermined both liberalization in the 1990s and re-etatization in the 2000s. Furthermore, we add a comparative BRICs perspective that clarifies the peculiarity of Russia’s development based on statistical data from the World Bank, the OECD and Heritage Foundation. The data confirm the de-liberalization of Russia and show an increase of patrimonialism. Another finding is that Russia was the only BRIC country that deliberalized and increased its level of patrimonialism in the period under consideration.
