        북한의 급변사태 및 대량탈북에 따른 경찰 대응방안 연구

        국내외를 불문하고 김정은 체제에 대한 심각한 우려가 제기되고 있는 현실에 비추어 볼 때 가까운 장래에 북한의 급격한 정세변화와 대한민국에 대한 잠재적 위해요소의 등장은 우리가 반드시 겪게 될 현실이고 반드시 막아야할 문제라는 점에서 개방된 사고로 모든 가능성을 염두하고 대책을 수립해야 한다. 따라서 이 연구에서는 국가 차원뿐만 아니라 세부적으로 경찰 차원에서, 김정은 체제 이후 예상되는 북한 내부의 권력투쟁과 그에 따른 사회적 혼란 및 잠재적 위해요소, 그리고 그로 인한 북한 주민의 대량 탈북사태와 국내 유입 등 치안과 안보위해 상황을 다각도로 검토해보고 무엇보다도 경찰의 대응방안을 중심으로 대책을 마련하고자 하였다. 연구결과 여러 위협 변수들에도 불구하고 현 상태에서 당장 급격한 변화와 북한 정권의 붕괴 가능성은 높지 않다고 보인다. 하지만 북한체제의 특성상, 북한의 급변사태가 언제든 발생할 수 있다는 측면에서 항상 예의주시해야 할 것이며, 경찰은 북한의 급변사태에 따라 대량 탈북사태가 발생했을 경우 신속히 대응할 수 있는 즉응적 대비태세를 갖추어야 할 것이다. 특히, 이에 대한 대비태세는 대량 탈북 등 급변사태 발생이전의 사전적 역량강화 방안, 평시상황이지만 준 급변사태 발생단계에서 나타날 수 있는 대량 탈북사태 대응 방안, 급변사태 발생시의 대량 탈북사태 대응 방안 등으로 구분하여 수립하는 것이 타당할 것이다. 따라서 향후 보안경찰은 이 세 가지의 대응방안을 중심으로 조직적, 인력적 역량을 강화하고 대응을 위한 세부 시나리오를 마련하는 등 대량탈북 사태와 같은 북한의 급변사태에 신속히 대응할 수 있는 철저한 준비태세를 확립해야 할 것이다. In the midst of present situation where a serious concern is being raised at the national and international level on Kim Jong-un regime, it is inevitable that we will certainly experience North Korea's sudden changes in the state of affairs and the appearance of potentially dangerous elements towards South Korea against which we must defend. Accordingly, we must develop measures of responses for every possibility with open mind. The purpose of this study, accordingly, was to extensively examine not only at the national level but also at the specific level of the police the North Korean power struggle and according social disorder, potentially dangerous elements, massive defections of North Koreans and their inflow to South Korea and situations that present risk to public order and national security in order to develop various measures of responses centering on the response of the police. The study result shows that in spite of numerous variables of threat, the possibility of immediate and sudden changes in North Korea and the collapse of its regime does not appear to be high. According to the characteristics of the North Korea regime, however, there is a need for constant and close watch in the sense that sudden changes could occur at anytime in North Korea. Additionally, it was found that it would be necessary for the police to be equipped with instant readiness for swiftly responding to any massive defections of North Koreans according to sudden changes in North Korea. It was revealed that it would be appropriate to develop measures of responses by dividing them into a preemptive measure of reinforcing capabilities prior to the occurrence of sudden changes such as massive defections, a response measure against massive defections that could occur at the stage of semi-sudden changes during peacetime situation and a response measure against massive defections that occurs at the occurrence of sudden changes. Accordingly, it would be necessary for the security police to establish through readiness for swiftly responding to sudden changes in North Korea such as massive defections such as reinforcing organizational and personnel capabilities and develop specific scenarios of response centering on the three types of measures of responses mentioned above.

      • Rat의 복강내에 투여한 5-fluorouracil-polyglycolic acid 제형이 장기에 미치는 영향에 관한 연구

        For more effective intraperitoneal chemotherapy, the authers made 5-fluorouracil-polyglycolic acid composite disks(FU-PGA disks) with 5-fluorouracil and polyglycolic acid, a biodegradable polymer. We inserted the FU-PGA disk into the peritoneal cavites of Sprague-Dawley male rats, the control and three experimental groups; one FU-PGA disk insert group(300mg/kg), two FU-PGA disk insert group(600mg/kg), and three FU-PGA disk insert group(900mg/kg). The control group received a similar number of PGA disk inserts. A pharmacokinetic study was performed to measure the 5-fluorouracil concentration in the peritoneal fluid, blood, and tissues(liver, kidney and heart) at 24 hours, 72hours and 168 hours after insertion of the FU-PGA disk. Light and electron microscopic studies were done. The results were as follows: 1) The number of white blood cells and platelets decreased after FU-PGA insertion. The degree was proportional to the duration and amounts inserted. The change in the number of red blood cells varied slightly. 2) Light microscopically, slight changes were noted at 168 hours in the 3 disk insert group (900mg/kg). Mild fatty change and hepatocyte degeneration around the central veins of the liver were noted, with vacuolar degeneration in the proximal convoluted tubules of the kidney. 3) Electron microscopically,the liver showed focal increases of lipid droplets in the hepatocytes, and irregular nuclear membrane with focal nucleolar segregation of the fibrillar and granular elements. Also the double membranous structure of the hepatocytes and Kupffer cells was widened with bleb formation. The kidney showed wide separation of the nuclear double membrane in the proximal convoluted tubular cells and mesangial cells, with vacuolation and myelin figure formation in the mitochondria of the proximal convoluted tubular cells, at 72 hours and 168 hours in the 2 to 3 FU-PGA insert groups. The heart showed focal loss of cristae,vacuolation and myelin figure formation in the mitochondria of the 2 to 3 FU-PGA insert groups. In conclusion, despite the large amont of FU-PGA inserted, the histopathological changes in the liver, kidney and heart were slight, and consonant with the very low amount of 5-fluorouracil concentrations detected in the liver, kidney and heart. The above results suggest that the FU-PGA composite can serve as a new device for releasing drugs in a controlled manner and easily targeted to intraperitoneal organs. This device can improve the efficacy of intraperitoneal chemotherapy for gastric cancer.

      • Cyclosporin A 반복투여에 의한 랫드 간장의 조직학적 변화

        This study was carried out to investigate the histological changes of rat liver by repeated treatment of cyclosporin A that has been widely used for treating some autoimmune diseases and immunosuppressive drug in organ transplantation. 70 Sprague-Dawley rats were kept in experimental circumstances for 2 weeks and 50mg/kg B.W of cyclosporin A was injected once a day subcutaneously for 7 days and sacrificed at 1 hour, 1 day, 3 days, 7 days, 14 days, 28 days after the last injection. Histological changes were observed by H & E, Oil red O, and Masson trichrome stains and the results obtained were as follows. 1. 26 percent of animals has died during the treatment of cyclosporin A, and the animals survived were observed to be dull and inactivated. 2. The mild cytoplasmic changes of hepatocytes in portal area were observed by H & E stain in 1 hour lapse group and this finding was recovered with time lapse. 3. The lipid accumulation in periportal areas was observed in 1 hour and 1 day lapse groups and this finding was recovered with time lapse. 4. Although the cytoplasmic changes and lipid accumulation were started in the portal area and moved to intermediated and central areas, the changes in the intermediate and central areas were not as severe as that of portal area. 5. No specific increase of connective tissue was observed in all groups. 6. Histological changes of rat liver induced by cyclosporin A were recovered with time lapse, and the entire recovery was observed in 28 days lapse group after the last injection.

        TRANSIENT ISCHEMIA-INDUCED EXPRESSION AND CHANGES OF TYROSINE KINASE A IN THE HIPPOCAMPAL DENTATE GYRUS OF THE GERBIL

        <P>The present study examined ischemia-related changes in tyrosine kinase A (trkA) immunoreactivity and its protein content in the dentate gyrus after 5 min of transient forebrain ischemia in gerbils. One day after ischemic insult, cresyl violet-positive polymorphic cells showed ischemic degeneration. The ischemia-induced changes in trkA immunoreactivity were found in the polymorphic layer (PL) and granule cell layer (GCL) of the dentate gyrus. In the sham-operated group, trkA immunoreactivity in the dentate gyrus was very weak. From 30 min after ischemia, trkA immunoreactivity was increased in the dentate gyrus and peaked in the dentate gyrus at 12 h after ischemia-reperfusion. Thereafter, trkA immunoreactivity was decreased time-dependently after ischemia-reperfusion. Four days after ischemic insult, trkA immunoreactivity was similar to that of the sham-operated group. In addition, it was found that ischemia-related changes in trkA protein content were similar to the immunohistochemical changes. These results suggest that the chronological changes of trkA in the dentate gyrus after transient forebrain ischemia may be associated with ischemic damage in polymorphic cells of the dentate gyrus.</P>

        Investigation on the Selection of Capillary Tube for the Alternative Refrigerant R-407C

        The capillary tube performance for R-407C is experimentally investigated. The experimental setup is a real vapor-compression refrigerating system. Mass flow rate is measured for various diameter and length while inlet pressure and degree of subcooling are changed. These data are compared with the results of a numerical model. The mass flow rate of the numerical model is about 14% less than the measured mass flow rate. It is found that mass flow rate and length for R-407C are less than those for R-22 under the same condition. Based on this experimental study and the numerical model, a set of design charts for capillary tube of R-407C is proposed.

        Hematologic and hemodynamic findings during hemodialysis in 13 beagle dogs

        Hemodialysis is an effective therapy for renal failure in veterinary practice. To evaluate hematologic and hemodynamic changes during hemodialysis, 13 dogs were treated with hemodialysis, after which complete blood cell counts (CBC), serum chemistry, and mean systolic blood pressure were analyzed. For CBC, white blood cells (WBC) and platelets underwent significant changes. In serum chemistry, there were significant differences in blood urea nitrogen (BUN), creatinine, total protein, albumin, globulin, amylase, calcium, potassium, and phosphorus contents. Further, mean systolic blood pressure suddenly increased in early hemodialysis and decreased significantly thereafter. During hemodialysis, adverse effects were observed in some dogs as follows: bleeding (1 dog), anemia (2 dogs), leukopenia (8 dogs), thrombocytopenia (2 dogs), and hypotension (1 dog). This study demonstrates hematologic and hemodynamic effects during hemodialysis as well as complications similar to human medicine. Before applying the commercialized human hemodialysis system to canine renal failure patients, we monitored hematologic and hemodynamic findings during hemodialysis in healthy beagle dogs.

        延命醫療中斷의 倫理的 側面

        Social change and technological development have brought about many changes in our way of life, and caused many new norms of behaviour to appear. This situation has been proved over and over by human history and is also true in the field of medical ethics and medical law. Now let's think about the topic "Stopping Treatment for Extending Life". Although the facts are important, how we choose, what we decide, and how we follow up on our decisions are equally important. In order to evaluate any fact or incident ethically, we need certain definitive standards. So, to consider "Stopping Treatment for Extending Life" ethically, we need to follow the given standards. 1) We need to know the present facts concerning "Stopping Treatment for Extending Life." If we can consider the extension of life, we can also consider the opposite, ie, the shortening life, then can we call the medium "Natural Death"? Medical treatment is understood as a way of preventing or shortening life can become an immoral agent that ignores the dignity and inviolability of human life. 2) The real situation also needs to be understood. It is normal for human behaviour to have a given purpose and that direct and indirect results flow from this bahaviour. In order that "Stopping Treatment for Extending Life" follows this pattern, all people involved should be part of the decision making process. For example, to make the best decision for a patient, the patient's condition, his human rights and duty, his family's social and economic condition and the capabilities of the medical team need to be considered. 3) In the process of making the decision, the patient's intentions must be considered first and then the family or guardian and what the medical team can offer as a means of treatment should be considered. I suggest this process because the patient's rights are most important. However, in reality, there is still a problem with who is capable of making an objective decision. The patient is suffering, the family is emotionally in volved with the patient and who can guarantee that 솜 medical teams are always objective? Therefore, it might be necessary to have a third party who can be more objective. 4) The Stopping of Treatment for Extending Life's is generally described by morally acceptable euphemisma-Right to Die, Death with Dignity and Avoiding Meaningless Existence. The reason is that sometimes Treatment for Extending Life is considered cruel and inhumane. 5) Without considering each case and each method separately, I think, we cannot say definitely whether the Treatment for Extending Life is morally right or wrong, because human morality is highly complex. In some cases, shortening life can be immoral while in other cases extending life can be unethical. What is needed is not a new law but dialogue based on human dignity and human rights. In order to make the best decision, the patient, the family and the medical team should engage in sincere and open dialogue. We need to accept that established laws and ethical regulations are limited and support generally acceptable methods. Advanced technology enables us to extend or shorten human life. However, dignified life, not length of life, should always be the basis on which we make our decisions to extend or shorten life. If we do not use dignified life as our basis, we destroy human dignity and become slaves to technology.

      • 濕과 體液의 關係에 對한 實驗的 硏究 : 水液의 腹腔注射와 濕狀態의 比較 硏究 Comparative study on the relations between the abdominal injection of water and damp state in rats

        Dampness and dryness are the relative concepts of the state which decided by humidity. In the view of Oriental physiology they are the ambient factor stimulate a living body and the phenomenal state decided by the metabolism of body water; pathogenic factors and some kinds of syndrome pathologically. This study attempted to examine whether the damp state(濕狀態) of body can be expressed by bodyfluid volume. 7 weeks old, 280±5g, Sprague-Dawley rats were divided into three groups: normal, sample 1 and sample 2. 0.9% (sample 1) and 0.45% (sample 2) NaCl water solution were injected into the abdomen of each sample group. As the indices of adaptation for the internal environmental changes, blood Hct, serum osmotic pressure and serum electrolytes levels were investigated every 15 min. for an hour. The results were as follows: Serum ?? concentration was increased in sample 1 at 15 and 30 min. after the injection and decreased in sample 2 at 15min.; Serum osmotic pressure appears no change in sample 1, while decreased in sample 2 from 15 to 60 min. From above, it can be concluded the state induced from abdominal injection of 0.45% NaCl ws was more similar to the damp state than the state from 0.95% NaCl ws. The changes were most prominent at 15 and 30 min. and living body appears quick accommodation to these, and thus it recovered almost normally at 60 min. after the injection.
