        Elbow joint model with active muscle force

        Voluntary and reflexive muscle activation of the human elbow joint is investigated by both subject tests and numerical simulations. A jerk loading is applied to extend the elbow joint with different muscle tensing and pre-recognition conditions. Inter- and Intra-subject variations of the hand displacement are analyzed for an objective assessment of the active response at the elbow joint to the external perturbation. A finite element elbow model is developed using passive kinematic joint elements and active torques which have PID (Proportional–integral–derivative) close loop control. The simulation result from this FE model is compared with test results and shows a good correlation.

        Rationalization of Network Segregation for Continuity of Financial Services Following COVID-19

        As measures for protecting users and ensuring security of electronic financial transactions, such as online banking, financial institutions in South Korea have implemented network segregation policies. However, a revision of such domain-centered standardized network segregation policies has been increasingly requested because of: 1) increased demand for remote work due to changes resulting from COVID-19 pandemic; and 2) the difficulty of applying new technologies of fintech companies based on information and communications technologies (ICTs) such as cloud services. Therefore, in this study, problems of the remote work environment arising from the network segregation policy currently applied to the financial sector in South Korea and those from the application of new ICTs such as fintech technology have been investigated. In addition, internal network protection policies of foreign financial sectors, such as those of the United States, United Kingdom, European Union, and Russia, and internal network protection policies of non-financial sectors, such as control systems, have been analyzed. As measures for the effective improvement of the current network segregation policy, we propose a policy change from domain-based to data-centric network segregation. Furthermore, to resolve threats of hacking at remote work, recently emerging as a global problem due to COVID-19 pandemic, a standard model for remote work system development applicable to financial companies and a reinforced terminal security model are presented, and an alternative control method applicable when network segregation is not applied is proposed.

        Understanding Compressed Growth of Science and Technology in South Korea: Focusing on Public Research Institutes

        In South Korea, research institutes are the starting point of science and technology (S&T) policy-the main means through which the government had promoted and invested in S&T, as well as where the outcomes of policy measures for scientific and technological development were best manifested. In particular, government-funded research institutes (GRIs) were the points of origin as well as the most instrumental tool in the construction of S&T infrastructure and recruitment of talented human resources for rapid S&T advancement. This paper traces the birth of South Korea’s current S&T research system by investigating the rise and growth of Korea’s repre-sentative research institutions. Different periods in modern Korean history had its own representative institute that led the development of S&T. Such regular changes in representative institutes could be a sign of an unstable research system, but it could also serve as opportunities for advancing to the next level or to other fields. The process of compressed growth in S&T in Korea involved intensive investment in given institutes or system, and fostering competitive reproduction of the successful system over a short period to cultivate quantitative growth. As such, new research institutes constantly replaced old ones, thereby producing rapid growth.

        ‘전국민 과학화운동’

        The ‘Pan-national Scientification Movement’ was a science and technology popularization movement that was proposed in President Park Chung Hee’s press conference at the beginning of 1973 and subsequently became full-fledged. The South Korean Ministry of Science and Technology (MOST) embraced it as a part of the ‘scientific and technological climate creation project’ that was already under way and encompassed within this scientification movement not only enlightenment projects targeting the public but also support for scientists’ and engineers’ professional activities. With the Minister of Science and Technology Choi Hyung Sup, who styled himself a ‘scientific bureaucrat,’ as a medium and with the Saemaul (“New Village”) Technical Service Corps as the executive organ, the Korean Federation of Science and Technology Societies (KOFST), the representative organ of scientists and engineers in South Korea, sought to demonstrate their raison d’être while actively participating in the Pan-national Scientification Movement. In the end, the KOFST, simultaneously the main actor and beneficiary of the scientification movement, was acknowledged for its roles and won the government’s support, thus bringing about the construction of the Korea Science Building, its long-cherished project, and the long-demanded establishment of the Korea Science and Engineering Foundation (KOSEF). Though the Pan-national Scientification Movement ultimately was a ‘top-down movement for scientific culture’, it was at the same time a ‘bottom-up movement for scientific politics’ for and by scientists and engineers as well.

        South Korea’s Detent with Soviet Russia: Building Diplomatic Relationship through Science and Technology Diplomacy, 1988–1998

        This paper examines the highs and lows of Russian-South Korean collaboration in science and technology (S&T) during the first 10 years of diplomatic relations between the two countries (1988–1998). S&T collaboration served as a path to improve diplomacy in the absence of prior interaction and offered an opportunity for both countries to collaborate in their pursuit of technological advancement and economic growth. However, the history of this collaboration has been largely forgotten. The paper investigates the reasons for the decline of Russian-South Korean S&T collaboration and identifies potential obstacles to establishing a lasting and stable bilateral partnership in the field of science and technology.

      • Wavelet해석을 이용한 타음 진단법의 개발

        This study is related with an approach for the diagnosis of defects or peculiar on structures using hammering test that is one of the non-destruction inspection methods of the structure. In this paper, the detection method of the defects as a non-destruction inspection method has been suggested and the efficiency of the diagnosis method based on the hammering sounds has been estimated in a simple structure model, an aluminum bar with free end. According to the simulation by FEM model, it became obvious that the natural frequencies for the relating vibration mode of the aluminum bar decrease when the crack is at the abdomen of the vibration mode. On the contrary, the natural frequencies may not be changed or the change may be small when the crack is at near the nodes of natural vibration mode. The diagnosis of the existence of the defect was done from the correlation of the Wavelet coefficient between the two sound signals from aluminum bar without and with crack. The rough position of the crack is estimated from the relationship among the natural frequencies.

        다학제간 융합 기반의 디자인 교육에 대한 연구

        본 연구는 디자인 분야에서 다학제간 융합교육의 가능성을 분석하고자 하였다. 이를 위하여 디자인 분야의 연구참여자 4명에 대하여 단일학문의 고유 직무내용 분석, 간학문적 융합 가능한 학문분야 분석, 간학문적 융합 가능한 학문내용분석 등으로 일련의 결과를 제시하였다. 1차 초점면접을 약호화하여 분석한 결과, 디자인 분야의 고유한 직무능력은 창의적 문제해결력, 실험설계 수행능력, 창의적 발상과 표현, 디자인 기획능력, 조직화 능력 등으로 나타났다. 그리고융합 가능한 학문분야는 디자인·산업디자인분야, IT분야, 경영학분야, 심리학분야, 인문학 분야 등으로 나타났다. 또한 디자인 분야에서 융합인재를 양성하기 위하여 가장 중요하게 교육시켜야 할 요소는 기획능력, 상상력, 도전정신, 의사소통능력, 문학적 창조력, 인간에 대한 이해, 배움에 대한 열린 사고와 열정, 타인의 견해를 수용하는 능력, 마케팅, 조직화능력, 컴퓨터 사용능력 등으로 나타났다. 다음으로, 1차 초점면접에서 전사한 내용에 대한 이론적 민감성을 확보하기 위하여 중추적 코딩을 하였다. 그 결과는 디자인 교육에 있어 객관적이고 과학적인 절차, 인간의 내면적 관점을 표현, 통합적 관찰, 창의적 경향성, 심상 등이 학문분야간 수렴된 문제해결방식으로 나타났다. 마지막으로 전문가로부터 의견수렴 분석을 실시한 결과, 미학, 공학, 인문학, 교육학 분야 등의 간학문적 융합의 수렴영역은 18개 항목으로 분류되었고, 그 내용은 연구 참여자 4명이 전사한 내용과 정합성이 있는 것으로 나타났다. The purpose of this study was to analyze on the convergence for knowledge fusion in the filed of the design, science, aesthetics, humanities and social sciences. For the study, the related literatures were reviewed focusing on the convergence in the basis of the inter-disciplinary. In addition, interviews with 4 professors in the field of the design, science, aesthetics, humanities and social sciences were analyzed. The keys of analysis were perspective of academic disciplines. The findings of this study were as follows; most of professors recognized the inter-disciplinary of design, science, aesthetics, humanities and social sciences.
