        Indonesian Government Regulations Regarding The Restriction on International NGOs Activities

        This study describes the Indonesian Government regulations regarding the restrictions on international NGO activities in Sulawesi last September 2018. Indonesia as a country that often experiences natural disasters, has received a lot of humanitarian assistance from international societies since the tsunami disaster in Aceh. However, Indonesian Government suddenly announced the restriction on international NGOs during the Tsunami Disaster in Sulawesi. Indonesian government received a lot of criticism from national and international, especially from the humanitarian sector. In case of Hungary, after the restriction on foreign funding law the NGOs must reported all the financial support from Abroad, which is tightens control over non-governmental organizations that receive financing from abroad. The reason for choosing Hungary as a comparative case for this study is that Indonesia and Hungary share similarities in the governing system. Hungary is an "Illiberal Democracy" among EU countries, while Indonesia can be referred as an "Illiberal turn" as Indonesia's many regressive policies and political developments lately. This study also explains a comparison of the issues of international NGOs in Hungary and Indonesia and the implications for North Korea. There are some indications that the restriction of International NGOs in the three countries was motivated by issues of security and politics between countries. Using humanitarian sector to solve the problem in Indonesia, Hungary and also North Korea is one of the best suggestions from this study.

        Improving diversity and peacebuilding through Social Integration Programme

        Marriage and labor immigration is one of the key demographic trends in Korea that provides insight for understanding cultural beliefs and attitudes deeply rooted in Korean traditions in relation to increasing diversity in the country. The number of long-term immigrants that continues to increase every year is become important issue as the number of people living in the country increases. Despite many challenges, marriage and labor immigrants in Korea seek out and benefit from various opportunities. Through the KIIP programme immigrants received Korean language training and culture education. The role of language training not only helps the adaptation process of immigrants in their new countries but also has a role in improving their economic status. This study was aims to see how immigrants adapt to university life, organization and contribute to the local social economy and the role of community in facilitating integration between Korean students and foreign students in creating a good society. This study findings that after joining the KIIP programme, immigrants especially long-term residents, experienced an increase in social status and they are being more active to local communities. Their bargaining position in local society have been increased compared to before they joined the program. The existence of a multicultural community has a positive impact in reducing conflicts that might occur in a multicultural society. Community also has a role in maintaining peace and building trust between peoples across cultures.

        Labor Market Integration as a Solution for Refugee Crisis in Indonesia: Lesson learned from EU member cases and the implications for Indonesia

        전세계적으로 난민을 국제적 부담이라고 보는 시각이 만연하다. 분명 이들을 활용하지 않고 방치하는 것은 각 사회에 장기적이고 지속적인 부담을 줄 수 있다. 하지만 역으로 이들에게 충분한 교육기회와 취업 지원 기회를 준다면 이들은 해당 국가의 잠재력 및 경제력 향상에 큰 도움을 될 것이다. 본 연구는 인도네시아 난민 정책을 파악하고, 해결책으로 노동시장통합을 제안하고자 한다. 이를 위해 OECD(2016)의 난민을 위한 노동시장 통합 정책과 EU 회원국의 경험 및 사례들을 활용하였다. OECD(2016) 10가지 기본 원칙을 바탕으로 본 연구에서 전달하고자 하는 것은 노동시장통합 프로그램의 첫 단계로 인도네시아 정부 및 관련 기관이 난민의 자격, 업무 경험 및 기술 경력에 대한 데이터 정확성을 확보하는 것과 인도네시아 사회 속 난민을 통합하기 위한 시민 사회의식을 고조시키는 것이 선행되어야 하며 이를 바탕으로 후속 정책이 시행되어야 한다는 것이다. Indonesia is one of the countries has been affected by the flow of global refugee. While Indonesia is not a party to the 1951 Refugee Convention or its 1967 Protocol it has a long tradition of hosting refugees and asylum-seekers, and the Government has authorized UNHCR to help protect and find solutions for them. More than 14.000 refugees in Indonesia facing administrative action or punishment, including compulsory detention, fines and deportation. Moreover, being excluded from public services, including health care and education, and do not have any access to adequate housing. The government also prohibits refugees from working legally and they must fulfill their living needs independently. This becomes a problematic when the placement quota in the third country has decreased. The overall objective of this study was to identify refugee policies and practice implementing in Indonesia and using job access regulations for refugee as a potential option to handle refugee crisis in Indonesia. The OECD (2016) Labor Market Integration for Refugee and the experiences of EU member countries has been applying for refugee integration program in this study. There were ten fundamental principles and this study findings indicate that Indonesian government and related institutions should make data accuracy about the qualifications, work experience and skills of the refugees as the first step for labor integration program. Build on civil society to integrate refugee and humanitarian migrants is also mandatory. Integration program should facilitate labor market access for asylum seekers and refugee with high prospects of being allowed to stay.
