      • 동해항과 서일본 항만간의 협력체제 구축에 관한 연구

        본 연구에서는 동북아시아 지역에서의 국제물류 수요의 급격한 증가에 다른 우리나라 환동해권 항만의 역할을 고찰하고 환동해권 항만 중 가장 발전 가능성이 높은 동해항의 역할 중대방안을 찾아보고자 하였다. 특히 주어진 자원을 가지고 최대의 효과를 내기 위하여 동해항과 서일본 항만과의 전략적 제휴를 통하여 환동해권 항만 중에서 중추적 역할을 담당할 수 있는 방안을 모색하고자 하였다. 동해항과 같이 부존자원과 가용자원이절대적으로 부족한 상황에서는 타지역과 소모적 과당경쟁을 지양하고 지역간 공급의 확대 및 균형을 모색하는 相生的 Win-Win 전략을 구사하는 것이 보다 더 바람직하기 때문이다. 항만간 협력은 항만자원의 공동이용 을 통해서 항만비용을 절감하는 동시에 경쟁력을 강화하는데 궁극적 목적이 있는 바 본 연구에서는 항만간 협력과 제휴 그리고 네트워크라는 틀을 바탕으로 동해항과 서일본 항만과의 협력 가능성을 제시하고 그에 따르는 단계별 추진 과제를 살펴보았다. 현재의 항만간 협력은 초기 단계에 머물러 있다고 볼 수 있으나 환동해권 항만간 협력의 진척은 나아가 동북아 경제권 형성의 초석이 될 수 있다고 믿어 의심치 않으며 항만간 공동번영을 위한 많은 협력사업이 발굴되고, 추진 될 수 있도록 관련 당사자 및 지역 주민의 공동 노력 외에도 정부 및 해당 지방 자치단체의 범 국가적 차원의 지속적인 지원이 성공적인 협력을 이룩하는 열쇠가 될 것이다. The paper focuses on the role of Port of Donghae by increasing demand for international logistics in North-East Asia area. Specially, look for plan that it can take charge of important role through strategic alliance with west Japan harbor to have maximum effect into given resource. The reason is that it is more desirable that look for plan can be expander supply through cooperation rather than compete each other in circumstances that lack of usable resources. The purpose of solidarity between harbour and harbour is strengthening competitive power and reducing expense through cooperative use of resources. Unfortunately, however, at present the level of cooperation between Port of Donghae and west Japan harbour has stayed in toddle step. Therefore, it need more persistent support by local resident as well as government and relevant local government so that a lot of cooperative businesses for common prosperity between Port of Donghea and west Japan harbour could be propelled.

        中國의 原産地規程 改正과 問題點에 대한 硏究

        원산지규정은 물품 등의 원산지 판정방법 및 확인절차에 관한 규정으로 관련 정책들에도 활용되고 있다. 하지만 아직 통일된 국제규범이 없어 원산지규정이 나라마다 서로 다를 뿐만 아니라 그 내용이 불명확하고 복잡하여 오랫동안 무역장벽의 기능을 발휘하고 있기도 하다. 그러므로, 우리나라와 중국의 무역규모는 지속적으로 증가하고 있기에 우리가 중국의 원산지규정에 관심을 기울일 필요는 충분하다. 다행히도 원산지규정과 관련된 중국의 자의적이고 불충분하였던 통상 정책은 2005년 초 개선되었다. 과거 수입품과 수출품에 서로 다른 잣대를 가지고 있어서 공정성이 의심되었던 중국의 규정은 하나의 기준으로 통합되었다. 그러나 규정이 여전히 모호하고 불충분한 부분들이 있으며 그 적용에 있어서 중국정부의 자의성이 개입할 여지도 남아 있어서 정책의 일관성과 투명성은 아직도 의문스럽다. "Rules of origin" are the criteria needed to determine where a product was made. They are used to implement measures and instruments of such policy. While there is wide variation in the practice of governments with regard to the rules of origin, the complexity of different discriminatory measures depending on the origin of goods in practice has had restricting effects on international trade for a long time. As the trade volume between Korea and China is increasing continuously, Korea needs to pay attention to the practice of China regarding the rules of origin. China's disputable and deficient commercial policy instrument about the rules of origin, fortunately, has implemented and enforced since the beginning of 2005. In the past. China's regulation was in question of its equitability in practice because there were double standards between imported goods and exported goods. China's new regulation enforces single standard for both of imported and exported goods. However, the concreteness and transparency of the policy are still questionable due to the unclear provisions and insufficient regulation. And it still has room in practice for the discretion of China's government.

      • 美國 新海運法의 問題點에 관한 考察

        Since early 1984, liner shippig firms worldwide have worked themselves into a state of mass hysteria. ready to drop already depressed rates still lower in the name of market share. It's major cause is the enactment of the new law, which took effect on June 18, 1984. The new shipping Act was meant as a step toward deregulation, a direction the U.S. has taken gradually over the last seven or eight year. By the application of the new shipping Act, it became impossible for the shipping firms to make use of the loyalty contract or the dual rate system. And if the firms satisfy the requirement, the individual rate system such as independent action, time volume rate and service contract can be introduced. Therefore the current rate war fought among liner operators has been accelerated by the new law. In this paper the author attempts to examine the history of American shiqqing Acts, the enactment background of the new ahipping act and its problems to understand the shipping environment fully. The problems which are persented in the paper are as follows: 1) Exemption from antirust laws 2) Combined transportation 3) Shipper's association 4) The protection of the American shipping firms in the cross trade 5) Independent action 6) Time volume rate 7) Service contradt 8) The probibition of dual rate system

        The Inevitability of Offshore Wind and Economic Growth in the UK

        The critical effects of climate change and efforts to reduce these effects have long been in place around the world. Followed by the declaration of the EU's ambitious energy target to reduce harmful emissions, the UK has joined its step along with the EU. The UK is expecting to meet its energy target through development of offshore wind power where they have the great potentials with rich resources. While meeting the energy target the UK also believes that they can achieve economic growth (in employment, GDP and balance of trade) through the developments of offshore wind farms. Since the country has been under economic recession for a long time if the offshore wind power market could give them economic benefits it would be a great opportunity for the country and the hence, value of offshore wind power will need to be re-considered. This research therefore focuses on the UK's offshore wind power developments in order to examine the likely economic impacts it can bring to the country's economy.

        A Study on the Product-Specific Rules of Fisheries Sector in Korea s FTAs

        This article analyzes the product-specific rules for 242 different items of the fisheries sector in Korea’s FTAs using restrictiveness and consistency index. The product-specific rules of origin (PSRO) in fisheries sector has “Wholly Obtained or Produced” criterion unique to fisheries, complex PSRO, the high restrictiveness and lack of consistency of criteria for determining the country of origin. These characteristics are main reasons that FTA’s utilization of fisheries sector is lower than other sectors. The article suggests following implications; integrated management of PSRO for fisheries sector, prompt action on HS revision, distinction and utilization the rules of origin for the primary products and the processed products, continuously study for the rules of origin in connection with issues of fisheries, and specialized provenance and verification procedure for fisheries only. These should be used strategically for the future FTAs.

        Future Impacts of RFID on Supply Chain Management and Redesigning the Distribution Structure of Seafood in Korea : 국내 수산물 유통구조 재설계와 수산물 SCM에서의 RFID 효과

        In order to analyze the distribution channel of marine products in Korea, this study shows SCM approach to redesign of the marine distribution channel with case study related to previous literatures. In view of the supply chain and the future impact of RFID on the marine SCM on the recognition of the importance of the seafood traceability system, this study also provides the possibility to accomplish effective SCM for integration of production, storage, transportation, delivery, and sale when RFID is used in the seafood distribution channel based on the expansion of awareness on the marine product traceability. The traceability system for seafood is considered as the distribution infrastructure established in RFID deployment. By introducing Lotte mart case, this case study also discusses the marine distribution structure in view of the supply chain, to present an effective foundation for supplying seafood throughout production, distribution, and consumption. This is achieved by introducing RFID in an ubiquitous environment, and suggesting far more efficient control planning throughout the seafood distribution channel in view of the expected effects resulting from the introduction. In addition, as the alternative of solving this situation, this study propose the supply chain in seafoods by comprehensive management in whole distribution channels. In the SCM in seafood perspectives, HACCP can take into account the whole seafood chain from the point of supply to the point of consumption when assessing hazards. As the contributions of this study, this study emphasizes the seafood industry first should require the establishment of the relevant infrastructure, for which the efforts of the government and demonstrative project participants are essential.
