        Assessment of supervision monitoring for radiation environment around the typical research reactors in China

        The supervision mode, monitoring basis and monitoring scheme of radiation environment monitoringconcerning typical research reactors in China were investigated in this study. Summary and analysis wereconcluded of the present situation of supervised monitoring of radiation environment, such as monitoring objects, points, frequency and so on, based on the relevant data of monitoring points of fourtypical research reactors in China. Some experiences and existing problems were analyzed concerningthe supervised monitoring of China's research reactors. Tips on topics related to strengthen the monitoring of radiation environment around the research reactors has noted.

        Raskols and Crime in Lae, Papua New Guinea, Thwarting Sustainable Development

        이 논문은 파푸아뉴기니의 레이시(市)의 범죄와 ‘라스콜(raskol)’ 갱단의 활동 2012년에서 2013년까지 분석하였다. 이 논문은 레이시(市)에서 라스콜에 의해 발생한 범죄를 연구하였다. 총 68명의 라스콜 단원이 눈덩이표집(snowball sampling method)을 사용하여 선정되었다. 수집된 데이터에 따르면 라스콜 단원들은 젊고 학업수준이 낮은 단원만 있는 것이 아닌, 중·고등교육을 받은 성인단원도 있었다. 조사된 라스콜 단원들은 레이시(市) 전 지역에 분포하여 살인, 성폭행, 무장 강도 등 다양한 범죄를 저지르고 있었다. 흥미로운 점은 라스콜 단원들이 소수의 현직 경찰관들의 도움을 받고 있으며 심지어 권총도 지원을 받고 있었다. 이는 라스콜 단원들이 일반 시민들처럼 지역사회에 기반을 두는 소외된 사람들이고 어쩔 수 없이 범죄를 저지르고 있음을 나타낸다. 따라서 레이시(市)의 범죄율을 줄이기 위해서는 가난, 실직, 형사사법부의 무능과 부정부패를 치료해야할 필요가 있다. 파푸아뉴기니 정부가 이러한 문제점들에 대해 적극적으로 대응하지 않는 한, 인구 148,000이 넘는 레이시(市)의 미래는 지속가능하지 못할 것이다. This study on ‘raskols’ (rascals) and crime in Lae, Papua New Guinea (PNG) was conducted between 2012 and 2013. The aim of the study is to examine the occurrences of crime in Lae committed by the raskols. There were a total of 68 raskols who participated in this research (identified through a snowball sampling method). The data collected was analyzed and it revealed that these raskols are not only young and lowly educated, but also adults who have completed secondary and tertiary education in PNG. Both demographics belong to raskol groups which are widely spread over the entire city of Lae; they have been responsible for committing all range of serious crimes including murder, rape, and armed robberies. Ironically, it is interesting to note that these raskols and their criminal activities in Lae are being supported by a minority of law officers, a few of whom even supply firearms to equip and aid the thugs’ criminal acts. It is concluded that the raskols are from the same community that law abiding citizens dwell within, but because of socio-economic hardship, they are marginalized and forced to commit crime. Therefore, it is important to properly deal with dysfunctional issues like poverty, unemployment, ineffective criminal justice system, and corruption in our efforts to minimize crime in Lae. Unless the PNG Government makes rigorous and committed efforts to seriously address these dysfunctional issues appropriately, raskol and crime problems in Lae will continue to thwart sustainable development in this key city with over 148,000 people.

        Identity, Conflict and Multiculturalism: Living Together in Cultural Freedom

        A strong‐ and exclusive‐sense of belonging to one group can in many ways carry with it the perception of distance and divergence from other group. Many contemporary political and social issues revolve around conflicting claims of disparate identities involving different groups, since the conception of identity influences in many different ways, our thoughts and actions. As a result of intensifying global migrations, the world becomes increasingly a place of multi‐ethnic states, with up to 30% of the population coming from other societies, western liberal democracies started describing themselves as multicultural societies. Even counties which had traditionally been known as fiercely homogeneous, such as Korea and Japan, could no longer avoid acknowledging the ethnic and racial diversification of their populations. On the other hand culturally diverse societies are trying to emphasize a strong national identity. In this context, looking into the experience of India’s cultural nationalism, state multiculturalism of Europe, this paper tries to reflect on the concept of ‘solitarist belittling’ of human identity and its far‐reaching consequences and the need of an ‘inter and intra cultural civic engagement’, to cultivate an idea of ‘collectivity of humans’.

        Early Warning System for Inventory Management using Prediction Model and EOQ Algorithm

        An early warning system was developed to help identify stock status as early as possible. For performance to improve, there needs to be a feature to predict the amount of stock that must be provided and a feature to estimate when to buy goods. This research was conducted to improve the inventory early warning system and optimize the Reminder Block's performance in minimum stock settings. The models used in this study are the single exponential smoothing (SES) method for prediction and the economic order quantity (EOQ) model for determining the quantity. The research was conducted by analyzing the Reminder Block in the early warning system, identifying data needs, and implementing the SES and EOQ mathematical models into the Reminder Block. This research proposes a new Reminder Block that has been added to the SES and EOQ models. It is hoped that this study will help in obtaining accurate information about the time and quantity of repurchases for efficient inventory management.

        Papua New Guinea State University Students in Conflict with Social Morality and the Rule of Law

        This paper examines the students’ criminal and deviant behaviors including violence at the Papua New Guinea (PNG) state universities, and attempts to connect how young students are usually in conflict with both the social morals and the criminal laws of PNG. Using the author’s own observations of campus crime and deviance as a student for six years (1987-1992) at the University of Papua New Guinea (UPNG) and then as an academic for 15 years at both UPNG (1997-2001) and Papua New Guinea University of Technology (PNGUoT) (2007–current) plus relevant literature reviews and anecdotal evidences available through the various media channels, this paper presents an explicit accounts of the occurrence, character and magnitude of the student conflicts at the PNG state universities. In the discussion, the paper carefully draws attention to how the students at the state universities break social mores and state and university laws. The paper maintains that the student conflicts at the state universities are not only an isolated university problem but a product of a broader and complex socio-economic, cultural, and political dynamics in a rapidly evolving society. The state universities should learn to accept that student conflicts have existed on their campuses for many years and these problems cannot be eradicated overnight. However, the key point maintained throughout this discussion is that because human behaviors are flexible, students are capable and have the ability of changing their attitudes (mindsets) and behaviors responding to sets of strong rules and incentives. It is, therefore, concluded that the state universities need to carefully work towards developing a clear road-map that targets not only students’ behavioral problems but establish capacities that help students to change and shift their mindsets as well. At the core of this drive, a long-term positive institutional culture based on the key virtues of respect, tolerance, responsibility, and obedience to legitimate authority, is to be harnessed through collective, committed, and sustained efforts.

        The results of research on the level of community literacy in Kasomalang Village regarding information technology are still low.[4] To be able to support the goal of developing the smart village concept, preliminary research is carried out first so that the community is familiar with it, and the infrastructure and data requirements for the intelligence system can be provided. One of the preliminary research that was carried out was building an SMS-gateway to capture data on complaints patterns of Kasomalang villagers, which could later be processed by the intelligence system. The result of this research is an SMS-gateway application and its infrastructure support to help public complaint services by utilizing GSM & cellular phones, and the ease with which village officials can get data from community complaints.

        Identity, Conflict and Multiculturalism

        어떤 한 집단에 속한다는 강하고 배타적인 의미는 여러 가지 방식으로 다른 집단과의 거리와 차이에 대한 인식을 수반할 수 있다. 오늘날의 많은 정치적이고 사회적인 문젯거리들은 상이한 집단들이 제각기 표방하는 이종적인 정체성에 관련하여 각자의 주장들이 상충하는데서 비롯되었다고 할 수 있다. 왜냐하면 정체성이라는 개념은 여러 가지 상이한 방식으로 우리의 사유와 행동에 영향을 미치기 때문이다. 전 지구적인 이주 현상이 심화된 결과, 점점 세계는 30%에 달하는 인구가 다른 사회들에서 이주해온 다인종국가의 장이 되어가고 있으며, 서구의 자유 민주주의 국가들은 스스로를 다문화 사회라고 칭하기 시작했다. 한국과 일본처럼 전통적으로 확연하게 단일인종으로 알려져 왔던 나라들조차 이제는 자국의 인구가 인종적이고 민족적인 측면에서 다양화되었다는 사실을 더 이상 인정하지 않을 수 없게 되었다. 반면에 문화적으로 다양화된 사회들은 그럴수록 더 강한 민족적 동질성을 강조하고자 노력하고 있다. 이런 맥락에서 인도의 문화적 민족주의의 경험과 유럽의 국가 다문화주의를 살펴보는 것은 의미가 있다. 이 논문은 인간의 집단성이라는 생각을 장려하기 위해서 인간 정체성의 “고립적 축소화”의 개념과 그것의 광범위한 귀결들, 그리고 ‘문화 간 그리고 문화내적인 시민적 연대’의 필요성을 고찰하고자 한다.       • Sustainable Development in Hong Kong : a Review of Policy, Practices in Building Design and Construction

        Population wise, Hong Kong has too many people on too small a physical entity - 1,075 square kilometers divided by as many as 240 no. Islands. Natural resources-wise, Hong Kong has too little to offer, as almost all its agricultural lands have been converted into building land, leaving no alternative but to import drinking water and daily supplies from across the Hong Kong-Mainland border on a daily basis. Insatiable demands for housing due to an ever-increasing population growth left the government with little options but to embark on an unprecedented urban form of hyper-density. In 1997, the Hong Kong government commissioned a study known as Sustainable Development for the 21st Century in Hong Kong (SUSDEV 21). The Study jump-started the city`s participation in a worldwide endeavor to embrace sustainable development. The three years expedition guided the city through a world tour and studies on sustainable development from an international frontier, regional frontier, to a local frontier, and ended with a definition of sustainable development for Hong Kong, as well as a policy-making mechanism to achieve sustainability. Institutional efforts to promote sustainability has been complimented by efforts from professionals in the construction and building sector in an equally thorough and holistic manner, which include law-enforcers, developers, architects and builders. This paper presents a critical review and insight into recent works by each of the players mentioned in the text.

        Psychological Stress and Atopic Dermatitis: A Focus Group Study

        Background: Atopic dermatitis (AD) is a chronic inflammatory skin disorder. It is often reported to be worsened by psychological stress. Objective: To explore the role of psychological stress and related triggers in AD, and its connection to worsening of this disease, focusing on patients’ perspectives. Methods: In total, 28 patients with AD were included in focus groups. Topics regarding psychological stress and psychological triggers were discussed. Results: The hypothesis that psychological stress may have impact on eczema and its pruritus was supported by all of the patients. Distinguishing the worsening effect of psychological stress from effects of physiological triggers, such as infection, climate and allergic factors, was claimed to be difficult by many patients. Most of the patients thought that chronic stress affected the AD more when compared to acute stress. Family problems, financial problems, work overload, school exam periods, lack of structure at work, and unforeseen events were identified as important psychological triggers. Conventional treatment/therapy with topical corticosteroids and emollients, UV light treatment, were suggested as possible treatments, as well as psychological intervention and physical exercise. Conclusion: Psychological stress is an important factor to consider in the management of patients with AD. In particular, chronic stress tends to worsen AD. The type of stress can possibly also affect the quality of the pruritus experienced by the patients. Unforeseen events and decision making were frequently mentioned as important triggers. Furthermore, physical exercise was reported to provide beneficial effects.
